STRAT I GRAPHY The detailed stratigraphy is best illustrated by the enclosed boring logs, but in general, subsurface soils on the investigated site consist of grey-brown silty fine sand with 10 to 15% gravel and some occassional concentrations of coarse gravel, overlain by 2 to 2.5 feet of light brown silty fine sand with 10 to 15% gravel, overlain IV 1.5 to 3 feet of dark brown organic sandy silt with minor gravel. The ground water table, encountered in both test-borings, was located at the depths shown below. Each prospective lot owner will therefore provide for on-site sewage disposal facilities and a potable water supply. The source of water will be drilled cased individual wells. Sewage disposal facilities will probably consist of conventional septic tanks which will drain into either seepage pits or drain fields or a combination of both systems. The purpose of this investigation was therefore to define the geology, topo- graphy, soils and other pertinent factors which govern the layout and design of on-site sewage disposal facilities. INVESTIGATION The geotechnical investigations for this development consisted of a review of available geological and soils data pertaining to the area followed by a field reconnaissance and subsurface exploration program. Subsurface stratigraphy and soil conditions were defined by test borings drilled with a track-mounted B-61 Mobile Drill. The borings, which ranged in depth from 10 to 25 feet, were advanced with solid flight auger. ENGINEERING GEO LOGY GENERAL The proposed Boulder Springs Subdivision, consisting of approximately 17.5 acres, is located on the western lower slopes of the Chugach Mountains above Hillside Drive. The proposed layout consists of 33 lots approximately one-half acre in area. Geologically, the site is located upon a lateral moraine deposited along the ice margin of the Pre-Wisconsin, Knik glaciation. TOPOGRAPHY AND DRAINAGE The entire subdivision is located on a moderately steep west-facing slope. Total relief is of the order of 110 feet. The eastern boundary roughly parallels the 1290 foot contour while the lower western boundary varies from 1180 to 1200 feet. The average slope is comparable to roughly 18 feet of vertical drop per 100 feet of horizontal distance. The slope is irregular, however, reflecting the typical linear ridges of lateral moraine deposition. The ridges are parallel to the slope representing the general direction of glacial ice movement. Meltwater flowing along the ice edges has formed subtle ice-margin channels which roughly parallel the trend of the moraine. The steep slope affords excellent surface drainage which is controlled by vegetation. VEGETATION The west-facing slope of the subdivision supports a mixed stand of virgin growth birch and white spruce timber. Generally the trees are widely spaced with the open areas covered by alders, mountain ash, elderberry, and raspberry shrubs as well as an assemblage of grasses, ferns and other herbaceous plants. SUBSURFACE SOILS AND CONDITIONS The morainal soils found on this property consist of glacial till. As is typical of glacial till, the material is heterogeneous, varying from the nonsorted mixture of boulders, cobbies, gravel, sand and silt with interstratified beds of water sorted gravel and sand. The granular soils generally are moderately permeable. In addition, they possess a relatively high infiltration capacity which generally equals the rainfall intensity. The soil consistency is generally compact in the upper three to five feet which is disturbed by frost and grades to increasing density with depth. These softs are competent -2- foundation materials capable of supporting safe allowable loads of the order of three tons per square foot with the usual minor settlements which are tolerable. CONCLUSIONS AND RECOMMENDATIONS Boulder Springs Subdivision affords the prospective resident a spectacular panoramic view of the Cook Inlet Basin and surrounding mountain ranges. We believe that geologic and soil conditions are suitable for the development provided that proper site preparation methods are employed. We conclude that the lot sizes are adequate for on-site sewage disposal. The seepage area requirements will vary from lot to lot because of the heterogeneous nature of the soil, however, an average figure would be roughly 1_~90 square feet per bedroom. We strongly recommend, however, that all developments such as this subdivision should be programmed for sanitary sewer service in the not too distant future. We further recommend that care should be taken to avoid excessive disturbance to the vegetation. ~Without the benefits of the vegetative cover, there would be severe soil erosion during spring snow-melt runoff and heavy rain showers. ~Ve recommend that foundations for all structures should be set at least 4. 5 feet below finish grade for adequate confinement and protection from frost heaving. I have attached a copy of an initial letter to the Planning Department and a copy of my testimony before the Planning and Zoning Commission. It was brought out at this meeting that planned lot sizes were ~p~roximately 1/2 acre. Many lots, in fact, are approximately 1/3 acre. I don't believe I need to elaborate on my qualifications in the field of soils exploration, classification, and sewage system design. As an owner in the immediate area, I am also fully aware of the problems with the silty, gravelly soils and surface runoff characteristics of the hillside. I do not feel that the area will support the planned density for this subdivision considering the steepness of terrain and excessive surface water. Again, I wish to state that, unless sound engineer- ing exploration and design show the contrary, the shallow depth to bedrock eliminates the possibility of construction of a community water system. I am sure you will also agree that the immediate advantages of "packaged" sewage treatment plants, as mentioned by Mr. Clarke, for Boulder Springs are remote indeed. Evidently the Planning Commission, in haste, saw otherwise. Department of Environmental Quality Page 2 August 16, 1971 I cannot emphasize this strongly enough. I feel that only a thorough review of the subdivision and lot size changes will alleviate immediate future problems from a health standpoint. TO summarize previous activity, Mr. Ludwig Ferche, the subdivider, has proceeded to construct the access road through Lot 24. This work was done during the fall of 1970. At that time, he proceeded to blaze the road and at times encroached on our property and Lot 6, Block 9, Kasilof Hills, which is directly across Vosikof Place from Lot 24. One large birch tree on our property was destroyed. ThJ. s work was discontinued due to the extreme saturation of the area because of underground springs. We object to the entire extension of Vosikof Place through Lot 24 and through our property for the following reasons: "We feel that the proposed extension of Vosikof Place would present, due to the poor soil and water conditions, an unserviceable road from a maintenance standpoint. The problems of winter glaciation of surface runoff are particularly acute in the hillside areas. The ice buildup problems from the numerous springs in the area will be accentuated by the steepness of the roads, particularly within Lot 24. This past winter, the ice was about 2 to 4 feet thick over that portion of the road. Greater Anchorage Area Borough Page 2 July 18, 1971 The extension will also create unsightly clearing conditions which are already visible from Upper O'Malley Road, and the clearing has just begun. In addition, the road extension would create an undesirable double frontage situation for lots within our possible future subdivision. The majority of lots bordering the proposed Vosikof Place would most certainly be better served by access through the unsubdivided large tract due west which has excellent frontage on Trails End Road and is large enough to provide good, safe access routes to lots far- ther up the hill. Also, this route would eliminate additional traf- fic through the main access to Kasilof Hills from Prospect Drive which is an extremely difficult switchback to negotiate during winter conditions. In fact, often vehicles must pass this intersection and turn around to get a good straight start up the hill. We recognize the need for orderly development of our hillside areas. With increasing pressures for subdivision in these areas~ it is be- coming d~fficult to thoroughly research all aspects of development. Some of the items requiring careful assessment, we feel, are as follows: Roadway soil stability and location are items that most certainly need good initial planning, as these factors result in long term benefits for future residents of the area. In general, the soil of this area can be described as silty, sandy gravel, coramonly called glacial till. It is very impervious to passage of water. Septic tank leach fields must be quite large to accept and dissipate household wastes. Beneath this upper soil layer is fractured bedrock which most water wells in the area must pene- trate at least 100 to 150 feet. Since, historically, the capacity of this soil to assimilate wastes is poor, lot sizes are critical to obtain sufficient area for proper subsurface effluent discharge and water well placement. The steepness of the land necessitates much larger lot sizes than necessary on flat ground with the same soil conditions. Greater Anchorage Area Borough Page 3 July 18, 1971 In addition, it should be mentioned that smaller lots mean more excavation and clearing in a given area. This clearing increases surface runoff due to lack of ground cover. Without proper fore- sight, erosion problems will occur. The disturbance of nature's natural ground cover can affect seriously the holding quality of the vegetation. In summary, we do not feel that the proposed subdivision access routes, particularly Vosikof Place, are adequately designed; that the lot sizes are too small to ensure adequate sewage disposal, safe water supplies and efficient surface runoff; and that Vosikof Place should not be extended due to the soil conditions and because most of the proposed Boulder Springs lots bordering the proposed extension to Vosikof Place can be more directly served by an access through the tract directly west of these lots, upon subdivision of that tract. We feel that the Planning and Zoning Commission should seriously look at the proposed subdivision in terms of these problems in order to accomplish orderly development of the entire hillside. The system as designed will serve the 22 lots in this subdivision as noted above and as shown on the attached drawings. 2. The system as designed will not be expanded. 3. There will be no industrial activity which will affect the requirements of this water system. 4. The estimated daily water consumption assuming 100 g.p.d, min. and 3.25 people per residence and 22 residences is 100 x 3.25 x 22 = 7150 gal./day, or 4.95 gal./min. This is the present and future requirement. The capacity of this system is based on ~he peak demand computed as follows: Assu~ming for each lot: 1. bathroom group with flusi~ tank 2. kitchen sink 3. laundry tray Total supply fixture units per lot - ll Engineering Report Boulder Sp'rings Subdivision -2- For 22 lots the load on the system in supply'fixture units is 242. With this load the supply demand is equal to 73 g.p.m, for approximately 20 minut~or 1460 gal. With the installation of one 82 gal. hydro-pneumatic storage tank with ~2$~ effective volume for storage on each lot served, the total storage for this system will be: 82xl/2x22 = 902 gal. Required pump capacity = 580 - 30.0 gal./min. or 1800 gal./hour. 20 5. The source of water for this system will be a deep water well located as shown on the plans. The well will be drilled and cased with a 6" casing to prevent ground water contamination. The top of the casing will extend at least 12" above finished grade with no pit around the casing. A well house will be constructed over the well to allow all electric controls to be located at the well. The well house will be insulated and weather tight. Zt will have a daylight drain and will be electrically heated to prevent freezing, A pitless adaptor will not be used and the discharge pipe will come out of the top of the casing and will be connected to the distribution header in the well house. The casing will be sealed. 6. All development in this area-depends on wells for their water and the acquifer which this well will penetrate has proven to produce water of a quality suitable for household uses. Prior to public use the water from this well will be tested for quality. B. Permafrost is not known to be present in this area. C. This is not a surface water source. D. Purification is not anticipated or proposed. Pressure will be maintained in the lines at all times by the use of a submerisble pump with a minimum rating of 2010 gal./hour with a discharge pressure of 60 p.s.i, and a depth to water level of 200 feet. Meeting of Planning & Zoning Commission Wednesday, August 4 Members of the Planning and Zoning Commission, my name is James L. Scheffel; my occupation is registered civil engineer, State of Alaska, and my wife and I own an approximately three-acre parcel directly west of the northern portion of the proposed Boulder Springs Subdivision. Let me say now that I am opposed to the subdivision configuration as currently planned, and I shall state facts and detail as much as possible those portions which I oppose. I have talked at length with Mr. Dick Glasheen, platting engineer with the Planning Department, and have directed to him in written form a concise review of my position with respect to the subdivision. I hope that you of the Planning and Zoning Commission have had a ohance to review that particular letter. After a further discussion with my neighbors in the immediate area, further comments have come to light. I shall try to touch on these lightly as I am sure other residents will have similar comments. l) We feel the lot sizes proposed for this subdivision are too small oonsidering the steepness of the terrain, and the high water table as evidenced by numerous springs around the area. 2 This combination of circumstances would most assuredly create a health hazard with respect to sewage disposal and water supply. If a community water supply were proposed, problems would also be encountered due to the shallow depth of bedrock in much of the area, and the improbability of being able to dig to the approximately 10-ft. depth to eliminate freezing distribution lines. In addition, the majority of land development immediately around the proposed subdivision is in the acre- to two-acre category. These lot sizes are due in part, I am sure, to the recognition of the problems which I cited, and the general desirability of larger lots to conform to the existing hillside topography and in general to enhance the aesthetic qualities of the area when maximum development is reached. An additional consideration is the increased stripping of the land due to clearing for residences and access which will add, in this particular area, to erosional problems due to the steepness of the topography and the high water table. In addition, since at times high winds are experienced, the tree-cover serves to act as a shield; whereas, if excessive clearing is performed, this attribute will most certainly be lost. 2) The access to the subdivision is from two directions. In general, the north entrance and the south entrance, which in my estimation, are inadequate on several counts. The south access through Trails' End Subdivision appears to be excessively steep at its beginning into the subdivision, and with a firsthand knowledge of the problems involved in driving during icy, winter conditions in the O'Malley Road area, nothing but well-graded, properly planned, access will be adequate. The north as planned through the re-subdivision of Lot 24, Kasilof Hills, is through an area which experiences extreme run-off conditions from underground springs and would be difficult from a maintenance standpoint and possibly useable due to glaciation This is noticeable during summer with particularly poor foundation material for roadway and during winter with practically unstoppable glaciation which, during this past winter, was approximately two to four feet thick at that particular area. (The glacier over the road was actually four feet thick.) Those of you who are familiar with the hillside areas and glaciation of ice during the winter will appreciate the problem this can cause. 3) Factors which should be taken into account when considering proper access to this subdivisionare: Direct routes as much as possible from the upper O'Malley turnoff from Hillside Road, and, in particular, if possible the avoidance of as much traffic as possible from the sharp switchback which is the main access to Kasilof Hills from Prospect Drive. This area is particularly difficult to negotiate during winter conditions. In addition, the proposed south access to the subdivision follows an extremely steep grade and due to the width of road and maintenance is often impassable and hazardous to those few cars which now use it regularly. Temporary access, using this road, to Chugach State Park was in effect last winter and traffic jams, stalled cars, and cars that were stuck in the snow were a regular occurrence, particularly during the weekends. Effectively, these roads eliminate the possibility of school bus service for the area. In summary, what I am trying to say is that the ~development which ~Los~' of us who live in the Upper O'Malley area know must occur, should be planned from the standpoint of the residents who will eventually live on the lots, and in addition should conform to the good planning which has gone into the area previously with respect to subdivision planning and should certainly not accentuate or aggravate in any way those aspects of bad planning such as poor access and hazardous roadway conditions which we now must contend with. In the long range, those aspects of planning which we incorporate now, will have a very direct benefit on the future maintenance of the complete roadway system and general liveability and acceptance of the area as a fine location in which to reside. The more restrictive but :safer practices require at least 30 feet of material between the base of seepage areas and any aquifer (Cartwright and Sherman, 1969). Deviation from this criterion depends on the filtering capability o~ material present at a given ..... s~,~. At some loca- tions where the material is extremely permeable-gravel, boulders and very coarse sand-even 30 feet may not allow for proper filtering action. The direction_.~b oroundwater movement__.must be evahmted to prevent contamination of adiafient wells..,In, unconsolidated material, testing can determine the water table gradient, that is, the direction and slope of the groundwater. However, in jointed and fissured material such as bedrock, the movement of groundwater is unpredictable. The nature of the shallow material determines the feasibility of a site to absorb and filter waste. The nature of this material may change in a very short distance, therefore testing is needed to determine the suitability of each proposed seepage pit. Limited shallow testing may not reflect accurately the site potential for construction of seepage pits. If the material does not have the lateral extent and depth needed to absorb discharged liquid, the result is seepage of waste to the surface, and the con- struction of a new system is required. At some locations within the Borough this has already occurred and the construction of as many as four seepage pits has been re- quired for the same residence. Construction of seepage p~ts in areas where the depth to the water table is less than 30 feet may lead to contamina- tion of adjacent water wells. High permeability gravel layers may movement of w~ nearby water wells. Sincerely yours, eld, Jr. , PE, DEE Attachments ~LCR/sr SOILS REPORT - BOULDER SPRINGS SUBD.IVISION September 9, 1991 BACKGROUND It appears that this subdivision was set up sometime in 1971. The files indicate that an application for the water system was made to the Alaska Department of Health and Welfare. The report that we have been able to find calls for a water system to serve 22 lots, Lots 11 through 82. It appears that a water line was installed in Boulder Circle sometime around that time. There is no indication that this water line has ever been used. A check with the-Alaska Department of Environmental Conservation shows no records. The records from the Greater Anchorage Area Borough indicate that.,the subdivision was proposed and approved for a community water system and individual sewage on-site systems. This obviously had to be approved, as the platt has been properly filed with the Greater Anchorage Borough Area (now the Municipality of Anchorage). There is no evidence' in any of the reports that soils tests were ever done on this subdivision. It appears that the soils would not be done until each individual lot was developed. Between then and 1990, there were homes built on Lots 29, $0 and $1. A community water well was drilled just off of Lot 30 in the road easement. Sometime in about 1986 a well flow test was performed on the well, as well as an adequacy test on the sewer system. Both were indicated to be adequate. Subsequent to the time these tests were performed, the owner of the property secured and then defaulted on a loan where the subdivision and his home on Lot 30 were used as collateral. The lots were placed in receivership. EaSt of Boulder Springs Circle the slope of the ground averages between 16 and 19 percent. There are a few trees, but the land is open and heavily grassed. Drainage appears to be more than adequate. There is a spring in the north corner of Lot 21. Also there is a low area between Lots 26 and 27 which has a high water tahoe. When the owner excavated for. Boulder Circle a lot of the peat and surface soils were thrown into a berm on the west side of Lots 24 through 28. This has caused some water to be dammed, creating several soggy areas. Upon proper reestablishment of the land contour this sogginess should disappear. The land west of Boulder Circle is relatively steep, with slopes between 30 and 40 percent. However, the land was apparently formed in a series of benches. There is a bench that runs across the uphill part of the lots that is sufficiently wide and has sufficiently good soils to install on-site septic systems. Lots 1 through 10 are at the toe of the hill on front of ~ Vosikof Place. Some of these lots to the south of the subdivision are very nearly flat, while to the n'0rth the lots may slope to 15 percent range. Lots 11 through 20 have some large timber, but are mostly covered with high dense grass and alder bushes. The upper parts of the slope appear to have been filled somewhat, as the soils tend to be a grey silt. The western end of the subdivision is heavily treed with white spruce and alder bUshes. It is luxurious growth. The previous owner had cut a ditch along Boulder Circle, and then a drain between Lots 15 and 16. This drainage from the road ditches runs to the northwest and enters a large ditch which he had constructed on the extreme west side of Lots 11 through 19. This ditch flows from around Lot 13 to the 'southwest onto Lots 10 and 9 before entering the road ditch. Ail the water north .of Lot 13 flows to a ditch cut along the north side of Lot 17, and then crosses Vosikof Place. Those lots to the north of Lot 17 also drain south through this westward-flowing ditch. SOILS Soils tests were performed using a track-mounted backhoe. Because of the road ditch along Boulder Circle all test holes were done on the east sides of the lots. Two t'~st holes were dug on each lot to determine if the soils were adequate for the original and the one replacement system. The average soils log contained the following soils: from 0 to 2 feet was organic soil, and from 2 to around 8-12 feet was a silty gravel with some occasional sand. Water was found in the 8-10 foot level in many of the lots. Some lots did not have water when the test holes were dug. However, several weeks later, water was found in the 8.5-9 foot level. At the time of this 'report Lot 11 does not have a good soils test, and neither do Lots 15, 19 and 20. Lot 11 has an area that appears to be acceptable for on-site systems. Test holes will be dug on this in the very near future, as well as for Lot 15. There is an area midway down Lot 15 that appears to be useable for an on-site sewer sy'st'~m. Lots '12 through 14, and 16 through 18 all have good soils tests that were found on the benches. However, before Lot 16 cab be developed, the culvert will have to be extended so there is no surface water within 100 feet of the site for the sewer system. Soils on the benches, which were identified on the topographic map, were generally silty sands to silty sands and gravels, becoming hard at the 9 to 12 foot depth. Percolation tests on these soils generally indicate percolation rates between 4 and 10 minutes per inch. The water in this range was also was in the 6-9 foot depth range after monitoring. The location of the good soils on these lots is right near the east side of the lots. There may be a problem In Installing homes. The homes may have to beN farther down the hill, and lift stat-ions may have to be used to pump the sewage to the approved areas. This is particularly true on Lots 16 through 18. All other lots can probably use gravity sewer systems. However, since these lots have very few areas available, the future homeowner must be restricted to such a point that he must keep the'sewer system area and the reserve area free from any structures. Lots I through 10 do not appear to be acceptable for conventional on-site sewer systems. A "Class A" well has ' been proposed on Lot 9. This will shadow Lots 7 through 10 and restrict development. There ts a potential spot on Lots 4 and 5 where an innovative system, such as a recirculating sand bed, or a combination sand/peat bed system could be used. The soils under Lots 1 through ~0 are generally 1 to 4 feet of black peat. with blue clay underlaying the peat. This is true for all lots except for Lots 4 and 5. In the east side of Lots 4 and 5 there is an area where peat is underlying a silty sandy soil. RECOMMENDED SEWER SYSTEMS It is recommended at this time that Lots 1 through 10 not be developed until further studies indicate whether or not an innovative sewer system can be used on those lots. Lots 12 through 14 and 16 through 18 have areas which are acceptable for developing now. Because of the soils presenfi in these lots, it is indicated that most of the systems to be built on these lots will have to be shallow beds or 5 foot wide trenches. Lots 26 and 27 need a curtain drain to remove subterranean water which flows from Lots 1 and 2, Block 4, Kastlof Hills Subdivision. This curtain drain would discharge in the vic'inity of the culvert that crosses Boulder Circle. An alternative would be to combine Lots 25 and 26 into one sale and Lots 27 and 28 into another. The curtain drain to dry these lots would cost-about $15,000 to build. The soils on Lots 11 through 20 are quite sporadic. The problem with the stream and available area would indicate that Lot 16 may be a problem. There may not be sufficient reserve area when we consider a drive to the house. Lots 16 and 17 should be combined into one building unit. Lot 15 also has the stream set back problem. Itt'may be more economically feasible to combine it and Lot 14 into a single building unit. Lots 19 and 20 In their present state cannot be developed. However, further examination will be done to determine whether or not a curtain drain can be used to improve the condition of these lots, or if these lots could be connected to the possible community sewer system on Lots 4 and 5. The type of systems for Lots 13 through 15 would be conventional gravity systems using shallow beds or 5 foot wide trenches. Lots 16 through 18 will require lift stations. Lots 21 through 25, and Lot 28, t will reqUire lift stations to pump the effluent from the septic tanks to the east s}de of the lots where the soils tests were located. If Lots 26 and 27 are to be sold separated, they would need a curtain drain Installed to remove the water which drains from Kasilof Hills onto these lots. The soils indicate that once the curtain drain is installed and the berm is removed from the west part of these lots that these lots will drain'properly. Beds or mounds are ind'icated. SUMMARY AND CONCLUSIONS The soils tests done so far would indicate that there are 12 of the 28 lots in this subdt{ision.that are immediately open for development, or they could be combined wi'~h others. Four more lots should be useable with some modification. The remaining 12 lots are undevelopable at this ti~e. This ts not to state that they cannot be developed In the near future, but it ts going to take some additional studies to determine whether or not these lots have soils that wtll support on-site sewer systems.
