Box 19-6650 Anchorage, AK 99519 Dear Sh's: The purpose of this letter is to provide the required design narrative in support of our application for a permit to upgrade the wastewater disposal facilities selwing the existing 5 heal,cora.residence on Lot B lB Siefker S/D #2, located at 3940 East 112th Avenue. Despite having been insP~t6ct bY an engineer, the existing soil absorption trench was appm'ently installed withont any sewer gravel and did not pass a recent. adequacy test. Soils logs, perc test results, sieve analysis results, site plan, design drawings, sewage lift station data, and construction specifications are enclosed for yonr review. The proposed soil absorption bed will be constructed between test holes #1 and #2. As can be seen fi'om the soil log for test hole #1, the native material between 3.5' and 8' is a clean sandy gravel with a measured perc rate of significantly less than 1 minute per inch. This GW stratum is underlain by a thick stratum of fine silty sand. Om' percolation test conducted in this material at a depth of 11 feet below ground level showed it to have a perc rate of 0.5 minutes per inch. A sample of the material fi'om the perc test hole was tested for grain size distx'ibntion at R & M Consultants (see attached report). The sieve analysis report stated that 90% of the material passed the #100 sieve and 57.8% of the material passed the #200 sieve, which indicates that the underlying material is significantly finer than the filter sand described in Engineering Bulletin # 92-10. In our opinion this native material will provide an equivalent or higher degree of filtration compared to standard "filter sand", so we m'e proposing to use this material as an alternative to placement of addhional filter sand over the GW stratum. Capitalizing on the presence of tile underlyiug sandy material to provide the necessary filtration, this design proposes to construct a soil absorption bed in the shallower sandy gravel, but to size the bed on the basis of the criteria for filter sand. Using the soil application rate of 0.7 gpd/sq, ft. specified in the wastewater ordinance for filter sand, this 5 bedroom residence requh'es a total absorption area of (5 x 150)/0.7 = 1071' square feet. The proposed 25' x 43' soil absorption bed has a total absorption area of 1075 square feet. We believe that the proposed design will provide all optimum configuration, wherein the septic tank effluent lb'st passes through a well aerated coarse media and thence into a finer media which will ensure adequate filtration prior to reaching groundwater. While this situation of an in-situ filter medium underlying a com'ser soil straturn is not often encountered mid is not specifically addi'essed in the wastewater ordinance, we believe the proposed configuration fully complies with the intent of the sand filter section of the ordinance, which is to prevent potential contamination of groundwater. According to the property owner, the lin'ge shop building on the property has running water to serve a toilet and two hand sinks. These presently discharge wastewater into an undocumented soil absorption system. To eliminate this violation, the proposed upgrade calls for abandonment of the present undocumented system and installation of a sewage pump iu a polyethylene tank which will pump untreated effluent into the gravity waste line upstream of the septic tank. The topography of the lot in the vicinity of the proposed construction slopes down towm'ds the south and west at approximately 2%. There is a low cutbank adjacent to the shop building, however there should not be any problem with effluent daylighting as the bottom of the soil absorption bed will be at approximately the same elevation as the bottom of the cutbank. The proposed project is not anticipated to have any impact on present or future water supply and wastewater disposal systems serving adjacent properties, nor will it have any known impact on rese~wed space/surface and subsurface, or on ch'ainage. The new installation includes a new 1500 gallon septic tank followed by a 25' x 43' soil absorption bed. A sewage handling pump system is also included to pump effluent from the shop building into the new septic tank. 1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor deviations from these drawings may be allowed or requh'ed by the engineer conducting the inspections. All construction procedures and material specifications shall conform with Municipal m~d State requirements. All sepm'ation distances shall be in confommnce with Municipal requirements, unless specifically waived. 1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work m'ound any buried utilities. 1.4 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofm' as possible the contractor shall minimize damage to U'ees and existing lawn areas. 1.5 Unless specifically agreed otherwise, the property owner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all m'eas disturbed by the consU'uction. 2,0 Septic Tank: 2.1 The existing septic tank is to be properly abandoned by pumping, cutting out it's top and backfilling with clean soil, or other approved procedure. The undocumented septic system presently selwing the shopbuilding is also to be abandoned by pumping and backfilling with clean soil. 2.2 The new 1500 gallon two compartment septic tank shall be Municipally approved and shall be set level on undisturbed soil. Each compm'tment shall be equipped with a watertight manhole cover tu~d a 4" cleanout. If the tank is buried less than 4 feet, it shall be insulated with 2 inches of approved burial type, rigid insulation. 2.3 All pipe connections to the tank shall be equipped with watmproof mechanical couplings. The waste line from the residence to the septic tank shall have a minimum slope of 1/4'" per foot, and the waste line between the tank and the soil absorption system shall have a minimum slope of 1/8" per foot. A double cleanout shall be installed within 5 feet downstream of the septic tank. 3.0 Sewage Lift station: 3.1 A sewage lift station (configm'ed as shown on the enclosed supplier's drawings) shall be installed to pump untreated sewage from the shop building into the gravity waste line upstream of the new septic tank. The pump shah be a 0.4 hp "Scavenger" Model SJV solids handling pump, or equal. The pump shall be installed inside an 18" dia. x 30" deep polyethylene or fiberglass sump with a gas tight lid, as manufactured by Jackel or equal. Access to the sump tank for periodic maintenance shall be provided by installing the sump inside a 46" dia. x 72" deep bituminous coated steel tank with a 30" diameter manhole extension extending above ground level. The steel housing tank shall be equipped with an appropriate fitting allowing the 4" diameter waste line to pass through the sidewall to the inner sump tank, and the tank shall be sealed to prevent water infiltration. The top of the steel tank, the manhole riser, and the manhole cover shall be insulated with a minimum of 2" of rigid, burial type insulation. The 2" dia. ABS pressure discharge line from the lift station shall dischm'ge into the 4" diameter gravity sewer line upsU'eam of the septic tank by means of a 4" x 4" x 2" combo fitting. 3.2 The property owner shall be responsible to obtain the necessaly Municipal electric permit and inspection, and to provide a copy of the electrical inspector's report to the engineer overseeing the construction of the wastewater disposal system. 3.3 On, off, and alarm mercury float switches shall be set at elevations specified by the pump supplier, and their proper operations shall be verified by the contractor at the time of installation. 4.0 Soil absorption system: 4.1 The soil absorption system shall be consu'ucted by excavating the surface soils from the proposed 25' wide x 43' long soil absorption bed area to expose a clean sandy gravel stratum at a depth of approximately 4.5 feet in the vicinity of test hole #1 and 6.0' in the vicinity of test hole #2. The bottom of the excavation shall be level. 4.2 A total of 12 inches of approved sewer gravel shall be placed in the bottom of the excavation with the perforated dis~ibution pipe network laid level such that the pipe inverts are no less than 6 inches above the bottom of the sewer gravel. Sewer gravel shall be 0.5" - 2.5" screened gravel, with less than 3% passing the #200 sieve. 4.3 Monitor tubes and cleanout pipes shall be of 4" diameter and installed in the locations shown on the design ch'awings. The portion of the monitor tube extending through the sewer gravel shall be perforated. 4.4 Filter fabric shall be placed over the entire top surface of the sewer gravel. A minimum of 3 feet of soil cover is to be placed over the filter fabric. 4.5 The top surface of the cover material shall be raised a minimum of 6 inches higher than the surrounding ten'ain to allow for subsequent settlement, aud shall be graded to smooth contom's. Fill slopes shall be n9 steeper than 3:1. After the backfill material has stabilized, the property owner shall ensure that all areas disturbed by the construction are covered with 4 inches of topsoil and seeded to promote revegetation. S,O Inspections: 5.1 A minimum of 4 engineering inspections will be requh'ed during the installation of the soil absoq~tion bed: (1) initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the native material has been excavated to expose the infiltrative sm'face to ensm'e that it is level and at the fight elevation, and conforms with the soil test information, (3) after the sewer gravel is in place and the distribution pipes have been laid and connected up to the septic tank, but prior to placement of filter fabric, and (4) after final backfill and grading is complete. The septic tank and sewage lift station each require one inspection after they are set level and the piping connected, but prior to backfill. These inspections may be incorporated with any of the above inspections. The installer shall coordinate the timing of the inspections with the engineer sufficiently fro' in advance to ensure the availability of the engineer.
