Surface Water Site Plan
Dear Jim:
On September 17th and 18th, we conducted a surface water study on
Park Ridge Hills Subdivision. All areas where surface water was found
are noted on the attached site plan. We noted that many areas which
were wet earlier in the year are now dry. This may be due to the
grading and drainage work completed by the owner of the property in
August.
Substantial grading will be required during development of the lots for
driveways and homesites. At that time remaining drainage problems
will be addressed. In addition, during construction of the septic
systems for each lot any remaining problems with surface water will
be taken care of. We hereby request your consent to allow this
subdivision to proceed.

Dear Mr. Cross,
We have constructed a drainage system and improved the ditch all along the frontage
of lot 1 and lot 2. In addition, we installed a drainage system up along the boundary
between lot 1 and lot 2 a distance of about 200 feet. We installed a 2' by 2' 4" to 6"
rock drainage system. This, along with improved grading along the ditches, has greatly
improved the drainage of the area. There is no standing water within 100' of the
proposed septic sites on all of the proposed lots, I through 4. I hope that this will
satisfy your requirements and allow you to sign off on the plat. We created this
subdivision with very large lots, and each lot has an excellent building site and suitable
septic sites. Thank you for your consideration in this matter.

Dear Jim:
Attached is the final groundwater monitoring information along with the
locations of the septic systems and wells proposed for each lot of the Park
Ridge Hills Subdivision. We have chosen to designate three areas for septic
systems for each lot rather than to reserve a large area for system
development. These systems were designed for three bedroom homes. We
request, however, that a note be placed on the plat stating that if additional
engineering information is provided, four bedroom homes may be
constructed. We also understand that the septic system and well locations
may be changed if additional engineering information is provided prior to
obtaining the septic system permit which indicates more suitable sites are
available.
There is little development surrounding this subdivision. Two lots
immediately south have been developed and the well information from
these lots is attached. In addition, Forest Ridge Subdivision to the east has
been recently developed. Well logs from lots in this subdivision are also
attached. From information obtained during the field exploration phase of
this subdivision and from the attached well logs it is logical to assume that
sufficient potable water is available at reasonable depths to serve the
requirements of the houses proposed for this subdivision.
Hopefully, the attached information will satisfy the final requirements
leading to the subdivision of this parcel. We, hereby, request a letter of
nonobjection to this subdivision.

Some additional information has been provided to support the
conclusion that the proposed four lots can be successfully
served by on-site water and wastewater dispDSal systems. However,
the following information and documentation is required:
1. The availability of sufficient potable groundwater
supply must be documented.
2. Wastewater system reserve areas must be delineated for
each lot ort three site specific individual wastewater
systems must be designed for each lot and the location
of each system must be shown on··the final plat~ The
engineer must document that the reserve area and/or site
specific design locations for the wastewater systems
satisfy all ~requirements including slope restrictions,
separation to surface water, separation to proposed well
sites and adequa'~e vertical separation to groundwater.
3. DHHS will require that all well locations be shown on the
final plat.
4. DHHS will require shallow groundwater monitoring through
June 1, 1994 to determine seasonal high water at proposed
wastewater system locations.

The following items must be addressed prior to
final plat approval.
1. The availability of an adequate potable
groundwater source must be documented.
2. With all lots having a soil percolation rate
faster than 1 min/inch, 2 foot thick sand
filters will be required on all on-site
wastewater disposal systems. This requirement
necessitates that either bed type systems be
constructed on slopes not greater than 10%
or that 5 foot wide drainfields be installed.
The applicant must show adequate reserve
areas with slopes not greater than 10% or
plat the location of three specifically
designed systems for each lot.
Hiddenwoods Subdivision
No objection. Ail proposed lots will[be served
by public water and sewer.
Lots 1, 2, 3, 4 Park Hills Ridge Subdivision
The proposed four lots will be served by on-site
water and wastewater disposal systems. Information
provided in support of this plat does not meet
preliminary plat submittal requirements as
specified by AMC 15.65 and AMC 21.15. There was
no information provided that would support the
conclusion that these lots can be developed using
on-site water and wastewater disposal systems.

Dear Tom:
We have completed our field excavation and identified areas which will
support onsite septic systems for the proposed Park Ridge Hills
Subdivision. These areas were identified based on test holes excavated in
September of 1993 and February of 1994 along with field data gathered in
the past by Alaska Environmental Control Services, Inc. Groundwater
elevations have been continuously monitored since last fall and the septic
systems were designed based ou the highest water level noted during this
time.
Soil conditions in this area are characterized by slow percolation rates and
_hig~ groundwater. Neither condition is ideal for an onsite septic system.
Our designs are therefore limited to three bedroom homes and are either
wide trenches or shallow beds depending on .the elevation of the
groundwater in the area of the system. Lot lines should be placed so that a
minimum of 3 sites are located on each lot.
Evergreen Street which fronts the proposed subdivision was upgraded to
Municipal Standards in 1983. A copy of the roadway asZbuilt is included
for your use. Please let me know if you have additional questions or
comments.

We have completed our field excavation and identified areas which will
support onsite septic systems for the proposed Park Ridge Hills
Subdivision. These areas were identified based on test holes excavated in
September of 1993 and February of 1994 along with field data gathered in
the past by Alaska Environmental Control Services, Inc. Groundwater
elevations have been continuously monitored since last fall and the septic
systems were designed based on the highest water level noted during this
time.
Soil conditions in this area are characterized by slow percolation rates and
high groundwater. Neither condition is ideal for an onsite septic system.
Our designs are therefore limited to three bedroom homes and are either
wide trenches or shallow beds depending on the elevation of the
groundwater in the area of the system. Lot lines should be placed so that a
minimum of 3 sites are located on each lot.
Evergreen Street which fronts the proposed subdivision was upgraded to
Municipal Standards in 1983. A copy of the roadway asZbuilt is included
