Health & Human Services RE: Lot 1, P & S S/D - Revisions to design of proposed wastewater disposal system upgrade Dear Mr. RObinson: Per your request we have conducted additional soils testing in conjunction with the proposed septic system upgrade for Lot 1, P & S S/D. The logs for test holes 3A, 4, and 5 are enclosed. These test holes revealed significantly different (and more permeable) soils than were encountered in test holes gl ' and g2 submitted with our November 11 application for an upgrade permit. Based on this new soils information we have been able to redesign the upgrade as a soil absorption trench, instead of the originally proposed shallow bed. Thus we are requesting that you withdraw our original design submittal and substitute the enclosed trench design. We believe this revised design will result in a longer useful life as well as result in reduced construction cost. The proposed soil absorption trench will be constructed in the vicinity of test hole g5. As can be seen form the soil log, the native material between 4.5 and 12.5 feet is a silty sand of variable consistency. The material typical of 4.5' to 8' was perc'ed in T.H. g3A, and the material typical of between 8' and 12.5' was perc'ed in T.H. g5. Both of these perc tests showed a perc rate of between 1 and 5 minutes per inch which would normally dictate a design soil application rate of 1.2 gal/day/sq, ft. However, the boundaries between the several strata were indistinct, and we noted~ significant variations of consistency within a short distance. For example, we conducted 2 perc tests at a depth of approximately 10 feet in test hole g4. One of these perc'ed at 2 minutes per inch; the other one 4 feet away in a ~ocket of siltier material. perc'ed at slower than 60 minutes per inch. To compensate for this inconsistency¢:6urrevised design is' BaSed on 0,6 avd/sa. 'ft., which means that only half of the total sidewall area is ne~led; based On the ~easured per~'rate~.., ~'~ - Based on the above design criteria of 0.6 gpd/sq, ft., the total sidewall area required for this 3 bedroom residence is (3 x 150)/0.6 = 750 square feet. Minor deviations from these drawings may be allowed or requked by the engineer conducting the inspections. All construction procedures and material specifications shall conform with Municipal and State requirements. All separation distances shall be in confmrnance with Municipal requirements, unless specifically waived. 1.3 The contractor shall be responsible to obtain any necessary utihty locates, and to work around any buried utilities. 1.4 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas. 1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction. 2.0 Septic Tank: 2.1 The septic tank shall be a 1000 gallon Municipally approved tank with two compartments, and shall be set level on undisturbed soil. Each compartment shall be equipped with a watm~tight manhole cover and a 4" cleanout. If the tank is buried less than 4 feet, it shall be insulated with 2 inches of approved burial type, rigid insulation. 2.2 All pipe connections to the tank shall be equipped with watelproof mechanical couplings. The waste line from the residence to the septic tank shall have a minimum slope of 1/4'" per foot, and the waste line between the tank and the soil absorption system shall have a minimum slope of 1/8" per foot. A cleanout shall be installed within 5 feet of the building foundation, and a double cleanout shall be installed within 5 feet downstream of the septic tank. 2.3 The existing septic tank and seepage pits are to be properly abandoned by thoroughly pumping, removing the lids and backfilling with clean soil. 3.0 Soil absorption system: 3.1 The soil abso~j?tion system shall be constructed by excavating a 55' long trench to a depth of approximately 12 feet in the vicinity of test hole #5. 3.2 The bottom of the excavation shall be level. Any compacted or smeared surfaces shall be raked to allow proper infiltration. If soil conditions inconsistent with those reported on the log for test hole #5 are ' encountered the configuration of the trench may be field-modified to optimize utilization of the native soils. 3.3 A total of 7.5 feet of approved sewer gravel shall be placed in the bottom of the excavation with the perforated disuSbution pipes laid level such that the pipe inverts are no less than 7.0 feet above the bottom of the sewer gravel. Sewer gravel shall be 0.5" - 2.5" screened gravel, with less than 3% passing the #200 sieve. 3.4 Monitor tubes and cleanout pipes shall be of 4" diameter and installed in the locations.shown on the design drawings. The portion of the monitor tube extending through the sewer gravel shall be perforated. 3.5 Approved filter fabric shall be placed over the entire top surface of the sewer gravel. A minimum of 2 feet of soil cover is to be placed over the filter fabric. 3.6 The top surface of the cover material shall be raised a mininmm of 12 inches higher than the surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. 3.7 After the backfill has stabilized, the property owner shall be responsible for placement of topsoil and reseeding the disturbed areas. 4.0 Inspections: 4.1 A total of 4 engineering inspections will be requked during the course of the project: (1) initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the native material has been excavated to expose the infiltrative surface to ensure that it is level and at the right elevation, and conforms with the soil test information, (3) after the sewer gravel is in place and the distribution pipes have been laid and connected up to the septic tank, but prior to placement of insulation or filter fabric, and (4) after final backfill and grading is complete. The septic tank requires one inspection after it is set level and the piping connected, but prior to backfill. This inspection may be incorporated with any of the above inspections. 4.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer. Box 19-6650 Anchorage, AK 99519 Dear Sirs: The purpose of this letter is to provide the required design narrative in support of our application for a pemdt to upgrade the wastewater disposal facilities serving the existing 3 bedroom residence on Lot 1 of P & S Subdivision, located at 5000 East 112th Avenue. We were unable to find any records of the existing septic system on file at DHHS, but according to CAMA the residence was constructed in 1963 The existing waStewater disposal system which is now starting to fail appears to consist of a septic tank followed by two seepage pits..~.~oils logs, perc test results, a site plan, design drawings and specifications for the proposedfopgrade are ei~closed for your review. The proposed~il absorptiOn system will be constructed between test holes #1 and #3. As can be seen from the soil log, tli~ natige material I~etween 0.5 feet and 2.5 feet below ground level is a sandy loam overlying a silty sa~l,, both of which: hav~ a m~sure ~dlperc raie of between 1 and 5 minutes per inch. Since the proposed design will incl,ude a Sand [dvelin~ courSe,: the design is based on a soil application rate of 0.7 gpd/sq, ft. spe6)tied in the ~asteWater o~dinance for filter sand This 3 bedroom residence requires a total absorption area~0f (3 x 150)/0.7 = 643 square feet. The prOposed 20' x 33' design has a total absorption area of 660 ~quare feet. The topography of the'10t in the vicinity of the proposed soil absorption bed slopes down to the west at 7% and down to the north at 5%. Since there is no foundation cleanout at the present time, enabling detem~ination of the elevation of the waste line as it leaves the building, the design is based on the assumption that a lift station will be needed, and thus incorporates pressurized distribution. In the event that the waste line is found to be sufficiently shallow, the design may be field changed to eliminate the lift station and utilize gravity distribution. Due to the limited available area on the lot outside the 100 foot protective radius around the well, it will be necessary to use 2.5:1 side slopes on the fill material covering the bed so as not to have the fill spill over the property line. If properly revegetated, a slope this steep should not be subject to erosion or allow daylighting of effluent. The proposed project is not anticipated to have any impact on present or future water supply and wastewater disposal systems serving adjacent properties, nor will it have any impact on reserved space/surface and subsurface, or on di'ainage. If topography allows, a 1000 gallon conventional septic tank and gravity distribution into the soil absorption bed may be substituted. 1.2 Construction shall be as depicted on the approved site'i~lan and design drawings. Minor deviations from these d?a~vings may be allowed or required bj¢ the engineer conducting the inspections. All construction procedur~,and material specifications shall 6onform with Municipal m~d State requirements. All sepm'att~p distances shall be in confo~nance with Municipal requirements, unless specifically waived. 1.3 The contractor Shall be¥6$ponsible to obtain any necessm3~ utility locates, and to work around buried utilities. 1.4 The contractor shall provide'Odequate cover material and rough grading over all system components to ensure that proper dralhgge is achieved after settlement and that there are no residual depressions. Insofm' as possible the cmitr3ctor shall minimize damage to trees and existing lawn areas. 1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all m'eas distm'bed by the consU'uction. 2.0 Septic Tank: 2.1 The septic tank shall be a Municipally approved STEP tank with two compm'tments, and shall be set level on undisturbed soil. Each compm-tment shall be equipped with a watertight manhole cover and a 4" cleanout. If the tank is buried less than 4 feet, it shall be insulated with 2 inches of approved burial type, rigid insulation. 2.2 All pipe connections to the tank shall be eqtnpped with waterproof mechanical couplings. The waste line from the residence to the septic tank shall have a miniinum slope of 1/4'" per foot. A clem~out shall be installed within 5 feet of the building foundation. 2.3 If there is sufficient elevation differential between the waste line as it leaves the building and the suitable receiving soils in the soil absorption bed, a 1000 gallon con~,¢ntional septic tank may be substituted for the STEP tank, with gravity distribution to the soil ab~)rption bed. 2.4 The existing septic tauk and soil absorption pits are to be properly abandoned by pumping, removing the tops and backfilling with clean soil. 3.0 Lift station: 3.1 The lift station (if necessm'y) shall be installed itl tile second compm'tment of the STEP tank. The lift station shall be au "Oreuco" system as supplied by Anchorage Tank. 3.2 The contractor shall be responsible to obtain the necessary Municipal electric permit and inspection, and to provide a copy of the electrical inspector's report to the engineer overseeing the construction of the wastewater disposal system. 3.3 The on, off, and alarm floats shall be set at the elevations specified by the lift station supplier, and their proper operations shall be verified by the contractor. 4.0 Soil absorption system: 4.1 The soil absorption system shall be constructed by stripping the snrface organics off the proposed 20' wide by 33' long soil absorption bed m'ea to expose the top of a reddish sandy loam stratum. Cat'e shall be taken to neither overexcavate nor di'ive equipment on the sandy loam 4.2 The bottom of the excavation need not be level. Any compacted or smeared surfaces shall be raked to allow proper infiltration. A level bed bottom shall be created by placement of clean, coat'se sand meeting Municipal specific~[ions for filter sand. An eartl! berm may be created at'ound the bed area prior to excavation to contain the.!~veling sand and sewer graY61. 4.3 A total of 1.0 feet of ~iPproved sewer gravel al{all be plac~ in the bottom of the bed with the perforated distribution pipes laid, level such that the pipe inverts are no less than 6 inches above the bottom of the sewer gravel. Sewer grage! shall be 0.5" - 7-,:'5" screened gravel, with less than 3% passing the #200 sieve. 4.4 Monitor tubes shall be of 4" diameter arid installed in the locations shown on the design ch'awings. The portion of the monitor tube extencti,ng thr0,u~gh the sewer gravel shall be perforated. If gravity distribution is used, a double cleanout ~ball be'installed within 10 feet downstream of the septic tank and 2 cleanouts installed in the perforated disffi~ution pipe at opposite corners fi'om the monitor tubes. 4.5 Approved filter fabric shall be placed, over the entire top surface of the sewer gravel, plus 2 inches of rigid, burial type insulation. A minimum Of 2 feet of soil cover is to be placed over the insulation. 4.6 The top surface of the cover material shrill, be raised a ~ninimum of 6 inches higher than the surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill slopes shall be no steeper than 2.5:1. 4.7 All lawn m'eas disturbed by the construction and/or soil absorption mound top and side slopes shall be covered with 4 inches of topsoil and seeded with an approved grass seed to promote rapid revegetation. 5.0 Inspections: 5.1 A total of 5 engineering inspections will be required durihg the course of the project: (1) initial stakeout with the contractor to establish the location of the system and to discuss the plates, specifications and construction procedures, (2) after the native material has been excavated to expose the infiltrative surface to ensure that it conforms with the soil test information, (3) after the sand leveling material has been placed, (4) after the sewer gravel is in place and the distribution pipes have been laid and connected up to the septic tank, but prior to placement of insulation or filter fabric, and (5) after final backfill and grading is complete. The STEP tank requkes one inspection after it is set level and the piping connected, but prior to backfill. This inspection may be incorporated with any of the above inspections. 5.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensore the availability of the engineer.
