The owner is adding on to the house, which necessitates that the septic tank be replaced. The septic system is 29 years old, designed for three bedrooms and consists of a septic tank and a concrete block seepage pit. Septic rock was not used to backfill around the pit. The system is not failing at this time, but a complete up -grade is desired. This submittal consists of three (3) drawings showing the present improvements on the lot, (sheet 1/3), the proposed improvements of the lot, of which only the septic system is subject to this permit application, (sheet 2/3), and a schematic of the septic system, (sheet 3/3). Soil logs and percolation tests of applicable test holes are also enclosed. Chalet Terrace is served by a Class C water system Both the existing and the proposed system are within the present protective radius of the supply well, but out side of the radius in effect when the subdivision was developed. ADEC is in the process of granting a waiver to allow the installation of this proposed system, however, your Department has to issue the installation permit. This application is for a 5 -bedroom system. A replacement system is possible by using one of the approved " Category II " systems, requiring a disposal area of 187.5 sq.ft , which can be obtained by a trench 20 feet long and with 5 feet of sewer rock. The design of the septic proposed system is based on the following: No Ground Water or Impervious Layer to 15 ft. Use Standard Trench Soil Rating. Environmental Engineer State of Alaska Dept. of Environmental Conservation Anchorage District Office 555 Cordova Street Anchorage, Alaska 99501 Subject: Separation Waiver Request Septic System to Class C Well Lot 6 Chalet Terrace PWSID 211106 Gentlemen; September 19,2002 We are requesting a waiver from the Separation Distance required by 18 AAC 72.020 (e) between a Class C water well and a single family soil absorption septic system. A copy of the permit application to the Municipality is attached hereto. The septic system on Lot 6 can not be replaced without a waiver. A water sample collected on Sept. 9, 2002 and tested for Nitrate -N showed 2.10 mg/l. This is well within expected back ground level and an indication that the well is not currently influenced by septic system discharge. The test hole excavated in connection with the design of the proposed drain field showed that the soil conditions consisted of dense sand and gravel to 15 feet. Bedrock or ground water were not encountered. The percolation rate is faster than I minute per inch, however, unsaturated, vertical flow through the soil will cause suspended solids, bacteria and viruses to be trapped. The proposed septic system will be located down gradient of the groundwater source feeding the well. Overland flow from the septic system to the well is not possible due to adverse grade. Yours Tobb Spurkland P.E. S E OFL S J (J FRANK H. MURKOWSKI, GOVERNOR DEPT. OF ENVIRONMENTAL CONSERVATION 555 CORDOVA ANCHORAGE, AK 99501 Phone: (907)269-7519 Fax: (907)269-7650 DIVISION OF ENVIRONMENTAL HEALTH http://www.state.ak.us/dec/ DRINKING WATER AND WASTEWATER PROGRAM March 26, 2003 Tobben Spurkland,P.E. 203 West 15t' Avenue Suite 203 Anchorage, Alaska 99501 Re: Lot 6, Chalet Terrace, Waiver Request Septic System to a Class C public Water System PWSID # 211106, ADEC Project # 2616 Dear Mr. Spurkland This is in response to the request for a waiver of separation distance for a Class C public water system to a proposed on -lot soil absorption system serving a single family residence received in this office on September 20, 2002. I have reviewed the waiver application, your engineering drawings and the files for Lot 6, Chalet Terrace. This public water system was installed and originally operated as a Class A public water system. On April 24, 1997, the public water system was reclassified to a Class C public water system because the number of individuals being served dropped below 25. The submitted information, requests a waiver from 150 feet to a distance of 120 feet between the source well and the soil absorption field, and septic tank. A review of the well logs, soil reports, current water sample results, and the plan drawings has taken place. Based on the information submitted it appears the waiver requests adequately supports the reduction in separation distance. Therefore, in accordance with the State Drinking Water Regulations (18 AAC 80.020), the following waivers are granted. • The separation distance between the Class C public water system source well and the two compartment wastewater septic tank serving the home on Lot 6, Chalet Terrace Subdivision has been waived from 150 feet to 120 feet. The separation distance between the Class C public water system source well and the deep trench type soil absorption system on Lot 6, Chalet Terrace has been waived from 150 feet to 120 feet. The distances noted in the waivers are from your submittal. It appears that these distances are from the nearest edge of the wastewater disposal system component to the nearest edge of the existing public water system source well. If the wastewater disposal system fails or contamination can be traced back to the system, the waivers will be invalid. I must strongly recommend that prior to submitting requests for construction approval or separation distance waivers, field verification to confirm existing conditions be completed. 10 Printed on Recycled Paper This approval does not imply the granting of additional authorizations nor obligate any state, federal or local regulatory body to grant required authorizations. Any person who disagrees with this decision may request an adjudicatory hearing in accordance with 18 AAC 15.195- 18 AAC 15.340 or an informal review by the Division Director in accordance with ISAAC 15.185. Informal review requests must be delivered to the Division Director, 555 Cordova St., Anchorage, Alaska 99501, within 15 days of the permit decision. Adjudicatory hearings requests must be delivered to the Commissioner of the Department of Environmental Conservation, 410 Wiloughby Avenue, Suite 303, Juneau, Alaska 99801, within 30 days of the permit decision. If a hearing is not requested within 30 days, the right to appeal is waived. Thank you for your cooperation. If you have any question please do not hesitate to contact me at 269-7519. Therefore, in accordance with the State Drinking Water Regulations (18 AAC 80.020), the following waivers are granted. 0 The separation distance between the Class C public water system source well and the two compartment wastewater septic tank serving the home on Lot 6, Chalet Terrace Subdivision has been waived from 150 feet to 120 feet. • Tite separation distance between the Class C public water system source well and the deep trench type soil absorption system on Lot 6, Chalet Terrace has been waived from 150 feet to 120 feet. 10'd £109 9LZ L06 QNoiANnr is 1 wo bZ:Tr £00Z-0£-Ndo This approval does not imply the granting of additional authorizations nor obligate any state, federal or local regulatory body to grant required authorizations. The septic tank was pumped prior to the performance of the test on the seepage pit. During the test the liquid level in the seepage pit was monitored as 250 gallons were removed and 1,250 gallons were pumped back into the seepage pit to the inlet level. All liquid levels were measured below the top of the standpipe and are shown in the following table: Initial Liquid Second Water Third 24 -Hour Total Reading Removed Reading Added Reading Reading Drop (gallons) (gallons) 127" 250 149" 110250 99.25" 133" 33.5" The average specific capacity is 18.3 gallons per inch based on two sets of readings showing 11.4 and 25.1 gallons per inch. After twenty four hours the liquid level was measured again at 11.1 feet. It had dropped 2.8 feet or 33.5 inches. This indicates an average effluent acceptance rate of 613 gallons per day for the surrounding soils. If the three bedroom residence on the property is to house six people, the average load on the system can be expected to be 450 gallons per day. We can therefore conclude that the system is disposing of effluent at an adequate rate for a three bedroom residence.
