Box 196650 Anchorage, AK 99519 Dear Sus: ANCHORAGE, ALASKA 99516 l� {_I-'1 ra Ci u L- �� By means of this letter we are requesting issuance of a separation distance waiver allowing the private well serving Lot 2 of Grey S/D to be 73 feet from the public sewer line running along East 88th Avenue. A site plan, HAA application, and other relevant backup documents are enclosed. Although no driller's log is on file at DHHS, the well was undoubtedly installed in 1974 or 1975, shortly after the original septic system septic system was put in for the house. On July 16, 1992 the static water level stood at 69' below the top of the 2' high well casing. Steady pumping of 728 gallons of water from the well at the maximum pump output of 6.3 gpm caused the water level to be drawn down to 88' below the top of the casing, but no further. Based on this test data we determined that the total yield of the well in excess of 6.3 gpm. Water samples collected on July 16 showed non-detectable nitrates and 0 colonies of coliform bacteria per 100 ml, but the sample did contain 6 colonies of unidentified other bacteria. We arranged to have the well disinfected and then resampled the water on August 7. The lab test results from this second sample showed there to be 0 colonies of coliform or other bacteria per 100 ml. In October of 1984 an 8" diameter ductile iron pipe sewer line was installed in the R.O.W. of East 88th Avenue fronting this lot. A copy of the relevant portions of the as -built drawing prepared by Contracting Engineers and associates for AW WU is enclosed. The as -built drawing does not indicate the location of the private wells serving Grey S/D. On our site plan we have plotted the relative locations of the well serving Lot 2 and the sewer line. According to D.E.C. regulations effective in 1983 private wells must be 100 feet from sewer manholes and 75 feet from community sewer lines. By our measurements the manholes of this sewer line are positioned greater than 100 feet from the well on the subject lot, but the sewer line itself passes within 73 feet of the well. According to the sewer as -built drawing the sewer pipe is Class 50 D.I.P. This type of pipe has gasketed seals and is pressure tested at the time of installation, so there is virtually no possibility of leakage from the sewer pipe itself between manholes. Since the achieved separation of 73 feet is only slightly less than the required separation of 75', and prior to 1983 the required separation was only 50', the requested waiver should be able to be safely granted without concern as to public health. The following is a breakdown of how waiver analysis points could be assigned in accordance with D.E.C. SCRO's Separation Distance Waiver Guidelines. It should be noted that that the apparent mistake in the siting/construction of the sewer line was in no way the responsibility of the owner of the subject lot. It is only now, when the lot owner is trying to refinance his house, that the mistake has become evident, and he is being forced to go to considerable expense to obtain a waiver which should have been the responsibility of others. Ua.ta lacking is: 1) relater availability data; 2) we question if the submitted soils logs shore the seasonal high water table - the soils testing firm must indicate this on supple- mental data; 3) we must have locations of all sewer and water on surrounding lands that will affect placement of individual utilities on these lots; 4) we must have sewer and water layouts for each lot. 17) S 3170 Voyager Heights Subdivision We recommend postponing tris case to allow the engineer time to collect more data and discuss the data with our department. We question if major parts of this proposal are suitable for develop- ment at this time. Our data shows most of the area has very tight soils, the southern portions of eh; proposal are very steep and we question the availability of water from individual wells.
