Subject: John Wells 1952 Addition, Block 5, Lot 4 – 8643 Cameron Street
Septic System Design
Dear On-Site Services Engineer:
The septic system on the above lot has failed and must be replaced to serve the 3-bedroom home
on the property. We are submitting this permit application for the construction of a new septic
system. Water is provided to the property from the well on Lot 17 to the south. The attached
site plan identifies the location of the home and the proposed septic location. No conflicts exist
between this proposed system and any other well or septic system on this lot or adjacent lots.
The new absorption trench will be placed under the existing paved driveway as the lot is
extremely small and no other area is available. The trench will be 5’ below the surface and
covered with 4” of insulation to prevent freezing. Manufacturer’s data indicates pipe deflection
at this depth is much less than the acceptable 7.5%. A calculation is attached to verify the
deflection. There are no slopes greater than 25% within 50 feet downslope of the septic site.
Ground surface contours are shown on the site plan indicating the grade and direction of flow.
Stormwater drainage will not impact this septic system. The new trench will be constructed 2’
from the north property line. A lot line waiver request is attached.
Wells on adjacent lots are shown. The new system will be a minimum of 100’ from all wells and
surface water, and more than 5’ away from the septic tank. The tank will be less than 10’ from
the house foundation but entirely outside the 1:1 influence line from the foundation. It will be
constructed more than 10’ from the garage foundation.
Please refer to the attached test hole log and plan and profile sheets for the septic design. If this
design is followed, there will be no adverse impacts to adjacent properties.

Dear On-Site Services Engineer:
The subject lot is less than 9,000 square feet with a large portion reserved for the septic system
serving Lot 17 to the south. Very little area is available to upgrade the failed septic system on
the lot. We have located an area along the north property line, but it only 2’ from the north lot
line and 1’ from the west line. We request a waiver be issued to allow the absorption trench to
be 2’ from the north property line and 1’ from the west property line. The lot is bounded by the
25’ Cameron Street Right of Way to the west and a large commercial lot to the north served by
City water and sewer. Placement of the absorption trench at this location will not adversely
impact properties to the north or west.
The south end of the absorption trench along the west property line is 13’ from the absorption
crib on the lot. The crib has an effective depth of 10’. Both the crib and the trench will be
constructed in soils with percolation rates less than 1 minute per inch. No migration of septic
effluent will occur and all absorption will be straight down. We request a waiver allowing the
new trench to be 13’ from the edge of the absorption pit.
The east end of the absorption trench will be 5’ from the slab on grade foundation of the garage.
The influence line extended downward from the edge of the slab encroaches into the trench for a
distance less than 3’. Placement of the trench at this location will have little or no impact on the
garage slab foundation. The slab covers a large surface area and the support of the garage is
uniformly spread over the entire area. We request a waiver allowing the trench to be constructed
5’ from the garage slab.

DEPTH OF BURIAL FOR PVC PIPE
PVC pipes are classified as flexible pipes. They flex
without breaking when loaded externally from soil
weight and vehicular traffic. Rigid pipes, such as those
made of concrete or clay, do not perceptibly flex when
loaded and experience wall crushing when their load
limit is reached. This mode of failure for rigid pipes has
given rise to the terms "crush strength" and "D -Load",
but these terms do not apply to PVC pipes.
When a PVC pipe encounters external loading, its
diameter will begin to deflect, meaning its sides will
move outward and slightly downward. If the pipe is bur-
ied in supportive soil, the stiffness of the soil will resist
the deflection (see Figure 1). This action and reaction is
the key to how a PVC pipe carries external loads.

The combination of the embedment soil stiffness and
the pipe stiffness form a system that acts to support
external loads. By itself, the pipe may not support
much weight, but the soil/pipe system can have tre-
mendous load capacity.
A PVC pipe's resistance to deflection in an unburied
state is measured by its "pipe stiffness". Pipe stiffness
is usually less significant than soil stiffness in PVC pipe
installations, but in general, a higher pipe stiffness
results in a higher load capacity.
Soil stiffness is most affected by the level of compac-
tion achieved, and to a lesser extent by the soil type.
Soil stiffness values for various conditions and soil
types have been derived through extensive testing.
CALCULATING ALLOWABLE BURIAL DEPTH
Because a PVC pipe flexes rather than breaks when
loaded, the failure criterion is not fracture strength.
Instead, a limit is placed on pipe diametric deflection.
This limit is expressed in terms of percentage reduction
in diameter due to external loading. Industry recommen-
dations for maximum deflection are shown in Table 1.

In order to determine the suitability of a particular burial Table 3
depth, a system designer estimates the pipe deflection
through the use of an empirical equation called the "Modi-
fied Iowa Equation". A simplified, conservative version of

from traffic on the ground surface. Live Load values are

P = Prism Load (Ibs/in2): pressure acting on the pipe from
the weight of the soil column above the pipe (also called
"Dead Load"). Prism Load values are found in Table 3.
PS = Pipe Stiffness (Ibs/in2): a flexible pipe's resistance
to deflection in an unburied state. Pipe Stiffness values for
JM Eagle products are found in Table 4.
E' = Modulus of Soil Reaction (Ibs/in2): stiffness of the
embedment soil. Values for Modulus of Soil Reaction are
found in Table 5.

A pipe system designer uses this equation to predict
PVC pipe deflection given type of PVC pipe, burial
depth, soil density, type of traffic, type of embedments
oil, and compaction density of embedment soil. The
designer then compares the predicted deflection to
there commended maximum deflection in Table 1 to
check if the burial depth is appropriate.
Example 1: Shallow Burial
A pipe system designer is interested in using ASTM D3034
SDR 35 PVC sewer pipe in a shallow -burial installation
with the following characteristics: -1 foot burial depth:
- 120 pounds per cubic foot soil density
- H2O highway traffic
- sand embedment material
- 90% Proctor density embedment soil compaction

Minimum Burial Depth: The minimum recommend-
ed burial depth for PVC pipes beneath a highway is
one foot. This recommendation assumes proper specifi-
cation of embedment materials and compaction, and
proper installation.
A pipe system designer is interested in using ASTM
D3034 SDR 35 PVC sewer pipe in a deep -burial instal-
lation with the following characteristics:
- 45 foot burial depth
- 120 pounds per cubic foot soil density
- H2O highway traffic (Note: Live loads are negligible for
deep burials)

Customer asked for Hydro jetting of septic line leading to Leach field due to visible debris sitting in clean outs leading to and
from the exit of the tank. Jetted through clean out leading away from the tank, approximately 80 feet back-and-forth
through the line multiple times. Checked the line with my camera and could see a couple pebbles throughout the line but
nothing that should cause an issue. Jetted through clean out back to tank and make sure all of the debris Sitting in those was
washed away. Monitored water as it went down line and everything was flowing down toward the Leach field. Line was clear
and flowing at time of service.

A water sample revealed an arsenic concentration of 29.7 micrograms per liter
(ug/L). The Environmental Protection Agency (EPA) has established a maximum
contaminant level (MCL) of 10.0 ug/L for public drinking water systems. While
private wells are not subject to this regulation, EPA standards are based on existing
health information and can therefore be used to gauge the relative quality of water

District, State of Alaska ("Lot 4").
B. Beier is the owner of that certain property located in Anchorage, Alaska as more particularly
described as:
Lot 17, Block 5, JOHN WELLS 1952 ADDITION, according. to the official plat
thereof, Plat No. P -267E, records of the Anchorage Recording District, Third
Judicial District, State of Alaska ("Lot 17").
C. A portion of a septic system serving Lot 17 is located within a portion of Lot 4 ("Lot 17
Improvements") identified and shown as septic system for Lot 17 encroaches onto Lot 4 on Exhibit
A attached hereto and made part of ("Lot 17 Encroachment Area").
D. A portion of the deck stairs serving Lot 4 is located within a portion of Lot 1.7 ("Lot 4
Improvements") identified and shown as deck.for Lot 4 encroaches onto Lot 17 on Exhibit A
attached hereto and made part of ("Lot 4 Encroachment Area").
E. John & Janet desire to grant Beier an encroachment easement on a portion of Lot 4 for the continued
use of the Lot 17 hnprovements.

AGREEMENT
Now, THEREFORE, it is hereby agreed as follows:
1. Recitals. The foregoing recitals are ti Lie and correct, and are hereby incorporated into this
Agreement as if frilly set forth herein.
2. Encroachment Easement within Lot 4 ("Lot 17 Easement')
a. Grant of Permanent Encroachment Easement within Lot 4. John & Janet hereby
grant to Beier, and .to its successors and assigns, and to all present and fixture owners, tenants,
guests, and invitees, a perpetual, non-exclusive encroachment easement within the Lot 17
Encroachment Area for the use, maintenance, repair and replacement of the Lot 17 Improvements.
b. Termination of Lot 17 Easement. This Lot 17 Easement shall terminate at such
time as the Lot 17 Improvements are not being used to provide service to Lot 17 or at such time as .
the Lot 17 Improvements are no longer necessary for the use of the building(s) located on Lot 17
due to other septic services being provided for the use of the building(s) on Lot 17. Beier shall upon
written request of John & Janet remove the Improvements upon termination of the Lot. 17
Easement.
C. Maintenance, Repair & Replacement of Lot 17 hnprovements. Beier shall have
the right to maintain and repair the Lot 17 Improvements in their present condition or to make
changes that do no increase the size or use of the Lot 17 Encroachment Area. The construction,
maintenance,repair and replacement of the Lot 17 Improvements within the Lot 17 Encroachment
Area shall: (a) be conducted in a good and workmanlike, safe and efficient manner; (b) be in
compliance with all applicable laws and regulations and after obtaining all necessary approvals
from governmental authorities; and (c) the maintenance, repair and replacement of the Lot 17
Improvements within the Lot 17 Encroachment Area, shall be the sole responsibility of Beier.
d. Indemnif cation and Hold Harmless. John & Janet agree that the Lot 17
Improvements shall be permitted in the Lot 17 Encroachment Area by Beier.at its sole.risk'and in
no event will John & Janet be liable for any damages or injuries of any nature or type whatsoever.

improvements and Beier shall have full responsibility for the repair or replacement of the
Improvements. Beier shall indemnify, defend, and hold John & Janet, and all other future owners

and .penalties relating thereto (including reasonable attorneys' fees), arising from (i) the activates
or uses by Beier; and (ii) any violation of the terns andconditions set forth herein by Beier. When
Beiers right to encroach expires or otherwise terminates as provided for above, the indemnity and
hold harmless provisions provided for in this Lot 17 Easement shall remain in full force and effect.

4. Covenant Running with the Land. The covenants contained in this Easement shall be
covenants running with the land and shall be binding.upon and inure to the benefit of the owners from time
to time of every portion of Lot 4 and Lot. 17, their legal representatives, successors and assigns.
5. Authority to Execute. The person or persons executing this Easement are duly authorized.
and have the full power and authority to bind the party or parties for which they are signing.
6. Partial Invalidity. Whenever possible, each provision of this Easement shall -be interpreted
in such a way as to be effective and valid under applicable law. If a provision is prohibited by or invalid
under applicable law, it shall be ineffective only to the extent of such prohibition or invalidity, without
invalidating the remainder of such provision or the remaining provisions of this Easement.. .
7. .. Titles and Headings. Titles and headings to articles, sections, or, paragraphs in this
Easement are inserted for convenience of reference only and are not intended to affect the interpretation,
construction, use or enjoyment of the Lot 4 Encroachment Area and Lot 17 Encroachment Area.
8. Waiver. Any waiver of strict. compliance with any : of the ,terms and conditions. of ,this
Easement must be in writing and signed by the party to be charged, and any -such waiver shall not constitute a

9. Severability. The invalidity or unenforceability of any provision of this Easement under any
present or future law, rule, regulation or ordinance will not affect any other provision of this Easement, and the
remaining provisions of this Easement shall continue with the same force and effect as if such invalid or
unenforceable provision had not been inserted in this Easement.
10. Amendment; Termination. No modification or termination of this Easement shall be binding
upon either party unless it is in writing and is signed by the parties, or their successors or assigns, Modifications
and termination may be effected by facsimile and/or electronic mail exchanges.
11. Governing Law; Submission to Jurisdiction. This Easement shall be governed .by. and. .
construed in accordance with the law of the State of Alaska. The parties agree that any legal action or
proceeding under or with respect to this Easement shall be brought in the courts of the State of Alaska.
12. Execution in Countetparts. This Easement may be executed. in one (1) or more'counterparts,
each of which shall be deemed an original agreement, but all of.which shall be considered one (1) instrument
and shall become a binding agreement when one (1) or more counterparts have been signed by each of the.
parties and delivered to the other.
