Box 196650, Anchorage, Ak 99519-6650 (907) 343-7904 Ref: Proposed Septic System for Elsner Park S/D; Lot 2, To whom it may concern: The existing 3 bedroom house is served by a private well and a septic system consisting of a 1000 gallon septic tank and a trench type drainfield. The tank appears to be failing and needs to be replaced. Per the homeowner's request, we are proposing to upgrade the size of the tank and install a drainfield sufficient for 4 bedrooms. One testhole was excavated on the property. The 4 bedroom drainfield and 4 bedroom reserve site shall be designed within the 30' radius of GEG Testhole #1. Comments regarding the design are summarized as follows: 1. SOILS: See the attached soil log and sieve analysis which shows the soil classification, groundwater monitoring, and the percolation test results. Although the soil perked at a rate of less than 1 minute per inch, we believe the insitu sandy soils will sufficiently protect the local aquifer from contamination. 2. TRENCH DESIGN: See attached design drawing for drainfield specifications. 3. SURFACE WATERS: There are no surface waters within 100 feet of the proposed septic System. 4. TOPOGRAPHY: As can be seen on the attached topography site plan, the average slope in the area below the drainfield is flat or approximately 0-5% percent running south to north. In short, there are no slope concerns. 5. RESERVE SITE AND EXISTING 3 BEDROOM DRAINFIELD: As can be seen on the attached design drawing, there is sufficient space for a 4 bedroom replacement site. Rather than abandon the 3 bedroom drainfield, we are proposing to connect it via a diverter valve for possible use. The availability of such a reserve system benefits the homeowner and future owners in case it is needed for maintenance or other emergency type usage. The 3 bedroom drainfield is not considered an alternate site and all C.O.S.A. approval in the future must be based upon evaluation of the 4 bedroom drainfield. 3701 E. Nortern Lights Boulevard Anchorage, Alaska 99503 Subject: Soils investigation for sanitary sewer system on; South Portion, Government Lot 6, Sec 21, T12N, R3W, SM, Anchorage, Alaska. Dear Mr. Elsner: At your request of September 11, 1978, I conducted a soils investigation at the proposed location of a sanitary sewer system on the subject lot. This investigation, which was accomplished on September 12, 1978, consisted of the inspection of soils removed during drilling of a 4 inch diameter, 18.5 feet deep test hole, using solid flight augers, powered by a trailer mounted Mobile B-34 drill rig. After completion of drilling, the test hole was filled with water and a percolation test performed. The results of this test are tabulated on an accompanying sheet. The soils encountered are graphically shown on the accompanying test hole boring log. The soils consisted of a 5.5 feet thick later of Organics and Organic Silt overlying a Silt with some Gravel and Sand 11.5 feet thick, which is underlain by a Silty Sand to a total depth of 18.5 feet. The topography of the property consists of a north sloping low hill of approximately a 10-20 per cent grade. Vegetation consists of moderately dense spruce and birch to 50 feet tall, with a ground cover of bushes and grasses to 2 feet tall, and some mosses. A water table was encountered at 17.0 feet while drilling. After the augers were pulled the water table was measured and found to be at 17.0 feet. The test hole caved in at 17.0 feet after pulling the augers. An accompanying sketch shows the subject lot with the approximate location of the test hole in relation to the property lines. I appreciate the opportunity to be of service to you. Please contact me if you have any questions regarding this soils investigation. Very truly yours, i Michael B. er:ann Consulting Geologist Box 191, Star Route A Anchorage, Alaska 99502 (907)344-9150 Attachments: Drawing of test hole boring log with location sketch, and tabulation of percolation test results. xc: Department of Health and Environmental Protection r eptember 14, 1978 South Portion Govt. Subject: RE: Elsner Park; Lot 2 - Record Drawing and Diverter Valve David, I agree that the DV can remain so that the 1978 trench could you used as a back-up (but not for 4 -bedroom COSA approval). I will make a cover page noting this. Becca Carroll Onsite Water and Wastewater Municipality of Anchorage 343-7908 From: David Garness <David@garnessengineering.com> Sent: Friday, July 30, 20218:27 AM To: Carroll, Rebecca M. <rebecca.carroll@anchorageak.gov>; Wockenfuss, Deborah M. <deborah.wockenfuss@anchorageak.gov> Subject: Elsner Park; Lot 2 - Record Drawing and Diverter Valve i Deb/Becca, There was a record drawing completed for Elsner Park; Lot 2 which states at the top of the 40 scale "Bootleg System was Abandoned in Place". However, the chance order on page 10 in the MOA records states "3 -bedroom drainfield shall be retained and connected for possible use but not for COSA approval...." In the bottom left corner. During GEG inspection for the COSA in 2021, it was noted that the diverter valve is in fact present and that the 1978 drainfield appears to still be connected. In short, we believe there was an oversight on the record drawing and would like to note that there is a diverter valve present. An adequacy test was performed on the 4 -bedroom drainfield and passed. Given that there was a change order on record to allow the 1978 drainfield to be connected, we feel that it is reasonable to allow the DV to remain in place and the 1978 trench to be utilized (but not for a COSA approval). Health & Human Services Municipality of Anchorage Department of Health & Human Services Division of Environmental Services On -Site Services Section P.O. Box 196650 Anchorage, Alaska 99519-6650 Subject: HAA for Private Well & Septic System. Lot 2, Elsner Park S/D. 3600 Omalley Road. To whom it may concern: The subject lot has a 3 bedroom house on it which is served by a private well and septic system. The results of the field investigation and adequacy tests are summarized as follows: A. WELL: On the day of my inspection (4/4/97) the static level was 154 feet below the top of the casing. Water was pumped from the well at an average rate of 5.26 gpm for 171 minutes (900 gallons). Within the first 20 minutes of the pumping, the water level dropped to 166 feet, and remained there throughout the rest of the test. In short, it was recovering as fast as it was being pumped out (5.26 gpm). Based upon this data it was determined that the capacity of the well exceeds the Municipal requirements for a 3 bedroom house (450 gallons per day). This well produces greater than 720 gallons in 4 hours. B. SEPTIC TANK: The existing septic tank was installed in November of 1978 (approx. 18.5 years old). According to the M.O.A records, it is 1000 gallons, has two compartments and is made of steel. Most tanks of this type have a structural life of approximately 20-25 years. No warrantee is made regarding the future life of the septic tank. The liquid in the septic tank was frozen on 4/4/97. This occurred because there was no cap on the clean-out pipe and the home was vacant for the past several months. The tank was steam thawed, and pumped by Old McDonald's Pumping on 4/5/97, Given the burial depth (visually appeared to be greater than 4 feet), and the fact that there is now a clean-out cap, it is unlikely that the tank will freeze again, assuming that the home is occupied. C. DRAINFIELD SUMP DOES NOT EXTEND TO BOTTOM OF TRENCH: The drainfield is a single trench that is 5 feet wide, 20 feet long, and has an effective depth of 8.3 feet. The elevation difference between the bottom of the sump, and the cleanout invert (at the beginning of the trench) is only about 3.8 feet. In short, the sump does not appear to go to the bottom of the drainrock. During the adequacy test, when water was introduced into the clean-out at the beginning of the trench, the water level in the clean-out would reach a level of approximately 4 inches. This is indication that there is a slight reverse grade in the drainpipe. Given the fact that the system has operated adequately for almost 18.5 years with this condition, it is reasonable to assume that the future performance of the system will not be impaired. D. SEPTIC SYSTEM ADEQUACY TEST: Per the property owner, the home had been unoccupied for several months. Prior to beginning the test, the sump had 8 inches of liquid in it. Since the sump does not extend into the lower 4.5 feet of the drainrock, the total liquid depth in the drainfield was actually 5.17 feet (62% full). Water was introduced into the cleanout and sump (alternated) at a rate of 5.26 gpm for a total of 171 minutes (900 gallons). The first 462 gallons produced a rise of 28 inches in the sump (water level was only about 10 inches below the drainpipe invert) The next 438 gallons did not raise the liquid level in the sump at all. In short, water was being absorbed as fast as it was being introduced (438 gallons in 81 minutes!). Based upon this data, it was determined that the absorption rate of the trench exceeds 450 gallons per day, as required for a 3 bedroom house. If you have any questions, please contact me at 337-6179, or on my digital pager at 1-800-481-1162. Thank you for your assistance. NOTE: The adequacy of a septic system is influenced by numerous factors, including, but not limited to, seasonal surface water infiltration, groundwater variations, septic system maintenance (frequency of septic tank pumping, usage of biological additives), condition of drain pipe and pipe joints (which can be damaged by seismic activity and deteriorate with age), type of substances deposited in septic system (cigarette butts, sanitary napkins, misc. objects), and the amount of water being introduced on a continual basis. Consequently, the results of this adequacy test are only valid for the specific day of the test. Furthermore, because of the limited nature of this investigation, it is possible that there are hidden defects which may not have been detected. No warrantee is made regarding the future performance of this well or septic system C.C.
