Box 196650 Anchorage, AK 99519-6650 REFERENCE: Septic System Tank Replacement and Conditional COSA for Summit Estates Block 2, Lot 7 To Whom It May Concern: The existing three bedroom, aforementioned house is serviced by a private well and septic system. An adequacy test was performed on the existing, deep trench, absorption field on 05.25.23. The absorption field adequacy test results indicate that the existing system is functioning as designed and meets all minimum requirements to service the single family, three-bedroom residence. The age of the existing, 1,250 gallon steel tank, in the existing septic system is beyond its useful life and should be replaced with a new 1,000 gallon septic tank. Based on available historic records, the existing system appears to have been designed and constructed to service a four-bedroom residence. However, according to Municipal Listing Services (MLS) and the Municipality of Anchorage Property Tax records, the current configuration of the home has only three bedrooms. Additionally, based on information provided by the prospective homebuyer, there are no plans to upgrade the configuration of the home to support additional bedroom(s). As such, the replacement septic tank is proposed to be reduced to 1,000 gallons, from the original 1,250 gallon tank, as to meet the minimum requirements for a three bedroom residence. Attached is the proposed tank replacement design. Based on testing results, the absorption field appears to be functioning as required to meet the property's current wastewater needs. This property has an undocumented water well that has been servicing the residence. A well adequacy test was performed on this drilled water well and was shown to be capable of producing the required daily minimums. Water samples were also collected and submitted to a certified laboratory for analysis. Results of this water testing will be provided to the department upon receipt. At the time of the well adequacy test, an attempt was made to measure the total depth of the well. An audible alarm, water level measuring device, also used for the adequacy test, was lowered into the well casing until the line became slack at a depth of 117 feet below the top of the well casing. A camera inspection was not performed to verify this depth and this measurement is only informational. Assuming that a three-bedroom residence will house six people, the average load on the system can be expected to be 450 gallons per day or 0.32 gals/minute. During the system test, over 450 gallons of water were accepted into the system in 555 minutes, which exceeds the minimum acceptance rate. Since the residence was unoccupied at the time of the test, the absorption field was presoaked with over 2,000 gallons the day prior to the test. From my measurements, I can conclude that the system is disposing of effluent at an adequate rate. Field measurements of the monitoring tube indicate that it does not extend to the bottom of the effective, but instead only extends 44 inches into the documented 60 inches of effective depth. However, effluent levels never exceed the effective depth during the system test and adequate measurements reflecting system performance were successfully obtained, as discussed herein. I do not anticipate any adverse effects on neighboring properties by the installation of this new proposed 1,000 gallon tank, the decommissioning of the existing 1,250 gallon tank or the continued use of the existing absorption field. The existing septic tank has been in operation for over 40 years and has not resulted in any known adverse effects to neighboring water or waste water systems. If properly decommissioned in accordance with all applicable codes and within the allotted time permitted by this conditional COSA, this decommissioned tank does not and will not pose any imminent threat or health hazard now or when decommissioned in place as prescribed. The septic system and water well servicing this residence are not in conflict with any neighboring water wells or wastewater disposal systems. Drainage flowing onto and off the property will not adversely affect the performance of the proposed wastewater system, or neighboring systems. I am requesting a conditional, Certificate of On -Site System Approval. Conditions for approval are as follows: 1) The existing septic tank is to be pumped and retired in accordance with MOA codes and a new, 1,000 -gallon plastic septic tank, manufactured in accordance with MOA standards will be installed neighboring the decommissioned tank, with all necessary plumbing and cleanouts installed per the design and all applicable codes and standards. This work will occur within 60 days of homebuyers closing the loan for the residence. 2) Well water sample testing results are to be provided to the department upon their availability.
