Received By: ~ ~[/~ - Alaska Water & Wastewater Consultants, Inc. 6901 Debarr Road, Suite 2B ~ Anchorage ~ Alaska 99504 (907) 337-6179 ~ Fax (907) 338-3246 Consulting Engineers June 30, 1999 Municipality of Anchorage Department of Health & Human Services Division of Environmental Services On-Site Services Section P.O. Box 196650 Anchorage, Alaska 99519-6650 Ref: Proposed Well and Septic System for Lot 7D, Ginami Hills Subdivision (Bottomless Intermittent Sand Filter - ISF) To whom it may concern: The proposed 5 bedroom house will be served by an onsite septic system and a private well. Comments regarding the proposed upgrade are summarized as follows: 1. GENERAL: As can be seen from the soils logs and the topography site plan, there are several site constraints which limit the area to install septic system. Due to the poor soils condition, the presence of groundwater, and the steep slopes on the upper portion of the lot; we propose that a bottomless Intermittent Sand Filter (ISF) system be installed. 2. SOILS: On June 10, 1998, two test holes were excavated and a percolation tests were performed. The soils below the organic and fill layers is a ML material with GM lenses to a depth of 13 feet (bottom of both test holes). Ground water was encountered at a depth of 12 feet at the time o£ excavation in TH#1 and was found to be at 8 feet eight days later. No groundwater was encountered be in TH#2. In TH#l, a percolation test was performed between 5.5 feet to 6.0 feet, and determined the rate to be at 60 minute/inch. In TH#2, two pemolation test were performed; one between 2.5 feet to 3.0 feet and one between 5.5 feet to 6.0 feet. The percolation rates were 34 minutes/inch and 120+ minutes/inch. 3. TRENCH DESIGN: Bottomless Intermittent Sand Filter (ISF) a. Percolation Rate: 34 & 60 minutes/inch b. Allowable Application Rate for ISF: 2 gallons/day/ft2 c. Number of Bedrooms: 5 d. Design Flow: 750 gallons per day e. Minimum Absorption Area: 375 ft2 f. Effective Depth below pressure pipes: 3 inches g. Width: 12 feet h. Length: 32 feet. i. Effective absorption area = 384 ft2 j. Air Supply: Thomas Industries, Model 5070, "Anchorage Tank". k. Air Supply Line: "Wasteflow" emitterline, 1/2 inch I.D, "Anchorage Tank". 1. Sand Material: In accordance with M.O.A. latest standards m. Pea Gravel: 100% passing 3/8" sieve, less than 20% passing the 1/4" sieve, and less than 1% passing the #8 sieve. We are proposing to excavate down to a depth of 4 feet (maximum), place a minimum of 6 inches of sand, install the air supply line, and cover it with 1.5 feet of sand. On top of the sand, we will place 6 inches of 3/8 inch pea gravel, with the pressure laterals midway in the layer. We will use a conventional lift station (Anchorage Tank), equipped with a programmable timer so that flow can be intermittently dosed to the 4. SURFACE WATERS: There is no surface water within 100' of the proposed septic system. 5. TOPOGRAPHY: As can be seen on the attached topography site plan, the slopes in the area of the proposed septic system area are supposedly 20-25 percent slope. A significant amount of re-grading has been done in this area since the M.O.A. topo maps were developed (late 1970's) and the area for the proposed ISF's is now generally flat. Clinometer shots were also taken downhill of the proposed septic upgrade area and found to be between 15-20% slope. All effort will be made to insure no cutbanks are created below the proposed ISF system during construction. There is a cutbank to the west/northwest of the proposed reserve ISF site that is going to be filled with excess material excavated from the proposed foundation so as to create a 25 percent or less slope. 6. MATERIALS AND CONSTRUCTION PRACTICES: The materials used, and the construction practices will comply with DHHS' "Intermittent Sand Filter Design, Installation & Maintenance Manual". The contractor should read this document prior to construction. Copies are available at the Municipal Onsite Services office (5th floor, 9th & L St.). 7. CLOSING: I am open to any suggestions fi:om your department, which would be an improvement to the proposed design. I am unaware of any adverse impacts this installation would have on adjacent wells or septic systems. If you have any questions, please contact me at 337-6179. All standpipes on the tank shall extend a minimum of 12 inches above £mal grade. 4. Tanks installed with less than 4 feet of cover shall be insulated. 3 of 4 AWWC, Inc., June 1999 5. The sewer service line from the house to the tank shall be sloped a minimum of 1/4" per foot, unless prior approval is obtained from the engineer. 6. The inlet and outlet lines from the tank shall be bedded in drainrock or the soil shall be adequately compacted to prevent future settlement of the soil. 7. A foundation clean-out will be installed, 1-4 feet from the house, if one does not currently exist. 8. Post tank clean-outs shall be installed per MOA requirements. Does not apply to holding tanks or lift stations with pressurized lines. 9. All tanks shall be anchored to resist buoyancy forces in high groundwater areas. This applies when there is not adequate soil cover to resist buoyancy forces. Engineer shall make this determination. 10. The f'mal soil cover shall be graded so that there is positive th'ainage away from tank. 11. All holding tanks and lift stations shall have an audible and visible alarm inside the residence. 12. All lift stations shall be wired in compliance with ali MOA guidelines and the Uniform Electrical Code. 13. The contractor shall remove the old tank, or abandon it in compliance with the Uniform Plumbing Code (UPC). The contractor is solely responsible for the abandonment procedure. · Installation of Conventional Absorption Bed & Trenches: 1. Excavate the proposed bed/trench to the dimensions shown on the design. The bottom of the excavation shall be within 2 inches of level (2 inch maximum variation between high and low spots). If the sidewalls or bottom of the excavation become smeared, they must be raked or scarified before placement of the filter sand or draim'ock. 2. The trench or bed should be at least 5 feet from the test hole excavation. 3. All soil tests and excavation depths are advisory to the design and am to be verified in the field by the engineer. If design changes are necessary, and the changes effect the contractor charges to the property owner, the contractor shall obtain approval from the property owner prior to proceeding with the work. 4. Once the drainrock is installed, the distribution pipe is to be placed level (0.02 feet differeuce between high and low shots) with the perforations faced downward. Drainrock is then to be placed over the distribution pipe, to provide a minimum of 2 inches of cover over the pipe. The drainrock shall not be pyramided over the drainpipe but shall be the same elevation over the entire trench/bed width. 5. A silt barrier must be installed between the final drainrock layer and the native soil backfill. The silt barrier shall cover the entire drainrock surface. 6. Monitor tubes shall be installed at the locations shown on the design drawings, and extend a minimum of 12 inches above final grade. The portion of the monitoring tube extending through the drainrock shall be perforated from the bottom of the trench/bed to the invert of the distribution pipe. 7. Backfill over the fmal draimock layer must not be less than 2 feet. Insulation mnst be installed when the backfill depth is less than 3 feet. The insulation shall cover the entire width of the trenctffbed, the contractor shall "shoot" the f'mal grades to ensure cover depth is adequate, prior to notifying the engineer that the work is complete. The f'mal cover over the drainfield must graded so that them is no potential for water to pond over the trench/drainfield. 4 of 4 FROM ALASKA ~ATER & WASTE~ATER PHONE HO. : 907338~24G Jul. 08 1999 08:28AM P2 ~ROPF_~TY OWNER AGREEM~-NT FOR ~ MArNTENANCE OF AN ON..Sr~E W.~TEWATER SYSTE~ This agr~m~ is m_-a_- for ~h¢ purpose of maintaining an.on-~it~ wa.stewart disposal -,yst~m on ~ aubj~x property.
