Permits are issued on a calendar year basis by authority of the Municipal Code of Regulations. A new permit must be obtained from this office for an well and/or on-site wastewater system Dot installed by the expiration date. If you have drilled the well, a well log needs to be sent to this office for documentation of the installation and to close the permit. If a private engineer inspected the installation of the on-site wastewater system, the original as-built inspection report (three-part form) must be sent to this off'ice for review, approval and documentation. When applying for a new permit, the fees are: $90.00 for an on-site wastewater permit; $50.00 for a well permit; $140.00 for a combined on-site wastewater and well permit. STANDARDS ORD. 15.05 October 23, 1986 Mr. Steve Morris Municipality of Anchorage Deparhnent of Health and Environmental Protection 825 "L" Street Anchorage, AK 99501 Re: Lot 8B, Siefker Subdivision Drainfield Upgrade Permit Dear Steve: This letter is to provide additional information about the perc test and the soil-type at the above-cited property. The perc test was conducted at the 7-8 foot depth. The soil at this depth is classified "SW." As seen on the soils log, the "SW" soil was encountered at the 5.5 foot depth and continued to the bottom of tim excavation at 14.5 feet. The perc test results were slightly less than five minutes per inch for the last test performed. Therefore, the drainfield upgrade was based on 5 mine/inch, which equates to 125 SF/BR. The MOA ordinances require that for soils percing faster than five minutes per inch, that sand be placed at t~ bottom of the trench to ensure proper soil filtering. For this particular drainfield upgrade, we believe that a sand bedding would not provide any additional filtering benefit that the natural soil provides. As noted on the soil log, the soil was a well-graded sand below the 5.5 foot depth. The soil remained homogeneous to 'the bottom of the excavation (14.5 feet). Visually, this soil is a mediu~n-grain sand with slight traces of gravel, definitely less than 5%. In conclusion, we are requesting that this drainfield upgrade be exempt from the sand-bedding requirement for the following reasons: The perc test results were slightly less than the 5 minutes per inch drop maximum. The trench will be installed in a well-graded sand layer. Re: Sewage Facility, Adequacy Test Lot 8B - Siefker Subdivision (1555 Huffman Road) Anchorage, Alaska Dear Ed, At your request, we performed an adequacy test on the sewage disposal facililty at the above referenced site on January 21-23, 1982 and again on January 26-28, 1982. From a review of existing system design information obtained from the Department of Health and Environmental Protection, Municipality of Anchorage, we understand that this system consists of both a drain field and seepage pit (copy attached). The results of our test are discussed as follows: The first test was performed in accordance with the "Adequacy Test General Procedures" for drainfields as published by the Municipality of Anchorage. The test was conducted using a two (2) bedroom house criteria as per the existing structure on the site. We understand that the house will be occupied by two people part-time and only one bedroom will be utilized. Accordingly, a two bedroom criteria is perhaps conservative for this test. The septic tank was not pumped. Approximately 350 gallons of clear water was introduced into the septic tank at a rate of approximately seven (7) gallons per minute (as supplied by the on site water system). Water levels in the seepage pit and septic tank were measured and recorded. The same procedure was followed on the second day, January 22, 1982. On January 23, 1982, measurements were taken of water levels in the septic tank and seepage pit. Water levels in the septic tank on days two and three were within one (1) inch of the initial reading. Water levels in the seepage pit returned to within one (1) inch of the static level determined by initial reading on the second and third day. During this test, water was observed to back up into the septic tank approximately eight (8) inches. The system at this time was in no danger of backing up into the house. Also, a measurement of approximately two (2) inches of sludge was found at the bottom of the seepage pit and six (6) inches in the septic tank. The second test was performed in accordance with the "Adequacy Test General Procedures" for seepage pits as published by the Nunicipality of Anchorage primarily to ascertain back up water quantities. The septic tank was pumped January 26, 1982 by Anchorage Cesspool Pumping (receipt copy attached). Approxi- mately 950 gallons were pumped from the tank. Water levels were measured before and after pumping of the septic tank and the seepage pit. The water level of the septic tank dropped 3 feet, 4 inches while the seepage pit remained unchanged. Approxi- mately 350 gallons of water was introduced into the seepage pit at a rate of approximately six (6) gallons per minute (reduced flow due to line loss). Water levels in the seepage pit and septic tank were measured and recorded at 50 gallon increments. The water level in the seepage pit stabilized after approximately 150 gallons were introduced. On the second day of this test, January 27, 1982, the same procedure was followed with the excep, tion of the pumping of the septic tank. After 100 gallons of water was introduced into the seepage pit, the water level in the seepage pit stabilized and the water level in the septic tank began to rise at a rate of approximately 2 inches every 50 gallons. Our measurements indicate that approximately 200 and 250 gallons of water flowed back into the septic tank on days one and two, respectively. Water levels in both tanks were measured on January 28, 1982. The water level in the septic tank had raised one inch from the previous day's measurement. We suspect that additional water was introduced into the system. The water level in the seepage pit had lowered two (2) feet, ten (10) inches from the final measurement on the previous day and was within one (1) inch of the initial measurement on the previous day. Based on our review of the system design information as shown on the Hunicipality of Anchorage inspection report, the fact that water levels in both tests returned to within one (1) inch of the static levels as determined by the initial readings on days two and three and that the amount of water introduced into the system may be conservative, we feel that the existing system is adequate. Accordingly, we trust that the foregoing information will be sufficient for the ~1unicipality of Anchorage, Department of Health and Environmental Protection to make a favorable decision on the adequacy of this system.
