Nitrate is a negatively charged compound of nitrogen and oxygen, which is very soluble in water. Nitrate is not readily filtered or otherwise removed in the soil and can pass rapidly into ground water wells. SOURCE: Nitrate is a major component of fertilizer and wastewater. Often the nitrate is in the form of ammonia or protein first, which through contact with oxygen and certain bacteria, converts to the oxidized form known as nitrate. Sources of nitrate from wastewater include urea, ammonia cleaners, food solids, and bacterial cells. It may also result from the breakdown of organic matter buried in the soil. TOXICITY: Nitrate is generally not toxic to adults or children over the age of two or three years but is associated with a potentially fatal infant disease called methemoglobinemia. In the digestive system of young children, nitrate converts to nitrite, which can pass through the intestinal wall into the blood stream. There it combines with the hemoglobin and interferes with the ability of the blood to carry oxygen. For this reason, methemoglobinemia is referred to as "blue baby" disease. The EPA limits the concentration of nitrate in public drinking water supplies to 10 mg/L. The standard has been lowered from a previous level of 45 mg/L set by the US Public Health Service and the World Health Organization. TREATMENT: due to its solubility in water and negative ionic charge, filtration and other common home water treatment systems such as softening, or iron filtration does not readily remove nitrate. The best method for limiting nitrate in well water is source control. This can include avoiding overdosing of fertilizer near the well and maintaining good separation distances between septic tank leach fields and the well. A special anion exchange filter that contains a media with a strong affinity for negatively charged ions in water, or by a reverse osmosis treatment system or distillation can remove nitrate. TESTING: Nitrate analysis is usually done by one of the several "wet chemical" methods using a spectrophotometer to read the final color endpoint. Specific ion electrodes also can be used to detect the activity of nitrate in water. This laboratory uses several different wet chemical methods approved under the public water supply laboratory certification program. They also have test kits available, which the laboratory uses to perform an inexpensive "screening test", and with which the homeowner can monitor the change in nitrate levels from their well. Box 6-650 Anchorage, AK 99502 RE: Waivers and Health Authority Approval, L4, B4, Summit Estates Dear Mr. Morris: By means of this letter I wish to request a waiver of the well — Lot 4 septic tank separation distance down from 100 feet to 90 feet, and the well — Lot 5 septic tank separation distance down to 95 feet. Copies of the septic system as—built, the soil log, the well log, and a site plan are enclosed. When the septic system was installed in 1981, notations were made on both the permit and the as—built indicating that an 80 foot separation between the well and tank would be acceptable. The actual separation between the well and the septic tank cleanout is 93 feet. The soil log indicates a slightly silty poorly graded gravel down to 14 feet. When the system was tested for adequacy on June 18, the monitor tube had no fluid initially, and the system was able to accept 600 gallons of water with less than a 6 inch rise in fluid level which subsided rapidly once the flow was stopped. This indicates that the soil beneath the system is not saturated. The distance between the well and the septic tank cleanout on Lot 5 is 97 feet. I believe that the considerations discussed with respect to the Lot 4 septic system also apply here, only the degree of deviation from separation criteria is less. The static water level in the well was at 32 feet, and this was drawn down to 45 feet when pumped steadily at 7 gpm. Accord— ing to the driller's log the water bearing stratum is between 76 and 78 feet. This is overlain by several strata of silty clay, silt and silty till between 8 and 76 feet. These relatively impermeable strata should provide a good barrier preventing surface water contamination of the potable aquifer. A well water sample taken June 18 showed no bacterial contamination. The topography of the lot is generally level between the well and both septic systems, with perhaps a slight slope downwards away from the well. There is a small hill in the U northwest portion of lot 4. Were either system to fail, there would be no particular tendency for effluent to flow towards the well. Considering the relatively small deviations from separation criteria, and that they are for septic tanks and not soil absorption systems, I believe that the waivers can be justified on the above—described technical basis. It would also seem appropriate for the Municipality to stand behind their previous approval of lesser separation distances, unless a clear public health threat is perceived. If you are able to issue the necessary waivers, please send the health authority approval directly to the bank as indicated on the blue sheet, with a copy to Flattop Technical Services.
