A new permit must be obtained from this office for a well and/or on-site wastewater system NOT installed by the expiration date. If you have drilled the well, a well log must be sent to this office for documentation of the installation and to close the permit. If a licensed Professional Engineer has inspected the installation of the on-site wastewater system, the original as-built inspection report must be sent to this office for review, approval and documentation. All inspection reports must be submitted within 30 days of construction completion. When applying for a new permit, the fees are: $320.00 for an on-site wastewater permit; $120.00 for a well permit and $440.00 for a combined on-site wastewater and well permit. Across Rabbit Creek Road, there are lots 14, 15, and 16, Farmont Subdivision. There are homes only on Lot 4 and on the lots across Rabbit Creek Road. These adjacent lots have well and wastewater systems. The system on the subject lot is recorded with the Municipality. The installation of this system will be greather than 100 feet from any existing well. An existing 3 or 4 bedroom home is present on the lot. The existing wastewater system was installed in 1982. The existing system is in a state of failure. The lot is fairly flat. It slopes up from Rabbit Creek Road, becomes flat, and then rises at about a 5-7% slope, becoming flat again at the extreme north portion of the lot. There is a slope from east to west on the right side of the lot of about 7-10%. The side of the lot adjacent to Lot 4 has what appears to be a cut bank of about 7 feet. Shallow test holes were accomplished about 5 feet and 25 feet from the existing system. These test holes showed the system appeared to be in fill with about 4 feet of fill over the system. These test holes were not logged. The soil under the fill appeared to be silt or silty gravel. Test holes #1 & 2 were at the extreme rear of the lot. This area is flat with a drop of about 4 feet to Lot 4 approximately 25 feet from test hole #1. The layers in the test holes are fairly consistent and flat with no slope. Both test holes were pecolated in the same strata. It appears the ground water is consistent in both test holes, and there should be room for a replacement system, if needed in the future. There is some question as to the actual bedroom count of the dwelling. The waste water system is designed for a 4 bedroom dwelling. A lift station is required. An existing 1000 gallon septic tank currently serves the dwelling. A 500 gallon Anchorage Tank septic tank with a built-in Orenco lift station is specified. This septic tank will add an additional 250 gallons of third compartment capacity to the existing 1000 gallon septic tank. In my professional opinion, the combination should be sufficient to serve the needs of a 4 bedroom dwelling. The integrity of the existing 1000 gallon septic tank will be determined prior to installing the 500 gallon septic tank/lift station. If the existing septic tank is not in good condition, the tank will be replaced with an Anchorage Tank 1500 gallon combination septic tank/Orenco lift station and the 500 gallon septic tank/lift station will not be installed. WASTEWATER SYSTEMS No impact to wastewater systems on adjacent lots is anticipated from this system RESERVED SPACE. Sufficient space exists in the area of Test Hole 1 & 2 to install another soils absorption system. DRAINAGE No impact on the drainage of the lot is anticipated from the proposed wastewater system. The system will receive topsoil and seeding to prevent erosion. It is strongly recommended that the contour above the system be graded in such a manner that the upper portion of the lot to the north does not drain over the proposed system location. WASTEWATER SYSTEM DESIGN Percolation Rate: Test Hole #1 = 5.0 min/in. Test Hole #2 = 6.9 min/in Per Table 1, A 90-48(S-1) Page 16, Loading Rate = 0.5 g.p.d./sq ft = 300 sq ft/bedroom. Suggested System = Bed Drain field. 4 bedrooms x 300 sq ft/bedroom = 1200 sq ft. System to be installed in the strata which was percolated. Bottom of the system will be 6 inches into the strata which will be over 6 feet from the bottom of the hole. Depth of gravel = 6 inches, bed width =15 feet, bed length = 80 feet. 15 ft x 80 ft = 1,200 sqft Suggest care be taken during installation to ensure the bottom of the bed is not smeared. The Bed Drain field should be constructed to the Municipality of Anchorage Typical Bed Drain field Requirements and Specifications(AMC 15.65). Oswalt: On July 19, 1989 the curtain drain on the above referenced project was excavated and inspected. We verified that the curtain drain was functioning properly. New cleanouts were installed on the curtain drain. The ground upstream of the curtain drain was found to be dry to a minimum depth of 90 feet. The separation distances of the curtain drain and absorption bed are the same as shown on the record as-built. The drain flows from the South to North than takes a 90° bend and flows West where it daylights near the West property line of this lot. A sketch of this system is attached for your review.
