RE: Contour Acres 92, Lot 2 Application for On -Site Septic System Improvements 49th WIMAM S SM CE - 7492 Attached is my application for On -Site Water and Wastewater permit to upgrade a septic system at the above referenced lot. The proposed septic system improvements will have little to no impact on adjacent properties for the following reasons. 1. No new on-site discharge will occur but existing discharge will be released in portion of site down slope from developed neighboring properties. 2. Lots are large, thereby allowing adequate room for new drain field and replacement field without encroaching on setback requirements or limiting potential for building on neighboring undeveloped lots. 3. Drainage will not be affected and is not a major consideration in design. The proposed septic system improvements coincide with remodeling of our residence under MOA Building Permit k 02-1343. We plan to break ground during the week of August 18, 2003 for an addition on the south side of our existing structure. While the excavator is here, I hope to install the new septic tank, which would initially be configured to discharge into the existing timber crib leach pit. I plan to replace the leach pit with a deep -trench drain field but will probably not tackle this aspect of the project until Spring -Summer 2004. In preparing the attached permit application and exhibits, I note that I am lacking the deep test hole and 7 -day monitoring to confirm the depth of the water table. I would appreciate it if you could review the application and approve the septic tank replacement portion of the application so this work can be initiated. Concurrent with the septic tank work, we will evaluate the depth of groundwater per the regulation and will deliver 7 -day monitoring results for your approval of the remainder of the application. General: 1.1. The scope of the project consists of installation of a new 1,250 gallon septic tank followed by 2 parallel 38 foot long absorption trenches containing a total of 5.5 feet of sewer gravel. 1.2. Construction shall be as depicted on the approved site plan and design drawings. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All procedures and material specifications shall conform to Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.3. The contractor shall be responsible to obtain any necessary utility locates, and to work around buried utilities. 1.4. The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible, the contractor shall minimize damage to trees and existing lawn areas. 1.5. Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction. 2. Septic Tank and Piping: 2.1. The new 1,250 gallon, 2 compartment tank shall be Municipality approved and shall be set level on undisturbed soil. Each compartment shall be equipped with a watertight manhole cover and a 4 -inch cleanout. If the tank is buried less than 4 feet, it shall be insulated with 2 inches of approved burial type, rigid polystyrene insulation. 2.2. The waste line from the residence to the septic tank shall have a minimum slope of'h- inch per foot, and the waste line between the tank and the soil absorption system shall have a minimum slope of 1/8 -inch per foot. Pipe between the residence and soil absorption system shall be 4 -inch diameter D-3034 non -perforated. Distribution pipe in the absorption trenches shall be 4 -inch diameter F-810 perforated laid level. 2.3. All pipe connections to the tank shall be equipped with waterproof mechanical couplings. A cleanout shall be installed within 4 feet of the building foundation. A double cleanout shall be installed within 10 feet downstream of the septic tank. 2.4. A flow splitter shall be installed downstream of the double cleanout to evenly divide the water between the two soil absorption trenches. On -Site Sewer Specifications Contour Acres 42, Lot 2 August 14, 2003 Page 2 3. Soil Absorption System: 3.1. The soil absorption system shall be constructed by excavating two parallel trenches spaced min. 10 feet apart to a depth of 8 feet below the ground level in the vicinity of Test Pits # 1 and #2. 3.2. The bottom of the excavation shall be level. Any compacted or smeared surfaces shall be raked to allow proper infiltration. Sand for leveling or serving as a filter material shall comply with Municipality specifications. 3.3. A total of 5.5.fect of approved sewer gravel shall be placed in the bottom of the excavation with the perforated distribution pipes laid level such that the pipe inverts are no less than 5.0 feet above the bottom of the sewer gravel. Sewer gravel shall be 0.5 - inch to 2.5 -inch screened gravel, with less than 3 percent passing the Number 200 sieve. 3.4. Monitor tubes and cleanout pipes shall be of 4 -inch diameter and installed in the locations shown on the design drawings. The portion of the monitor tube extending through the sewer gravel shall be perforated. 3.5. Approved filter fabric shall be placed over the entire top surface of the sewer gravel. A minimum of 2 feet of soil cover shall be placed over the filter fabric. If the soil cover thickness is less than 3 feet, direct burial, rigid polystyrene insulation (2 -inches minimum) shall be placed over the top surface of the gravel in addition to the filter fabric. 3.6. The top surface of the cover material shall be raised a minimum of 12 inches higher than the surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill slopes on the cover mound shall be no steeper than 3 horizontal to 1 vertical. 3.7. Unless specifically agreed otherwise, the homeowner shall be responsible for arranging to have the site finish graded after the backfill material has stabilized, and for placement of adequate topsoil and seed to promote rapid revegetation of all areas disturbed by the construction. 3.8. Inspections: A minimum of 4 engineering inspections of the absorption system shall be accomplished during the course of the project as described herein. The septic tank requires 1 inspection after it is set level and the piping is connected but prior to backfill. The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer. 1. Initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications, and construction procedures; 2. After the native material has been excavated to expose the infiltrative surface to ensure that it is level and at the right elevation, and conforms with the soil test information; 3. after the sewer gravel is in place and the distribution pipes have been laid and connected up to the septic tank, but prior to placement of insulation or filter fabric; and 4. The proposed septic system improvements will have little to no impact on adjacent properties for the following reasons. 1. No new on-site discharge will occur but existing discharge will be released in portion of site down slope from developed neighboring properties. 2. Lots are large, thereby allowing adequate room for new drain field and replacement field without encroaching on setback requirements or limiting potential for building on neighboring undeveloped lots. 3. Drainage will not be affected and is not a major consideration in design. The proposed septic system improvements coincide with remodeling of our residence under MOA Building Permit # 02-1343. We plan to break ground during the week of August 18, 2003 for an addition on the south side of our existing structure. While the excavator is here, I hope to install the new septic tank, which would initially be configured to discharge into the existing timber crib leach pit. General: 1.1. The scope of the project consists of installation of a new 1,250 gallon septic tank followed by 2 parallel 38 foot long absorption trenches containing a total of 5.5 feet of sewer gravel. 1.2. Construction shall be as depicted on the approved site plan and design drawings. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All procedures and material specifications shall conform to Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.3. The contractor shall be responsible to obtain any necessary utility locates, and to work around buried utilities. 1.4. The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible, the contractor shall minimize damage to trees and existing lawn areas. 1.5. Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all 2. Septic Tank and Piping: 2.1. The new 1,250 gallon, 2 compartment tank shall be Municipality approved and shall be set level on undisturbed soil. Each compartment shall be equipped with a watertight manhole cover and a 4 -inch cleanout If the tank is buried less than 4 feet, it shall be insulated with 2 inches of approved burial type, rigid polystyrene insulation. 2.2. The waste line from the residence to the septic tank shall have a minimum slope of %+- inch per foot, and the waste line between the tank and the soil absorption system shall have a minimum slope of 1/8 -inch per foot Pipe between the residence and soil absorption system shall be 4 -inch diameter D-3034 non -perforated. Distribution pipe in -- -- — the absorption trenches sha11 be 4 -inch diameter P-810 perforated laid level. 2.3. All pipe connections to the tank shall be equipped with waterproof mechanical couplings. A cleanout shall be installed within 4 feet of the building foundation. A double cleanout shall be installed within 10 feet downstream of the septic tank. 2.4. A flow splitter shall be installed downstream of the double cleanout to evenly divide the water between the two soil absorption trenches. The soil absorption system shall be constructed by excavating two parallel trenches spaced min. 10 feet apart to a depth of 8 feet below the ground level in the vicinity of Test Pits # 1 and #2. 3.2. The bottom of the excavation shall be level. Any compacted or smeared surfaces shall be raked to allow proper infiltration. Sand for leveling or serving as a filter material shall comply with Municipality specifications. 3.3. A total of 5.5.feet of approved sewer gravel shall be placed in the bottom of the excavation with the perforated distribution pipes laid level such that the pipe inverts are no less than 5.0 feet above the bottom of the sewer gravel. Sewer gravel shall be 0.5 - inch to 2.5 -inch screened gravel, with less than 3 percent passing the Number 200 sieve. 3.4. Monitor tubes and cleanout pipes shall be of 4 -inch diameter and installed in the locations shown on the design drawings. The portion of the monitor tube extending through the sewer gravel shall be perforated. 3.5. Approved filter fabric shall be placed over the entire top surface of the sewer gravel. A minimum of 2 feet of soil cover shall be placed over the filter fabric. If the soil cover thickness is less than 3 feet, direct burial, rigid polystyrene insulation (2 -inches minimum) shall be placed over the top surface of the gravel in addition to the filter fabric. 3.6. The top surface of the cover material shall be raised a minimum of 12 inches higher than the surrounding terrain to allow for subsequent settlement, and shall be graded to smooth Fill-slopes-on-the-mmi rnoundshalfbc no stce vertical. 3.7. Unless specifically agreed otherwise, the homeowner shall be responsible for arranging to have the site finish graded after the backfill material has stabilized, and for placement of adequate topsoil and seed to promote rapid revegetation of all areas disturbed by the construction. 3.8. Inspections: A minimum of 4 engineering inspections of the absorption system shall be accomplished during the course of the project as described herein. The septic tank requires l inspection after it is set level and the piping is connected but prior to backfill. The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer. 1. Initial stakeout with the contractor to establish the location of the system and to - - - ----- --discuss the plans, specifications, and construction procedures; ----- 2. After the native material has been excavated to expose the infiltrative surface to ensure that it is level and at the right elevation, and conforms with the soil test information; 3. after the sewer gravel is in place and the distribution pipes have been laid and connected up to the septic tank, but prior to placement of insulation or filter fabric; and 4. RE: Contour Acres 42, Lot 2, On-site Septic System Improvements Per my August 14, 2003 communication with your department, I have been issued a conditional approval for replacing the septic tank at my residence in Anchorage, Alaska. I lacked a deep test hole and monitoring tube to conduct the 7 -day monitoring that was needed to confirni that the groundwater table was at least 6 feet below the bottom of my proposed drain field. This missing data is provided herein on an updated copy of the soils log for Test Hole #2; this test hole was extended deeper in September 2003 when the septic tank was installed. The monitoring tube extends to IS feet below the ground surface at Test Hole 92. No water was present in the casing when checked on Friday July 15, 2005 prior to preparing this submittal. This observation is well beyond the 7 -day waiting period and should constitute the monitoring data you need to approve the remainder of the permit application for installation of the drain field. I will be installing the drain field as the homeowner. I have no plans to sell the property at present. I am a registered professional engineer that specializes in geotechnical exploration and design. I am experienced in the construction methods and means needed to install the drain field and I have operated the equipment that will be needed for the site work. I understand that you need these assurances in order to approve the permit application because the work is to be accomplished by the homeowner and not a certified contractor.
