We are submitting this design and permit application for the construction and placement of a new 1,250-gallon septic tank. The attached site plan identifies the location of the home and the septic system along with the new tank location. The existing well on the lot is also shown. No conflicts exist between this proposed tank and any other well or septic system on this or adjacent lots. The new tank will be constructed a minimum of 100’ from any existing wells. Health & Human Services Dan Bolles asked that I return the enclosed "pink sheet" to you regarding the new wastewater disposal system installed last October on Lot 6 of Garretson S/D. Apparently he had inspected the installation in late April or early May and found water in the old monitor tube for our test hole #10 and was concerned about a possible shallow water table. As noted on the pink sheet we reinspected the system on June 17, at which time the test hole monitor robe was dry, as was the monitor tube in the lower trench and the surface water diversion ditch. My interpretation of these findings is that the water observed by Mr. Bolles was not groundwater, but instead was attributable to the large collecting area of the depression around the test hole concentrating meltwater from a relatively large area down into the poorly permeable softs at the bottom of the test holes where it could only slowly percolate away. I discussed these findings and our interpretation with Dan Bolles, and he indicated that DHHS would now approve the installation. The final surface grading work is now in the process of being completed. Please give me a call if you have any further questions on this installation. Box 19-6650 Anchorage, AK 99519 Dear Sirs: This submittal is a follow-up to our discussions on September 15. The purpose of this letter is to provide the required design narrative in support of our application for a petnfit to upgrade the wastewater disposal facilities for the 4 bedroom residence on Lot 6 of Garretson S/D, located at 7131 North Park Drive. Soils logs, perc test results, a site plan, design drawings and specifications are enclosed for your review. The existing soil absorption system was installed in 1981 and consists of a 1250 gallon septic tank followed by 75 lineal feet of soil absorption trench containing 6 feet of sewer gravel. The soils test conducted prior to construction reported a measured percolation rate of 20 minutes/inch. The system was sized on the basis of 225 square feet per bedroom. After a number of years of problem-free operation, the system is now in a state of failure, requiring periodic pumping to prevent sewage from backing up into the house. During August and September of this year we dug 10 test holes on the lot in an effort to determine the optimum site for a replacement system. The predominant soil type on this lot is a dense gray gravelly silt. · While several of the test holes showed pockets and/or thin veins of sand and gravel, we were unable to identify a large enough contiguous area of granular material to design an upgrade in it. Three different perc tests conducted in the silt all demonstrated percolation rates in excess of 60 minutes per inch. After discussions with Dan Roth and John Smith @DHHS on September 15, we concluded that the only practical alternative to a holding tank is to install a series of oversized soil absorption trenches. Since the property owner does not need a HAA certificate at this time, it will be possible for an adequacy test to be conducted after the trench upgrade has been in service for at least one year prior to issuance of a HAA certificate. The logs for test holes 7, 9 and 10 are most applicable to the proposed upgrade trenches. Test hole g9 was dug just before several days of min. The initial perc test showed an absorption rate of just under 60 minutes per inch in the pre-soak phase with 12" of water in the perc hole. On September 8 a significantly slower perc rate was measured due to the fact that the entire bottom of the perc test pit had been saturated by recent heavy rains. On September 10 the perc hole was dug out deeper and a perc rate of 320 minutes per inch was measured. We feel this perc rate is still on the conservative side, both because it was conducted in soils which had been over-saturated, and because it ignores the contribution of the scattered sand seams which constitute an estimated 5 - 10 % of the sidewall area~ The monitor tubes in each of these test holes were dry on 9/17/92, indicating that there is not a shallow groundwater table problem. To develop appropriate sizing criteria for this upgrade, we extrapolated from the required absorption areas in the 1986 and 1990 versions of the wastewater ordinance corresponding to different measured perc rates. From the an examination of the relationship between perc rates and required absorption areas for a range of perc rates, we noted that doubling the measured perc rate results in a 33% increase in the required absorption area, and tripling the perc rate causes a 50% increase in the absorption area. Thus, we calculated that doubling the 60 min/in perc rate to 120 min/in, and then tripling that to 360 min/'m would, dictate a doubling of the required area corresponding to 60 minfm soils. Since we measured a perc rate of 320 min/in, we have sized the upgrade on the basis of 0.45/2 = 0.225 gpd/sq, ft. The required absorption area for this 4 bedroom residence thus becomes (4 x 150)/0.225 = 2667 square feet. Using a gravel depth of 7' below the horizontal distribution pipe, the required trench length is 2667/(2 x 7) = 191 lineal feet. The proposed upgrade design achieves this with 2 parallel trenches of 105' and 86' lengths spaced a minimum of 20 feet apart. This sizing criteria does not count the contribution of the scattered sand seams which were noted in several of the test holes. By virtue of the trenches extending so far across the lot. the system should maximize the interception of these sand seams. Since the measured perc rate is so slow, it is particularly important to minimize any extra water coming into the trenches from surface runoff, particularly during breakup. To accomplish this, an existing surface drainage swale, which the property owner constructed last year, will be re-routed and extended around the north end of the trenches. Even though this swale did not carry any discemable surface flow this year, it's creation is viewed as added insurance. The topography of the lot in the vicinity of the proposed trenches slopes towards the west at approximately 10%. The proposed project will have no significant impact on present or future water supply and wastewater disposal systems serving adjacent properties, nor will it have any impact on reserved space/surface and subsurface, or on areawide drainage concerns. Access to the construction site shall be achieved by partially f'dling the southern end of the existing drainage swale along the east boundary of the lot to allow vehicular access. After the job is complete this portion of the swale shall be reconstructed to it's original configuration. 1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform with Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. 1.4 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas. 1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for f'mish grading after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction. 2.0 Existing septic system: 2.1 The existing septic tank may be retained in service provided it appears structurally sound at the time of connection of the new soil absorption trenches. 2.2 The existing soil absorption trench shall be retained in service with the connection piping configured to favor initial distribution to the original trench. 3.0 New soil absorption system: 3.1 The upgrade to the soil absorption system shall be constructed by excavating a total of 191 lineal feet of soil absorption trenches in 2 segments of 105' and 86' each. The trenches shall be aligned roughly parallel to the surface contours of the land. The depth from original ground surface to the bottom of the excavation shall not exceed 12', and where it is feasible to follow a lower surface elevation contour the total depth may be reduced to 10'. 3.2 The bottom of the excavation of each trench shall be level. To minimize the total amount of sewer gravel required, the width of the trench may be as narrow as is practical to work in, down to a minimum width of 12". Compacted or smeared surfaces should be raked to promote optimum infiltration. 3.3 A total of 7.5 feet of approved sewer gravel shall be placed in the bottom of the excavation with the perforated distribution pipes laid level such that the pipe inverts are no less than 7.0 feet above the bottom of the sewer gravel. Sewer gravel shall be 0.5" - 2.5" screened gravel, with less than 3% passing the #200 sieve. 3.4 Monitor tubes and cleanout pipes shall be of 4" diameter and installed in the locations shown on the design drawings. The portion of the monitor tube extending through the sewer gravel shall be perforated. The 4" (ASTM D-3034) pipe linking the 2 u'enches shall incorporate a 4" high "bump" to ensure serial distribution of effluent to the eastern trench first. 3.5 Approved filter fabric shall be placed over the entire top surface of the sewer gravel. If the soil cover thickness is less than 3 feet, two inches of rigid, burial type insulation is to be placed over the entire top surface of the gravel, in addition to the filter fabric. 3.6 The top surface of the cover material shall be raised a minimum of 12 inches higher than the surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill slopes shall be no steeper than 3:1. 3.7 The existing dry surface drainage swale, which has a depth of 2' - 3', shall be extended around the north end of the new trenches maintaining a constant downwards slope. The edge of the swale shall be no closer than 15 feet from any portion of the trenches, and it shall taper out to natural ground level near the west property line. This swale work shall be done after the trenches have been constamcted. 3.8 All areas disturbed by the construction shall be covered with 4 inches of topsoil and seeded to promote rapid revegetation. This work shall be the responsibility of the property owner. 4.0 Inspections: 4.1 A minimum of 4 engineering inspections will be required during the course of the project: (1) initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifcafions and construction procedures, (2) after the native material has been excavated to expose the infdlrative surface to ensure that it is level and at the right elevation, and conforms with the soil test infom~ation, (3) after the sewer gravel is in place and the distribution pipes have been laid and connected up to the septic tank, but prior to placement of insulation or filter fabric, and (4) after final backfill and rough grading is complete. 4.2 The instailer shall coordinate the tinting of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer. The purpose of this letter is to provide the required design narrative in support of our application for a permit to upgrade the wastewater disposal facilities for the 4 bedroom residence on Lot 6 of Garretson S/D, located at 7131 North Park Drive. Soils logs, perc test results, a site plan, design drawings and specifications are enclosed for your review. The existing soil absorption system was installed in 1981 and consists of a 1250 gallon septic tank followed by 75 lineal feet of soil absorption trench containing 6 feet of sewer gravel. The soils test conducted prior to construction reported a measured percolation rate of 20 minutes/inch. The system was sized on the basis of 225 square feet per bedroom. After a number of years of problem-free operation, the system is now in a state Of failure, requiring periodic pumping to prevent sewage from backing up into the house. During August and September of this year we dug 10 test holes on the lot in an effort to detet'~ine the optimum site for a replacement system. The predominant soil type on this lot is a dense gray gravelly silt. · While several of the test holes showed pockets and/or thin veins of sand and gravel, we were unable to identify a large enough contiguous area of granular material to design an upgrade in it. Three different pert tests conducted in the silt all demonstrated percolation rates in excess of 60 minutes,per inch. After discussions with Dan Roth and John Smith @DHHS on September 15, we concluded that the only practical alternative to a holding tank is to install a series of oversized soil absorption tzenches. Since the property owner does not need a HAA certificate at this time, it will be possible for an adequacy test to be conducted after the trench upgrade has been in service for at least one year prior to issuance of a HAA certificate. The logs for test holes 7, 9 and 10 are most applicable to the proposed upgrade trenches. Test hole g9 was dug just before several days of rain. The initial perc test showed an absorption rate of just under 60 minutes per inch in the pre-soak phase with 12" of water in the perc hole. On September 8 a significantly slower perc rate was measured due to the fact that the entire bottom of the perc test pit had been saturated by recent heavy rains. On September 10 the perc hole was dug out deeper and a perc rate of 320 minutes per inch was measured. We feel this perc rate is still on the conservative side, both because it was conducted in soils which had been over-saturated, and because it ignores the contyibution of the scattered sahd seams Which constitute an estimated 5 - 10 % of the sidewall area. The monitor, tubes in each of these test holes were dry on 9/17/92, indicating that there is not a shallow groundwater table problem. To develop appropriate sizing criteria for this upgrade, we extrapolated from the required absorption areas in the 1986 and 1990 versions of the wastewater ordinance corresponding to different measured perc rates. From the an examination of the relationship between perc rates and required absorption areas for a range of perc rates, we noted that doubling the measured perc rate results in a 33% increase in the required absorption area, and tripling the perc rate causes a 50% increase in the absorption area. Thus, we calculated that doubling the 60 min/in perc rate to 120 min/'m, and then tripling that to 360 min/in would, dictate a doubling of the required area corresponding to 60 rain/in soils. Since we measured a perc rate of 320 min/in, we have sized the upgrade on the basis of 0.45/2 = 0.225 gpd/sq, ft. The required absorption area for this 4 bedroom residence thus becomes (4 x 150)/0.225 = 2667 square feet. Using a gravel depth of 7' below the horizontal distribution pipe, the required trench length is 2667/(2 x 7) = 191 lineal feet. The propOSed upgrade design achieves this with 2 parallel trenches of 105' and 86' lengths spaced a minimum of 20 feet apart. This sizing criteria does not count the contribution of the scattered sand seams which were noted in several of the test holes. By virtue of the trenches extending so far across the lot, the system should maximize the interception of these sand seams. Since the measured perc rate is so slow, it is particularly important to minimize any extra water coming into the trenches from surface runoff, particularly during breakup. To accomplish this, an existing surface drainage swale, which the property owner conslructed last year, will be re-routed and extended around the north end of the trenches. Even though this swale did not carry any discemable surface flow this year, it's creation is viewed as added insurance. The topography of the lot in the vicinity of the proposed trenches slopes towards the west at approximately 10%. The proposed project will have no significant impact on present or future water supply and wastewater disposal systems serving adjacent properties, nor will it have any impact on reserved space/surface and subsurface, or on areawide drainage concems. Our test results indicate that both systems are adequate, and we are in the process of applying for a Health Authority Approval (HAA) certificate from the Municipality. The following is a description of our test procedure and findings. According to the driller's log, the well was completed in August of 1981 and has a total depth of 180 feet and a yield of 4 to 5 gpm. On the date of our test the static water level stood at 44 feet below the top of the casing. During the course of our test we pumped a total of 724 gallons of water from the well at the maximum pump output of 6.4 gpm, which caused the water level inside the casing to be drawn down to 128 feet, but no further. Based on our test data we determined that the total yield of the well is in excess of 6.4 gpm, which exceeds the Municipal criteria for approval of a single family residence, and also meets the FHA criteria that a well be able to supply 720 gallons of water within a 4 hour period. Water samples collected on July 6 were satisfactory, showing no bacteria per 100 ml., and 0.29 mg/l of nitrate-N. In October of 1992 a new wastewater disposal system was installed to replace the original system which had been installed in 198 I. The new system consists of a 1250 gallon septic tank followed by two parallel soil absorption trenches with a combined length of 192 feet, each containing 7 feet of sewer gravel. The soil absorption trenches were sized at double the maximum s~ze normally used to compensate for the fact that the soils in this area have a very slow percolation rate. Usually an adequacy test is not required to be performed on a newly installed system prior to issuance of a HAA certificate, however because the design was unconventional, the Health Depa~iment felt an adequacy test would be appropriate. To assess the adequacy of the system we arranged for a pump truck to add 3000 gallons of water into the upper trench, after which time we mn another 724 gallons of water into the first cleanout pipe downstream of the septic tank. The fluid levels in the septic tank and in the soil absorption system standpipes were monitored before, during and after the flow of water was stopped. The initial fluid depth in the upper trench was 10 inches and the lower trench was dry. The addition of 3700 gallons of water caused the fluid depth in the upper trench to rise another 39.5 inches, which was still below the overflow pipe connecting it to the lower trench. After the addition of water was stopped, the fluid level in the upper trench alone receded at a more than adequate rate for a 4 bedroom residence. In conducting an adequacy test we attempt to provide a thorough, conscientious engineering analysis of the system. The reported results describe the performance of the system under the conditions encountered at the time of the test. Septic systems do deteriorate over time and satisfactory test results do not guarantee future performance of the system under different conditions.
