Soils testing, percolation testing and ground water monitoring must be conducted to confirm the suitability for development using on-site waste~vater disposal systems. The ground water monitoring must be conducted during high water season in either the fall (October) or spring (April - May). 3. Areas designated for the original and replacement wastewater disposal system sites must be identified and must meet all criteria specified in AMC 15.65, including slope and slope setback requirements. I would recommend that this subdivision not be approved until after the soils and groundwater information is reviewed, and after the review by ADEC on the class A well is complete. Box 196650 Anchorage, Alaska 99518-1195 Subject: Proposed Subdivision, Glenn View Estates West, ADEC Project Number 504 Dear Mr. Cross: This is response to your March 24, 1999 letter concerning a proposed subdivision in the Birchwod ama called Glenn View Estates West. The existing Class "A" Public Water System Source well noted in your letter provides water to the subdivisions of McKinley View Estates and Lampert Estates. To provide the requested comments, I have reviewed of the following information: Information provided with your March 24, 1999 letter; The Department's file on McKinley View Estates Class A Public Water System; and Information compiled to address nitrate concerns throughout the Birchwood Area. My review of the above information revealed the following information: A well log for the existing Class "A" Public Water System Source Well was not located. There was some information available from a well yield test conducted in April of 1982. However, without a well log it is very difficult to determine if contaminants found in surface runoff such as oils, gasoline, diesel, fertilizers and pesticides, as well as improperly treated wastewater such as nitrates could enter the source well. I can not verify if the source well was grouted (this was not a state requirement at the time the source well was installed) nor the depth at which the well screen, if it is screened, was placed. An interesting note is that nitrate levels in the source well range from 1.0 mg/1 in 1982 to a high of 3.5 mg/1 in 1996. The decline in nitrate levels in 1997 (2.23 mg/1 with the sample taken April 29, 1997) and in 1998 (2.83 mg/1 with the sample taken in June of 1998) may be explained by the fact that these samples were taken during James Cross Page 2 06/16/99 the time of the year that the local aquifer received maximum recharge. In May of 1996, the owner of McKinley View Class "A" Public Water System had the well pump replaced. When the new pump was installed, it was placed three feet lower in the well casing than the previous pump. The owner of the water system felt it was necessary to place the pump lower in the well due to low recharge that year. A localized lower water table could also be the results of the well casing being closed-off to the aquifer due to the migration of fine grain particles from the aquifer to the well casing/screen. Looking at just the information found in the department's file on McKinley View Estates and the information that you provided, there is not sufficient information needed to make the informed decisions that you are requesting. Using general information and some practical common sense, it stands to reason that when additional 37 homes, connected to unlimited amount of water, discharge domestic wastewater into the ground via on-site wastewater disposal systems there may be some impacts to the local ground water. What the extent of the impacts will be are difficult to determine. I would expect an increase in the overall trend of nitrate levels found in McKinley View Estates Class "A" Public Water System Source well. Again, the extent of the increase can not be determined from the existing data. Without knowing the type(s) and thickness of soils in the area around the source well with any reasonable assurance and how the well was installed (grouted or not grouted), there is a possibility that the surface runoff (nondomestic wastewater) from the proposed subdivision could impact the water quality of the source well. The following are ways to collect the information that may assist in determining if there could be any impacts from the proposed development to the existing Class "A" Public Water System Source well: 1. The developer of the proposed subdivision wait until the Alaska Drinking Water Protection Program completes their assessment of contaminant risks and identifies areas around the existing public water system where protection efforts will be most effective. The assessment for McKinley View Estates Class "A" Public Water System should'be completed within the next 12 months. 2. The developer could work with the Drinking Water Protection Program and the owner of the existing public water system by providing time and professional assistance during the completion of the assessment or complete a source water assessment of the existing public water system. James Cross Page 3 06/16/99 Provide onsite storage and treatment of the runoff so that the volume of surface runoff leaving the proposed subdivision equals the volume of surface runoff prior to development. Since the proposed subdivision will be provided water by a community water system (Anchorage Water and Wastewater Utility) and the generated wastewater will be disposed of onsite, some type of nitrate modeling could be completed and submitted to the Municipality of Anchorage and this Department for review. This should only be requested if the developer does not agree to the above noted public water system assessment. A proper well yield test could be completed on the existing source well to determine such items as radius of influence and cone of depression, as well as properties of the aquifer. This would require the installation of at least one, and possibly two, monitoring wells. I must emphasize that there are no easy answers or recommendations for this project. We both can agree that there are fewer and fewer large areas within the Municipality of Anchorage that can be developed without impacting an already existing facility (public water system) or group of people. The proper information, such as water quality and quantity, must be collected and reviewed prior to development to protect public health. Please remember that my June 16, 1999 letter on the above-referenced project was in response to a request from the Municipality of Anchorage for assistance. My June 16, 1999 letter was not in response to a submittal required bY State Regulations. I have completed my review of the submitted information and discussed the submittal with other individuals that have had contact with the above-referenced project. You covered the tbllowing two items in your January 27, 2000 letter: 1) the 200 foot Class A protective well radius and; 2) the nitrate contamination issue. I would like to address these two issues, re-emphasize some points that I discussed in my June 16, 1999 letter to Mr. James Cross, and provide some recommendations to resolve the concerns noted in my June 16, 1999 letter. The 200 foot protective well radius is a minimum proteqtive radius, and covers not just on-site wastewater systems, but also other all sources of contamination. The concern that prompted the initial reaction to the subdivision design was that surface mn-off from a majority of this proposed subdivision would drain within or very near this defined protective radius. This separation distance also assumes proper construction of the well. You will note in my letter of June 16, 1999, that there is no well log available for the existing Class A public water system source well, and to date, no effort has been made to document the construction of this well. Using general information and some practical sense, it stands to reason that when one adds 37 homes in an undeveloped area, connected to an unlimited amount of water, and discharging domestic wastewater into the ground via on-site wastewater disposal systems there may be some impacts to the local ground water. What the extent of the impacts will be are difficult to determine as you have noted in your letter. Based on known data and experience from other similar situations, ! would expect an increase in the overall trend of nitrate levels found in the McKinley View Estates Class A public water system source well. Again, I must stress that at this time, the extent of the increase can not be determined from the existing data. Allan W. Murfitt Page 2 03/07/00 After discussions with the Municipality of Anchorage, we agreed on the minimum amount of data required to complete our review regarding the any potential effects of surface mn-off and the additional loading from 37 new on-site wastewater disposal systems from this proposed subdivision on this Class A public water system source. The following is a minimum of the required information that must be submitted for evaluation by the Municipality of Anchorage and this Department: 1. The Class A public water system source well construction must be documented. This will require determining the depth of casing, condition of the casing, depth of screen and or perforations, static water level, and if the well was grouted at time of construction. Also, a well yield test must be conducted and the results used to determine at a minimum the radius of influence and cone of depression for the existing Class A public water system source well. 2. Shallow (from the surface to 20 feet in depth) soils information is available, however very little deeper (from 20 feet to 250 feet in depth) soils information for the area where the well is constructed is available. Although some well logs exist showing soils information in the general neighborhood, no soils information (deeper) has been submitted that is with 1000 feet of this existing Class A public water system source well. Information must be submitted that depicts deeper soils information within 200 feet of this Class A public water system source well. This information can be obtained by either a small pilot well or by down hole geophysical methods. Small pilot wells may be a more viable option because it will allow you and your client to better determine the radius of influence and cone of depression from the well yield test. 3. Using the information collected above and the projected volume ofwastewater generated by the proposed subdivision, construct a model of the nitrate loading on the ground water in this area. Environmental Engineer Glenn View Estates West Subdivision Your File ADEC Project No. 504 McKinley View Estates/Lampert Estates Class 'A' Water Well Our Job 99-274.08 Dear Mr. Kleweno: At the request of the Glenn View Estates West Subdivision owner (Arctic Devco., Inc.), our firm Was asked to review and respond to comments contained inyour letter dated June 16, 1999, which your office sent to Mr. James Cross, P.E., Program Manager, On-Site Water Quality, Department of Health and Human Services, Municipality of Anchorage. The findings from our review and subsequent opinions/comments are discussed in the following dialog. The two issues at hand appear to be: an encroachment within the required 200 foot Class 'A' well radius with the new Glenn View Estates West Subdivision and the existing Class 'A' well at Tract W McKinley View Estates Subdivision; and a postulated nitrate contamination issue from on-site waste water disposal at the new subdivision (Glenn View Estates West). The encroachment issue can and was resolved by the establishment of a protective radius defined in areas of Lots 24, 25, and 26 of Block 2 to allow a full 200 foot radius from the McKinley View well. We note that the new subdivision has a piped water system with lot sizes in excess of 40,000 square feet. In view of the soils percolationtest data done on these lots (done by KND Engineering of which copies are attached), and our experience with the on-site soils in providing testing for roadway and waterline installations, we are confident that the soil contained in these lots are capable of supporting a primary and two back-up sites for on-site waste water disposal. Using a five bedroom septic system design criteria, the worst case percolation rate of 10 minutes per inch measured for Lot 25 (estimated lot size reduction of 2,275 square feet for protective area), and based on the Municipality of Anchorage DHI-IS regulations, the total for all three septic system reserves, using a 0.5 gpd/sfeffiuent 03/01/00 10:11 FAX 9072697650 DEU UWmW~ ~uuo Page 2, ADEC Glean View Estates West January 27, 2000 application rote, should be on the order of 4,500 ~luare feet (usi~ bed design criteria). This reserve area is very conservative in view of the modem day requirements for low water volume toilets and plumbing fixtures. Lots 24 and 26 have a reduction of approximately 429 and 3 square feet, respectively. The corresponding percolation rates for these lots are 2,0 and 3.9 minutes per inch. With this requirement, the well separation distance required by Alaska Statute 18 AAC 80.020 is satisfied, and therefore, this issue is resolved. The '~what iP'concem for potential nitrate contamination at this well, then by Statute, should also be resolved, however, in order to be thorough and professional, we have continued the review to more fully address this issue. In reviewing the postulated contamination issue we were able to obtain a copy of the original pump test done by Jay Williams Drilling Company on April 20, 1982 along with ADEC water test result summaries for the well in question. We also obtained'copies of private, domestic well logs, with nitrate analyses where present, onproperties adjacent to this well and the new subdivision. Copies of these review data are attached to this letter. The McKinley View Estates well, from our research appears to be 260+ feet deep with a static water level on the order of 65 feet and draw down of 65 to 98 feet whenpan'q~d at 64 gallons per minute for four hours (April 20, 1982). This is consistent with other well data reviewed. This test was done when ground x~ater recharge is near or at the lowest point. We were unable to measure the current static level with out removing the pump piping (4 inch pump pipe and wiring in a 6 inch well casing). We also note that pump replacement in 1996 bas nothing to do with these issues and is likely a routine maintenance function of the system. We believe that well recharge, due to the deep static depth is fromthe Chugach mountains a few miles to the east of the site and further note that current testing cannot distinguish nitrate levels generated from organic matter (forest litter, etc.) and that generated fi.om waste water. From examining the neighboring well logs, copies of which were obtained from the archives at the Municipality ofPmchorage, DHHS, we see a relatively impermeable clay soil zone some 64 to 170 feet below the ground surface, with water hearing granular soils below this horizon. Static water levels are artesian or under a pressure head indicating an up slope recharge condition. We have no reason to believe that this water well is any different form the neighboring wells. Accordingly, we conclude that the likelihood of any contamination fi.om this development is purely speculative and emotional, with no supportive contrary, concrete evidence. Nitrate levels, from the data reviewed, are totally inconclusive and cannot be used to predict any reliable behavior (line item 2. from page 1. of your letter). This, in our opinion, does not warrant the installation of mordtoring wells (as recommended by your office) which would have to penetrate the impermeable clay zone some 170 feet below the ground surface in order to obtain a static water level fi.om which nitrate analyses samples could be recovered. Not with standing, are the costs associated with such a program, for Page 3. ADEC Glenn View Estates West January 27, 2000 which we feel, could mount to tens of thousands of dollars. In conclusion, we arc technically and professionally confident that this development will not have any effect on the nitrate levels at the McKinley View Estates community well. Our client has taken the precaution of providing a radius protection zone as required by law, to maintain the 200 foot minimum separation of any on-site waste water disposal system from this well. We also axe aware of the ADEC monthly testing requirement to keep this water source in compliance with State Law and this should suffice as a rational check on water q,~ality. To clarify, about two thirds of the proposed subdivision drains to the northwest corner of the 40-acre tract. The proposed street pattern will magnify this effect. Baron Drive will not be connected to connect Glennview West to McKinley View, but the drainage easement leading on to our wellsite protective easement has not changed. There still should be some alternative route to dispose of the surface water channelled by the street pattern. As of this moment, we do not know what alternatives may be under consideration. While we know you have received letters on this subject from many of our neighbors, we hope you will read our letter, understand our viewpoint, and protect our neighborhood from any detriment this new construction may cause us. Both my wife and I come from military families and have lived in many communities in Alaska, throughout the United States, and overseas. We used this experience in deciding where to build our "dream home". Our main concerns when researching where to build were (1) low traffic area (in particular a dead-ended street), (2) larger land parcels with few homes so we would have a close-knit community, (3) no streetlights so we could enjoy the night sky, Northern Lights, and nor have lights glaring into our home all night long (4) the views from thc home be visually pleasing, (5) a good,.clean water soume. While we are not opposed to thc Glenn View Estates West subdivision, if it is constructed as currently ' planned it will mean the end of our "dream home". A NEWSUBDIVISION SHOULD NOT JEOPARDIZE OUR NEIGHBORHOOD - IT SHOULD ENHANCE IT. When we built our home on Baron Drive we knew that the subdivision was complete and ~ve could see it was a dead-end street with the s~de street of Seneca Circle. Knowing there would be no additional subdividing on Baron Drive, we also knew the street would always be a dead-end street. We also determined that the traffic on our street would be acceptable for our family. Baron Drive serves the traffic needs of all residents on Baron Drive and Seneca Circle well. If the proposed "extension" of Baron Drive were allowed, Baron Drive would then be forced to service Glenn View Estates West and another 37 households. I find it impossible to believe that residents of Baron Drive would be forced to tolerate the potential 200% increase of traffic because of a new subdivision. This is totally unacceptable. Most important, we are one of many residents on Baron Drive with small children. Our home was built on a dead-end street intentionally so that we would have limited traffic and therefore, limited risk to our children. In addition, all homes on Baron Drive directly face the street with our driveways entering directly onto Baron. The increased traffic would greatly increase the noise pollution and we would be subjected to the vehicle, lights of the additional truffle as they shine into our homes. Lastly, the increased traffic would be a problem because we have no sidewalks for pedestrians or bicycles. Wlfile this is not currently a problem because drivers on Baron Drive are cautious of the pedestrians, bicycles, and horses, it would be a major problem if traffic were to increase to service another 37 homes. Another concern we have is the drainage system onto Baron Drive. Our community well would be greatly jeopardized by this situation. Residents utilizin~ the cnmmunity well are entitled to a safe water supply and we cannot believe that another subdivision would be allowed to threaten that. Even if we were hooked to AWWU, this proposed drainage would surely impact our septic systems and compromise them also. Some residents of Baron Drive have already expedenced'a rising water table and this would heighten the problem. Street lights in our neighborhood would destroy the nighttime viewing for everyone in the area - including Baron Drive and Seneca Circle residents. We have found them to be no need for additional lighting after dark and would like to be able to enjoy the night view as it is now. Let's face it, this is one of many of the benefits of living outside of Anchorage and one of the major reasons we built here. While we are realistic about the removal of some trees for the const~ction of new homes, it would be totally unacceptable to cut more trees than needed. These trees provide sound and vision buffers for homes near the proposed subdivision. We have viewed the Glen View Estates I subdivision and found it to b6 hideous to see all the trees that were unnecessarily removed. If we wanted to live in a "downtown" atmosphere we would have stayed in Anchorage and not moved to the beautifully wooded area on Baron Drive. Again, we wish to reiterate that we support the idea of subdividing and developing the Glenn View Estates West II. However, the currently plan places too much ora burden on the residents of Baron Drive and Seneca Circle Residents of Baron Drive and Seneca Circle should have a major say in the development of our ~eiEhhorhood; our community. We call upon you to preserve our home and ne~ghborhoo~l m the condition that we knowingly purchase and built our home. Please don't take away our "dream home"and betray our trust in you. I have read your concerns regarding the proposed Glenn View Estates West Subdivision and the impact such a project may have on the McKinley View Estates Public Drinking Water Supply. My office has been in contact with Mr. Jim Cross of the Municipality of Anchorage, who is responsible for enforcing municipal reguIations for subdivision approvals for the Municipality of Anchorage.' He has assured this office that he is working with the developer and is addressing water quality issues and the impact construction will have on the surrounding properties, including drinking water supplies. Developers have specific criteria that must be met before any development can occur. 1 encourage you to continue to be pro-active during the development and construction stage of this subdivision and work with Mr. Cross on issues that impact your community. The proposed drainage system in the NW comer drains directly toward our community water well owned by McKinley Utilities. Restrictions and regulations must be included to protect our water system and our properties from pollution of any kind. This 40 acres is higher than much of McKinley View Estates and other subdivisions toward the inlet. Water and septic problems are already prevalent in this area. 2. Making Baron Drive a through street directs traffic in the opposite direction from the Glenn Hwy. and is a longer route. If this prompts the extension of W. Homestead Rd. to Four Wheel Drive Rd., it really raises a high volume of traffic concern. It may encourage much of the traffic from Deer Park, Inlet Vistas, Lampert Estates and other traffic NW of us to "cut through" on W. Homestead Rd. instead of using the established Oberg Road. Not only does extending these roads not benefit the new subdivision but it could further compromise our safe water, rains currently dead-end subdivisions, threatens children's safety, raises the noise and dust levels and has possible higher crime implications. At the very least speed bumps are essential on these straight stretches. 3. The developer, Mr. Rex Turner, indicates that the covenants and appearance of the subdivision will be the same as Glenn View Estates I. In that subdivision ALL of the trees appear to have been cut down. The new area has beautiful trees which benefit everyone. Not only is the beauty important but they are a natural windbreak. We get very strong winds from the East. Clear cutting would be unfortunate and could be costly in the future, even dangerous to current and new homeowners alike. 4. Most subdivisions in this area have no street lights. We get to see the stars, northern lights, an occasional comet, etc. We have a great place to live. Please at least limit the amount of street lights if not eliminate them from the proposed Glenn View Estates II. My husband and I would like to respond to you about several concerns we have about the subdivision. We live in McKinley View Estates, Blk 2 Lot 15, right behind the proposed subdivision, therefore some of the decision will impact us a great deal. Our major concern is the septic and water system being used in Glenn View Estates West. In McKinley View Estates Subdivision we have our own well system. We are all on our own septic system. The ground water level here is very high and most of the neighbors have trouble with that already. The empty lot acress from our house won't pass a perk test. -- We do not want to add any more problems to our area by having the new subdivision pass an,/sort of run off our way. This is a big deal to all of us living here now. 1 also understand that the folks on Green Garden have similar preblems. We need to have a solution that will not impact the existing housing areas. Our next distress is the fact that "they" want to connect our street, Baron Dr., to Glenn View Estates West. This is the most absurd idea. There is no reason to connect to two together. One of the reasons we purchased on this street was because it was a dead end read. We are a quiet little neighborhood who doesn't need or want traffic that has no reason to drive through it. We have several small children playing in or around the street. We currently have so many snowmachines, ATVs, and teenagers screeching down Baron that don't belong here now, that I can't fathom what a through road would do to us. In addition, we are up in arms about Homestead Rd. too. If that read were ever put threugh (which we were told was never going to happen) it would become a major speedway. I shutter to think what will happen then. It could become a very deadly read that we hope won't end up being our children or one of us. Our next fear is that the developer will clear cut the entire 40 acres preposed for development. It is also my understanding that he was asked to take the minimum amount of trees from his last development across the Glenn Hwy. from us. It is very apparent that he did not follow those guidelines. Those houses stick out like a sore thumb. We have lived here for 16 years and have enjoyed every minute of looking out at all those trees. It would be a terrible thing for a great number of people, including the new buyers, to just see huge homes. Another factor in keeping as many trees as possible is the wind out here. We get very large winds often out of Ptarmigan Valley and taking all the trees will cause a lot of people a great number of problems, including the new buyers. Lastly, but not necessarily everything, is the plan to install street lights. We are so against that. One of the many wonderful reasons for living out this far from town is that there are no street lights. With the exception of this same developers new subdivision across the Glenn Hwy., the same one that was clear cut, has street lights that we can see from our home. If we can see them I can only by horrified by the thought of having them right next to us. Right now we are able to enjoy the Northern Lights every time they am out and not miss a single star. We can take a breathtaking walk on a cool, dark evening with a full moon and actually be able to see and appreciate it. It drains onto land at fife end of Baron Drive. The fkst concern we have is the Community well (McKinley Utilities) is in close pro;dmity to that drainage area. The well sets at lhe west edge of'Baron Drive at the end of the street. This well setwes both the McKinley View Estates and Lampert subdivisions. We are concerned with the probable increase in pollutants in our water, including but not limited to nitrites and coliform bacteria. With evm3' home that drains into the area of our Community well and into the gro~md and our water supply, we feel that the increase in fertilizers used, pets in the area, cars in lite area, etc. w/il increase the possibility of compromising our water snpply. We have been told by Co~mnunity Planning and Development that they want to extend Baron Dlive into the proposed subdivision. The sketch that the staff did on thc map they gave us shows fl~e extension of Baron Drive going over the grassway. We are concerned about the increase in petrochemical pollntants (asphalt, sealers, etc.) leaching into the gronndwater. We ,are, ,also, concerned about tile effect that construction o~t' an extension will have on the water supply. This would include the change in the lay of the land, compaction, materials, etc. Anolher concern we have is with the increase in the amount of water that is diverted to onr subdivision. The proposed subdivision, as described above, shows drainage for this new subdivision to the northwest. Rex Turner, the owner of the acreage, told us in a public meeting on January 21, 1999, the drainage is to be a grass waterway type drainage and it will end at Baron Drive. First, our Community well (our only water supply) is at the edge of this planned drainage area. How is this going to effect our water quality? With the increased nitrite levels in surrounding water supplies and the historical change of highly increased nitrite and coliform levels in wells that have subdivision drainage flowing imo the well/ground water system, 1 would expect that we would be subject to not only much higher nitrite levels, but also be subject to other ground water runoff contaminants (malfunctioning septic tank drainage and accompanying bacteria, etc.). None of us expect problems with our septic systems, but it is a harsh reality that these problems do occur and there have been recent problems in Northwoods Estates. The problems do not occur based on the dollar amount of the construction. I oppose any drainage that jeopardizes our water quality. I suggest the drainage location be re- evaluated and moved to a location where it does not affect the quality of the water of two subdivisions. Second, the proposed drainage dumps into existing ground water drainage. The five existing houses at the North end of Baron Drive are on the lowest land in the area. What studies have been done to assess the amount of new drainage runoff that can be expected ['rom the planned new subdivision and how it effects those houses. Any increased runoff could canse damage to these properties and also effect our property values. Is the drainage planned to go on both sides of Baron Drive equally or just as it may fall. I oppose any increased drainage in our area at the convenience of the new subdivision and at our expense. I suggest the drainage location be re-evaluated and moved to a location where it does not effect the water system of two existing subdivisions or the existing homes that will carry the brunt of the additional runoff. Third, with the recent problems experienced and requirements for new septic systems in Northwoods and recent requirements for lift station septic systems in the area, I would like to request the perc tests to be done again in the Spring. The perc tests were done after an extremely dry summer and fall and a late winter. Were the perc tests done in all the types of existing soil in the acreage or were they limited to the areas with the best likelihood of passing. Some of the soil types that are shown on the soil type map are not conducive to drainage in the amounts currently required by the Municipality. Were these areas also tested? Fourth, how will drainage and the potential for contamination be controlled during construction? Will adequate drains be in place to handle the water runoff during the construction process? Will the particulate (solids, including mud, soils, etc.) count increase during construction and how will this be controlled? Will we be left with muddy water contaminated with construction materials (oils, paints, solvents, dirt, cement, etc.) ending up in our Community well? 2. The proposed subdivision, as described above, shows access from Voyles and Green Garden. The owner and developer of the subdivision told us, at the same public meeting, that those are the accesses that were recommended by the staffat the Community Planning OffiCes ( Jerry Weaver). Why were those sites recommended? Why isn't Homestead Road an access road instead of Green Garden? When Kathy Day talked to the staffat the Community Planning Offices, she was told that Homestead was not scheduled for dgvelopment for a couple of more years. I am sure that Green Garden and Baron Drives were not on the schedule for development either. It makes more sense to open a road that is already planned for development a couple of years early than to violate the integrity of the two smaller roads. It is my understanding that Green Garden is a designated dead end and that Baron Drive was not to be extended because of the right-of-ways in existence. If we open these smaller roads, we are not only impinging upon the quality of life that the existing neighborhoods have, but we are opening the entire area to quick access and get aways by those who do not live in these neighborhoods. I think we will have an increase in crime and speeding cars in both the existing neighborhoods and the proposed subdivision. Our quiet and safe neighborhoods are why many have moved to this area. Our children are safe in these areas. We have monitored activity in our areas and have stopped cars and suggested that the drivers slow down in our neighborhood and observe the legal speed limits or be reported to the authorities. If the roads are opened, these individuals will have no reason to slow down. I recommend that Homestead Road and Voyles be the access roads for this new proposed subdivision. I believe that the existing roads of Baron Drive and Green Garden should be left as dead end roads. Why should the existing subdivisions lose their quality of life values in this area when there is a less invasive road that will be developed soon? If the reasoning for recommending the opening of the smaller, existing streets is that they are already constructed, is that valid? None of the streets proposed in the subdivision in question (Garden Circle and Voyles Circle) are constructed either. 3. Anchorage has had problems with air quality and has exceeded Federal regulations on several occasions. Has any consideration been placed upon the value wooded areas (trees) have in cleaning the air? With more air pollution from the increased number of vehicles and housing materials and fewer trees, Anchorage is bound to violate the Federal Clean Air Standards Act more frequently, resulting in more fines and restrictions on the Municipality from the Federal Government. I suggest you plan for more trees in the "plam~ed communities". I hope that you will duly consider the objections and suggestions that I have raised. I hope that you will consider the quality of life that the existing neighborhoods have and their wishes to keep their neighborhoods safe, healthy places to raise families. I am not against development; I am against development that is made at the expense of the families who have lived and come to these neighborhoods t;or a slower paced, safe community. 1 am sure that we all would live in Anchorage if we wanted to live in high paced neighborhoods. I do not think that our way of Iife should be compromised because someone wants to move into our neighborhoods and change the dynamics. We have lived here the longest and while our homes may not be of the value of the new homes, that does not mean we am not entitled to the same quality of life that we have had. Why should the needs of a NEW subdivision take precedence over an ESTABLISHED neighborhood and the taxpayers who live in them While our choice of lifestyle may not be that of you and the developer, I hope you will consider our objections and suggestions from our point of view. First, our Community well (our only water supply) is at the edge of the drafiiage area. How is this going to effect our quality of water? In the first Glenn View Plat the Platting Board required the developer to ensure that trees be protected except where removal was essential for the home footprint for house, septic, yard, &rive etc. The Developer as well as the builder's have ignored the plat note and on many lots all trees were removed. We ask for inclusion of more specific plat notes, wording and enforcement teeth to guarantee the intent of minimal tree loss and protective buffers. This time the requirement must be binding on the developer, builder and future owners. Street lights. The developer stated MOA required the type and size lighting installed in Glenn View. Our understanding is that this is not the case and lighting is not required. Plat notes prohibiting light pollution are requested. Lighting is requested to be restricted to a minimum size, number and intensity, and that any street lights installed to be adequately located, sized and shielded to minimize their intrusiveness. The intent is to lessen the impact on adjacent neighbors and the rural nature of the surrounding community. Public well protection. There is a class A public well adjacent to the new subdivision. Surface and subsurface drainage from Glenn View West heads SW according to the developer. It is requested that a specific condition of the plat require ADEC to sign off approval on the drainage plan for this development since it appears to head directly towards this well. That approval must include any additional protective measures recommended or required protecting this class A system from 37 new septic systems. Someone with appropriate authority must determine if this well is at risk from the 37 new septics and how to best protect it. Septic system review. MOA On-Site to review and comment on the number of septic system replacements surrounding this development in Northwoods and McKinley View Estates due to groundwater or soil problems. This review should be made part of the plat information available to buyers. Many residents testified to regularly standing water on portions of this property. Northwoods and the surrounding subdivision have a history of multiple septic system replacements due to poor soils and high groundwater issues. New septic technology and better installation may solve the problem. Trails-Historical pedestrian and equestrian access between many neighborhoods and Oberg Soccer field runs along the Voyles/Ramsey as well as the Homestead roadway. A trail easement along these routes would be appropriate. Residents of the new subdivision as well as the existing residents will need this access to the community and the soccer fields. Roads-As stated in the Long Range Transportation Plan, a collector road is necessary along the Homestead alignment to serve this area. Area Fire Department Officials, Road Board Representatives and residents believe the appropriate access for Glenn View West is Homestead. No access would be required from Green Garden or Baron if Homestead and Voyles were used. The curve at Voyles has numerous sight and slope problems. If an additional bus stop were added on the curve between current bus stops at Blue Skies and Live Alder there would be additional safety concerns. Using Homestead for secondary access and placing the bus stops over there is a safe idea for everybody. The developer could build Homestead to subdivision standards on the section of Homestead that adjoins his subdivision. In this end of the Community, development is practically the only way roads get built. To take this chunk out of the equation deprives the existing residents as well as the new residents of a long-term transportation system. Previous plating actions on Homestead have been designed to work with the development of this tract of land for the benefit of new and existing residents. Getting Homestead finally closer to being fully connected will provide access to the Middle School, the ballfields and Oberg Soccer Field for all the neighborhoods and keep people offthe private property. People in the community are ready to work on trail improvements for the kids. As Oberg Soccer and the nearby ballfields develop, it is increasingly apparent how much the Homestead connection is needed to provide adequate safe access. Additionally, a substantial amount of traffic being generated from Knik View subdivisions is all funneling down various narrow unlit residential streets in Northwoods. We must begin to funnel this traffic out of the neighborhoods and onto collector roads. Concern over traffic problems at the proposed soccer field in addition to traffic problems with the ballfields to the South was almost significant enough to prohibit the development of the Oberg Soccer fields. The community accepted the Soccer field in part, with the expectation that the Homestead connection would follow. Homestead and Voyles are the connection that get kids and equestrians to Birchwood and across the Glenn Highway at North Birchwood to reach Loretta French Park where the equestrian park is and 5 new ballfields are planned. Access from Peters Creek is only via busy paved streets to get to the paved trail on the Old Glenn. The North Birchwood access is much less busy and safer. This is a significant piece of the puzzle for hooking up our communities road and access system. Please help put the pieces of the puzzle together. Health & Human 8ervioes RE: Testhole Report for On-site Systems - Glenn View Estates West S/D Gentlemen: Enclosed are the results of our investigation of 37 testholes on 37 lots for the proposed subdivision. Testholes were logged on April 19th & 20th of this year with percolation testing tohccurring through the following week. Water monitoring was conducted on May 15 , during the seasonal high water period. The results of this test mirrored previous work in the area. Existing Conditions: The area is gently sloping and densely covered with birch, spruce cottonwood, aspen and some willow. Snow was encountered at various depths but normally less than 12" with open areas prevalent throughout the site. There was no runoff observed and the snow was melting indicating that the majority of the moisture was being absorbed into the underlying soil strata. This was confirmed during our investigation as we found moist soil conditions in the upper organic layer, the in-situ material being comprised of low moisture content and we observed no water in any of the testholes either during excavation or after water monitoring during high water. Procedures: Testholes were located and staked by Kenneth G. Lang, Surveyor, prior to excavation. Testholes were excavated utilizing a Case 1088 Log Track excavator and backfilled with the excavator and a Case 850D dozer. Turner Construction operated both. No ground water was encountered during excavation. Monitoring tubes, comprised of 4" perforated F810 pipe was installed in all testholes. Percolation holes were presoaked and testing was conducted in accordance with the falling head percolation testing procedures. Ambient temperatures were above 32°F during our testing and therefore we did not have to worry about special protection of the sites. RE: Testhole Report for On-site Systems - Glenn View Estates West S/D November 11, 1999 Page 2 of 2 Results: On the 37 lots we excavated 37 testholes and conducted 38 percolation tests. Ground water was not encountered in any of the testholes although there was significant seasonal melting. Only one area was found to have any surface water. This area is located off site and to the south east of the subject project. This area appears to be a low area that collects seasonal runoff, which percolates, into the ground over time. All proposed septic areas are in excess of 100' from this location and indicate no negative impact due to the horizontal and vertical elevation difference. Minor frost was encountered in the upper layers of the soil but it was not significant enough to log. Only one percolation test did not meet minimum regulatory requirements by only a small amount (64.64 min/inch). This test was run again on the same percolation bench but in a different location. Based on the consistency of the soils throughout the site we believe that the results of the initial testing was an anomaly, and that with the new percolation test it showed that this lot can meet the required percolation rates per regulation. As indicated previously there was no water observed in any of the testholes during excavation or after monitoring, which was conducted during a seasonal high water event on May 15th. No testholes had ground water at levels that would preclude construction of a conventional on-site septic system, although it should be noted that based on our investigation we would recommend that the majority of septic systems on this site be constructed in the top 6' of soil. This may require that the houses be constructed above normal levels or include lift stations to provide service in lower levels.
