April 21, 2015 Municipality of Anchorage Development Services Department On -Site Water and Wastewater Program 4700 Elmore Road Anchorage, AK 99519-6650 Attention: On Site Services Engineer Subject: Lot 6, Jo Von Subdivision Separation Distance Waiver Well to Absorption Pit Dear On Site Services Engineer: The well on the subject lot was constructed in 1971 approximately 2 years after the septic system was installed on Lot 5. At the time of installation Municipal Code required a 100' separation distance from the well to the absorption pit. Details concerning the placement of the well at its current location are unknown, but the well is only 84' from the edge of the absorption pit on Lot 5. A waiver must be obtained before a Certificate of On Site System Approval (COSA) can be issued for Lot 6. We are therefore requesting a waiver be issued allowing the well to remain in its current location. The well is more than 125' deep with casing the entire depth. The only well log available from the area indicates the well is drilled through what appears to be impermeable clay with gravel and silty clay layers through at least 45' of the depth. The aquifer level is not encountered until 123' below the ground level where the pump is placed. The static water level was found at 50' below the surface. The original ground surface on the lot slopes from the well and toward the absorption pit at an approximate 2% slope. We assume the water gradient slopes away from the well at a slope similar the original ground surface. A recent water quality test taken from the well indicated.only a slight amount of nitrate content (.40 mg/L). The absence of nitrates would indicate no contamination of the well water from septic effluent from either the septic tank or the absorption pit on Lot 5. No coliform or bacteria was found in the water further indicating contamination is not present in the well. Attached are the well log, water quality results and other drawings showing the proximity of the existing septic system to the well. We hereby request the waiver be issued and the Certificate of On Site System Approval (COSA) be approved. The sewer main fronting the property was constructed in 1983 one year after the well was placed. The main is only 41' from the well. It uncertain whether AWWU ever applied or was granted a waiver allowing the main to be less than 75' from the well. We are therefore requesting the waiver be granted. The sewer main is constructed of 8" Ductile Iron Pipe Class 50. It is thought to be in good condition based on maintenance records from the area. It is located at 8' to 10' below grade which is approximately 115' above the pumping level of the well. We again refer to the water quality results from the well. Little or no contamination is present in the well water indicating the proximity of the sewer main has no adverse impact on the well. In accordance with U.S. Public Health Service Recommendations, we com- pute the sewage flow to be 60 gallons per person per day. On a weekly basis this figures to be 11260 gallons a week for three people or 2,520 gallons a week for six people. To my knowledge, pump tanks oper- ating in this area have a maximum holding capacity of 2.000 gallons. Rased on this and the fact that occupants are aware the system has to be pumped periodically and will not be running excess water, this de- partment recommend& the system be pumped bi-monthly for three people and weekly for six people. The Manual of Septic tank Practices, U S Dept of Health, Education, and Welfare, Public Health Service Publication No. 626, page 42, states: "Estimates of sewage quantities: Water consumption by an ordinary family in an apartment building may average 48 gallons Of1y water per person per day over a period of three months, but actrange from perhaps 30 gallons per person on certain days to something in excess of 80 gallons per person on days when water consumption is heaviest, as on washdays. Besides these peak flows some allowance Accord - should be made for guests. Therefore, a minimum factor of safety of Q 251 should be allowed to cover the range of variation." Sue McKechnie5 C i Environmental Control Officer III RE: Lot 6, Jovon Subdivision On October 18, 19739 I was called to testify at a hearing at the office of the Attorney General, Consumer Protection Section, regarding the sewer and water facilities located on the above subject lot. The present owners of Lot 6 filed a complaint against former owner of the property, Mr. Bud Allison. (Refer to complaint copy in file) The Greater Anchorage Area Borough no longer approves this sewer and water system for the following reasons: 1. A permit was taken out for a three-bedroom single family dwelling. A six -bedroom du- plex was constructed. The sewer system was not installed accordingly. 2. In April 19'73 we started to have sewer problems. At first we thought it was a clogged line. Then we found out that the drainage field was full, so we had it pumped. Now we are having it pumped on the -average of every 10 days 6 15.00 a truck load. We decided to upgrade the system so I callPthe Department of Environmental Quality Control to inspect and recommend what should be done., They said there was nothing we could do as at didn't meet or there was not enough room to put in the required system for a duplex, so we would dust have to have it pumped until the public sewer came into this area. Then I said that I wondered if the system was big enough for the duplex and Mr Coad said he would check his records. Here it was found that his Bud Allison's application was for a 3 bedroom single family dwelling.
