The system was originally designed and permitted along with the alternate site in 1997. We are proposing to construct the new absorption trench at the previously approved alternate site. The conditions on the lot remain the same as in 1997 and no conflicts exist with neighboring wells or septic systems. We are therefore requesting a permit be issued for the upgrade of the septic system to accommodate the four-bedroom home on the lot. The attached Site Plan and backup documentation identify the location and configuration of the existing and proposed septic systems. The existing absorption system will be connected to the new system with a flow diverter valve for possible future use. Also identified on the plans are the locations of the existing well this lot and adjacent lots. No conflicts exist between the proposed septic system and the wells or water services on this or adjacent lots. Drainage arrows are shown indicating the current drainage patterns. The drainage patterns will be maintained after construction. The test hole placed on the lot at the location of the alternate site indicated poorly graded sand (SP) in the absorption zone of the trench. The percolation rate was determined to be 4 minutes per inch. No groundwater was encountered during the placement of the test hole and none developed during the monitoring period. We have designed the new trench with an application rate of 1.2 gallons per day per square foot. We are proposing to verify the integrity of the existing 1,250 gallon septic tank and construct a 50' long trench by 5' wide with a 4' effective depth. The total depth of the system will be 13' with the distribution line at 9' below the existing surface. The ground surface on the lot in the area of the new trench slopes to the south at an Lot 2A, Vans Subdivision August 18, 2015 Page Two approximate 15% grade. The trench will be placed parallel to the contours of the ground as much as possible and in conformance with design criteria. A minimum of 100' will be maintained between all components of the septic system and the proposed well and from any surface water in the area. If the system is constructed in accordance with our design the following statements apply: 1. The system, if constructed as designed, will have no adverse impact on the wells in the area or those to be constructed in the future. 2. The system, if constructed as designed, will have no adverse impact on existing septic systems in the area or those to be constructed in the future. 3. The system, if constructed as designed, will have no adverse impact on reserve space, either surface or subsurface, on any lots located in the area. 4. The system, if constructed as designed, will have no adverse impact on drainage patterns in the area. The current drainage pattern will be maintained. Sincerely, Michael E. Anderson. P.E. As you are aware the design incorporates the use of our In -Drain modules in lieu of washed septic rock. Per your request the design adds additional In -Drain modules necessary to provide the soil absorption area required for a standard deep trench system. However, because a design based on In -Drain modules would require only one trench of 32 feet (8 standard modules), we have designed 3 trenches. Each new trench line has the capability to be isolated to allow loading of 1, 2 or all 3 trenches. This will allow us to test the effectiveness of the single In -Drain trench and very easily open one or both of the other trench lines if the test results warrant. Although our pilot system for Alaska is operating fine for Alyeska Ski Resort in Girdwood, and there are thousands of successful systems installed in other states, this is the first system to be installed for a single family residence within the Municipality of Anchorage utilizing the In -drain technology. I would be happy to review this design or any of the other materials we have provided you previously, should you have any questions. We plan to monitor the system once a month for 1 year using a sampling well installed in the trench. Per your request we will copy your department with sample results on B.O.D.'s, nitrates, and fecal coliform. Thank you for your continued cooperation. Sincerely, Thomas DeMattia 0 Pagel Septic Solutions, Inc. Site Narrative Project: Vons Subdivision, Lots 2 & 3 This development is combining two lots 165'x 300' each at 49,500 S.F. each. The common lot line separating lots 2 & 3 is to be vacated by the owner. The lot to the west (Vons Subdivision Lot 1), is in the process of being developed. The on site septic system as-builts have not yet been submitted to the Municipality. The lot to the east ( Vons Subdivision Lot 4), has been recently developed and records indicate no conflict with the proposed well and septic system. The lot to the south (Golden Hills Subdivision, Blk. 3, Lot 1) is separated by a 20' utility easement. The proposed on site septic system and well appear to have no impact. The lot to the north is undeveloped. Well The proposed well is located 100' east of the west property line and 100' north of the southern property line. The proposed well impacts no other properties. The location of the proposed well is west of the house. Septic System Lots to the west, south and east have existing septic systems. These systems do not affect the proposed well and septic system on the subject lot nor does the proposed septic system and its replacement area impact any other lots. There are three proposed leaching trenches designed with In -drain Modules. The three trenches are of equal length and are to be installed parallel to the contour of the site. Each trench is sized to stand alone utilizing standard In -Drain capacity criteria. The combination of the three trenches together provide the necessary infiltration area required by the M.O.A. standards for adeep trench system. Drainage The subject lot slopes generally from south to north. The maximum slope on the lot is approximately 8%. There are no steep grades or ravines on the site nor is there any running water or ponds on the site. The site topography is depicted on sheet 4 of 7. All areas disturbed will receive topsoil and seed to prevent erosion. a:\ncp\narrative.dot Page 1 of 1 5/21/97 Permit No G Municipality of Anchorage Department of Health and Human Services ENVIRONMENTAL SERVICES DIVISION P.O. Bellott Barbara A. Bellott 1853 Buccaneer P1. Anchorage, AK 99501 2_7--g -3 "z a i Mr. Jerry Weaver, Platting Officer Municipality of Anchorage Community Planning and Development PO Box 196650 Anchorage, AK 99519-6650 re: Dear Mr. Weaver, short plat lot's 2 and 3 Von's Subdivision During our preliminary meetings concerning my intent to replat lots 2 and 3 of Von's Subdivision into a lot 2A, the question of improvement of 99th street was raised. I own the entire subdivision at this time consisting of four lots. I intend to build a house on the single lot 2a resulting from the re -platting of lots 2 and 3. There is access to these two interior lots from Grover along E. 99th. Beginning at the Northeast corner of lot 3 there is a logging road which is to be improved allowing access to the interior of lots 2 and 3. Lot 4 is accessible along its entire Eastern boundary. Lot 1 is accessible by way of 99th from the West. Mr. and Mrs. Lawrence B. Newby own the lot immediately to the North and have subdivided it with long lot lines parallel to 99th and accessible from Grover and or an interior cul-de-sac. They advise me that they do not wish to gain access from 99th. As noted above, I do not require access either, nor would future owners of lots 1 and 4 require it unless they preferred it. Accordingly, I would not expect to improve 99th any further then it already is on the Eastern end. Mr. Randy R. Ross, P.E. was agreeable to not developing 99th when I meet to discuss it with him. Thank you for your assistance and advice. STATEMENT OF INSPECTION BY ENGINEER As certified by my seal affixed hereto and as of the validation date shown below, I verify that my investigation, based on procedures outlined in the Certificate of On -Site Systems Approval Guidelines for this application, shows that the on-site water supply and/or wastewater disposal system is (are) safe, functional and adequate for the number of bedrooms and type of structure indicated herein. I further verify that based on the information obtained from the Municipality of Anchorage files and from my investigation and inspection, the on-site water supply and/or wastewater disposal system is (are) in compliance with all applicable Municipal and State codes, ordinances, and regulations in effect at the time of installation. In conducting an adequacy test, I attempt to provide a thorough, conscientious engineering analysis of the system in accordance with MoA COSA guidelines and regulations. The reported results describe the performance of the system under the conditions encountered at the time of the test, and separation distances measured to readily identifiable features. The operational life of all wells and septic systems depend on the local soil condition, ground water levels that may fluctuate during the year, and the water usage of the family being served by the system. These conditions are outside the control of the evaluator of this system. All systems eventually fail and satisfactory test results do not guarantee future performance of the system, nor do they guarantee that there are no hidden defects or encroachments. Therefore we cannot provide any warranty for future performance, nor can we estimate remaining life of the system. The content of this report is for the sole benefit of the owner listed above. Reliance on this report by another person is at their own risk. Pannone Engineering Services LLC highly recommends buyers hire their own engineer to evaluate this report.
