Instructions to Engineer or Sanitarian:
1, An adequate number of tests (at least one to an acre) to indicate clearly the soil conditions
throughout the subdivision shall be made,

shall be recorded in the spaces provided below.
Percolation Test Procedure
Percolation tests shall be made in the manner prescribed in the FIIA booklet, UBtnimum Require-
ments for Individual Water-Supply and Sewa~e-Disposal Systems% in effect in the state in which
the proposed subdivision is located.
Percolation tests should be repeated until the time for two successive tests does not vary more than
10~, the last of which will be assumed to represent the stablized rate of percolation. The stablized
rate is the time in minutes required for water to fall one inch. The rate for each test hole will be
entered opposite the test hole numbered below.

Dear Dr. Shocky:
Reference is made to the pending development of
Belleview Subdivision for -the coming building season.
S~nce a visit to your officeby Charles Tulin and
myself during this past December, during which, we
discussed at some length, the steps necessary to have
Health Department approval of the subject Subdivision,
we have been able to consumate the sale of this property
'to a local building firm. It is their intention to build.
on twenty seven lots within the subdivision during the
1962 building season. They, of course, are extremely
interested in receiving FHA and Health Department approval
of 'the property.
Based on our conversation with you, we have assured
the builders that most of the lots have passed their
percolation tests and could receive immediate Health
Department approval and. that additional percolation
tests will be required on the other lots prior to any
official, notice by your department.
We have discussed this project informally with Mr.
Hickman of FHA and he has assured us that they will insure
mortgages on homes built within the subdivision conditional
only to the Health Department approval of the percolation
tests.
Since the original percolation tests were taken in
1960, we have had extensive ditching done within the area
and by putting a culvert under 73rd. Ave., and. ditchin~
into Belleview Sebdivision, we have managed to lower
the water table by another eight to ten feet. This
ditching network extends all the way to Campbell Creek
so there should be no trouble of flooding or water back-up
at any time during the future.
As soon as the weather warms enough to make percolation
tests economic ally feasable, we will h~ve the additional
tests taken and the results submitted to you. I want to
express my gratitude to you ~'or the cooperation you have
extended on this project and I'm looking forward to
meeting with you again on this and other projects in the
future.

Dear Dr. Shockey:
We are in receipt of a letter together with a copy of a
letter addressed to you from Mr. Maurice P. Oswald concern-
ing an area called Belleview Subdivision. This area has
been previously determined unacceptable by both our Area
Sanitary Engineer and your Department. To our knowledge,
no fnrther documents have been submitted to change our
opinion.
The o~y assurance given to Mro Oswald by our ~M. Hickman
was that no further consideration or determination as to
feasibility or subdivision requirements would be given until
and unless the State Department of Health issued an approval
on this ground. Your approval will not automatically constitute
an acceptance of this area by this office.
