Box 196650 Anchorage, Alaska 99519 Subject: Random Heights S/D, Lot 3 Septic System Permit Upgrade Request Separation Waiver Request Ladies and Gentlemen: I am writing to request a permit to construct an upgraded septic system be issued for this property. The proposed systems will serve an existing four-bedroom house. Currently the lot is developed. The lot is served by a private water supply. The existing septic system is a holding tank and shall be abandoned per code. A new drain field will be installed northeast of the existing house and will be sized to handle a four bedroom waste stream. The surrounding developed lots are served by private water systems. The private wells are located over 100 feet from the proposed soil absorption system. 1. Soils. A single test hole was excavated by PES on June 4, 2010. See the attached soil log. Ground water was monitored for seven days. No ground water was monitored to a depth of 3 feet below ground level after the monitoring period. Bedrock was encountered in the test hole at a depth of two and a half feet. It is my opinion, based on the results of the percolation tests and overall soils appearance; an application rate of 6.0 gallons/day/square feet should be used, using an advanced wastewater treatment system with an auxiliary pump vault. 2. Soil Absorption System Design. See Design Drawings sheet 2 of 3 for the design calculations. 3. Surface Water: There is no surface water within 100 feet of the proposed septic tank and the existing drain field. The proposed drain field upgrade will maintain at least 100 feet from all surface water and drainage ditches. 4. Topography: The average topography in the area of the proposed septic system is approximately 20 percent based on the survey information in the area of the septic system. The proposed installation will be approximately 50 feet from the shoulder of the steep slopes. 5. Separation Waiver Request: I request the following waiver: a. Well to Septic Tank from 100 feet to 90 feet b. Well to Septic Drain Field from 100 feet to 85 feet The proposed septic tank and Drain Field on this lot will both need to be inside the 100 foot well radius. The proposed drainfield will be located up hill and behind the house from the well. The ground at the drain field is located approximately 16 feet above the ground at the well casing. The ground slopes from the drainfield to the well. Surface contamination is unlikely due to the drain field being located behind the house and to the south of the well. The well is located north of the house. The static water level in the well is 75 feet below the top of the casing (73 feet below ground level). The well is a bedrock well 275 feet deep. The hydraulic gradient is approximately twenty percent to the southwest, away from the well. The soils are sandy gravels having an application rate of 125 sf per bedroom and fractured bedrock. These approvals certify that the systems are adequate for the homes that they support and meet the codes that were in place at the time of system construction. Damage. Any man-made or natural change in a system that would inhibit the system from performing as designed. Maintenance and Repair. The scheduled and as needed replacement of existing parts, components and pieces of an AW WTS that were included in the original design which would allow the AW WTS to continue to perform as designed. Permit. An On -Site Wastewater Disposal Permit as required by AMC 15.65 to construct and operate an AW WTS. 3. Term. The term of this Maintenance and Repair Agreement shall begin on the date of approval by the Municipality to operate the installed system or issuance of a COSA, and shall continue while the AW WTS is in use or is operational or until the property is sold or title is transferred by the owner and a new COSA is issued to the new owner or transferee of the property. 4. Alterations. Installation and Removal of Additional Equipment. Prior to performing any alterations to an AW WTS, the owner agrees to obtain an On-site Wastewater Disposal Permit from the Municipality in accordance with AMC 15.65. 5. Maintenance and Repairs. A. Throughout the term of this Maintenance and Repair Agreement, the Owner shall maintain their AW WTS in a satisfactory condition capable of producing treated septic effluent in accordance with the equipment's approval for operation in the Municipality. The owner shall enter into a service agreement with an AW WTS service and maintenance provider approved by the municipality and the manufacturer of the AW WTS for the entire term of the AW WTS. In addition, it shall be the responsibility of the Owner during the term of this Maintenance and Repair Agreement, and any renewals thereof, at the owner's sole expense, to pay for any and all: (1) repair(s), (2) maintenance, (3) adjustment(s), (4) replacement costs, and (5) inspection costs. B. Owner agrees to comply with all applicable ordinance, laws, regulations, rules and orders for the AW WTS. C. Upon request by the Municipality, the owner agrees to provide the Municipality a written schedule of routine maintenance and repairs which have been performed on the system. Owner acknowledges that the fine for failing to maintain and repair an AW WTS may be assessed in accordance with AMC 14.60 for improper discharge. E. Owner agrees that only maintenance and repair personnel approved by the Municipality will inspect and make any necessary maintenance, repairs or permitted alterations to the system. F. Owner agrees to grant the Municipality reasonable access to test and inspect the AW WTS upon 24 hours written notice. G. Owner agrees that any sale or transfer of title of the property will not occur without a new Certificate of On -Site Systems Approval. H. Owner agrees that the AW WTS installation and maintenance requirements as provided by the AW WTS vendor/installer and approved by the Municipality are the governing guidelines for the construction, maintenance and repair of the Owner's AW WTS. I. Owner agrees to provide and maintain a telephone connection to the AW WTS as required by the AWWTS approval. 6. Nonwaiver. The failure of either party at any time to enforce a provision of this Maintenance and Repair Agreement shall in no way constitute a waiver of the provisions, nor in any way affect the validity of the Maintenance and Repair Agreement or any part hereof, or the right of such party thereafter to enforce each and every provision hereof. 7. Amendment. A. Dear Mrs. Hansen; Per your request I inspected and tested the septic system on Lot 3, Block 1, Random Heights Subdivision on April 10, 1984. I tested the system the following way: On April 5, I measured the water level in the two standpipes of the system. I measured 36 inches of liquid in the pipe I assumed to be a crib or a trench. The septic tank was 8 feet deep with 65 inches of liquid. When a toilett was flushed I could hear water flowing into the tank, indicating that the tank was not surcharged. On April 9, the tank was pumped. Approximately 700 gallons of liquid was removed. On April 10 an attempt was done to 'charge the crib/trench, but it was discovered that water added to the standpipe flowed directly into the tank. The tank was filled with water in order to see how fast the system would absorb water, using the septic tank as a reference. While filling the tank it was noticed that water was surfacing and flowing in a strong stream down the slope adjacent to the tank. The tank was immediately pumped dry and the flow stopped. Based on the observations made I have arrived at the following conclusions. 1. This system was not installed in accordance with the regulations in effect at the date of installation. I do not think a septic tank was installed, rather a cess pool, or a drywell. 2. Whatever was installed, it was installed too close to the bank, and too close to your well. A separartion distance 100 feet is required. The present distance is 83 feet. 3. There is not sufficient area at the house to install an acceptable system. Two options exist to provide the lot with a sewer system. The least attractive is to install a holding tank. This tank must be pumped every 10 to 20 days,depending on the size of the tank and the water useage of the family. The second option is to investigate if a system can be installed at the road. The main constraint will be if a distance of 100 feet can be maintained from your well and your neighbors wells. If you do not have well interference, a soiltest must be performed before a system can be designed and built. Tobben Spurkland P.E.
