Septic System Design and Permit Application
Impacts to Adjacent Properties
Dear Onsite Services Engineer:
The existing septic system on the subject lot has failed and was recently upgraded
without a permit. The trench does not meet the minimum requirements for a three-
bedroom home and has been redesigned to meet Municipal Code as shown on the
attached Site Plan. We are therefore requesting a permit be issued for the upgrade of
the septic system to accommodate the three-bedroom home on the lot. The attached
Site Plan and backup documentation identify the location and configuration of the
existing and proposed septic system. The existing Septic Tank was recently verified
sound for continued use. A statement to that effect will be provided with the inspection
report for the new system. The existing absorption pit was completely abandoned in
accordance with Municipal Code. Also identified on the plans are the locations of the
existing well on this and adjacent lots and adjacent septic systems. No conflicts exist
between the proposed septic system and the wells on this or adjacent lots. Protective
radii are shown to the adjacent wells. Drainage arrows are shown indicating the
current drainage patterns. The drainage patterns will be maintained after construction.
The test hole placed on the lot indicated Well Graded Gravel with sand (GW/GM) the
entire depth. The percolation rate was determined to be less than 5 minutes per inch.
We have designed the new trench with an application rate of 1.2 gallons per date per
square foot. We are proposing to place an 11' extension on the existing 33' long trench
by 5' wide with a 3' effective depth. The actual dimensions of the existing trench will be
verified at the time of construction. The total depth of the system will be 8' with the
distribution line at 5' below the existing surface.

trench. The trench will be placed parallel to the contours of the ground as much as
possible and in conformance with design criteria. A minimum of 100' will be maintained
between all components of the septic system and the proposed well and from any
surface water in the area.
If the system is constructed in accordance with our design the following statements
apply:
The system, if constructed as designed, will have no adverse impact on the wells
in the area or those to be constructed in the future.
The system, if constructed as designed, will have no adverse impact on existing
septic systems in the area or those to be constructed in the future.
The system, if constructed as designed, will have no adverse impact on reserve
space, either surface or subsurface, on any lots located in the area.
The system, if constructed as designed, will have no adverse impact on drainage
patterns in the area. The current drainage pattern will be maintained.

ON-SITE WASTEWATER DISPOSAL SYSTEM
CONSTRUCTION AND MATERIAL SPECIFICATIONS
SUBJECT: T15N, R1W, SECTION 18, LOT 190B
GENERAL:
The scope of this project includes the construction of a new absorption
trench 44' long by 5' wide by 3' effective depth at the location shown
on the Site Plan. The total depth of the trench will be 8' below existing
ground and the distribution pipe will be placed at 5.0' below the
surface. Approximately 33' of the absorption trench is already in place
and must be verified to be to the dimensions described above. The
absorption trench must be constructed a minimum of 100' from any
wells in the area and 100' from any surface water on this or adjacent
lots. A minimum of 3' of cover is required over the absorption trench.
In lieu of cover 2" of direct bury insulation and 2' of cover may be
placed. The delivery line from the existing septic tank must be verified
to have at least 4" of insulation.
The existing septic tank has been verified suitable for continued use.
A statement from the contractor to this effect is required.
Construction shall be in accordance with the approved site plan,
design drawings, Municipal Permit with any special provisions or
conditions, and all applicable State and Municipal Wastewater
Disposal Regulations.
The Contractor shall be responsible for obtaining all underground utility
locates and for the layout of the septic system and verification of the
location of all lot lines. The Contractor is also responsible to assure
the separation distance from wells and surface water in the area is
maintained. The engineer will accept no responsibility for Contractor
errors.
Unless specifically agreed otherwise, the contractor shall be
responsible for final grading areas subsequently depressed from soil
settling. Property owner shall be responsible for revegetation of
affected areas unless specifically agreed otherwise.
Contractors installing wastewater disposal Systems must be certified by
the Municipal Development Services Department Building Safety
Division On Site Water and Wastewater Program for system
installations. Owners installing their own systems must receive prior
approval from the On Site Water and Wastewater Program before
beginning system installation.

SEPTIC TANK INSTALLATION - EXISTING
1. A new l i'000-gallon septic tank must be procured from a certified
manufacturer if the tank found on site is not acceptable for continued
use.
2. A septic tank is to be constructed by a certified septic tank
manufacturer. Construction shall include two 4" cleanouts for pumping
access.
3. The septic tank shall be sufficiently bedded to prevent settling or
shifting of the tank.
4. All standpipes on the septic tank shall extend a minimum of 12 inches
above final grade.
5. Tanks installed without 4' of cover shall have a minimum of 2" of direct -burial insulation.
6. A foundation cleanout shall be installed one to four feet from the
building foundation. Two cleanouts are required between the tank and
the drainfield.
7. Final grading over the tank shall be such that a positive slope exists
away from the septic tank.
DRAINFIELD CONSTRUCTION:
1. The drainfield shall be constructed to the dimensions shown on the
design. The bottom of the trench shall be within 2" of level.
2. Distribution piping must be placed level with perforations down atop a
level bed of drainfield rock. Rock should then be placed over the pipe
to provide a minimum of 2" of cover.
3. A silt barrier or geotextile fabric must be placed between the drainfield
rock and the natural soil backfill.
4. Monitor tubes must be 4" in diameter and installed at the locations
shown on the design. The portion below the distribution pipe must be
perforated.
5. Contractor shall verify the septic tank and drainfield are a minimum
100' away from any private water wells in the area, 150' from a Class

"C" Well or 200' from any community well. The Contractor is solely
responsible to assure these separation distances are met.
Direct bury insulation must be placed over the distribution system if
less than 3' of backfill depth is available. Finish grade over the trench
must be mounded to prevent settlement or depressions.
7. Grade area surrounding the absorption trench to drain away.
A minimum 2' of accepting soil is required below the drainfield rock for
a 5' wide' trench. Contractor shall verify this condition prior to
placement of the rock. All pockets of unacceptable materials must be
removed and replaced.
MATERIAL SPECIFICATIONS:
1. Septic tanks must be constructed by a municipally approved septic
tank manufacturer.
2. The following pipe materials are approved for use in septic system
installations in the Municipality of Anchorage:
Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated
and solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and
ASTM D2662 or A.B.S. (perforated and solid).
3. Insulation shall be at least 2" thick extruded direct burial polystyrene
(Dow Chemical Co. Styrofoam HI or equal).
4. Septic tank inlets and outlets shall be fitted with watertight couplings
(Caulder, Fernco, or equal).
5. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed
between the final drain rock layer and the native soil layer.
6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing
the #200 sieve.
INSPECTIONS:
Municipal Ordinance requires a minimum of two inspections must be
completed during the construction of the septic system. These.
inspections must be conducted under the supervision of a professional
engineer registered in the State of Alaska. The first inspection must be
conducted after the excavation of trenches, beds or pits and before the
installation of any gravel. A septic tank may be set in place, but may not

be backfilled. The Contractor must notify the engineer 4 hours prior to the
inspection to prevent delays.
The second inspection must be conducted after the placement of the
geotextile fabric, gravel, distribution piping, standpipes, cleanouts and
insulation. No backfill should be in place at the time of inspection.
Contractor shall provide a copy of all field survey layout and construction
notes for use in preparing the certified as-built of the completed system.
His measurements must include verification that the proper separation
distances have been met. A certified surveyed as-built may also be
required to assure the proper separation distances are met from wells in
the area. The as-built will also include separation distances from streams
or surface water in the area.

The Municipality of Anchorage Development Services Department (DSD) issues Certificates of On-Site Systems
Approval (COSA) based only upon the representations given in paragraph 4 by an independent professional civil
engineer registered in the State of Alaska. Certificates of On-Site Systems Approval are required for the transfer of
title (except between spouses) for properties served by a single-family on-site wastewater disposal and/or water
supply system. DSD also issues COSAs upon request to homeowners. Certificates of On-Site Systems Approval
are valid for 90 days from the date of issue for properties served by a private or Class C well and may be reissued
with new water sample results. (Certificates may be reissued for a period of up to one year with valid water
samples.) Certificates are valid for one year for properties served by Class A or B wells or a public water system.
The Municipality of Anchorage is not responsible for errors or omissions in the professional engineeCs work.

based on procedures outlined in the Certificate of On-Site Systems Approval Guidelines for this application,

A Certificate of On-Site Systems Approval inspection and test of potable
water was recently conducted on the well water supply on Lot 47 of Delucia
subdivision. This inspection revealed a nitrate concentration of 5.77
milligrams per liter (mg/L) was reported for the property's well water
sample. The Environmental Protection Agency (EPA) has established a
maximum contaminant level (MCL) of 10.0 mg/L for public drinking water
systems. While private wells are not subject to this regulation, EPA
standards are based on existing health information and can therefore be used
to gauge the relative quality of water from private wells. Please see the
attached "Nitrate Fact Sheet" for important information regarding nitrate.
This advisory must be attached to all copies of the subject Certificate of On-
Site Systems Approval.

A sewer system adequacy test was performed on the system located
on the referenced property, as you-requested. The septic tank
was pumped and verified to have a capacity of approximately
'1000 gallons. The seepage pit was charged with 1000 gallons
.of fresh water and after a period of 24 hours all the water
which had been added to the crib had percolated out.
It can be concluded from this test that the waste water disposal
system intended to serve a three bedroom residence located on
~tSis property is currently functioning adequately. However,
the system cannot be guaranteed against subsequent failure.

Dear Sirs:
An on-site inspection was made on the above subject property. The sewage disposal
system does not comply with minimum requirements set forth in our ordinance.
The sewage disposal system will have to be upgraded to comply with current ordinances.
This department will grant a temporary approval based upon escrow funds set aside
to install a new sewage disposal system by June 1, 1976.
Until such time that a new sewage disposal system can be installed this department
has no objections of the continued use of this system.
