We have reviewed the proposed site (NW/4 of Section 29 - T16N - R1E) for the Eklutna Water Treatment Facility (EWTF) and the general topography of that general area. There does not appear to be a problem in permitting the installatioa of an on-site wastewater dispesal system at the EWTF site even though the site is located in a watershed area. The location of the o~-site system should allow maximum separation from any stream or t:ributary, and both this office and the Alaska DEC should review and approve the system design and location prior to the commencement of construc- tiono The permit to construct and the permit to operate the on-site system will be issued by the A~laska DEC 1. oc~. office. ED Mr. Robbie Robinson, Manager Environmental Health Division Health and Environmental Protection Department Municipality of Anchorage 825 "L" Street, 4th Floor Anchorage~ Alaska ~9501 Dear Mr. Robinson~ As you are aware, the Anchorage Water and Wastewater Utility is presently in the design stage for the Eklutna Water Treatment Facility (EWTF) which is to be located in the northwest 1/4 of Section 29, T.16 N.~ R.i E. The EW'rF site is located in an area that was recently zoned as a Watershed District. We understand that water- treatment plants and accessory uses are permitted land uses within a Watershed District (21.40.250). The purpose of this letter is to request approval in the form of a variance from the Health and Environmental Protection Department to install an approved septic tank/soil absorption system for domestic waste disposal at the EWTF. The EWTF is being designed to provide sanitary facilities to 11 full-time operating personnel and 9 full-time administrative and maintenance personnel, as well as up to 2 busloads (30 people per bus) of visitors per day. Conservatiw~ly~ ultimate wastewater flow is projected to be a maximum of 750 gallons per day. The Alaska Department of Environmental Conservation (ADE[~) has reviewed the preliminary plans for the EWTF and has appreved those plans. In addition, attached to this request is a letter from Bruce Erickson~ District Offices Coordinator, stating that ADEC has no objection to the installation of an approwed septic tank/soil absorption system at the EWTF.
