This is more than the required 50 feet at the time of installation, August 1973, however less than the presently required distance of 100 feet. The standpipe to the concrete ring seepage pit is approximately 98 feet from the well. In 1973 the required distance was 100 feet. We request a 15 feet waiver. No well log for this lot has been located, but well logs from lots 2,3,4 and 6, all of Block 1 and Lot 6 Block 2 can be utilized to evaluate the contamination potential. The static water level in the well was found at 41 feet. The water level stabilized at 47 feet at a pumping rate of 6 gallons per minute. The well was pumped for 3 hours on August 23, 2000 for a total yield of 1020 gallons. No evidence of subsurface contamination, as indicated by elevated Nitrate levels, or presence of E-Coli has been found after 27 years of operation. The justifications for granting this waivers are: 1. Water samples taken August 23, 2000 show a concentration of 4.04 mg/I of Nitrates. This is within expected background levels. No bacterial contamination was detected. 2. The well logs show several impervious layers between the surface and the intakes of the wells. 3. The ground surface is level or slopes away f~om the well. Overland flow of surface contaminants originating at the septic system location will flow away from the well. 4. There is no "legal" site outside of the well radius where a septic system could be located. 5. TV inspection of the line between the septic tank and the pit shows that the line is broken approximately 10 feet from the tank. Perforated pipe was also used between the tank and the pit. Dear Ms. Novelli: On June 15, 1993 you initiated an application for an upgrade to the existing leachfield on the subject lot. The proposed replacement system designed by Mr. John Simpson, P.E. of Environmental Management Incorporated was disapprb~ed by this office for the following reasons: (1) the proposed system was to be installed on a severe slope, and (2) the soil test/percolation test did not cover the proposed system site. Two engineers from this office met at the site with Mr. Stan Dolloff, representing Environmental Management, Inc., to discuss viable alternatives for an accep~able wastewater disposal system replacement site which would require a waiver to 65 feet of separation between the new drainfield and the well. After reviewing all of the relative information and data used in evaluating a waiver request, Mr. Dan Roth of this office, concluded that the waiver requirements could not be satisfied and recommended against paying the $590.00 waiver request feel This office has no intention of "demandi~g" that your failing wastewater disposal system be replaced unless there is an ensuing health threat. It is our understanding that you plan to have your system periodically pumped in lieu of further pursuing alternative remedies to installing a replacement systems. If this is indeed your choice, then we could be of assistance in suggesting water saving practices and equipment which would minimize your daily water use thereby minimizing the required frequency of pumping. Existina Seotic Tank 1. The existing septic tank is a one compartment concrete tank = 1392 gal. C. Existing Absorption Bed The existing absorption bed is a crib in a seepage pit. This system has failed and can no longer absorb the effluent coming from the septic tank. This system will be abandoned by backfilling the crib. The line from the septic tank to the seepage pit will be disconnected from the septic tank and left in place. D. Proposed Absor~3tion Bed 1. Included are adjacent well logs, soils logs, site plan, and any other pertinent information related to this case. Our report addresses the following: 1. Soil and geologic conditions. 2. Groundwater. 3. Topography. Any other conditions of importance to establish the adequacy of the system to reliably protect the public health. A site plan showing lot boundaries, well and house locations and the proposed system location. We are applying for a waiver because the lot size does not allow enough room for a system outside the 100' well radius and we feel that we can justify reducing the well radius without jeopardizing the water quality in the well. SOIL AND GEOLOGIC CONDITIONS The soil types present in Lot 5 and surrounding lots are mainly poorly graded sand with silt and gravel. The proposed trench system would be placed in this sand with silt and gravel layer (perc rate 11.4 min/inch). The tight soil should adequately restrict the flow from the system and, therefore, allow ample purification of the gray water before any reaches the water table. No bedrock was present in the well logs (ranging from 61'-102' deep) and, therefore, bedrock will not affect the flow of potential contamination. §07E.DOWLING, STE.21 · ANCHORAGE,ALASKA995t8 · (907)562-2580 · FAX (907) 562 1561 The water table of the well from which Lot 5 (the client's) draws water was measured at 41 feet below the surface. Past well logs show neighboring lots to have water at 55 feet below the surface. In either case, it is well below the proposed system and should not pose any problems when the system is installed. The hydraulic gradient seems to slope away from the well and the proposed system in the northwest direction. This shows that the flow of ground water is away from the water source. Therefore, potential contamination from the septic system will not flow towards the well. TOPOGRAPHY The ground gradually slopes away from the well towards the northwest cutbank. Any surface water runoff will flow away from the proposed system, towards the northwest cutbank, assuring that there is no possibility of contamination to the surrounding wells. (~ONDITIONS OF IMPORTANCE TO ESTABLISH THE ADEQUACY OF THE SYSTEM TO RELIABLY PROTECT THE PUBLIC HEALTH Lot 5, Block 1, of Summit Estates is bordered by two other lots (Lots 4 & 6) to the east and west. Both of these lots have wells. Both wells will be further than the required 100' separation distance from the proposed system. The lots to the north and south of Lot 5 are undeveloped. The only well to be effected is the clients well on Lot 5. Due to the lot size and cutbank on the northwest side of the lot, there is not enough room to put in a septic upgrade without encroaching in the 100' well radius on this lot. We trust this report and the attached supporting material adequately proves that a waiver for this well would be acceptable, and would appreciate your prompt response. Enclosures SPECIFICATIONS FOR UPGRADE OF EXISTING ON-SITE SEPTIC SYSTEM Legal Description: Lot 5; Block 1; Summit Estates Owner: Steve and Margret Novelli 7. 8. 9. The septic upgrade is for a single family residence only. The drawing and/or site plan shall be part of this specification. All materials and workmanship shall meet the Anchorage Department of Health and Human Services requirements. All soils tests are advisory to the design and are to be verified or modified in the field by the engineer. Upon completion of the excavation, soil conditions present in the walls and floor of the deep trench should be logged. All excavations and depths ara advisory and ara to be verified or modified in the field by the contractor to meet Municipality of Anchorage requirements. It is the responsibility of the engineer to obtain all necessary permits or easements and to locate any adjacent multi-family wells. The excavation is to be exactly in the area shown on the site plan, any deviations requires engineer approval. It is prudent that a surveyor locate the nearest lot line position and the location cf any easements. Inspection of onsite wastewater disposal system installations are required, and shall be in accordance with the Municipality of Anchorage Wastewater Disposal Regulations Section 15.65.150. B. Existing Septic Tank 1. The existing septic tank is a one compartment concrete tank = 1392 gal. Existing Seepage Pit The existing on-site septic system is a crib in a seepage pit. This system has failed and can no longer absorb the effluent coming from the septic tank. This system will be abandoned by backfilling the crib. The line from the septic tank to the seepage pit will be disconnected from the septic tank and and connected to the new drainfield. j2~roposed Deep Trench 2. 3. 4. 5. o The bottom of the trench shall be level, plus or minus 1.5". The trench gravel is to be covered with geofabdc material. Two cleanouts and one monitoring pipe are to be installed in the bed. Geofabric will be placed 1' above the leachfield pipe. The fill over the trench should be graded to prevent ponding of surface water. The absorption trench will be connected to the existing septic tank. E. Recommended Deep Trench Dimensions Proposed Deep Trench: 43.5' long X 6.5' depth X 2 walls = 565.5 sq. ft. Total width = 2' The trench will be "L" shaped with one leg at 23.5' in length and the other leg at 22.5' in length.
