Blair, R.S., Environmental Services Manager Senior Environmental Control Officer Lot 6 Sue Tawn Subdivision Permit Issued July 18, 1978 July 18, 1978: Myers came into the office for a permit with a copy of a soils test from 0 & E Engineering. He wanted a twenty-five(25) foot trench, 85 soil, with a six(6) feet of gravel. Due to a small line on the xerox copy of the soils, I interpreted it incorrectly(he did not see the line at 1.5') and offered two(2) feet at 275 soil, four(4) feet at 85 soil. Eventually I called in Joseph Blairr who showed us the line at 1.5 foot and I admitted my error. I issued the permit with six(6) foot of gravel and apologized to Myers. Prior to Joseph Blair helping, MyErs told me to get Skyline View Subdivision file and get him Lot 2 Block 2 Skyline view workup. The soils test was exactly like Lot 6 Sue Tawn Subdivision. Myers left. I looked at Skyline View Subdivision and matched copies of the soils test. Sue Tawn Subdivision's soils test was "whited out on the legal description". II1 comparing the two(2) tests, I found that She Tawn Subdivision's soils test was a copy of Skyline View Subdivision's with the legal whited out. I brought the information to Bob Pratt and Joseph Blair, both of them said to call 0 & E Engineering. Russ Oyster checked his original log. He said that on Lot 6 Sue Tawn Subdivision soil was 275 to 1.5', 85 soil to 15' with an additional note re: 85 soil. Soils on Lot 6 Sue Tawn Subdivision, brought in by Myers, showed test hole was 14' with no additional note. I asked Russ Oyster to send us a m~mo to that regard and to expect a call from Myers. 91-010 Le~ N. Buchholz, R.S. Joseph S. Blair, R.S. July 20, 1978 Page ~o (8) He told me Myers asked for a retest on Lot 6 Sue Tawn -P~l ~.~0~ Subdivision a few days ago and 140 soil was given to ×' P~/~~ Meyers. At that time, 0 & E Engineering noted tank ~%~- was set, trench was dug - %wenty-five(25) feet long. . All excavation was done prior {o the issuance of a permit~ (9) I called Myers and left a message with his wife to bring in a certified copy of the soil test to us on that lot before we could inspect it. (10) She told me 0 & E Enqineering had lost their copy. I told her 0 & E Engineerin~ had their copy and it should be no problem getting one from them. (1) (2) (3) (4) (5) (6) (7) July 19, 1978: Myers called Roll Strickland complaining of harassment by me. Rolf turned the call Over to Joseph Blair. Joseph Blair talked to Myers. Myers questioned my competency and Joseph Blair said to bring in certification by 0 & E Engineering. . 0 & E Engineering called Les Buchholz and restated what they had told me. Brian Foster was sent on a first inspection 'with instructions to only inspect with a 140 soil. I will research all of Myers file and request certification of all soils test from all testers. Russ Oyster came into the office with a copy of his log on Lot 6 Sue Tawn Subdivision, dated October 22, 1977(attached noted discrepancy). I gave him a list of legals that will need certification(attached). Brian Foster went on the inspection and told a person, employed by Myers, that we would not approve.the system unless it was 140 soil. (1) July 20, 1978: Russ Oyster called this a.m. and said he or his partner did not do soils test on the below lots for anyone: Lot 11 Block 2 Skyline View Subdivision Lot 2 Block 2 Skyline View Subdivision .._ Lot 6 Sue Tawn Subdivision was dated October, June 5, 1977 1977, not Les' N. Buchholz, Joseph S. Blair, R S (2) (3) (4) He is willing to appear in court for us. Myers called Brian Foster; asked why he disapproved the first inspection on Lot 6 Sue Tawn Subdivision. Joseph Blair talked to Ken Norman, the Municipal Attorney, and he advised us not to issue permits to Meyers until this problem is resolved. - Hamilton Excavating called at 12:45p.m. aad wanted to know what was happening. I told him we needed a valid soils test rated at 140 and certified by the soils tester. He said he would hold off work until he talked to Myers. He had dug the trench according to the specifications of Brian Foster. I explained that so far, we couldn't prove it was a 140 soil, because 0 & E Engineering did not keep a log on the last test.
