Box 196650, Anchorage, Ak 99519-6650 (907)343-7904 Ref: Highland Terrace #4; Lot 3C-1 — Memo concerning Installation of Septic System, MOA Permit # OSP-141210 To whom it may concern The permitted septic system was installed on the referenced property on 9.9.14 through 9.11.14. During the layout and installation process, it was discovered that the as -built survey completed by Fred Walatka on 6.5.14 contained a mistake. The contractor hired Fred Walatka & Associates to complete survey control prior to the installation, which included flagging the 10' utility easement along the east side of the property (GEG planned to butt the proposed drainfield against this easement). When the survey control was completed, it indicated that the east property line and 10' utility easement were approximately 7' closer (to the proposed drainfield) than was originally shown on the design. This resulted in our proposed drainfield location sitting inside of the utility easement. Fred Walatka & Associates then provided GEG with a corrected as -built survey showing the actual location of the east property line and 10' utility easement. To correct the problem, GEG proposed removing approximately four (4) square feet off of the far -east corner of the bed, and then adding 6" of drainfield along the entire length of the northwest side of the bed. This drawing was shown to Jay Crewdson, and GEG requested that we move forward without a change order. Jay Crewdson indicated at that time that a change order would not be needed, and that the change could be documented on the engineers as -built drawings and inspection report (see attached drawings). At this time, the installed drainfield still retains 923 square feet of absorption area compared to the original 900 square feet that was designed. The existing drainfield is in a state of failure and needs to be upgraded. Per the owners request the upgrade will be sized for a 4 bedroom. Because of the site topography, the only viable option is to rebuild the existing drainfield and install a new 1250 gallon septic tank in the same location as the existing tank. The proposed re -built bed will be 26 feet wide and 35 feet long. We are proposing to excavate all contaminated material and slightly deeper followed by importing MOA approved leveling sand (top of sand must be at or higher than bottom of old drainfield). Due to the site constraints we are unable to identify a location for an alternate site, so instead we are proposing if the drainfield were ever to fail we would propose re -building the drainfield. 1. SOILS: See the attached soil log from Louis Butera, P.E. dated 1985 which shows the soil classifications, groundwater monitoring, and the percolation test results. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications 3. SURFACE WATERS: There are no surface water concerns. 4. TOPOGRAPHY: As can be seen on the attached topography drawing, the average topography around the proposed drainfield is flat, however there are steep slopes (>25%) 25 feet from the drainfield. 5. WAIVER REQUEST: We are requesting a 25 foot waiver be granted from the proposed drainfield to the cutbank. As can be seen on the attached drawing, at a 25% slope (starting 2.5 feet above the drainfield) the potential point of daylighting is 38 feet horizontally from the drainfield. This would serve to impede effluent from daylighting. 6. WAIVER TO BED WIDTH: The proposed re -built bed has dimensions of 35 feet by 26 feet. A waiver is required for any proposed bed with a width larger than 15 feet. In short, we request your department issue a waiver to allow a width of 26 feet for the proposed re -built bed. Due to site constraints and the fact that the existing bed has served the home adequately for the past 29 years we believe there to be minimal risk associated with the granting of this waiver. Construction methods will be incorporated to insure that equipment does not "walk' on the bottom of the excavated area. In short, it is reasonable to believe that the testhole location shown on the soil log was approximate and that the drainfield was installed and approved with in the 30 foot radius of the testhole. Also, with the additional 9 feet being added on the testhole side it is reasonable to believe that portion too is with in the 30 foot radius of the testhole. Due to this we believe no percolation data should be required. Please note that the drainfield had served this residence for approximately 29 years.
