The owner of Lot 1, Park Hills Ridge Subdivision encountered several feet of old fill,
organics and other deleterious material on his lot during construction of the house. The
discovery of this poor material forced him to move the house forward on the lot and away
from the planned and permitted septic system locations. We are therefore requesting the
location of the new system be moved to the location shown on the attached Site Plan.
Testholes excavated in the new area indicate poorly graded sand and gravel from 2' to 4'
below the surface which percolate at a rate of I to 2 minutes per inch. This material is
underlain by silty gravel with a percolation rate of 15 minutes per inch. Groundwater was
monitored at 8' below the surface.
We are proposing placement of a 5' wide shallow trench with 2' of gravel beneath the
distribution pipe. Total depth of the trench will be 4' which is 4' above the groundwater
level. Total length of the trench will be 80'. The original permit was issued for a 4
bedroom home. The owner, however, has constructed a 3 bedroom home and requests the
permit be modified to reflect 3 bedrooms.
The as-built for the new system will show the modified location and the original location
will become the alternate site. In addition, all paperwork will be upgraded to Municipal
standards.

Septic System Permit
Attached is the revised trench section for the absorption field proposed for Lot 1, Park Hills
Ridge Subdivision. In accordance with our conversation last week I have raised the
distribution piping to within 1.5' of the original ground surface. This should provide for a
minimum of 5' separation from the highest observed groundwater level at this location.
Testhole No. 5 was originally excavated in mid September of 1993. No groundwater was
noted during the excavation nor was any observed during the monitoring period the
remainder of 1993. In mid February of 1994 water was noted at a depth of 10'. We were
unable to determine whether it was actually groundwater or snowmelt. In mid June of
1994 no water was found in the monitor tube and it remained dry throughout the summer.
I have also enclosed testhole documentation completed by LeRoy Reid in April of 1984.
His Testhole No. 15 is located approximately 30' from our Testhole No. 5. His
documentation shows no groundwater encountered during placement of the hole. His
percolation data is also similar to that obtained during our test.
Although major portions of the lot are bothered with groundwater problems it appears the
site chosen for the absorption trench may be an exception. Hopefully this backup
documentation justifies placement of the trenches at the elevations shown on the revised
drawing. Please let me know if you have additional questions.

Dear On Site Services Engineer:
We hereby apply for a permit to construct an onsite septic system on Lot
1, Park Hills Ridge Subdivision. The attached site plan and backup
documentation identify the size and location of the new system as well as
the proposed location of the well to serve the house to be constructed on
the lot. Surface water is known to exist in the area and surface grading
will be required to maintain 100' separation between the septic system
and any surface water.
A percolation test completed on the soils in the area of the new
absorption trenches indicated a rate of 24 minutes per inch. We propose
to place 5' trenches with 3' of gravel beneath the distribution piping.
Total depth of the system will be 6' below the surface. Extensive water
monitoring in this area indicated the groundwater level came no closer
than within 10' of the surface and is totally absent during much of the
year. The drainage patterns on the lot will not be affected by the
construction of the new system. Low areas within 100' of the system
will be regraded so standing water will not occur.
If the system is constructed as designed the following statements can be
made:

1. The Flow Divide distributes effluent leaving the
septic tank by means of a patented central weir
design that insures the flow is evenly divided even
if the Flow Divider is not perfectly level.
2. The inlet pipe of the Flow Divider is constructed
so that effluent will flow from it and down into the
effluent into two equal portions.
3. Distributes flow be=er than D-boxes and mani-
folds that are subject to frost heave or ground
settling.
4. Testing shows that even with a level discrepancy
of I/8" or more between the right and left port, the
division of the flow was almost 50/50. A standard
D-box or manifold distorra the flow under these '
same conditions.
1. The Flow Director is a Flow Divider with a pat-
entedsleeve valve installed to distribute the efflu-
ens flow to a primary field of your choice and
allows the secondary field to rest until needed.
2. The F~ow Divider automatically back flows from
the primary to the secondary field and does not
depend on the homeowner to change the sleeve
valve in the Flow Director. A standard Y-valve is
dependent on the homeowner to change the flow
direction at the proper time. Unfortunately, this
usually does not happen and a problem develops

CONSTRUCTION AND MATERIAL SPECIFICATIONS
SUBJECT: Lot 1, Park Hills Ridge Subdivision
GENERAL:
1. The scope of this project includes furnishing and installing
a new 1,250 gallon septic tank. Work also includes the
construction of a new 5' wide absorption trenches a total of
120' long at the location shown on the Site Plan. A flow
divider shall be placed between the two components of the
absorption bed. Filling and grading will be required to
assure a 100' separation distance from any surface water
and all components of the septic system.
2. Construction shall be in accordance with the approved site
plan, design drawings, Municipal Permit with any special
provisions or conditions, and all applicable State and
Municipal Wastewater Disposal Regulations.
3. The Contractor shall be responsible for obtaining all
underground utility locates and for the layout of the septic
system and verification of the location of all lot lines.
4. Unless specifically agreed otherwise, the contractor shall
be responsible for final grading areas subsequently
depressed from soil settling. Property owner shall be
responsible for revegetation of affected areas unless
specifically agreed otherwise.
5. Contractors installing wastewater disposal systems must
be certified by the Municipal Department of Health and
Human Services for system installations. Owners installing
their own systems must receive prior approval from D.H.H.S.
before beginning system installation.
SEPTIC TANK INSTALLATION
1. A new 1,250 gallon septic tank must be procured from an
approved source and installed at the location shown on the
Site Plan.

2. A septic tank is to be constructed by a certified septic tank
manufacturer. Construction shall include two 4" cleanouts
for pumping access.
3. The septic tank shall be sufficiently bedded to prevent
settling or shifting of the tank.
4. All standpipes on the septic tank shall extend a minimum of
12 inches above final grade.
5. Tanks installed without 4' of cover shall have a minimum of
2" of direct burial insulation.
6. A foundation cleanout shall be installed one to four feet
from the building foundation. Two cleanouts are required
between the tank and the drainfield.
7. Final grading over the tank shall be such that a positive
slope exists away from the septic tank.
DRAINFIELD CONSTRUCTION:
1. The drainfield shall be constructed to the dimensions shown
on the design. The bottom of the trenches shall be within
2" of level.
2. Distribution piping must be placed level with perforations
down atop a level bed of drainfield rock. Rock should then
be placed over the pipe to provide a minimum of 2" of cover.
3. A silt barrier or geotextile fabric must be placed between
the drainfield rock and the natural soil backfill.
4. Monitor tubes must be 4" in diameter and installed at the
locations shown on the design. The portion below ground
must be perforated.

5. Contractor shall verify the septic tank and drainfield are a
minimum 100' away from any private water wells in the
area, 150' from a Class "C" Well or 200' from any community
well.
6. Direct bury insulation must be placed over the distribution
system if less than 3' of backfill depth is available. Finish
grade over the trench must be mounded to prevent
settlement or depressions.
7. Grade area surrounding the absorption trenches to drain
away.
8. A minimum 2' of accepting soil is required below the
drainfield rock for a 5' wide trench. Contractor shall verify
this condition prior to. placement of the rock. All pockets of
unacceptable materials must be removed and replaced.
MATERIAL SPECIFICATIONS:
1. Septic tanks must be constructed by a Municipally approved
septic tank manufacturer.
2. The following pipe materials are approved for use in septic
system installations in the Municipality of Anchorage:
Cast Iron (perforated and solid), ASTM D3034 or P.V.C.
(perforated and solid), ASTM F810 or H.D.P.E. (perforated, but
not solid) and ASTM D2662 or A.B.S. (perforated and solid).
3. Insulation shall be at least 2" thick extruded direct burial
polystyrene (Dow Chemical Co. Styrofoam HI or equal).
Septic tank inlets and outlets shall be fitted
watertight couplings (Caulder, Fernco, or equal).

5. A permeable geotextile fabric (Typar, Mirafi or equal) must
be installed between the final drain rock layer and the
native soil layer.
6. All drain rock shall be .5" to 2.5" in diameter with less than
3% passing the #200 sieve.
INSPECTIONS:
A minimum of two inspections are required by Municipal
Ordinance. These inspections must be conducted under the
supervision of aprofessional engineer registered in the State
of Alaska. The first inspection must be conducted after the
excavation of trenches, beds or pits and before the installation
of any gravel. A septic tank may be set in place, but may not
be backfilled.
The second inspection must be conducted after the placement
of the geotextile fabric, gravel, distribution piping,
standpipes, cleanouts and insulation. No backfill should be in
place at the time of inspection.
Contractor shall provide a copy of all field survey layout and
construction notes for use in preparing the certified as-built
of the completed system.
SITE GRADING:
The entire area must be graded upon completion to assure a
minimum of 100' separation distance is obtained from any
surface water and the septic tank and the absorption trenches.
