Strother, P.E. Kyle and Erica Subdivision, ALDS WO #2432 January 6~ 1987 This memo is in reply to some of the questions you raised with our staff engineer Thomas Dougherty on January 29, 1987. The septic reserve space required and available for each lot is shown on the attached table. Some of the lots do not meet the new minimums and will need some minor shifts of the lot lines to incorporate adequate septic area. These Preliminary Plat lots are Block 21 Lots 6 and 7. No true mound septics are planned for this site. A mound septic system is where the bottom of the sewer rock is above the original grade. In the septics proposed the bottom of the sewer rock will be below natural grade and in some cases insulation and dirt will need to be filled over the trenches for insulation. Mound septics are essentially raised bedsl while the systems in this subdivision will be either deep trenches or shallow trenches, running parallel with the slope. Where the percolation holes crossed the soil boundaries, the bottom 1/2 foot of the percolated holes were in the lower horizon and this was the soil layer tested with the 6" of standing water. As to the uniformity of the percolation test time readings, there were two cases where: (1) We were frequently walking between several holes that were being tested at the same time and (2) in the faster percolations we were trying to measure the time for a 1" drop. I believe that maintaining a consistent hydraulic head on the percolated holes will give a better indication of the soil rather than a fluctuation from full to 1/2 empty. Some of the soils seem to be bedrock that has weathered in place. I consider that once the bedrock is reduced to less than boulder size (2 feet), it can be considered a so~l. The angular rocks were spaced with sand and gravel. The bedrock at the bottom of many of the holes was fractured, weathered, and softer than unweathered rockl The water tables were monitored on February 5, 1987 with the results attached. Oswalt, On-site Services, DHHS~.~. ! S-8595: Kyle and Erica Subdivision The petitioner has submitted a modified design on the above subdivision. In that design, lot lines have been altered and four of the lots have been consolidated into a tract. We have met with the petitioner's representative and reached agreement on the following issues: While the soil tests that were submitted may characterize the subdivision, there are numerous technical deficiencies in them. Prior to final plat, we will require a new, properly performed percolation test on each lot. In addition, applicant must perform additional testing in the reserved area of Lot 1, Block 1 to delineate depth to bedrock and show that the entire reserved area is actually suitable for disposal. Tract A will require designation of reserved area and a testhole within that area. We will require that the testholes be dug prior to high water. Monitoring on all holes shall be performed before, during and after the high water period. Where variations are substantial, twelve (12) month monitoring will be required. 2o This department will require a master plan showing house,'driveway and well locations in order to preserve the marginal reserved disposal areas. Well sites must be shown on the'plat. The applicant has provided information on area wells. These are all bedrock wells and as such, production may rapidly shift; we find frequently the shift is a negative one. We have documentation on dry wells in Broadwater Heights. The logs submitted show production ranging from 0.33 gpm to'4.0 gpm, with an average of 1.33 gpm. Newly constructed wells are required to produce 0.104 gpm/bedroom (0.416 gpm for a four bedroom home), but .clearly this is minimal, and it is also spread over a 24 hour period. Realistically then, these low production wells will require storage tanks to adequately supply a normal family's needs during waking hours. There is definitely an issue of the effect that eight new wells will have on the existing'marginal wells. We previously commented on the need for a comprehensive drainage plan. This requirement has not yet been addressed by the petitioner. Since there is bedrock and high groundwater, it can be expected that drainage will be present along the right of way. If the drainage meets the ~tate definition of a stream, Lots 1 and 2, Block 1, and Lots 2, 3, and 5, Block 2 will be undevelopable due to the required setback from the stream to the reserved area. Finally, we will oppose the location of a temporary turnaround across the reserved disposal area on Lot 5, Block 2. This area may not be driven over. SEO/ljw#3 unicipality of Anchorage MEMORANDUM DATE: March 3, 1987 TO: Community Planning Department FROM: Health and Human Services Department SUBJECT: S-8595: Kyle and Erica Subdivision We have received additional information on the proposed subdivision. However, this information has not been sufficient for our comments to be altered. As this department applies the appropriate sections of the amended wastewater ordinance, requirements must be met prior to preliminary plat approval. The surveyor is asking us to ignore the lack of information and attend to it after the fact. In addition, there are errors in facts in his letter of February 25, 1987, which must be clarified. For convenience in reviewing, I have evaluated each proposed lot separately: Block 1: Lot 3 Initial soil log is acceptable; however, 7 day water monitoring shows water at 4.1 feet which would necessitate a mound with at least 1 foot of sand fill, or the possibility of an engineered drainfield. The water table can be expected to rise during the seasonal fluctuations, and when this occurs even a drainfield will be infeasible. This lot does not contain 40,000 square feet within lot lines as required by ordinance (AMC 15.65). In addition, the reservation of land of on-site disposal necessitates placing the structure on a slope in excess of 25%. Lot 2 The percolation results are not acceptable as submitted. This lot has areas of shallow bedrock along the front of the lot. We will require that the applicant show by testing that three potential disposal sites exist. Lot 1 The soil tests show this lot is unsuitable for on-site disposal due to shallow bedrock. The slope precludes the use of the necessary mound. Block 2: Lot 1 Lot 2 Lot 3 The applicant has failed to provide an acceptable soil test on this lot. There is shallow bedrock in one area and the second area failed a percolation test. The soil test was only dug to 6 feet. Judging by the description of "weathered, angular" material we have assumed bedrock at 6 feet and therefore, the lot is unsuitable for disposal (based on this test). The proposed reserved area is also the only area on the lot under 25% slope, leaving only steep areas for a dwelling. Soil log #16 has been used to depict general conditions over the entire reserved area. We ask that additional testing be performed to depict bedrock and soils and to ensure that three sites are available. There is concern also that the only logical house site has been identified as reserved area. We do not agree that reserved area can be split up where sewer lines have to be lifted across excessive slopes. Community Planning Department March 3, 1987 Page Two Lot 4 This is an acceptable lot. Lot 5 The percolation results are not acceptable. The reserved area would appear to be the prime building site. Additionally, it will be exceedingly difficult to get a well rig in on the steep slope, since the well radius must not diminish the reserved area. Lots 6 & 7 Reserved area is deficient on both lots. Further, the logistical difficulties of siting either wells or sewer sytems (and servicing both!) make these lots unsuitable. The reserved areas shown on the south end of the lots poses serious engineering problems as well as making it impossible to pump the septic tanks by conventional methods. Lot 8 Soil test is acceptable. Again, however, the available area under 25% is barely more than required reserved area. The dwelling could not be sited in this area. In general this is a marginal subdivision which cannot easily support on-site sewage disposal due to the presence of bedrock, groundwater and rather steep slopes. Although the reserved area is denoted, the useable lot area on these lot is scarcely more than the required reserved area, thereby leaving an inadequate area for a dwelling, driveway and parking areas. We know from experience that when dwellings are built on land such as this, the flat areas are preferred for the building site. This in turn frequently leaves little room for sewage disposal. The remedy for these problems is to increase lot sizes by 50 to 100%. We have previously noted other deficiencies in the subdivision. These comments still apply. Susan E. This variance is for: Allowing McCrary Road on the west side of the proposed subdivision to become McCrary Circle with total length of 820 + or - feet. A. NO, 4672-CE iNTRODUCTION This soils investigation was undertaken by Alaska Land Development Services, Inc. (ALDS) at the request of Mr. James Putnam, the owner of the 15 acre parcel. The subject parcel is legally described as Tract 2, Rouse-Ruberg Subdivision located in the SW 1/4 of Section 6, Township 14 North, Range 1 West, SM, Alaska. This parcel is located on the north side of the Eagle River Valley about one mile due east of the Old Glenn Highway and Eagle River Loop Road intersection. Access to the site is off McCrary Drive and Rainwater Circle on the west and McCrary Road and Skyline Drive on the east. Tract 1 of the subdivision has recently been subdivided. This site is southwest facing with a ridge running from the northwest to the southeast through the central part of the subdivision. Vegetation ranges from devils club and thick alders to large spruce (24" diameter) and birch trees (12" diameter). This soils investigation was performed to determine the following: 1) Suitablity of the subject property for on-site sewage disposal systems if subdivided into 1 1/4 acre lots as allowed by R-6 zoning. 2) Suitability of in-situ soils for road construction. Test holes for this investigation were dug using a Link Belt 2800 Backhoe owned and operated by South Fork Construction, Inc. This is a large track hoe that was able to dig down to 16 feet and to break trees out of the way for access throughout the subdivision. The test holes were dug between January 12, 1987 and January 14, 1987. The weather during the digging and percolation tests ranged from -20° F clear and calm on January 12 to +20© F cloudy and light breeze on January 14. The deep test holes were logged and immediately backfilled while the shallow trenches for the percolation tests were left open. Once the percolation holes were dug they were pre-soaked and insulated. During the percolation testing, insulation (Dow SM Styrofoam) was placed over the holes between readings to prevent ice formation within the holes. Test holes were logged by George C. Strother, P.E. and Thomas J. Dougherty of Alaska Land Development Services, inc. Test hole locations were field located by reference to the topographic contours. Page 1 FINDINGS Twenty-one test holes were dug on the site with depths ranging from 1 1/2 feet to sixteen feet. The shallow test holes bottomed out on bedrock or extended two feet below the water table. In those test holes that indicated soils that may be suitable for on-site septic, 4" perforated pipe was placed in the holes for use in monitoring the water table. Copies of the test hole logs using Municipality of Anchorage forms are attached. The test hole locations are shown on the attached topographic map. Test holes #2 and #6 were dug specifically for roadbase investigation and no percolation test was performed. In the remainder of the test holes, percolation tests were performed whenever the soils above the bedrock appeared adequate to install a sewage absorbtion system. There was very little frost found on-site. Frost depth varied from 4 inches to 1 foot. The top 1 foot to 4 foot of soils were typically organics, roots, and silt. The subsequent underlying soils were typically silty sand, silty gravel, or broken fractured rock above the bedrock (See attached testhole logs). ST DT DT DT DT ST ST DT SF SF DT CONCLUSIONS AND RECOMMENDATIONS ALDS did not find an exceptable site on South West 1 1/4 acres for on-site wasterwater disposal. This lot has the majority of it's slopes greater than 25% and the one test hole (#21) we attempsd on a minor bench indicated bedrock at 1 1/2 feet. The teat hole (#18) on the 1 1/4 acre lot directly to the east did not percolate. Test hole #18 was located in a flat area that had been cleared several years ago. Adequate soils should be found to the southeast as indicated by test holes #19 and #20. Table A indicates a recommendation for type of soil aborbtion system for each lot. It is recommeded that the 2 1/2 acres in the southwest be combined as one lot that may be subdivided in the future should community sewer become available. Ail materials for construction of the roads will have to be imported. There were small amo~mts of good clean sandy gravel found on site but it is recommemded that these sites be reserved for on-site wastewater disposal rather then being mined and possibly making a lot unusable. This Soils Investigation only indicates those soils at the site of the test holes and does not guarantee the soils between the holes. This investigation is only for use by Mr. James Putnam in obtaining a subdivision of the subject parcel. Four of the remaining five lots exhibit test information appearing to be satisfactory, but sufficiently marginal that DHHS would like to see additional soils exploration to confirm suitability. One of the lots presently shown exhibited an unsatisfactory test hole, which we feel is probably not representative of the site, but which we were unable to re-test at the time of the original exploration because it was the last hole dug and the equipment was demobilized prior to our learning the results of the percolation test. On behalf of the petitioner we would like to request that the Platting Board approve this project, providing approval un the questioned lots contingent upon further soils analysis satisfying DHHS concerns with respect to Municipal Ordinance. If the petitioner can fund the additional soils study at this time, we will complete the work prior to submitting any plat. Should any lot be considered unsatisfactory, it would be combined with a satisfactory lot. If we are unable to complete the soils work prior to filing of the first plat,' we would propose to tract those areas still in doubt, for future soils exploration. Because road alignment options are very limited in this plat, right-of-way location will not be impacted by this decision process. A request for vacation of this portion of Skyline Drive was made under Case S7742 in July, 1984. At that t~e the Platting Authority denied the request based upon recommendations by the Department of Public Works. The denial was made on the basis that an alterna~ve transportation route through Tract A (since resubdivided as Kyle and Erica Subdivision S8595) should be considered prior to any vacation of a right-of-way ~assified on the OS and HP. Since Mr. Rouse, who was subdividing Rouse Subdivision at that time, did not sol~ly control Tract A, a neW right-of-way through Tract A could not be established. Therefore, Mr. Rouse did not persue the vacation of Skyline at that time. In May, 1987 Mr. James P~tnam submitted a plat for the resubdivision of Tract A under the name of Kyle and Erica. A part of this resubdivision established a road right-of-way through Tract A with an average grade of 6% within the subdivision. Connecting MeCrary Road from the east and west would result in a 12% grade provided a 40 foot hill could be removed. Connecting -Skyline along the right-of-way requested for vacation would call for grades near 20%. Therefore, Public Works went on record stating the proposed route established with the Kyle and Erica Subdivision was the best. This route provided for the alternative route as requested by Public Works at the time of denial of the vacation in July, 1984. The attached drawing reflects an agreement between the owners of those lots in the Rouse Subdivision and the owner of the lot in the Kyle and Erica Subdivision. This agreement was reached after much negotiation and provide~ a reasonable allocation of the right-of-way lands to those properties on each side of the existing right-of-way. This additional analysis supports the conclusion that the bedrock aquifer is capable of supplying sufficient water for the proposed 9 new lots. The petitioner has agreed to drill at least one well within the proposed subdivision to further document water availability. The well will be tested to confirm production capacity and influence on existing adjacent wells prior to final plat approval. 3. The petitioner has agreed to place a note on the final plat which would read: "Water wells in this area are generally low producing and water storage facilities may be required to meet instantaneous water demands." ON-SITE WASTEWATER DISPOSAL SYSTEMS 1. The engineer has agreed to locate all soil test locations by survey. After breakup the engineer and DHHS staff will field verify the location and suitability of each proposed wastewater disposal reserve area. The engineer will perform additional soil, percolation and groundwater monitoring tests as required to verify suitability of wastewater disposal reserve areas prior to final plat approval. The wells in this area typically are bedrock wells. Natural periodic fluctuation in the flow rate can happen in afl wells (i.e. Change of season, precipitation events, seismic activity, shifting of fault zones, etc.) 3. The Iow water flow in a bedrock area is not due to the number of wells in the area and preventing this subdivision will not effect the water flow in surrounding wells nor will allowing the subdivision cause the well flow in surrounding wells to decrease. Only 5-6% of the wells surveyed above are know to produce less than the required Municipal standard of 75 gallons per person per day. It has been proven that hydro-fracturing of wells can ~roduce increased flow. Bedrock wells are supplied by water flowing through the crevices, joints, faults, fractures, and other cracks. These fractures and associated faulting can occur at any depth within the rock. Yield test from bedrock wells have shown that the yield divided by the depth of the saturated zone penetrated by the well shaft will decrease rapidly with the depth. Therefore, if a randomly sited well drilled in rock does not provide sufficient water within the first 300 feet then a second well should be drilled instead of attempting to drill a well deeper (sheet 4 of 4 previously submitted). Wells drilled between fractures will probably be dry even though wells drilled to the same depth on other properties my have a measurable water table. Wells located within a fracture zone and especially at the intersection of two fracture zones have a statistically greater yield. It should be clear from this analysis and the attached drawing that a number of wells drilled in an area does not effect the production of any one well. Consequently, the drilling of one or two wells in a bedrock area will not necessarily predict the availability of water for adjacent areas. Page Three Kyle and Erica Subdivision, S-9557 April 10, 1994 It appears that the significant number of wells meeting Municipal standards ir~ the surrounding subdivision are adequate to forecast localized fractured areas and are adequate to meet water supply requirements for this subdivision. Municipal standard for a three bedroom home requires a well to produce 0.31 .qpm. This product/on standard does not provide for the instantaneous demand ora family. There are probably very few pdvate wells drilled/n the Municipality of Anchorage that would meet the instantaneous demand of a family without storage. Water storage/n the well casing can provide for most families instantaneous water demands. However, if the static water level/s too Iow or the depth of the well casing/s not sufficient then, additional storage would need to be provided for in the residence by installing water storage tanks. ' State Hydrogeologist, Roger A/lely stated in his letter to S & S Engineering on March 16, 1994: "When we mapped the distribution of well y/e/ds or water- level changes, we observed correlations with hydrogeolo.qic controls, .especially unconsolidated overburden thickness". This specifically states that the lower producing wells were drilled in areas where the bedrock was shallower, not where there are a greater number of wells dr/lied. Hydrologist, Wayne Westburg, enlightened members of the Alaska Groundwater Association/n 1987, on a practice involving improving bedrock well yields through use in explosive and hydro-fracturing techniques. He c/a/ms to have achieved acceptable to amazing results alon.q the Anchoragn hillside and in one case increased a well production of 7 ~Tph to 3 ~m (this ~. a 2571% increase in production). Mr. Westburg indicated that he had performed his techniques on twelve wells with noticeable improvements on all but two (83% effective). Hydro-fracturing has also been preformed by Alaska Pump, Jim Ridgeway, and other well drilling companies w/th satisfactory results. Page Four Kyle and Erica Subdivision, S-9557 April 10, 1994 A concern stated in DHHS's memorandum to the staff on March 24, 1994, was; '..the fact that in 1990 the applicant constructed a new house on proposed Lot 8. DHHS issued a permit to construct an on-site wastewater disposal system and a permit to drill a well to serve the new house. Rather than drill a well, the applicant has elected to haul water to the new house.' The applicant to date has not built the proposed house which DHHS issued the well and septic permit for in 1990 nor have they attempted to drill a well to serve the proposed home. The only building which has been built on the lot to date is a garage with a small bathroom. The septic system serving the existing garage was installed in 1990 for the proposed home, prior to any structure being built on the lot. Therefore, the election of the applicant to haul water to their garage does in no way insinuate the non-availability of water. The fact is, construction of the home is still pending along w/th the dr#ling of a well to serve the home until this plat receives preliminary plat approval and the lot lines have been finally determined. The applicant should not be expected to drill a well to serve her proposed home until such time that she knows where future property lines will be located. The issue of water availability is supported by the above stated facts. Concerns voiced are in reference to instantaneous water demands not water availability. Therefore, surrounding property owners could have their concems met with sufficient water storage (i.e. storage tanks in the residence) and with water saving devices in the home. This is the last section within these subdivisions that has not been subdivided. The subdivision proposed is in accordance with current zoning. Because of the fears of some of the surrounding property owners some are wanting to prevent the applicant from enjoying the same privileges which have been enjoyed by others all around them. Because of these fears the Municipality is wanting to place conditions on this applicant prior to preliminary plat approval which Page Five Kyle and Erica Subdivision, S-9557 April 10, 1994 would not normally be required until approval is granted (i,e, wells being drilled, 29% construction of the water supply; wells having to meet FHA requirements). An assessment of groundwater availability should be performed by a groundwater hydrologist. Available soils information for proposed Lot 5 indicate a percolation rate of 74 min/inch. This rate is too slow to allow installation of a conventional on-site waste water disposal system. In addition to the above, groundwater monitoring should be performed through May 15, 1994. DHHS (Comments provided March 24, 19940 In response to the above comments, the applicant provided additional information in support of the subject plat. Based on review of the additional information DHHS as well as all available file information, the following comments are provided: The most critical issue is the availability of an adequate potable water source. As stated in our previous comments, the areas adjacent to the proposed subdivision have all had significant problems with low producing wells. Many adjacent properties have had to drill two or three wells in an effort to secure an adequate supply of water. An analysis prepared by the applicant's engineer indicates that 44% of adjacent wells produce less than one gallon per minute. DHHS concern over water availability is further supported by the fact that in 1990 the applicant constructed a new house on proposed Lot 8. DHHS issued a permit to construct an on-site waste water disposal system and a permit to drill a well to serve the new house. Rather than drill a well, the applicant has elected to haul water to the new house. Planning Staff Analysis Case S-9553 Page 4 The issue of water availability is also complicated by the fact that adjacent property owners, who have marginal producing wells, are concerned that development of nine new lots may have an adverse affect on the production capacity of their wells. DHHS shares this concern. DHHS recommends that the applicant confirm the availability of an adequate water supply by drilling a minimum of two test wells and conducting appropriate draw down and recovery tests. Static water levels in surrounding wells should also be monitored. The test wells should be drilled at locations where they could ultimately serve as production wells for two of the proposed lots. The designated reserve areas for waste water systems must be on slopes not greater than 25%. Reserve areas designated for Lots 6, 8 and 9 are on slopes which exceed 25%. Available soils information for proposed Lot 5 indicates a percolation rate of 74 minutes per inch. This rate is too slow to allow installation of a conventional on-site waste water disposal system. The existing waste water disposal system, which was constructed on proposed Lot 8 in 1990, appears to have been constructed approximately 100 feet away from the permitted location. We request that this discrepancy be resolved by either relocation of the waste water system or confirming the suitability of the soils at the location of the waste water system. DHHS will require groundwater monitoring through June 1, 1994. PAST SURROUNDING LAND USE See attached COMMENTS The Platting Board approved a plat of Lots 1 and 2 and Tract A, Kyle and Erica Subdivision on May 6, 1987. The plat was recorded in 1987 (Plat 87-140) with a plat note which states: "1. McCrary Road shall be constructed at the time Tract A is subdivided." One of the plat conditions had been to enter into a subdivision agreement to construct Upper McCrary Road from Rainwater Circle to the east property boundary to rural interior standards, and for Planning Staff Analysis Case S-9553 Page 5 street name signs and traffic control devices. Public Works and the petitioner agreed upon the plat note which would put construction off until Tract A was developed. Therefore, staff recommends construct of Upper McCrary Road with this submittal. DHHS has stated strong concerns regarding water availability for this subdivision. The subdivisions adjacent to the proposed Kyle and Erica Subdivision have historically had problems with low producing wells with some lots having to drill multiple wells to obtain adequate supply. This has been confirmed by several neighbors who have called with concerns regarding water availability and how the addition of these lots will further affect their own water situation. Additional information was submitted after receiving DHHS comments and has been forwarded for their review. There is a known water availability problem in the area along Skyline Drive and west in Broadwater Heights. This issue has come up before, and case history supports the need to establish the availability of water and to ensure on-site septic systems meet slope requirements. S&S Engineers states in their letter of March 19, 1994 that there has been several instances where hydrofracturing of wells with decreased water level rating has been performed successfully. If this is the method to be used, then it should be proven successfully for this site prior to approval of the preliminary plat design. DHHS has stated that water availability should be confirmed by drilling a minimum of two test wells and conducting appropriate draw down and recovery tests. The section line easement vacation has been reviewed in accordance with the Municipal Vacation Policy. Although the traffic circulation in this ~rea can not be described as good, there are Planning Staff Analysis Case S-9553 Page 6 topographical constraints which limit road connections. Some area residents have indicated the utility easement that runs down the section line provides a good trail connection between Upper McCrary Road and McCrary Road. This easement is not on an adopted trails plan, however, the Board may want to consider a 10' walkway easement overlapping the utility easement. Staff has requested additional dedication for the "T" turnaround with design to be reviewed by Public Works. RECO~4ENDATIONS Return for redesign and modification to address: 1. In 1987, Plat #87-140 was recorded at the. Anchorage Recording district, subdividing Tract 2; Rouse-Ruberg Subdivision, into 2 lots; and a tract. Due to the steep slopes and shallow bedrock running from Rainwater Circle to Jamie Ddve the 33' Section Line Easement which runs adjacent to the West property line was not requested as dedicated R-O-W when Plat #87-140 was approved. The referenced subdivision is bordered on the North by Upper McCrary Road, which will provide access from Rainwater Circle to proposed Lots 3-7. One' hundred and five feet of the 33' Section Line Easement is being dedicated to R- O-W to provide a T-turnaround at the end of McCrary Road (as requested by Public Works Engineering). McCrary Road will provide access to proposed Lots 8 and 9. Therefore, the 33' Section Line Easement is in excess of what is necessary for the transportation network of surrounding properties. The 33' Section Line Easement is also not on the Official Streets and Highways Plan. The dedication of Upper McCrary Road by Plat #87-140, and the dedication of a 105' T-turnaround by this plat, creates ample access for the public to surrounding properties. In that design, lot Iines have besn altered and four of t~e ]~s have been consolidated into a tract. We have met with the petitioner's representative and reached agreement on the following issues: 1. While the soil tests that were submitted may characterize the subdivision, there are numerous technical deficiencies in them. Prior to final plat, we will require a new, properly performed percolation test on each lot. In addition, applicant ~ust perform additional testing in the reserved area of Lot 1, Block I to delineate depth to bedrock and show that the entire reserved area is actually suitable for disposal. Tract I will require designation of reserved area and a testhole within that area. We will require that the testholes be dug prior to high water. Monitoring on all holes shall be performed before, during and after the high water period. Where variations are substantial, twelve (12) month monitoring will be required. 2. This department viii require a~aster plan showing house, driveway and well locations in order to preserve the ,ar~inal reserved disposal areas. Well sites must be shown on the plat. The applicant has provided infor~ation on area wells. These are all bedrock veils and as such, production may rapidly shiftl we find frequently the shift is a negative one. ~e have docu~entation on dry yells in Broadwater ~eights. The logs submitted show production ranging from 0.33 gpm to 4.0 gpm, with an average of 1.~3 gpm. Newly constructed veils are required to produce 0.10a gp~/bedroom (0.&16 Spm for a four bedroo~ home), but clearly this is minimal, and it is also spread over a 2& hour period. ~ealis~ically then, these low production wells will require storage tanks to adequately supply a normal family's needs during waking hours. There is definitely an issue of the effect that eight new wells will have on the existing marginal wells. We previously commented on the need for a comprehensive drainage plan. This requirement has not yet been addressed by the petitioner. Since there is bedrock and high groundwater, it can be expected that drainage will be present aleng the .right of way. If the drainage meets the Sta~e definition of s stream, Lots l~nd.~:Blo~k 1, and Lots 2, 3, and 5, Block 2 will be undevelopable due to the required setback from the stream to the reserved area. Pinally, wa will oppose the location of a temporary turnaround across the r~served disposal area on Lot ~, Block 2. This area may not be driven over. I am requesting an eighteen month extension on the preliminary plat for the Kyle and Erica Subdivision (S-9557, lots 3-9, record from plat 87-140, Grid NW 254) which is due to expire April 20, 1997. I have been able to move forward on the percolation tests, the steepness of the reserve areas in question, and the survey of the test holes. Due to the Iow snow load and decrease in rainfall the test well does not show the flow required by MOA as it did when it was drilled.. When questioned about the lack of moisture and the Iow producing wells, Jim Ridgeway at Anchorage Well and Pump stated that deepening or hydrofracting my well at this time would likely not produce more water and that wells are producing less due to this lengthy dry spell. WATER AVAILABILITY The engineer has provided additional analysis and. study of available groundwater supplies from the area bedrock aquifer. This additional analysis supports the conclusion that the bedrock aquifer is capable of supplying sufficient water for the proposed 9 new lots. o The petitioner has agreed to drill at least one well within the proposed subdivision to further document water availability. The well will be tested to confirm production capacity and influence on existing adjacent wells prior to final plat approval. 3. The petitioner has agreed to place a note on the final plat which would read: "Water wells in this area are generally low producing and water storage facilities may be required to meet instantaneous water demands." ON-SITE WASTEWATER DISPOSAL SYSTEMS 1. The engineer has agreed to locate all soil test locations by survey. After breakup the engineer and DHHS staff will field verify the location and suitability of each proposed wastewater disposal reserve area. The engineer will perform additional soil, percolation and groundwater monitoring tests as required to verify suitability of wastewater disposal reserve areas prior to final plat approval. The engineer has resolved the discrepancy concerning the location of the existing wastewater disposal system on proposed lot 8. Based on our review of this additional information, as well as all available file information, the following comments are provided: The most critical issue is the availability of an adequate potable water source. As stated in our previous comments, the areas adjacent to the proposed subdivision have all had significant problems with iow producing wells. Many adjacent properties have had to drill two or three wells in an effort to secure an adequate supply of water. ~ analysis prepared by the applicant's engineer indicates that 44% of adjacent wells produce less than one gallon per minute. Our concern over water availability is further supported by the fact that in 1990 the applicant constructed a new house on proposed Lot 8. DHHS issued a permit to construct an on-site wastewater disposal system and a permit to drill a well to serve the new house. Rather than drill a well, the applicant has elected to haul water to the new house. The issue of water availability is also complicated by the fact that adjacent property owners, who have marginal producing wells, are concerned that development of nine new lots may have an adverse affect on the production capacity of their wells. DHHS shares this concern. DHHS recommends that the applicant confirm the availability of an adequate water supply by drilling a minimum of two test wells and conducting appropriate draw down and recovery tests. Static water levels in surrounding wells should also be monitored. The test wells should be drilled at locations where they could ultimately serve as production wells for two of the proposed lots. Department of Economic Development and Planning March 24, 1994 Page Two o The designated reserve areas for wastewater systems must be on slopes not grea~er than 25%. Reserve areas designated for Lots 6, 8 and 9 are on slopes which exceed 25%. Available soils information for proposed Lot 5 indicates a percolation rate of 74 minutes per inch. This rate is too slow to allow installation of a conventional on-site wastewater disposal system. The existing wastewater disposal system, which was constructed on proposed Lot 8 in 1990, appears to have been constructed approximately 100 feet away from the permitted location. We request that this discrepancy be resolved by either relocation of the wastewater system or conf~rming the suitability of the soils at the location of the wastewater system. When the DNR mapped the distribution of wU yields and water level changes they also observed a correlation with hydrologic controls, especially unconsolid overburden thickness. I have attached in add,on to the well logs several drawings and charts.
