Yate 4.„mF , € . s> &t Al?", 13030 Sues Way, Anchorage, AK 99516 907-350-9566 / FirstWaterAKPgmai1.com November 2, 2021 Municipalities of Anchorage On -Site Water & Wastewater Program 4700 Elmore Road Anchorage, AK 99507 RE: SUNDI LAKE BLOCK 1, LOT -10 - SEPTIC TANK UPGRADE WITH FIELD EXTENSION The owner has requested that we obtain a septic permit to upgrade the existing aged steel septic tank and extend the existing field to accommodate 4 bedrooms on the above referenced lot. We propose to install a 1500 -gallon HDPE tank and add a 15'L x 5'ED deep trench to the existing field per the attached design to serve the existing 4 -bedroom residence. The proposed tank will be placed 70'+ from the existing well and we request an official waiver. Granting of this waiver is justified due to the improved material of the HDPE tank compared to the existing steel tank, the well is 10'+ up gradient from the septic system and on the opposite side of the house with no chance of surface effluent reaching the well. There have been no known issues or influence over the past few decades from the existing tank and the nitrate levels are non detectable (ND) per recent water quality analysis. The proposed field extension will be 80'+ to the well on property and respectfully request a waiver be granted with this upgrade per the same rationale and justification of the tank in addition to the sandy insitu soils treatment of effluent as evident of the ND nitrate levels and slopes running away from the well. A previous existing older, abandoned field will be decommissioned with this upgrade. The monitoring tube at the end of this field still exists and is shown on the design with separation of 14'+ to the proposed 15' trench addition. The proposed 15' field addition invert elevation is less than 10' above the surface height of the down gradient terrain and meets the slope and steep slope requirements of AMC 15.65.2 10 B. Le & 4. It was also determined from the recent as -built survey that the end of the field is 97.3' from the edge of the lake and 8.3' to property line and we request a surface water to field waiver of 96' and field to property line of 5'. These waivers are justified in the fact that the overland run from the field to the surface water is greater than 100' with varying and vegetated terrain, no known issues with these encroachments for 34 years and granting these waivers will not impact the adjacent properties. November 2, 2021 Sundi Lake B 1, L 10 Page 2 of 2 The design is based on the uniform sandy, effluent accepting soils and groundwater monitoring of the lot, the adjacent lots and the Sand Lake area in general. Attached are the soils logs of the adjacent or nearby lots that show good percolating sandy soils, no impermeable rated soils and no observations of groundwater to a depth of 19'. Based on this information, there seems to be sufficient data to install the proposed 15' additional trench to the same depth of the existing field as outlined in the design. This system was installed as a three bedroom system in 1971 and inspected by Municipal Inspectors at that time. Some years ago, the absorption field was replaced with-out obtaining the proper permits or making records of the installation. As shown on the attached As Built, the system is located within the 100 foot protective radius of the well, and must be relaced To meet the Municipal requirements. There appears to be sufficient room outside the 100 foot radius and the 100 foot separation distance from the lake to install a proper system. No soil investigation has been performed, but it is expected to find no groundwater and a soil with a rating of 150 or less. STATIC WATER LEVEL WAS FOUND AT 98 FEET BELOW TOP OF CASING. AFTER 35 MINUTES OF PUMPING THE WATER LEVEL WAS 143 FEET AND STABILIZING. TEST FOR COLIFORMS: WATER WAS TESTED FOR COLIFORM BACTERIA ON MARCH 25, 1987. TEST WAS NEGATIVE. TEST RESULT: THIS WELL DOES NOT MEET THE REQUIREMENTS OF THE MUNICIPALITY OF ANCHORAGE. The Municipal requirement for well flow is 150 gallons of water per bedroom per 24 hours. This well surpasses this requirement. The assessment of the condition of this well applies only to the conditions as of this date. The flow rate of the well may change due to subsurface conditions that may not be observed from the surface, and changes in land use and other factors that may impact the conditions of the aquifer feeding the well. WATER WAS ADDED TO THE DRY CLEANOUT AT A RATE OF 6 GALLONS PER · -MINUTE WHILE THE WATER LEVELS IN TANK AND SUMP WERE MONITORED. 150 GALLONS CAUSED A UNIFORM RISE OF 15 INCHES IN THE SUMP, AND NONE IN THE TANK, THE NEXT 50 GALLONS CAUSED THE TANK LEVEL AND THE SUMP LEVEL TO RISE 4 INCHES.· AFTER THREE HOURS THE WATER LEVEL HAD DROPPED 15 INCHES , INDICATING THAT MORE THAN 150 GALLONS HAD BEEN ABSORBED. TEST RESULT: IT IS NOT KNOWN IF THIS SYSTEM MEETS THE CODE REQUIREMENTS OF THE MUNICIPALITY OF ANCHORAGE. THE SYSTEM WAS INSTALLED WITHOUT THE REQUIRED PERMITS AND NO RECORD OF THE INSTALLATION EXIST. PRESENTLY THE SYSTEM HAVE THE ABSORPTION CAPABILITY REQUIRED, BUT THE SURCHARGE CAPABILITY IS SLIGHT AND MAY INDICATE ABSORPTION FAILURE WITHIN SHORT TIME. THE SYSTEM IS WITHIN THE 100 FOOT PROTECTIVE RADIUS OF THE WELL. THE WELL OR THE SYSTEM MUST BE RELOCATED TO MEET MUNICIPAL REQUIREMENTS. The operational life of all septic systems depends on the local soil conditions, groundwater levels that may fluctuate during the year, and the water usage of the family being served by the system. These conditions are outside the control of the evaluator of this septic system.
