Bragaw Street Anchorage, Alaska 99519 Subject: Eklutna Heights S/D, Stwerat Addition, Lot 9 Waiver Request Ladies and Gentlemen: l am writing to request that a separation Waiver be granted for this property. The well is a private well serving a single family home. PES designed and obtained a permit (OSP101218) to install a new septic tank and drain field. The tank was designed to be located in the north east corner of the lot, outside the well radius. When the tank was being installed, we encountered effluent from the neighboring drain field pouring into the excavation. PES contacted your department and your inspector Mr. Jeff Poet came out the site to investigate. There was no other location outside the well radius to install this new tank. The new tank was installed at its current location after discussions with your department. The tank was placed five feet from the abandoned existing drain field. I request the tank to well waiver cost be waived due to the nature of this emergency placement. We, in good faith, intended to place the tank outside the well radius. We were unable to do so due to effluent impacting my client's property. Waiver Request. I request the following waiver: a. Well on Lot 9 to Septic Tank from 100 feet to 84 feet b. Well on Lot 10 to Septic Tank from 100 feet to 95 feet The existing drain field on this lot was in failure and was upgraded as part of OSP 101218. The old drain field's biomatted material was removed and disposed of off site. A new drain field was installed outside the 100 foot radius. The soils we encountered to 16 feet below the ground surface were silty sands and gravel having a percolation rate of 16 to 20 minutes per inch. The top of the distribution pipe is four feet below the ground surface. The ground at the drain field is located approximately two feet above the ground at the well casing. The ground slopes from the drain field towards the well and surface contamination is unlikely due to the house being direct line between the two. The static water level in the well is 65 feet below the top of the casing (63 feet below ground level). The hydraulic gradient is five to ten percent to the south, away from the well. The soils are sandy gravels having an application rate of 250 sf per bedroom. The water results for the well located south of the tank on lot 10 indicated a 0.1 U in a water test performed in July of 1005. The surrounding lots are developed. The existing septic systems are located greater than 100 feet from this well and over ten feet from the property lines. Granting this waiver will not affect the operations or availability of the surrounding lots to develop or install an on-site sewer disposal system nor endanger the health and safety of the public. Box 196650 Anchorage, Alaska 99519 Subject: Eklutna Heights Stewart Addition, Lot 9 Septic System Permit Upgrade Request Ladies and Gentlemen: I am writing to request a permit to construct an upgraded septic system be issued for this property. The proposed systems will serve an existing three-bedroom house. Currently the lot is developed. The lot is served by a private water supply. The existing septic system is in failure and will be removed in accordance with municipal standards. A new drain field will be installed in the same location as the existing field. The surrounding developed lots are served by private water systems. The private wells are located over 100 feet from the proposed soil absorption system. We will excavate a test hole and perform a percolation test at the south end of the new field during construction. 1. Soils. A single test hole was excavated by KND Engineering in December of 2004. See the attached soil log. Ground water was monitored for seven days. No ground water was monitored to a depth of 16 feet below ground level after the monitoring period. Bedrock was not encountered in the test hole. It is my opinion, based on the results of the percolation tests and overall soils appearance; an application rate of 0.6 gallons/day/square feet should be used, using a 1250 gallon S.T.E.P. tank that utilizes a pressure discharge into a wide trench. Soil Absorption System Design. See Design Drawings sheet 2 of 2 for design calculations. 3. Waiver Modification: We request the existing lot line waiver (WR050001) be modified from 5.0' to 0.0' between the drain field and septic tank to the property line, due to increasing the number of bedrooms the trench length increases 5 linear feet. Granting this modification will not affect the future development of the surrounding lots. 4. Reserve Field: The original system was designed for two bedrooms. The house currently has three bedrooms (see Muni printout). This lot does not have space for a reserve system outside the well radii. When this three bedroom system eventually fails, the upgrade location will be in the same location, I.E. the Mai!in(~: P.O. Surface Water: There is no surface water within 100 feet of the proposed septic tank and the existing drain field. The proposed drain field upgrade will maintain at least 100 feet from all surface water and drainage ditches. 6. Topography: The average topography in the area of the proposed septic system is approximately flat based on the survey information. The proposed installation will be greater than 50 feet from the shoulder of the steep slopes. 7. Drawing Markings: The Drawings are marked "For MoA Review Only". When written notification that the review is complete and that there are no further comments is received from MoA On-Site Department, the note will be removed and "Issued for Construction" drawings will be issued. The proposed installation will not affect the future development of the surrounding or existing lots. There are no wells or septic systems within 100 feet of the proposed septic location. Due to the small lot sizes of the subdivision and close well radii, a 5' septic to lot line waiver is requested with this upgrade. The contractor shall be responsible for locating any necessary underground utilities, easements, property lines and surface water. Unless specifically agreed otherwise, the property owner shall be responsible for final grading areas subsequently depressed from soil settling. The MOA Development Services Department On-Site Water & Wastewater Program must certify contractors installing wastewater disposal systems. Owners installing their own systems must also receive prior approval from said MOA Department. SEPTIC TANK ! HOLDING TANK / LIFT STATION INSTALLATION: 1. A septic tank is to be constructed by a certified septic tank manufacturer. Construction shall include two 4" deanouts for pumping access. 1. The septic tank shall be sufficiently bedded with proper material and compacting to prevent damaging, settling or shifting of the tank. 1. All standpipes on the septic tank shall extend a minimum of 12 inches above the final grade. 1. Septic tanks installed with less than 4 foot of cover shall be insulated. The contractor will ensure that the fill over the tank does not exceed the burial depth rating. 1. A foundation cleanout shall be installed one to four feet from the building foundation. In the line between the tank and the leachfield there shall be two adjacent cleanouts (unless an effluent pumping system exists within the septic tank). These cleanouts shall be located on undisturbed soil not more than 10 feet from the tank. The second cleanout, in line, shall be to dean toward the septic tank. I. All H.D.P.E. tanks shall have a vertical length of 4-inch perforated drainpipe besides the tank extending to the bottom of the tank to above grade to monitor ground water. 8. All tanks shall be anchored when there is not enough adequate soil cover to resist buoyancy forces in high-groundwater areas. 9. All holding tanks and lift stations shall have an audible and visual alarm inside the residence. 10. Ail lift stations shall be wired in compliance with the Uniform Electrical Code and all MOA guidelines. 11. The contractor shall remove the old tank, or abandon it in compliance with the Uniform Plumbing Code. The contractor is solely responsible for the abandonment procedure. ABSORPTION TRENCH/DRAINFIELD INSTALLATION: 1. Excavate the proposed trench to the dimensions, shown on the design. The bottom of the excavation shall be within 2 inches of level. If the sidewalls of the excavaction become smeared, they must be raked or scratched (roughed-up) before grave! (sewer rock) pla.c, ement. 1. Once the sewer rock is installed, the distribution pipe is installed level with the perforations facing downward. Gravel is then to be placed over the distribution pipe to provide a minimum of 2 inches of cover over the pipe. 1. A silt barrier must be installed between the final gravel layer and the native soil backfill. Ensure the silt barrier covers the entire gravel surface before placing backfill. 1. Monitoring tubes shall be four- (4) inch diameter., installed approximately in the locations shown on the design, and extend a minimum of 12 roches above final grade. The portion of the monitoring tube extending through the gravel shall be perforated from the bottom of the trench to the invert of the distribution pipe. This is equivalent to the effective depth of the gravel as noted on the design. 1. Backfill over the final gravel layer must no.t be less than twenty-four inches. Insulation must be installed when the backfill depth is less than thirty-six (36) inches. The finish grade over the trench must be mounded to prevent the formation of a depression after settling. 1. All advanced technology waste water disposal systems (Advantex, Biocycle, Intermittent Dosing Sand Filter, etc...) shall be constructed, installed, maintained and monitored per manufacturer's specifications and MOA requirements. The final inspection is to occur upon final grading of the property.
