GENERAL:
The scope of this project includes the installation of a 1000
gallon septic tank and installation of two leachfi~ld ~enches
to serve the three bedroom residence located on the referenced
property. The existing trench is to be abandoned in place.
Construction shall be in accordance with the approved site plan
and design drawings, Municipa~ permit with any special
provisions or cond~ons, and all applicable State and
Municipal Wast~ater Disposal Regulations.
3. The co~Lactor shall be responsible for obtaining any necessary
underground uti~y locates.
U~ess spe~fica~y agreed otherw~e, the property owner sha~
be responsible for final grading areas subsequently depressed
from soil s~ng. On ail leachfi~Id mound systems, the
property owner shall be responsible for ensuring a sat~factory
vegetation growth over the mounded area.
Contractors installing wastewater d~posal systems must be
certified by the Municipal Health Depar£ment for system
installations, Owners installing their own systems must also
receive prior approval from the Municipal Health Depar~ent.
SEPTIC TANK INSTALLATION:
A septic tank is to be constructed by a certified septic tank
manu~act~¢r. Construction sha~ include two 4" cleanout~ for
pumprng access.
2. The septic tank shall be sufficiently bedded to prevent
s~tt~ing or shifting of the tank.
3. All standpipes on the septic tank shall extend a mi~n~m of 12
ineh~s above fina~ grade.
4. Septic tanks installed with less than 4' of cover shall be
insulated.

A foundation ~l~anout shall be installed one to four fe~t from the
building foundation. In the line b~tween the tank and the leachfield
there sh~ be two adjacent ~eanouts (unless an effluent pumping system
exist~ within the septic tank). These ~eanouts shall be located on
undisturbed so~l not more than 10' from thc tank. The first ~leanout,
in line, sha~ be to ~lean toward the leachfield. The second clcanout
shall be to clean to,rd the septic tank.
Final grading over the septic tank shall be such that a positive slope
exists away from the septic tank.
ABSORPTION TRENCH/I)P. AINFIEL~) INSTALLATION:
Excavate the proposed trenches to the dimensions shown on the design.
The bottom of the excavation shal~ be within 2 inches of level. If the
sidewal~ of the excavation become smeared, they must be raked or
scratched (roughed-up) before gravel (s~w~r rock) placement.
Once the ~ravel is installed, the distribution pipe is to be installed
level with the p~rforations faced downward. Grav~ is then to be placed
over the distribution pipe to provide a minimum of 2 inches of cover
over the pipe.
A silt barrio[ must be installed between the final gravel layer and the
native so~l backfill. Ensure the silt bar;~r covers the entire gravel
surface before pla~ng backfill.
Monitor tubes shall be of fo~ (4) inch diameter and installed
approximately in the loca~ons shown on the design. The portion of the
monitorin~ tube extending through the grav~, shall be perforated from
the bottom of the trench to the invert of the dist~bution pipe. Thi~
is equivalent to the effective depth of the ~ravel as noted on the
design.
Backfill over the final grav~ layer must not be less than twenty-four
(24) inches. Insulation must be installed when the backfill depth is
less than thirty-six (36) inches. The fish grade over the trench must
be mounded to prevent the formation of a depression aft~[ settling.
UINI~U~ I~ATE~IAL SPECIFICATIONS:
I. Any septic tank proposed for installation must be constructed by a
Mu~i~pally approved septic tank manufacturer.

Use of a type of pipe other than listed above must be approved by the
inspecting engineer.
3. Insu2ation sh~ be at least 2" thick exCLuded direct burial polystyrene
(Dow Chemical Company Styrofoam HI or equal).
4. Septic tank i~ts and outlets shall be fitted with watertight couplings
(Caulder, Fernco, or equal).
A permeable nontoxic s~ barrier (Typar 3401, Mirafi 140/~, or equal)
mast be inst~ed b~tween the final leachfi~d gravel layer and the
native so~ backfill.
6. All l~achfield grav~ (s~wer rock) sha~ be 0.5"-2.5" screened gravel
with less than 3% passing the #200 sieve.
7. When sand is b~ing used as a filter material, its gradation
specifications must conform to current M.0.Ao or D.E.~. requirements.
INSPECTIONS:
Typically there wi~ be a minimum of three (3) inspections required du~ng the
instat2ation of the wastewat~L disposal system. These inspectio~ will occur
follows:
I. The first inspection mast be conducted after the excavo~tion of d~¢hes,
pit~, ~enches, or bed~ and before the i~stallation of any gravel. A
septic tank may be s~t in place, but may not be backfd2~ed before this
inspection.
2. The second inspection must be conducted after the placement of the s~lt
barrier, gravel, distribution lines, standpipes, cleanoat~, and
ins~ation, but before the placement of any other backf~.

3. The final inspection is to occur upon final grading of thc property.
Often there witl be more than th~se 3 inspections required, especially with the
installation of multiple t~enches, sand filters, pressurized distribution
systems, etc. Thus, the inspecting engineer ~ to be contacted at least 24
hours prior to the start of construction. If necessary, a pre-construction
meeting will take place on-site. The insp¢ctin~ engineer will not coordinate,
direct or control in any way the contractor's activities.
The owner shat~ contract with the co~tractor to perform the work out£ined in
these specifications and plans and in accordance with the attached M.0.A.
permit. There wi~ be no contractual arrangement existing b~ween the
contractor and S & S Engineering. S & S Engineering shall be thc owner's
representative and witl inspect the work a~ stated above to document the
contractor's activities. Final acceptance of the contractor's work rests with
the owner and the M.0.A.
S & S Engineerin~ sha~l have no liability to the owner or to others for acts or
omissions of the contractor or any other persons performing work on this project
or the failure of the contractor to ca~ry out the work in accordance with these
construction documents. S & S Engineering 's inspecting engineer will not be
responsible for the construction means, m~thods, tech~ques, sequence,
proced~es or the safety precautions incident to this project.

Subject: Soils Investigation and Percolation Test Results
Tanaina Hills Subdivision
Gentlemen:
We have completed a series of test bo~ings and percolation tests
in the Tanaina Hills Subdivision. Seven borings were drilled in
the right-of-way of Kitksa Drive and Kiliak Place and four borings,
with perco'lation tests, were drilled on. Lots 12 through 15 as
shown on Figure 1. The purpose of the borings in the street was
to obtain soils information for use in design of the street
improvements. The percolation tests were performed to verify
that on-site septic systems could be constructed on these lots.
The borings were drilled with a Mobile B-50 drill mounted on a
Nodwell carrier and equipped with continuous flight augers. The
drill rig is owned and operated by De~all Drilling, !nc. ~h
test borings were logged by Oz Hatch,~a~s_k_~a_~s~_~-~I engineering
geologist. Soil samples were obtained as the auger brought the
soil to the surface. These samples were placed in plastic bags
to preserve the natural moisture content. In the laboratory, the
samples were again visually classified and the dry strength and
the moisture content of each sample was measured. For reference,
samples of similar color, grain size distribution and texture
were placed in arbitrary groups. A hydrometer grain size analysis
was conducted on the predominate soils group.
Soils in the subdivision are predominately fine silty sands and
sandy coarse silts. In the laboratory the samples were placed in
five groups. A brief description of these are as follows:
Group A -
is a Silt with a trace of organics and fine sand. It
is highly frost susceptible and non-plastic. This soil
group forms the top layer of mineral soil in several of
the test borings. It grades or changes to Group Cra
sandy silt:.

Group B -
is a fine Sand having 40 to 50 percent silt. The silt
is non-plastic. Because of the high silt content and
the uniform fine sand, this soil is also highly frost
susceptible (F-4). Its Unified Classification is SM.
Group C -
is the predominate soil found. It is a Sand~ coarse
Silt. The grain ~ize distribution curve is shown on
F-~re 1. It is only slightly plastic having a plas-
ticity index of 1.7. Its Unified Classification is ML
and the frost classification is F-4, highly frost
susceptible.
Group D - is a Silty Gravelly Sand. Only one layer of this soil
was encountered. In Test Hole 4 it occurred from two
to four feet depth. The sand contains 10 to 15 percent
silt and 20 percent fine to medium gravel. It has a
.frost classification of F.-2 and a Unified Classification
of SM.
Group E -
is a fine Sand with a trace of silt. This soil was
found on Lot 14 at a depth of two to 12 feet and Boring
2 from a depth of 12 to 15 feet. Its Unified Classifica-
tion is SP/SM and the frost classification varies from
NFS (non-frost susceptible) to F-2.
No ground water was encountered in any of the holes, though the
drilling was accomplished during "spring thaw".
The percolation test results are as follows:
Lot 12 2.5 minutes/inch
Lot 13 3.3 minutes/inch
Lot 14 3.2 minutes/inch
Lot 15 3.7 minutes/inch
Based on criteria in the "Manual of Septic Tank Practice", U.S.
Public Health Service Publication No. 256, the required absorption
area in square feet per bedroom is 100 square feet for Lot 12 and
115 square feet for the other lots. We suggest that a minimum of
150 square feet per bedroom be provided on each lot since the
soils are relative].y fine-grained and could tend to plug with
continued use of the seepage system. Also, drain fields should
be placed as high as possible on the lots avoiding the more low
lying areas.
The percolation tests were performed by placing a slotted PVC
pipe in the test borings and filling the pipe and borehole with

water. After soaking the hole for 24 hours, the pipe was refilled
and the percolation rate observed for one hour. The reported
percolation rates are the lowest observed during this time period.

Dear Mr. Moore:
This department has granted your request for a waiver of the 100 foot
separation required between surface water and septic system on the
subject lot. You have noted that separation distance between the end
of the leach trench and closest edge of the pond was 66 feet at the
time of your inspection. Because this pond has no outlet to other
surface waters, the threat of contamination outside of the immediate
area is low. Furthermore, this is an intermittent pond which get
progressively smaller as the summer progresses. A dry testhole,
drilled to a depth of 15 feet has alleviated any concerns that the
septic system may be installed in saturated soils.
A waiver of the septic tank to well separation has also been granted.
This distance has been waived to 95 feet.

Dear Mr. Morris:
A hole was drill, ed on the subject property Sunday, August 10,
1986 to a depth of 15 feet. Perforated pipe was installed to the
bottom of the hole which is located 16 feet south of the last
standpipe in the soil absorption system.
On Wednesday, August 13, 1986 the hole was inspected for water.
No water was measured even though the area had received over
1-inch of rainfall during the prior 24-hour period.

Dear Mr. Morris:
By means of this letter I wish to request a waiver for the
subject lot of the well - septic tank separation distance down
from the required 100 feet to 95 feet, and of the absorption
field surface water separation distance down from 100 feet to
60 feet. To assist you in your evaluation I am enclosing copies
of the septic system as-built, the soil log, the well log, and a
plot plan of the property.
The well is located 97 feet west of the the closest septic
tank cleanout and at a slightly higher elevation. The 163 feet
deep well was drilled in 1981, at which time the static water
level was 55 feet. On June 16 the static water level was et 98
feet, and steady pumping at 6,8 gpm caused a maximum drawdown to
104 feet. The drillers log indicates a silt & sand mixture
between 0 and 85 feet, and between 89 and 130 feet. I would
guess that at least portions of these strata have a high enough
silt content to provide an effective barrier against downward
percolation of surface water into the potable aquifer. In any
event there is close to 100 vertical feet of non-saturated soil
above the present static level of the aquifer. A water sample
from the well taken on June 16 showed no contamination by
coliform or other bacteria., In light of these facts, I believe
the requested minor waiver of the well - septic tank separation
distance can be justified.
The sept:Lc system was installed in August of 1981, and no
mention of any pond appears on the as-built, or in the soils test
report done in April of 1980. On Juae 16, 1986 there was a
marshy pond of approximately 80 feet in diameter located 66 feet
east of the cleanout pipe at the end of the absorption trench, in
the vicinity of the property line between lots 13 and 14. The
owner reports that the pond does dry up later in the summer,
however,it has a substantial size at the present time. The pond
is in a natural depression with no outlet to a stream. The fact
that it does not drain out can perhaps be explained by fine silt
being carried to the bottom of the depression by runoff, and
collecting there to form a semi-impermeable berrier.

Seasonal
I conducted an adequacy test of the septic system on June
16, 1986. At that time there was over 6 feet of fluid in the
monitor tube at the end of the trench, with a surface elevation
the same as in the septic tank. Addition of 100 gallons of water
to the absorptiou trench caused the level in the trench and in
the septic tank to rise 10 inches, however this water was able to
be absorbed into the surrounding soil at a rate of approximately
60 gallons per hour which is an adequate rate for a three bedroom
residence. At no time did effluent appear on the surface of the
ground, nor was there any indication of it's having done so in
the past. There is 4 or 5 feet of vertical drop between the
ground elevation at the end of the absorption treuch and the
present level of the pond.
In an effort to determine whether any contamination from
human sources is making it's way into the pond, I took a water
sample from the edge of the pond nearest to the absorption pond
to have tested for both fecal coliform and fecal streptococcus.
If the ratio of these two is over 4.1, pollution from human
sources will be indicated, and if the FC/FS ratio is less than
0.7 the source would be non-human. Since I will be out of town
until July 12, I have requested the ].ab to send the results
directly to you for your evaluation in conjunction with the other
information contained in this letter.
While it is unfortunate that the system was allowed to be
constructed as it was, there are several considerations that can
be raised in support of granting a waiver. As mentioned, the
pond has no outlet; hence any pollution occuring there would not
make it's way into flowing streams or recreational lakes. Should
wastewater make it's way into the pond, the pond would tend to
function as a treatment lagoon. Secondly, the lots in this
subdivision are all large (typically an acre or larger - Lot 14
is approximately 1.5 acres); thus other pollution sources are
widely dispersed. Finally, the very presence of the pond, and
the fact that the static water level in the trench is as high as
it is, indicates that the soils are tighter than the 150 sand
indicated on the log; this will result in slower disbursement of
effluent through the soil and louger retention time before it
reaches the pond.
Please review the above and the enclosures, and send your
determination directly to the owner at the address indicated on
