To Whom it may concern: FEB 16 1999 MUNICIPALITY OF ANCHORAGE ENVIRONMENTAL SERVICES DIVISION This is a request for an upgrade of the on-site septic system. Alaska Water and Wastewaster tested the system and it passed (see attached letter) for a three bedroom, but the house has 4 bedroom and has been sold as a 4 bedroom. Therefore we are asking for a permit for a one bedroom expansion of the existing seepage pit. Two test holes were excavated, one for the new bedroom addition and another for reserve area. Both test holes consisted of the same material and perced at 1.5 minutes per inch. The effective soils consisted of a loose sand (sp) from 3 feet to a depth of 16 feet. No ground water was encountered during the excavation or after the 7 days of monitoring. The septic design consists of a single trench 2 feet wide and 13 feet long with an effective depth of 5 feet. The maximum depth from grade will be 9 feet. The tank will also be replaced with a new 1250 gallon tank. The new trench will be constructed perpendicular to the slope of the hill as the plan indicates. There is no surface water on the property as the plot plan indicates for the proposed system. The existing systems on the surrounding lots appear to be performing adequately and the new upgrade will not impact these surrounding lots. The neighboring well on the north side is close but not a problem with 20 feet of margin. The topography of the lot is sloping to the south and west away from the house and septic system. Engineer's Comments: In conducting this evaluation, GEG, LtD. attempted to provide a thorough, conscientious engineering analysis of the system in accordance with ADEC and MOA DSD Guidelines & Regulations. The reported results described the performance of the system under the conditions encountered at the time of the test, and separation distances measured to readily identifiable features. The operational life of all wells and septic systems depend on the local soils condition, groundwater levels that may fluctuate during the year, and the water usage of the family being served by the system. These conditions are outside the control of the evaluator of the system. Satisfactory test results do not guarantee future performance of the system, nor do they guarantee that there are no hidden defects or encroachments. GEG, LTD. can therefore not provide any warranty or future estimate of how long the system will continue to meet the operational requirements of the ADEC or MOA DSD. Our findings are summarized as follows: A. WELL- On the day of our test (11/I6198) the static water level in the well was measured at 69 ft. feet below the top of the casing (BTC). A teeter was connected to the water system and the now turned on full. Based upon our data, it was concluded that the well production is I.18 gallons per minute (over a four hour period). The well flow production exceeds Municipality of Anchorage (MOA) minimm flow requirements for a three bedroom dwelling, which is 0.33 gallons per minute. It should W noted that seasonal fluctuations in the well production) can occur, and that future performanne is not guaranteed. B. WATER QUALITY: Water samples were taken and analyzed for nitrates and bacteria. Both parameters were found to be in compliance with MOA standards. C. SEPTIC SYSTEM: A septic adequacy test was performed on 11/16/98. On the day of our inspection the monitoring tube was measured to be 10.7 feet deep with 13 inches of liquid prior to the septic test. We added a total of 622 gallons of water to the system while liquid level measurements were taken from the crib clean out. From this test it was determined the septic system meets the MOA absorption rate for a three bedroom residence. The tank was pumped prior to the test by A+ Home Services. Consequently, the results of this adequacy test are only valid far the specific day of the test.
