Per Anchorage Live, the home was built in 1956. It is assumed that the well was drilled during the construction of the original home in 1956. During GEG inspection on 3/10/2016 the well was enclosed (in a wooden box) in the house and could not be accessed. We referred the homeowner to Aarow Pump and Well Service to have the well exposed and camera'd to confirm compliance with MOA code requirements. Per Aarow's inspection, the well is a driven "sand-point" (see attached email fi.om Aarow). Per conversation with Jay Crewdson at the MOA On-Site Department, the sandpoint well will be accepted in its current condition (see his attached email). Per AWWU record drawings the sewer main which serves the property was installed in 1996 and is 30+ feet from the well the well head, additionally there is a manhole 60+ feet fi.om the well head. We are requesting that your department issue a variance fi.om the required separation distance fi.om well to sewer main of 75 feet down to 30 feet, and the required separation distance fi.om the well to manhole of 100 feet down to 60 feet. Additionally, we are requesting that your deparanent issue a variance fi.om a well to private a sewer line fi.om the required separation distance of 25 feet down to 5 feet. Justifications for granting these waivers is as follows: · As can be seen on the attached AWWU record drawings, the well on the subject lot is shown. In short, it is assumed that AWWU had the necessary waivers in place to encroach on the well in 1996 when the sewer main was constructed. · The encroachment has existed for approximately 20 years. · Water samples were pulled on the subject property on 3/10/2016, the results are as follows: o Nitrate: 0.139 mg/L o Arsenic: 9.90mg/L o Coliform: Negative We are unaware of any other impacts associated witit this waiver. What we found was not a well but a driven Sandpoint. Measured depth from ground surface inside Sandpoint was 35 feet. Static level was 3 feet 9 inches from ground surface. Inside tolerance made it not feasible to camera the well as per possible loss of camera. With incrustation of the pipe I don't think you would be able to see. Typically it would not be likely to drive a point to that depth and have it perforated. More likely it would have a standard 2.5 foot Sandpoint attached to the first driven pipe so in theory bottom of pipe would be 32.5 feet. Water is supplied from a shallow well Centrifugal pump which is attached to the Sandpoint. Let me know if you need more information. David L. RE: Girdwood Original Townsite; Block 3, Lot 12 David, Given the following information: 1. The governing code when the well was constructed is not available at this time. 2. If Alaska had been a state (not a territory) in 1956 when the well appears to have been constructed, State code may have required unperforated casing to 30 feet below ground level similar to the current State code requirement. 3. Per Dave Harper/Aarow Pump and Well Service (see letter dated 3/19/2016), it appears likely that the casing is unperforated to 32.5 feet. 4. Water quality results are acceptable. 5. The well appears to be drawing from a confined aquifer with 26+ feet of head (-11.5 psi) that is unlikely to become contaminated from on-site sources of pollution.
