THIRD JUDICIAL DISTRICT ) says: John S. Hedland, being first duly sworn, deposes and -1) I am attorney for Rodney Spendlove, appellant in . Zoning Case Z-1265. 2) On October 15, 1975, I spoke with Dr. Leroy C. Reid, Jr., on the telephone concerning the Planning Department's recommendation in regard to the proposed rezoning of Mr. Spendlove's property from R-8 to R-6. 3) Dr. Reid told me that the position of his office was that the soils data submitted indicate that Mr. Spendlove's property is suitable for R-6 density housing, taking into account. the effect of R-6 zoning on Mr. Spendlove's property and also taking into account the effect of R-6 density on Mr. Spendlove's property on the surrounding property. He further stated that his office had advised the Planning Commission that it did not know what would happen if the surrounding property were developed to R-6 density. 4) Dr. Reid further stated that new regulations governing package plants for septic tanks should insure that development to R-6 density does not cause any problems. 5) I asked Dr. Reid whether the fourth whereas clause contained in Planning and Zoning Commission Resolution No. 146-75 correctly reflected the Commission's rationale. DATE: September 9, 1975 SUBJECT: Spendlove Subdivision ~2 - S 1265 and S 3771 As previously mentioned in the D.E.Q. memo regarding the subject subdivision, the soils within this subdivision are adequate to support on-site sewer systems. This is subject, of course, to the requirements of the regulations promulgated to be effective October 1, 1975. "The Department of Environmental Quality will not allow septic tank-soil absorption systems on any lots after this date unless the area of the lot 'is equal to or greater than 1 1/4 acres within the lot lines, exclusive of road easements, or the soils are classified as GW, SW, or SP by the unified soils classification system or a percolation teat shows the absorption capacity of the soil to be better than 150 square feet per bedroom." The soils data for this subdivision indicates that the lots must be greater than 1 1/4 acres within lot lines or package plants will be required. The average life of septic tank-soil absorption systems in soils such as those of this subdivision is 5 years and replacement areas will be needed. The requirement for 1 1/4 acres within lot lines is needed as a normal 1 1/4 acre lot can be re- duced to approximately 24,000 square foot of usable area when easements are considered. This department cannot absolutely predidt the long term effects that sewage effluents will have on the Hillside area if the overall population density is increased by continual rezoning from larger to smaller lots. However, the probability is that this action will greatly hasten the need for public sewers. The cost to the taxpayers will be astronomical ! Four (4) excavations were examined. Test Pits 1 through 4 are in the approximate locations shown on the accompanying drawing. In general, all pits are in slightly silty sandy gravel. The ~alls of the pits are damp with no free~ moisture visible. Hand augering through the bottom of the pit'~ncountered 2" to 8" of wet mud, apparently from prior surface runoff or seepage. Be- neath the mud layer was damp to moist (no free water, non di- latent or PL-) materials similar to that in the pit walls. The~ soils in these excavations are classified as GW and GP with occasional layers of G~. and SP slightly silty sandy gravel's and sands. The previously reported saturated material is apparently re- lated to seasonal runoff and does not represent the permanent water table. Attached are gradation curves on channel samples taken from Test Pits 2, 3 and 4. If you have any further questions or any further information is needed, please contact us. Spendlove 2620 Sprucewood Anchorage, Alaska 99504 Re: Subsurface Investigation for Feasibility of On-Site Sewer, Spendlove View Heights Subdivision Dear Mr. Spendlove: We were requested to perform a subsurface investigation on t~he above referenced lot, to determine the site's suita- bility for acceptance of an on-site sewage disposal system. · Our test holes were placed approximately, as shown on the attached drawing Saturday, November 15, 1975. The hole was plated utilizing a Mobile Drill B-50 drill rig mounted on a truck. The rig was owned and operated by Denali Drilling, Inc. and the test holes were logged and the drilling super- vised by Mr. O. M. Hatch, Staff Geologist/Senior Technician with Alaska Testlab. The logs of the test holes are included in this report as Table A. It will prove helpful to read the Standard Explana- tory Information in the back of this report to help interpret the data on the test hole log. After the hole was drilled, it was filled with water and left over Night to saturate. The next afternoon, the hole was again filled with water to within three feet of 'the surface and left to percolate for one hour. The water level~gRa~g fell a total of IO inches in 60 minutes for a percolation rate of ..~.. minutes per inch. Utilizing the data published in Table A, "Absorbtion Area Requirements for Individual Residences" on Page 8, of the "Manual of Septic Tank Practice", published by the U. S. Department of Health Education and Welfare. The required area of a seepage pit placed in the soils detected by the test hole is 1~O square feet per bedroom. ~Ng_~ater tab_ID_was detected during exploration for the full 20 foot depth of the test hole. It should be noted though, ~-~t~Z-~Iz~e water-table will fluctuate with seasonal and climatic changes. The attached table indicates percola-hion rates on each of the fou~ test holes.. Mr. R.
