Box 196650 Anchorage, Alaska 99519-6650 Ref: Septic System Upgrade for -Lot 1, Beacon Hill Estates S/D. To whom it may concern: Attached is the application, site plan, and design drawings for the subject septic system replacement. Comments regarding the proposed system are as follows: 1. TRENCH DESIGN: As can be seen from reviewing the attached percolation test results, the soil "perked" at 11.4 minutes/inch in the 2-6 foot depth and faster than 1 minute/inch in the 6-9.5 foot depth. The soil in the 6-9.5 foot layer is clearly sand. I have submitted a sample of and that a sieve analysis is not necessary. Please let me know if you believe otherwise, and I can arrange for a sieve analysis. It is my intent to use the weighted average of the trench application rates for the soils in the 2-9.0 foot depth (trench depth equals 7 feet). This corresponds to an application rate as follows: ((4.5 feet of SM)*.8 + (2.5 of SP)*1 .2)/7 = .94 GPD/Ft2 Since the existing home has 3 bedrooms, the total design flow is 450 gpd. Based upon this, the minimum amount of absorption area is 479 ft2. The proposed trench is 7 feet deep and 35 feet long and has an absorption area of 490 ft2. 2. SURFACE WATER: Since the site visits to date have been performed during the winter it is not possible to verify whether there are any surface waters within 100 feet of the proposed systems. Based upon the location of nearby septic systems, and knowledge of the homeowner, surface waters do not appear to be a concern. Telephone - Fax 338-3246 0 8471 Brookridge Drive 0 Anchorage, Alaska 99504 3. TOPOGRAPHY: The lot slopes down from Beacon Hill Drive towards Hillside Drive. There is a flat bench (picture enclosed) where I am proposing to install the trench, however, it is only about 15-20 fleet away from a 50% cutbank down to Hillside Drive_ Due to the presence of the SP layer in the bottom portion of the trench and the fact that we are proposing to alternate flow between the old and new trenches, I think the potential for wastewater to daylight will be minimized. Unfortunately, due to the presence of nearby wells, and the limited space available on the property, I can see no other viable spot for the system. The existing trench is closer to the cutbank than the proposed one, and I am unaware of any problems with "daylighting". 4. UTILIZATION OF EXISTING TRENCH AS STANDBY SYSTEM: Once a surveyor verifies that the existing trench is on the property, an alternator valve will be installed so that the homeowner can switch back and forth between the new and existing systems. 5. SEPARATION DISTANCE FROM NEW TO EXISTING TRENCH: The separation distance from the new to existing trench may end up being slightly less than 10 feet. However, due to the lot restrictions, there may be no way to maintain the desired 10 foot separation. 6. LOT LINE WAIVER: Due to the limited space available it will be necessary to crowd the trench against the property line which parallels Beacon Hill Drive. I am requesting a waiver of the separation distance to 1 foot. I am unaware of any adverse impacts associated with this waiver. I am unaware of any negative impacts that this installation would impose on adjacent wells, or septic systems. If you have any question, pease call me a 337-6179. Sincerely, Jefi'A/. Garnas! LeVille c/o Williwaw Realty Box 4-QQ Anchorage, Alaska 99509 Subject: Percolation Test, Lot 1 Beacon Hill Estates Cantl.emer_: At your request, we have completed a percolation test on ):got 1, Beacon Hill Estates Subdivision in the hillside area of Anchorage. The boring location is shown on Figure 1. It was drilled using a continuous flight solid stem auger drill rig mounted on a Nodwell. carrier. The rig is owned and is operated by Denali Drilling, Inc. Drilling was supervised by Mr. 0. M. Hatch, Alaska :t'esLl.ab geologist, and percolation test performed by Larry Schmidt, Alaska Testlab technician. The log of the test hole is included as Table A of this report. In interpreting the log, it would be helpful to utilize tine explana- tory information contained on Sheets 5, 6 and 7 of the report. When drilling was completed, a 3/4" slotted PVC pipe was i.n _rtec' in the hole to aid in determining the free water level. F(,r the percolation test, the test hole was filled with water and left overnight to saturate. On returning the next day, the role was refilled with water and the water level carefully monitored for the nett 60 minutes. This procedure is not a standardized percolation test, however., we understand the Municipality of Anchorage, Department of Health and Envi rorimental Protection, accept:g tests performed in this manner to evaluate -the site for proposed onsite sewerage system. Using the above test, the :)bserved minimum percolation. rate for a ten minute period was 2.5 minutes per inch. We. suggest that the onsite wastewater systet, be designed for a minimum absorption area of 92 : uare .feet. per bedroom. This recommendation is basad on criteria. in the '"Manual of Ieptic Tank Practice" U. S. Departnient of Health Education and Welfa-,.e, Public Health Service. Dale J. LeVille July 17, 1979 Page Two We recommend the absorption trenches be inspected prior to installing the system as the above recommendations are based on the result of one six-inch test hole. The seepage trench will provide a much clearer picture of the subsurface conditions than the test hole. If the soil conditions turn out to be more favorable than predicted, it may be possible to economize the system by reducing the length of the trench. Conversely, if the soil appears less permeable than the test indicates, then it may be necessary to enlarge the system. The chief value of the drill hole is in establishing the feasibility of onsite systems, while examination of the trench will provide site specific information. The Environmental Protection Agency (EPA) has established a maximum contaminant level (MCL) of 10.0 mg/L for public drinking water systems. While private wells are not subject to this regulation, EPA standards are based on existing health information and can therefore be used to gauge the relative quality of water from private wells. Please see the attached "Nitrate Fact Sheet" for important information regarding nitrate. This advisory must be attached to all copies of the subject Certificate of On -Site Systems Approval. Malirg Address p OBox 196650 *Anchorage, Alaska 99519 6650 *www muni org ' Ma. From Northern Testing Laboratories, Inc. Nitrate is a negatively charged compound of nitrogen and oxygen, which is very soluble in water. Nitrate is not readily filtered or otherwise removed in the soil and can pass rapidly into ground water wells. SOURCE: Nitrate is a major component of fertilizer and wastewater. Often the nitrate is in the form of ammonia or protein first, which through contact with oxygen and certain bacteria, converts to the oxidized form known as nitrate. Sources of nitrate from wastewater include urea, ammonia cleaners, food solids, and bacterial cells. It may also result from the breakdown of organic matter buried in the soil. TOXICITY: Nitrate is generally not toxic to adults or children over the age of two or three years but is associated with a potentially fatal infant disease called methemoglobinemia. In the digestive system of young children, nitrate converts to nitrite, which can pass through the intestinal wall into the blood stream. There it combines with the hemoglobin and interferes with the ability of the blood to carry oxygen. For this reason, methemoglobinemia is referred to as "blue baby" disease. The EPA limits the concentration of nitrate in public drinking water supplies to 10 mg/L. The standard has been lowered from a previous level of 45 mg/L set by the US Public Health Service and the World Health Organization. TREATMENT: due to its solubility in water and negative ionic charge, filtration and other common home water treatment systems such as softening, or iron filtration does not readily remove nitrate. The best method for limiting nitrate in well water is source control. This can include avoiding overdosing of fertilizer near the well and maintaining good separation distances between septic tank leach fields and the well. A special anion exchange filter that contains a media with a strong affinity for negatively charged ions in water, or by a reverse osmosis treatment system or distillation can remove nitrate. TESTING: Nitrate analysis is usually done by one of the several "wet chemical" methods using a spectrophotometer to read the final color endpoint. Specific ion electrodes also can be used to detect the activity of nitrate in water. This laboratory uses several different wet chemical methods approved under the public water supply laboratory certification program. They also have test kits available, which the laboratory uses to perform an inexpensive "screening test", and with which the homeowner can monitor the change in nitrate levels from their well. They recommend comparing the test kit results against a certified analysis from the lab occasionally to verify the accuracy of the kit. We recommend using a specially prepared bottle that has been rinsed in hydrochloric acid for collecting samples. ` .Mailing Address P O Box 196650 Anchorage, Alaska 99519 6650 *www muni org Septic Tank Advisory Certificate of On -Site Systems Approval #OSC 221540 Subdivision: Beacon Hill Estates Lot 1 Starting at 20 years of age the MOA issues Advisory's for steel septic tanks.
