Subject: Sperstad Subdivision No. 2, Block 4, Lot 5 Two Home Septic System Certificate to Certificate to Construct Septic System Dear Mr. Reith; The existing absorption trench on the subject lot has failed and must be replaced. The septic system currently serves two residential structures on the lot. The first is a four bedroom home and the second is a one bedroom rental property. Both are operated and maintained by the same owner. We are therefore requesting a Certificate to Construct a new septic system absorption trench. The existing septic tanks which were constructed in the past will be exposed, inspected and verified suitable for continued use. They will be replaced by a single 1,500 gallon steel septic tank if they are found to be defective. The septic system is designed for five bedrooms and an average daily flow of 750 gallons per day. A test hole recently placed in the area of the proposed absorption trench revealed gravel and sand with some silt (GM/SM) to depths of 18'. The material absorbed water at a rate of 6 minutes per inch. We are proposing to place a new absorption trench 80' in length by 3' wide with an effective depth of 8'. The total depth of the trench will be 12' from existingde. A design factor o f Xlonn perr aldgay t per square foowas used in the design of the trench. �4,i,,, l The existing absorption trench will remain in place and a flow diverter valve will be installed to allow for future use if the trench should regenerate to a usable condition. The surface of the lot is virtually flat in the area of the new absorption trench. There are no slopes greater than 25% within 50' of the absorption trenches. All vertical and horizontal separation distances are met by the system design and construction. The system has been designed and will be constructed in accordance with the latest update to State Statute 18AAC 72. We have included the Owner's Statement, Data Sheet/Generals Checklist and the General Checklist for Approval to Construct. The existing Class C Well on the lot currently has waivers in place to the existing septic tanks and absorption trench. We have completed a waiver request Lot 5, Block 4, Sperstau No. 2 June 30, 2014 Page 2 of 2 to allow the new trench to be located 109' from the well and the new septic tante to be 105' from the well. Box 240773 Anchorage, Alaska 99524 Department of Environmental Conservation Division of Water July 17, 2014 Wastewater Discharge Authorization Program 555 Cordova Street Anchorage, Alaska 99501 Main:(907)269-7519 Faz:(907)334-2415 Re: Anchorage —Sperstad No. 2 Subdivision, Block 4, Lot 5 --Conditional Approval to Construct and Establishment of Separation Distance Waivers for the Treatment and Disposal of Domestic Wastewater for this Development having Two Homes on One Property-ADEC Plan Tracking Number 10957 Dear Mr. Anderson, On July 8, 2014 the Department received an engineering plan submittal for waivers and the replacement of the existing wastewater treatment system and the establishment of a new disposal field because of failure of the existing domestic wastewater system. Several waivers were requested as part of the design and a discussion on July 17, 2014 also added one for the existing concrete septic tank to remain and allow flow into the now 1,500 gallon two compartment septic tank. Normally all waivers for a wastewater system are voided, when failure of the wastewater system is identified. Based on an online search of septic system and the files at the local ADEC Office, it does appear that waivers were previously conditionally approved. They were pending an engineering report on the status or condition of the septic tanks for the existing wastewater system on this property. It does not appear that the public water system has the classification statements or forms on file in their Department files. Water samples analyzed for this public water system show that the level for Arsenic is 20.8 ug/1. Treatment is needed as the allowable level is less than 10 ug/1. Provide with the submittal for Classification, your design for treatment to meet Arsenic limits to our Drinking Water personnel for their use. Also provide a copy to this office as well of the method used for the Arsenic treatment with the Records Drawings for the wastewater records. The following waivers were requested as part of this project: From the existing source well to a new septic tank of 1,500 gallon size to be placed no closer than 105 feet in distance this distance is reduced from the required 150 feet. The existing disposal field shall be allowed to remain to recover and for potential future use. The existing separation distance is established per your request at 115 feet from the source well This is reduced from the required 150 feet. The proposed new onsite soil absorption field a deep trench type is designed to be installed but will need a waiver of 109 feet at its closest point to the existing source well. This is a reduction from the required 150 feet. The existing concrete septic tank is adjudged as functional a waiver to 91 feet is established. This is a reduction from the required 150 feet. Based upon the Engineers recommendation and the submitted information waivers for this application have been determined to be protective of public health. Please note that the waivers are conditional and should the wastewater treatment system or any part of the disposal be found to be failing or endangering public health, the waivers are rescinded and corrective engineering will be required. An older septic tank that will not be in service must be properly decommissioned per the Uniform Plumbing Code, Part 722.2. A record drawing plan showing the routing for the piping needs to be provided. The new drainfield designed to be 109 feet from the source well must be a deep trench with an effective depth of 8 feet as it's effective depth and must have four feet of cover material not three feet of cover material. Please be aware of this frost protection requirement and provide the proper depths (show on the record drawings for confirmation). The Department has reviewed the engineering plans submitted for the new treatment system consisting of the old concrete tank and a new 1,500 gallon septic tank and a deep trench type soil absorption system of 80 feet in length with an eight foot effective depth, and per the Wastewater Regulations 18 AAC 72.235 Conditional Approval to Construct the proposed system is hereby issued. A "Certificate of Construction" for the community wastewater system is enclosed. Please use the referenced plan number in correspondence regarding this project. This approval is contingent upon compliance with the following conditions: 1) The engineer must provide a site inspection at the time the soil absorption system is -installed to assure the soil conditions are the same as those used in the design. 2) If the applicant fails to construct, alter, install, or modify the system within two (2) years after the date that the department issues an approval to construct, the approval is void, and plans must be resubmitted, [along with associated fees], for department review and approval. 3) Deviations from approved plans which affect capacity, flow, operation, major design of units, point of discharge, materials of major system components (such as pipe, lagoon liners, etc.), or separation distances, must be approved by DEC in writing prior to their implementation. 4) This approval is contingent upon compliance with the conditions of Wastewater Disposal Regulations, 18 AAC 72.235, Construction Certification. The noted section of the regulations requires that a "Certification of Construction" be completed and submitted to the Department within ninety (90) days of completion of construction. As -built plans or record drawings should indicate any changes or deviations from the approved plans to facilitate final review. A "Certification of Construction" form is enclosed for your use. 5) This approval is contingent upon your receipt of any other state, federal or local authorizations which are required for your project. You are required to obtain all other necessary authorizations before proceeding with your project. 6) You are advised that if this development will require placing fill in wetlands or working in a stream, river, or lake, permits from the U.S. Army Corps of Engineers and the Alaska Department of Natural Resource may be required. The previous required Coastal Projects Questionnaire could be helpful to you to identify other permits and approvals that may be required for your project. This approval does not imply the granting of additional authorizations nor obligate any state, federal or local regulatory body to grant required authorizations. Any person who disagrees with this decision may request an adjudicatory hearing in accordance with 18 AAC 15.195- 18 AAC 15.340 or an informal review by the Division Director in accordance with 18 AAC 15.185. Informal review requests must be delivered to the Division Director, 410 Willoughby Avenue, Suite 303, P.O. Box 111800, Juneau, Alaska 99801, within 15 days of receiving the decision. The northern 32' of the new absorption trench was placed between 22' and 12.5' from the existing trench. The existing trench is documented as having an effective depth of 11'. No migration of effluent from the existing trench was noted during excavation on the lot for the septic tank replacement or new test holes. In addition, the soil encountered in the trenches is clean silty sand with gravel (GM) which is very good for the absorption of septic effluent. Most of the effluent absorption will be down with little or no migration of effluent to occur toward the adjacent trenches.
