Request you expedite the issuance of a permit to upgrade the
septic system serving the three bedroom home on the
referenced property.
~n adequacy test was performed on the existing system and the
~bsorption capacity of the system was found to be inadequate.

February 18, 1993. The conditional approval expires on June
15, 1993.

CONSTRUCTION PRACTICES
and
MATERIAL SPECIFICATIONS
REFERENCE: CHANDELL~ACRES SUBDIVISION, LOT 17
GENERAL:
1.
The scope of this project includes the installation of a
500 gallon lift station and two five foot wide
drainfields to serve the existing three bedroom residence
on the referenced property. The existing septic tank is
to be excavated to verify integrity. If of poor
integrity, the tank is to be abandoned and a new 1250
gallon septic tank effluent pumping (S.T.E.P.) system
installed. The existing leachfield is to be abandoned in
place.
Construction shall be in accordance with the approved
site plan and design drawings; Municipal permit with any
special provisions or conditions; and all applicable
State and Municipal Wastewater Disposal Regulations.
The contractor shall be responsible for obtaining any
necessary underground utility locates.
Unless specifically agreed otherwise, the property owner
shall be responsible for final grading areas subsequently
depressed from soil settling. On all leachfield mound
systems, the property owner shall be responsible for
ensuring a satisfactory vegetation growth over the
mounded area.
Contractors installing wastewater disposal systems must
be certified by the Municipal Health Department for
system installations. Owners installing their own
systems must also receive prior approval from the
Municipal Health Department.
SEPTIC TANK INSTALLATION:
A septic tank is to be constructed by a certified septic
tank manufacturer. Construction shall include two 4"
cleanouts for pumping access.
The septic tank shall be sufficiently bedded to prevent
settling or shifting of the tank.

Ail standpipes on the septic tank shall extend a minimum
of 12 inches above final grade.
Septic tanks installed with less than 4 ft. of cover
shall be insulated.
A foundation cleanout shall be installed one to four feet
from the building foundation. In the line between the
tank and the leachfield there shall be two adjacent
cleanouts (unless an effluent pumping system exists
within the septic tank). These cleanouts shall be
located on undisturbed soil not more than 10 ft. from the
tank. The first cleanout, in line, shall be to clean
toward the leachfield. The second cleanout shall be to
clean toward the septic tank.
Final grading over the septic tank shall be such that a
positive slope exists away from the septic tank.
ABSORPTION TRENCH/DRAINFIELD INSTALLATION:
Excavate the proposed trench to the dimensions shown on
the design. The bottom of the excavation shall be within
2 inches of level. If the sidewalls of the excavation
become smeared, they must be raked or scratched (ruffed-
up) before gravel (sewer rock) placement.
Once the gravel is installed, the distribution pipe is to
be installed level with the perforations faced downward.
Gravel is then to be placed over the distribution pipe to
provide a minimum of 2 inches of cover over the pipe.
A silt barrier must be installed between the final gravel
layer and the native soil backfill. Ensure the silt
barrier covers the entire gravel surface before placing
backfill.
Monitor tubes shall be of four (4) inch diameter and
installed approximately in the locations shown on the
design. The portion of the monitoring tube extending
through the gravel shall be perforated from the bottom of
the trench to the invert of the distribution pipe. This
is equivalent to the effective depth of the gravel as
noted on the design.

Backfill over the final gravel layer must not be less
than twenty-four (24) inches. Insulation must be
installed when the backfill depth is less than thirty-six
(36) inches. The finish grade over the trench must be
mounded to prevent the formation of a depression after
settling.
MINIMUM MATERIAL SPECIFICATIONS:
Any septic tank proposed for installation must be
constructed by a Municipally approved septic tank
manufacturer.

Use of a type of pipe other than listed above must be
approved by the inspecting engineer.
Insulation shall be at least 2" thick extruded direct
burial polystyrene (Dow Chemical Company Styrofoam HI or
equal).
Septic tank inlets and outlets shall be fitted with
watertight couplings (Caulder, Fernco, or equal).

A permeable nontoxic silt barrier (Typar 3401, Mirafi
140N, or equal) must be installed between the final
leachfield gravel layer and the native soil backfill.
Ail leachfield gravel (sewer rock) shall be 0.5"-2.5"
screened gravel with less than 3% passing the ~200 sieve.
When sand is being used as a filter material, it's
gradation specifications must conform to AMC 15.65.060D.

INSPECTIONS:
Typically there will be a minimum of three (3) inspections
required during the installation of the wastewater disposal
system. These inspections will occur as follows:
The first inspection must be conducted after the
excavation of ditches, pits, trenches, or beds and
before the installation of any gravel. A septic
tank may be set in place, but may not be backfilled
before this inspection.
The second inspection must be conducted after the
placement of the silt barrier, gravel, distribution
lines, standpipes, cleanouts, and insulation, but
before the placement of any other backfill.
The final inspection is to occur upon final grading
of the property.
Often there will be more than these 3 inspections required.
Especially with the installation of multiple trenches, sand
filters, pressurized distribution systems, etc. Thus, the
inspecting engineer is to be contacted at least 24 hours prior
to the start of construction. If necessary, a pre-
construction meeting will take place on-site.

The length dimension is the length(in feet) of the trench or drainfield. The
depth of a trench or pit is the distance between the surface of the ground and
the bottom of the excavation(in feet). There is no set width for trenches.
The gravel depth is the minimum depth of gravel between the outfall pipe and
the bottom of the excavation(in feet).

installation inspections of any wells adjacent to this property and the number
of residences that the well will serve.

will be subject to prosecution.
Minimum distance between a well and any on-site sewage disposal system is !00 fee!
for a private well or 150 to 200 feet from a public well depending upon the type
of public well. Minimum distance from a private well to a private sewer line
is 25 feet and to a community sewer line is 75 feet. Well logs are required
and must be returned to this department within 30 days of the well completion.
Other requirements may apply. Specifications and construction diagrams are
available to insure proper installation.

S & S Engineering has performed an assessment of the water
and sewer systems serving the referenced property.
WATER 8YSTEM~
The property is currently served by a Class 'A' community
source well. The Alaska Department of Environmental
Conservation (ADEC) has assigned Public Water System ID.
#213807 to the water system. Attached is a current letter
of compliance attesting to the satisfactory status of the
water system.
SEPTIC SYSTEMt
We initially inspected the septic system for adequacy
testing on January 23, 1993 in your presence. We found the
liquid levels within the leachfield to be unusually high
indicating a supersaturated condition. You directed for
the septic system and leachfield to be pumped by JR'S
CESSPOOL PUMPING that same day.

On January 25, 1993 we returned to the property for
adequacy testing. Water was added to the system while
water level measurements were taken from within the septic
tank and the leachfield monitoring tube. With the addition
of 1240 gallons of water, the leachfield was full with
liquids draining back into the septic tank. The water flow
into the system was then discontinued.
On January 26, 1993 we returned to the site. Water was
again added to the system. With the addition of 157
gallons, liquids were backing into the septic tank again.
This data indicates the leachfield absorbed approximately
157 gallons of water during our 22 hour absence.
Unfortunately, to obtain a Health Certificate for a 3
bedroom house, the system is required to absorb in excess
of 450 gallons per day. Prior to obtaining Municipal
approval, the system will need to be upgraded.

At your request we have developed a prel%minary septic upgrade
deslgn/siteplan for bidding purposes. This design is based on
soils information taken from the Chandelle Acres file. Prior to
obtaining a permit to upgrade the septic system, a new soils test
confirming the soils conditions will need to be performed. This
preliminary design has been forwarded to TWEED EXCAVATING AND
CONSTRUCTION as well as SOUTH FORK CONSTRUCTION for bidding
purposes.
Attached is our invoice for the well and septic work performed thus
far. However, prior to obtaining final approval, we anticipate the
following costs to be incurred:

above-referenced Class "A" Public Water System and found the following:
The last satisfactory Total Coliform Bacteria Sample results was submitted
to this Department on December 21, 1992. This does meet the provisions
of 18 AAC 80.200(a), of the State Drinking Water Regulations.
The last inorganic Chemical Contaminants Sample results were submitted
to this Department on November 27, 1991. This does meet the provisions
of 18 AAC 80.200(a), of the State Drinking Water Regulations.
The last Radioactive Contaminants Sample results were submitted to the
Department on October 12, 1992. This does meet the provisions of 18 AAC
80.200(a), State Drinking Water Regulations.
The last Volatile Organic Chemical (VOC) were submitted to this Department
on June 21, 1992. This does meet the provisions of 18 AAC 80.200(a), ·
State Drinking Water Regulations.
Issuance of this letter does not imply that the above-referenced Class "A" Public Water

DHHS may issue either a full approval or a conditional approval,
or may even disapprove the HAA application. Conditional
approvals are granted only under special circumstances, such
as winter condition~ which prohibit.excavation. In these cases,

1. There is no eminent health hazard created or prolonged
by granting the conditional approval.
2. There is no obvious code violation, such as overflowing
sewage or an unsealed well.
3. The engineer certifies that there ~ no adverse effect

When the engineer notifies DHHS that all requirements of the
conditional approval have been met, the department will
issue a final approval. If the deadline stated for compliance
