Box 19-6650 Anchorage, AK 99519 Dear Sirs: The purpose of this letter is to provide the required design narrative in support of our application for a permit to construct wastewater disposal facilities on Lot 5, Bunny Slope S/D, located at 5800 East 142nd Avenue Soils logs, perc test results, a site plan, design drawings and specifications are enclosed for your review. The proposed system will be constructed in the vicinity of test hole #1. As can be seen from the soil log, the material between 4.5 and 13 feet is a slightly silty sand with a measured perc rate of 4 minutes per inch. Using the slightly conservative soil application rate of 0.8 gpd/sq, ft. specified in the wastewater ordinance for soils with a measured perc rate between 6 and 15 minutes per inch, this 3 bedroom residence requires a total absorption area of (3 x 150)/0.8 = 562.5 square feet. The proposed 57 foot long soil absorption trench with 5 feet of sewer gravel beneath the horizontal distribution pipe has a total effective absorption area of 570 square feet. The existing septic tank is made of concrete and was installed approximately 25 years ago. Because its cleanout is only 49 feet from the well on the lot, this tank will have to be abandoned and a new tank installed outside the 100 foot well radius. The topography of the lot slopes down from east to west at 10% in the vicinity of the house, and then at 50% over an 8' high fill bank at the edge of the lawn, and then at 15% in the vicinity of the test holes. the axis of the trench will be laid out parallel to the contours in that area. The proposed project will have no impact on present or future water supply and wastewater disposal systems serving adjacent properties, nor will it have any impact on reserved space/surface and subsurface, or on drainage. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform with Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. 1.4 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas. 1.5 Unless specifically agreed otherwise, the hmneowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction. 2.0 Septic Tank: 2.1 The existing concrete septic tank and seepage pit are to be properly abandoned by thoroughly pumping, removing their tops and backfilling with clean soil. 2.2 The new 1000 gallon septic tank shall be Municipally approved with two compartments, and shall be set level on undisturbed soil. Each compartment shall be equipped with a watertight manhole cover and a 4" cleanout. If the tank is buried less than 4 feet, it shall be insulated with 2 inches of approved burial type, rigid insulation. 2.3 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The waste line from the residence to the septic tank shall have a minimum slope of 1/4"' per foot, and the waste line between the tank and the soil absorption system shall have a minimum slope of 1/8" per foot. A cleanout shall be installed within 5 feet of the building foundation, and a double cleanout shall be installed within 5 feet downstream of the septic tank. 3.0 Soil absorption system: 3.1 The soil absorption system shall be constructed by excavating a 57 foot long trench to a depth of 10 feet below the original ground surface. The longitudinal axis of the trench shall be laid out parallel to the natural contour of the land. 3.2 The bottom of the excavation shall be level. Any compacted or smeared surfaces shall be raked to allow proper infiltration. 3.3 A total of 5.5 feet of approved sewer gravel shall be placed in the bottom of the excavation with the perforated distribution pipes laid level such that the pipe inverts are no less than 5.0 feet above the bottom of the sewer gravel. Sewer gravel shall be 0.5" - 2.5" screened gravel, with less than 3% passing the//200 sieve. 3.4 Monitor tubes and cleanout pipes shall be of 4" diameter and installed in the locations shown on the design drawings. The portion of the monitor tube extending through the sewer gravel shall be perforated. 3.5 Approved filter fabric shall be placed over the entire top surface of the sewer gravel. A minimum of 2 feet of soil cover is to be placed over the filter fabric. If the soil cover thickness is less than 3 feet, two inches of rigid, burial type insulation is to be placed over the entire top surface of the gravel, in addition to the filter fabric. 3.6 The top surface of the cover material shall be raised a minimum of 12 inches higher than the surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. 3.7 Unless specifically agreed otherwise, the homeowner shall be responsible for ensuring that all areas disturbed by the construction are covered with topsoil and seeded, after the backfill material has stabilized. 4.0 Inspections: 4.1 A total of 4 engineering inspections will be required during the course of the project: (1) initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the native material has been excavated to expose the infiltrative surface to ensure that it is level and at the right elevation, and conforms with the soil test information, (3) after the sewer gravel is in place and the distribution pipes have been laid and connected up to the septic tank, but prior to placement of insulation or filter fabric, and (4) after final backfill and grading is complete. The septic tank requires one inspection after it is set level and the piping connected, but prior to backfill. This inspection may be incorporated with any of the above inspections. 4.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer. ANCHORAGE, ALa~SKA 99516 ~NVI~ONMENtAL 5~ IC~5 ~IYI~IGN RECEIVED By means of this letter we are requesting issuance of a separation distance waiver allowing the existing concrete septic tank serving the residence on Lot 5, Bunny Slope S/D to remain in service in its present location 45 feet from the private well on the same lot. Both the well and the septic tank were installed at a time when the required separation distance was 50 feet. A well log, site plan, and photograph of the tank taken after it was uncovered are enclosed along with other relevant backup documents, in addition to our inspection report for the new soil absorption trench. According to the driller's log, the well was completed in May of 1968 and has a total depth of 192 feet, a static water level of 70 feet, and a yield of 1.5 gpm. The well is perforated between 78 feet and 82 feet below the top of the casing. The well casing is located inside a 6'-8" x 12' x 9' deep concrete block well pit. The concrete block riser of the pit extends above the surrounding ground level, providing a barrier to surface water infiltration. Although there is no indication that surface water has ever made its way into the well pit, the property owners are aware that before a HAA certificate could be issued, it would be necessary to extend the casing above grade and completely backfill the pit. Water samples collected from the water system on September 27 were satisfactory, showing 0 coliform or other bacteria per 100 ml., and 0.31 mg/1 of nitrate-N. According to the as-built inspection report on file at DHHS, the original wastewater disposal system was installed in October of 1969 and consisted of a single compartment, 1000 gal. "Al Chesnut" concrete septic tank followed by a log crib seepage pit of unknown dimensions. We were requested by the property owners in May of this year to design an upgrade of the system because it was no longer able to accept the effluent load generated by the residence. Our soils tests showed the soils below 4.5 feet to be a silty sand, with no water table encountered. The design called for a 57 foot long deep trench, with a new 1000 gallon steel septic tank, both located outside the 100 foot radius of the well. During his site inspection, the DHHS reviewer suggested that if the existing concrete septic tank was inspected and found to still be in good condition, and if sufficient waiver analysis points could be justified, then a waiver could be issued to allow the original tank to remain in service. The top and side of the septic tank was exposed during construction of the project. The tank was found to be in excellent condition with no sign of any leakage around it. The tank is cylindrical with an outside diameter of 8 feet and a total height of 6 feet. Assuming a 4" wall thickness, we calculated the interior volume to be 1450 gallons, below the invert of the outlet pipe. The contractor installed a new plastic "Tee" baffle just inside the outlet of the tank because the original metal baffle had partially rusted away. The topography of the lot slopes towards the west at 10% in the vicinity of the septic tank and well. In the unlikely event that the tank should fail and effluent daylight, it would tend to flow towards the west, rather than towards the well. The following is a breakdown of how waiver analysis points could be assigned in accordance with D.E.C.'s "Separation Distance Waiver Gui&lines for SCRO". The facts that the well and tank have been in place for 24 years without any sign of leakage from the tank and that the water sample test results indicate no bacterial contamination and very low nitrates all support the issuance of the waiver.
