This is due to the extremely tight tolerances for the separation distances. The field was kept off of the neighboring lot, and the tank was 10’ away from the building foundation, but the field ended up being slightly too close to the tank. We request a waiver to allow a 4’ separation distance between the two. If there is maintenance required in the future, the contractor will need to take extreme care not to damage either tank or field. However, there is no threat to health and safety in issuing this waiver. Sincerely, Benjamin Schiller, PE December 12, 2018 MOA Development Services, On-Site Water & Wastewater Program 4700 Elmore Rd Anchorage, AK 99507 12/12/18 Subject: John Wells 1952 Addn., Block 5 Lot 18 – 2419 E. 86th Court Depth of bury on tank Dear On-Site Services Engineer: During the construction of this 5-bedroom Advantex system, we discovered that the pipe leaving the building is 5’ deep. The maximum depth of bury allowed for these septic tanks is 5’, and due to the location of the tank we anticipate a depth of 6.5’. Assuming a weight of 126.5 PCF of soil, this equates to 633 PSF on top of the tank. With tank dimensions of 17.5’x5’, the tank can support a total weight of 55,300lb. The tank has two pods that displace soil, with dimensions of 7.5’x3.25’x2.8’. They displace 137 CF of soil, but weigh 100lb each. Assuming they are half-full of water, the total weight is 4,460 lb. That saves 12,800lb, the equivalent of 1.15’ of soil. In addition, we are proposing placing 6” of insulation on top of the tank. This lessens the weight by 5,530lb. Therefore, although the tank will have 6.5’ of bury, it will only have 53,600lb over it. We request this be permitted, as there is no additional danger of tank collapse. We are submitting this permit application for the construction of a new septic system to serve the four bedroom duplex on the lot. The existing septic tank and absorption trench are located on the lot to the north. The existing tank will be decommissioned in accordance with Municipal Code. The existing absorption trench will be abandoned in place. The attached site plan identifies the location of the duplex and the existing well. The proposed septic system location is also shown. An Advantex Treatment System is proposed for construction so the well radii on surrounding lots are shown at 50'. No conflicts exist between this proposed system and any other well or septic system on this lot or adjacent lots. Stormwater drainage will not impact this septic system. The new septic system will be constructed in accordance with Municipal Code. It will be a minimum of 50' from all wells and surface water and more than 10' from the duplex structure. Both the septic tank and the absorption trench will encroach into the setbacks from the property lines due to the limited area available on the lot for a system upgrade. A lot line waiver request is attached. Please refer to the attached plan sheets and backup documentation for the septic design. Maintenance, Repairs and Alterations. .4(Owner is required to read, understand and initial each section) Throughout the term of this Agreement, the Owner shall enter into a service agreement 9 with an AWWTS service and maintenance provider approved by the Municipality or the manufacturer's representative. The AWWTS shall be maintained in a satisfactory condition capable of performing as designed and producing treated septic effluent in accordance with the equipment's approval for operation in the Municipality. It shall be the responsibility of the Owner during the term of this Agreement to pay for all repair(s), maintenance, adjustment(s), replacement costs, and inspection costs. This includes an annual maintenance fee (typically $400 to $600). Owner agrees that only maintenance and repair personnel approved by the Municipality or the manufacturer's representative will inspect and make any necessary maintenance, repairs oy permitted alterations to the system. Owner acknowledges that regular maintenance of an AWWTS reduces the potential failure of the system, which could include sewage backup and costly repairs or drainfield replacement. Owner agrees to maintain remote monitoring of the AWWTS as required by the AWWTS approval. 3. Term. The term of this Agreement shall begin on the date of approval by the Municipality to operate the installed system, or upon transfer of title, and shall continue while the AWWTS is operational or until title is transferred. 4. Nonwaiver. The failure of the Municipality at any time to enforce a provision of this Agreement shall in no way constitute a waiver of the provisions, nor in any way affect the validity of the Agreement or any part hereof, or the right of the Municipality thereafter to enforce every provision hereof. 5. Amendment. This Agreement shall only be amended by authorized representatives of the Owner and Municipality. Any attempt to amend this agreement by either an unauthorized representative or unauthorized means shall be void. 6. Jurisdiction: Choice of Law. Any civil action arising from this Agreement shall be brought in the Superior Court for the Third Judicial District of the State of Alaska at Anchorage. The laws of the State of Alaska shall govern the rights and obligations of the parties under this Agreement. 7. Severability. Any provisions of this Agreement decreed invalid by a court of competent jurisdiction shall not invalidate the remaining provisions of the Agreement. Street Anchorage, AK 99501 Attention: Mr. Steve Eng Re: Application for Waiver of Separation Distances, Lots 3 and 18, Block 5, John Wells Subdivision. Gentlemen: Transmitted herein is a request, with supporting documents, for a waiver of the minimum separation distances between an existing septic system and two adjacent wells. The request for a waiver pertains to the separation distances shown on Figure 1, which are: a) 59' between septic tank on Lot 18 and well on Lot 18 b) 77' between septic tank on Lot 18 and well on Lot 19 c) 77' between seepage pit on Lot 18 and well on Lot 18 d) 91' between seepage pit on Lot 18 and well on Lot 19 The septic system on Lots 3 and 18 consists of a septic tank and seepage pit which was installed approximately 9/1/71 (Ref. Installation Inspection Report, Figure 3). The disposal system is functioning satisfactorily as indicated by the adequacy test results which are displayed on Figure 4. An abandoned well and septic system is suspected to be on Lot 18, but its presence has not been verified. An abandoned well and two subsurface magnetic anomalies (Figure 1) were noted during the site investigation and may indicate a second system. State of Alaska January 30, 1985 Page 2 The topography of the site is generally flat with less than approximately 1 foot of relief among all subject lots. However, the elevation of East 86th Court is approximately ½ foot below the ground level of the lots. The area north of the lots dips north at approximately 1%. The dwelling on Lot 18 possesses a basement which extends four feet below the exterior ground level. The well on Lot 18 is located in a basement addition and extends one foot above the basement floor level as shown on Figure 5. Access to the basement addition which contains the well is shown on Figure 6. The well on Lot 19 is an exterior well which extends one foot above grade. The well logs and soil logs (percolation tests) on file with the USGS (Figures 9 - 16), the Municipality of Anchorage (Figures 20 - 21), and a drilling company (Figures 7 - 8) indicate the soil consists of a surface gravel deposit which is underlain by unconsolidated deposits of generally fined grained soil. However, the well log of Lot 16, Block 5, John Wells Subdivision (Figures 9 - 13) indicates an extensive gravel deposit of variable texture extending to the aquafer which in all four instances lies at depths of approximately 120 - 160 feet. The fine grained soil generally indicates a low permeability layer which forms a barrier to wastewater transmission to the aquafer. Exclusion of wastewater from the aquafer is indicated by satisfactory bacteriological (Figures 17 18) and nitrate (Figure 19) analyses. Water levels in the four wells indicate significant temporal variations. The following observations were compiled from the attached well logs (Figures 7 - 16). However, the test pits are generally shallow.
