Mr. Willis was given information by Mrs. Konitsky, the seller, during his site visit that the sewer consisted of a leachfield and tank. Mr. Willis wrote a letter to the listing agent, based on this information, requesting test be conducted on the drainfield. The contention that lack of standpipes indicated no septic tank is in error regarding drainfields(drainfields do not utilize standpipes). A month passed until an engineering firm(R & M Engineers) submitted a report stating the sewer is adequate regarding function and references a leachfield(again leachfields do not require standpipes; cesspools or seepage pits require standpipes since 1968). The Municipality of Anchorage witnessed, via Inspector Lynn Bringle, the pumping of the sole standpipe, which had been represented as the septic tank. The volume of liquid removed indicated a septic tank. In January 1978, the Municipality of Anchorage approved the sewer system and well. The approval is based upon Inspector Willis being told of a complete sewer system and[his subsequent written reply to the realtor affirming a request to test a drainfield. The R & M Engineering report states a leachfield. Seasonal frost in January prevented unearthing the tank. Also utilized in the approval determination, is the witnessing by Inspector Bringle of water being removed from the standpipe, which indicated a typical septic tank volume. · uchho~z Program Manager Sewer and Water Program LNB/ljw CC: Robert A. Approval was granted, after several conditions were met, on January 19, 1978. Our files show no record of the installation of the original sewer system, therefore, a complete adequacy test was re- quired plus modifications to the private well as indicated in the November 15, 1977 letter to the Jack White Company. The records regarding this transaction are available in our office, or could have been provided by Jack White Company. The system was represented to the Department as being a septic system, however on-property investigation in May of 1979 reveals that the seepage pit had collapsed. Since it was represented to us as having a septic tank and the tank capacity was verified by pumping in 1977, the only component needing replacement is the disposal area. No person, including this Department, can predict the life span of logs buried underground. The simple fact is log cribs will rot, collapse, and'need replacement. Certainly no tests are done locally to determine the remaining structural life span of a log crib. The facts are that: (1) the log crib ~till treated and disposed of adequate volumes of effluent as expressed in the engineers report dated December 23, 1977, and; (2) the log crib structur- ally failed during the spring of 1979. The least care- ]essness in collecting and handling may give rise to results which are rnisleading. Samples are accepted at the regional laboratories in the early part of the week (Monday-Wednesday) unless there is an emergency or prior arrangements have been made. Arrangements should be pnade to have the water samples reach the laboratory as quickly as possible and within 48 lmurs after colleclion. After 48 hours, the significance of the bacteriological analysis is impaired. In collecting samples from TAPS or PUMPS proceed as follows: (a) Thorough y flush tap or pump by allowing water to run freely for five minutes. (b) Shut off water and flame the outlet with torch or burning paper. The flame should not be merely passed over the outlet but should be applied until fixture shows indication of being hot. Flame should be dJrected against inside edge. (c) Open fixture so that a small stream flows. (d) Remove bottle from mailing tube. Hold bottle by the lower haft in one hand and with the other remove the screw cap with the fingers, leaving foil protecting cover in place. Fill the bottle to the shoulder. Replace cap with fall cover, screwing firmly into place but do not apply pres- sure which will split cap. (e) Pack bottle carefully in mailing tube enclosing this completed information sheet. The following table summa- rizes the measurements. Assuming that a four-bedroom residence will house eight people, the average load on the system can be expected to be 600 gallons per day or .42 gals/minute. During the test 150 gallons of water were accepted into the system in 60 minutes, equal to a rate of 2.5 gallons per minute. Since the house was occupied by only one person at the time of the test, t~kg~ l~e~a~c~h,~f~e~ay not be at its normal degree of saturation. At this time the follo~ing items need to be completed before this department can give its approval. (1) A search of our files revealed no record of the subject property's on-site set;er system. The type of drainfield present is unknown and only the standpipe for the septic tank was visible. The ~ra!n~!e!d need to have a "flow-rate'~ test, presently conducted by R & Consultants, Inc. in order~to evaluate and approve the sewer facilities.
