Subject: Sunny Valley Lot 6 REM
Upgrade Septic Tank Permit Request Narrative
osP221103
This is a design narrative for a permit to install a new septic tank on this property. The existing tank is 31-
years old. The homeowner is desiring to replace the tank. The proposed system will serve an existing
four bedroom house. The existing septic tank will be removed and disposed of and a new I,25O gal
septic tank will be installed. The condition of the existing double cleanouts downstream of the tank will
be verified. lf needed, the double cleanouts will be replaced.
Soils. The soil in this area is composed of layers of sands and gravels. A test hole had previously
been dug during the month of April to a depth of 15.5'. Groundwater was encountered at L3.5'.
Soil Absorption System. There are two trenches constructed in 2 different years; 1991 and
2014. They are both sized for 4 bedrooms. The 1991 trench is holding 30" of water. This trench
was holding 32" of water in 2002. In April 2022, the 2014 field was tested for adequacy. lt
passed for 4 bedrooms. lt will not be upgraded at this time.
Wells. This lot and the surrounding lots are served by private water wells. MOA has
documentation for these wells. There are no wells within 100' of the septic system. This house
has (2)400 gallon water storage tanks. This water wellwas drilled in2OO2 and hydrofracked
sometime before 2010.
Neighboring Wastewater systems. lmmediate neighboring septic systems are all +L0' distant
from property lines.
Surface Water: There is no surface water within 100' of the tank. The proposed tank upgrade
will maintain at least l-00' from all surface water and drainage ditches. There is a culverted
stream approximately 50'from the location of the proposed tank.
Topography: The existing topography in the area of the tank has a slope of approximately 35%.
The area where the tank and fields are located have been graded to have a flatter slope.
The proposed installation will not affect the future development of this or the surrounding lots.

Ladies and Gentlemen:
I am writing to request a septic system installation permit for the above referenced property. The
existing septic system has failed and is occasionally backing up into the house. The proposed
system will serve a 4 -bedroom single-family residence. Soil logs, design calculations, a site
plan, design drawings and construction specifications are enclosed for your review.
Design Cales: Groundwater observed to a depth of 13.5 feet below ground surface
(4/3/2014).
Soil Rating. From Testhole 3/24/14

Total area required: 160 x 4 = 600 sgft
System: We are proposing a 500 gallon STEP tank installed after the existing septic tank
followed by a wide trench absorption field. The absorption field will be 60 feet long and 5 feet
wide and contain 4.0 feet (600 sq.ft. effective) of sewer rock.
Soils: Test holes were excavated on March 24th, 2014. See the attached soil logs. Ground water
monitoring will continue through construction of the septic system. Groundwater was observed
at a depth of 13.5 feet below ground surface on April 4, 2014.
Surface Water: There are no surface waters within one hundred feet of the proposed septic
system upgrade. A culverted stream runs along the western edge of the house approximately 52'
from the existing tank. The proposed trench is approximately 55' from the stream.

Topography: The ground level generally slopes down towards the south at a 30% slope, except
the area with the septic system has been excavated flat. Material from the bank above the
proposed trench will need to be removed in order to place the absorption field.
Waivers: None
The installation of this septic system will not prevent wells and septic systems from being
installed on the adjacent lots. The proposed septic system will not change the general slope of
the area. Ponding and/or concentration of surface runoff will not result from this installation.

If this permit was for a wastewater disposal system, an original as -built inspection report must be sent to .

reports are required to be submitted within 30 days of the completion of the system.

be issued for a fee of $100.00 if the renewal application is received on or before the expiration date of
the original permit.
When applying for anew permit, the fees are: $400.00 for a wastewater permit and $150.00 for a well
permit.

The existing 4 bedroom house is currently served by an on-site well and septic system. The
existing well has a low production rate and is located in the road right-of-way of Eagle River
Road. The homeowner has opted to drill another well in attempts to solve both issues.
Attached is a 100 -scale drawing of the subject property. The proposed location is approximately
23 feet north of the existing well. I am unaware of any adverse impacts this installation would

Dear Mr. Shafer:
Your request for waiver of the required 100 feet separation from
a surface water source to a wastewater system has been approved.
The approved separation distance is 50 feet from the system to a
stream.
The conditions that predicate the issuance of this waiver are:
1. The stream is protected in a 10 inch diameter plastic
pipe with adequate couplings at the joints.
2. The pipe is buried beneath the surface of the ground.
3. Soil beneath the pipe is a gravel material to a depth
of 21 feet with a low silt content and no perched water
table.
This waiver approval applies to the existing wastewater disposal
system to stream separation only. If any of the above listed
conditions change, all separation distances must be met or
another waiver approval must be issued by this office.

this time a portion o6 the creek is enclosed within a conduit and

o6 .the teaeh6ietd within conduit. Ate portions downhit2 64om and
within 100 6.t. o6 the septic .tank are at6o to be eondwi.ted. However,
due to cost, excavation di64ieutties and as.theticz, the owner wishes to

amatt 3 6t.- 4 6t. high cutbank. 16 the atternate site i6 necessary,
this cutbank (which was wteaied during .the instattation o6 overhead
power tines) could be regraded and etfminated. Or, since .the cutbank is

I hooked up the thaw wire to a daily timer and used
it for the first two years to prevent freeze up. Since
then it has not been necessary to use the cable at all"
In the two years that l have lived at this residerne
it has been only necessary to da maintenance on the stream
once, With cxceptiooally heavy runoff from rainfall, water
started spilling from the head of the culvert. At this
time I built a crude w`ullertor out of plywcWd and lined
it with plastic, A buried the collector with a plastic
apron a few feet in front and never had any problems
even with the collection of sticks and leaves.
8suzently, with the anticipation of completing an
un -finished fourth bedroom l commissioned you to obtain
a permit to upgrade to a four bedroom septic system.
Per your suggestion that the stream culvert should be
up grsdsd and extended farther upstream to facilitate
the new septic installation, this undertaking was done
in December of 1990, Given the steepness of my property
and fearing problems with coupling bends and joints
in steel culvert I opted to install s new plastic culvert
called "ADS". I found supplies in ample quantity of 10"
ADS only and given the performance history of the 6"
culvert was very satisfied that it would give me good
reserve capacity and reliabixity. We bedded this material
starting over 100' farther up stream at a natural basin"
At this point we bedded an upright rulvsrt £' in diamefer
approx. 4' deep with perforativns to catch the stream and
inscrted the 10'/ ADS about D" into The bottom no the vulvawt
through a 10" opening made their. The remainder of the
AF,S was burind roughly 6' deep with two 10/' zleanz,uts
installed, With the exception of the bottom 30' which was
left above ground due to frost conditions in a utility
easement which would have made digging risky. At this point
I made a recucer to wine the pipe to fit the last lenpth
left of 6" culvert still buried. We plan to finish this
last section in the spring after it thaws,
Since the installation of this system in Dec 13, 1990
no prublems have been encountarud with leakage or freening
now do I anticipate that there will be. If l can be of

In conducting this evaluation, AKWWC, Inc. attempted to provide a thorough,
conscientious engineering analysis of the system in accordance with ADEC and MOA
DSD Guidelines 8 Regulations. The reported results described the performance of the
system under the conditions encountered at the time of the test, and separation
distances measured to readily identifiable features. The operational life of all wells and
septic systems depend on the local soils condition, groundwater levels that may
fluctuate during the year, and the water usage of the family being served by the system.
These conditions are outside the control of the evaluator of the system. Satisfactory test
results do not guarantee future performance of the system, nor do they guarantee that
there are no hidden defects or encroachments. AKW WC• Inc. can therefore not provide
any warranty or future estimate of how long the system will continue to meet the
operational requirements of the ADEC or MOA DSD. The content of this report is for
