Subject: Bloom-County Subdivision, Lot 63, Section 30, T15N, R1W,
S.M., Eagle River, Alaska (8621-FA-063)
Dear Sir:
I~e have reviewed the plans and specifications for the subject project
and are hereby issuing this approval letter which constitutes the permit
required by A.S. 46.03.720(a) for construction of the water system.
Enclosed with this letter is a "Certificate to Construct" for the drinking
water system. The "Approval to Operate" section of the certificate must
be completed by a representative of this Department prior to placing the
system in operation.
It should be remembered that final approval will necessitate the submission
of Engineer As-built Plans and owners name, address and telephone number.
This will consequently mandate that a professional engineer conduct basic
inspection of this project so as to be able to sign off on as-built plans.
Arrangement for this inspection work is the responsibility of the developer.
Any future expansion of subject project will require additional approval
from this office.

If construction has not started within two years of the approval date, this certificate is void and new plans and
specifications must be submitted for review and approval before construction.

between William H. Tilford & Mabel Tilford husband and
wife(hereinafter Tilford) and David Presley & Linda Presley

WHEREAS, Tilford is the owner of the following described property:

Section 30, T15N, R1W, S.M. Anchorage Recording District,/Llaska, and
WHEREAS, Presley is the owner of the following described property:
Lot 63 except the West 100 feet of
Section 30, T15N, R1W, S.M. Anchorage Recording District,Alaska, and
Whereas, it is the desire of the parties herein to enter into
a well use agreement for the use of the water well to be drilled
on Tilford's property,
NOW THEREFORE, it is herein agreed as follows:
1. Presley's are allowed to drill a well on Tilford's prop-
erty and to run an underground water line to service
Presley's property(proposed Lot 63B).
2. Presley's and their assigns are to install and maintain
at their expense the well and waterline to service Pres-
ley's property(proposed Lot 63B).
3. Tilford herein grants and conveys to Presleys and their
assigns an easement for ingress and egress to service the
well and water line.
