On 12/26/2019 a well and septic adequacy test was attempted at the subject property. Upon arrival, the drainfield (assumed to be a seepage pit) was surcharged to within one (1) foot of the surface. In short, the drainfield is in a state of failure and must be upgraded prior to transfer of title. Attached with the permit is a camera inspection from Alaska Sewer & Drain. As can be seen on the attached inspection, the baffles in the concrete tank are intact. In short, we are only proposing to install a new drainfield and keep the existing concrete septic tank. We are proposing to install a new shallow trench type drainfield with four (4) feet of effective. Additionally, we are requesting that your department not require a new testhole be excavated (see attached documentation and "Soils" below). Comments regarding the design are summarized as follows: 1. SOILS: We are requesting that your department void the requirement for a testhole. Justification for allowing this is as follows: • The adjacent soil logs for Sandy Beach; Lot 8 and Lot 6 both show an SP sandy soil in the area. • The adjacent soil logs for Sandy Beach; Lot 8 and Lot 6 both state that no groundwater was encountered. • We are proposing to install a shallow trench type drainfield to minimize total depth and increase separation to groundwater • Per GEG inspection, the existing seepage pit is 9.5'+ below grade (which is deeper than the proposed drainfield) • Water sample were pulled on 12/16/2019 and the nitrate results were 0.432 mg/L. • See 1999 letter by Alaska Water and Wastewater Consultants, Inc. in MOA records. Per the letter, it states that two testholes were augured for groundwater monitoring, Per the narrative, it states that a hole was augured to 14.5 feet and dry 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. SURFACE WATERS: The proposed drainfield is 100'+ from the surface waters to the south. 4. TOPOGRAPHY: There are no topography concerns. We are unaware of any adverse impacts this installation would have on adjacent wells or septic systems. During the excavation of the percolation bench, it was noted that the soils did not appear to be an SP soil (as expected). Instead, it appeared to be an SM or GM type soil. A percolation test was performed, and the soils percolated at 8 min/inch (see attached soil log with percolation data). Given that the design was based upon a percolation rate of <1 min/inch and an application rating of 1.2, a design change was required. The drainfield was "redesigned" in the field and verbally approved by the MOA onsite department. The calculations for the changes are as follows: A percolation rate of 8 min/inch equates to a soil application rating of 0.8 A 3 -bedroom home requires 450ft2. With an application rating of 0.8gpd/ft2, that equates to a required area of 562.5ft2 The drainfield is 60 feet long with 4 -feet of effective and 5 -feet wide which equates to an area of 600 ft2 This design change was verbally approved by Deb Wockenfuss at the MOA onsite department and the percolation test and bottom of trench inspection was performed with MOA onsite employee Tim Ecklund present. STATEMENT OF INSPECTION BY ENGINEER As certified by my seal affixed hereto and as of the validation date shown below, I verify that my investigation, based on procedures outlined in the Certificate of On -Site Systems Approval Guidelines for this application, shows that the on-site water supply and/or wastewater disposal system is (are) safe, functional and adequate for the number of bedrooms and type of structure indicated herein. I further verify that based on the information obtained from the Municipality of Anchorage files and from my investigation and inspection, the on-site water supply and/or wastewater disposal system is(are) in compliance with all applicable Municipal and State codes, ordinances, and regulations in effect at the time of installation. Garness Date: 21 </-Z, C) L In conducting this evaluation, GEG provided an engineering evaluation of the well and/or septic system in accordance with the guidelines and regulations established by the Municipality of Anchorage and industry practices. The reported results describe the condition of the system/s on the date/s of the evaluation. Separation distances were measured to readily identifiable features. Hidden defects or encroachments may exist that were not identified during the evaluation. The operational life of all wells and septic systems depend upon a variety of variables, including but not limited to, soil conditions, groundwater levels (that may fluctuate during the year), quality of construction (materials and workmanship), and the water usage of the family utilizing the system/s. These conditions can vary, and are outside the control of GEG. Satisfactory test results do not guarantee future performance of the system/s; therefore, GEG makes no warranty (express or implied) regarding the future performance of the well or septic system. GEG makes no representation whether an alternative well or septic system can be installed on the property in the event either of the current systems fail to perform adequately in the future. The content of this report is for the sole benefit of the person/party that retained GEG to perform the evaluation. Box 196650 Anchorage, Alaska 99519-6650 Subject: Undocumented Septic System at Sandy Beach S/D, Lot 7 To whom it may concern: GENERAL: Attached is the HAA package for the well and septic system on the subject property. According to MOA records, the house on this lot was constructed in 1959. According to the owner's son (Brent Ulmer), an additional seepage pit was constructed in 1964 or 1965. The location of the upgrade is unknown. Perhaps the only visible pipe is pm~t of the upgraded system and the old portion of the system has no monitoring pipe? It is my understanding that the septic tank and seepage pit are constructed of poured concrete or CMU block. According to A+ Itome Service pumping records, the tank volume is 1000 gallons. The dimension of the seepage pits is unknown, except that it is 8.5 feet below grade in the clean-out. Per our testing data, the absorption rate of the seepage pit exceeds the MOA requirements for a 3 bedroom house (450 gallons per day). GROUNDWATER MONITORING: On 8/13/99 two test holes were augured by Discovery Drilling. They were both drilled about 5 feet fi'om the "east" lot line (property line shared with Lot 8, Sandy Beach). The first hole was approximately 20 feet uphill ~om the seepage pit clean-out, however, it was noted during the drilling process that the tailings had a sewage smell to it, indicating that the hole was either in a part of the seepage pit, or at least being influenced by it. A second hole was augured approximately 20 feet further uphill, to a depth of 14.5 feet. The hole was dr3' on 8/13/99 and 8/20/99. According to the soils log for the 1995 septic system upgrade on Lot 8, Sandy Beach, no groundwater was encountered to a depth of 16 feet below grade. Based upon this data it appears that the bottom of the seepage pit is at least 6 feet above groundwater. Based upon the comments of the driller, and the soils log for Lot 8, Sandy Beach, the seepage pit is installed in well graded sand. SEPARATION DISTANCE FROM SEEPAGE PIT TO LOT LINE: The separation distance fi'om the seepage pit to the lot line is unknown. As mentioned previously, sewage odor was present in the lower test hole that was drilled about 5 feet t~om the "east" the property line. SEPA1LATION DISTANCE FROM WELL AND SEPTIC SYSTEM: In 1959 the requh'ed separation distance from a private well to a septic tank was 50 feet. The separation distance from the well to the existing septic tank is greater than 50 feet. The separation distance to the existing seepage pit clean-out is over 100 feet.
