January 10, 2014 RESTORATION Subject: Revised Design Submittal Letter Re: Brause Septic System, Lot 1, Gleason Subdivision 5400 East 104th Ave. Anchorage, AK Dear Ms. Wockenfuss, Restoration Science & Engineering, LLC (RSE) is submitting the attached revised calculations, engineering design plans, and percolation test logs for a replacement septic system for the Brause residence located at 5400 East 104th Avenue on Lot 1 of Gleason Subdivision in Anchorage, Alaska. According to available records, the property has an existing 1,250 gallon septic tank (further evidenced by visible cleanouts) that leads to a septic crib of unknown dimensions. The proposed new septic system is sized based on a four bedroom residence as the property owner is applying for permits to construct an addition to the existing three bedroom house. Percolation Tests and Depth to Groundwater RSE conducted two percolation tests in one test hole near the location of the proposed leach field on November 15, 2013. RSE also reviewed percolation test data from adjacent approved septics (Gleason Lot 2, Loudermilk Lot 4) and found similar soil horizon and percolation rates. Groundwater levels were checked on December 11, 2013 and were not encountered to depths of 12 feet below ground surface. Groundwater observations of nearby septic systems indicated groundwater is deeper than 15 feet in the project vicinity. The test pit was located within the proposed leach field area. Given the nature of the sandy gravel soil and absence of different soil horizons from the bottom of the absorption field to the depth test pit excavation, the test pit soils have self -compacted to near the pre -disturbance condition. The lack of groundwater to the bottom of the test pit and groundwater data from nearby septics and wells further reinforce that groundwater will be protected. Data from nearby wells and septics indicate groundwater is deeper than 15 feet and well logs indicated water where observed is deeper than 30 feet bgs. The sand liner will also minimize any undue influence of the disturbed zone. Soil percolation tests were conducted by RSE at approximately four and seven feet below ground surface and indicate the soil has a percolation rate of approximately 1.0 to 0.7 minutes/inch. Based on this, and using the faster 0.7 min/inch percolation rate, the proposed design incorporates a sand filter. Additional percolation test(s) will be conducted in strict accordance with EPA 1980 Design Manual at the site in 2014 prior to leach field construction. This will be performed to both ensure all areas of the proposed leach field are within 30 feet of a percolation test hole and validate the design percolation rate. The results of additional percolation test(s) and test hole log(s) will be submitted to MOA. 1 BRAUSE RESIDENCE, ANCHORAGE, ALASKA JANUARY 10, 2014 REQUEST FOR APPROVAL TO MODIFY A SEPTIC SYSTEM PAGE 2 Property Line Setback Requirements The proposed design includes removal and replacement of the existing septic tank, as well as installation of a new absorption bed leach field. The current septic tank encroaches within the 100 foot well protective radius for the on-site well and the location of the new tank will be outside of the well radius. The new system will meet all setback requirements with the exception of the 10 foot property line setback requirement for the leach field and the 10 foot setback for the existing septic crib. The small lot size, coupled with the well setback requirements and the required replacement infiltration field prompt this variance request. The location of the proposed leach field is within the 10 foot property line setback to Daisy Circle (East) and the undeveloped adjacent Tract A of Gleason Subdivision (South). The proposed leach field location is 5 ft from the east property line and 7.5 feet from the south property line. Both property lines are fenced which will prevent overburden from being placed on neighboring properties. Based on field observations of soil during test pit installation, the excavation sidewalls should be sufficiently stable to avoid sidewall collapse and potential impacts to the adjoining property or fencing. The Daisy Circle 50 -foot right-of-way (ROW) provides a 'setback' to Lot 2 of Gleason Subdivison (Lot 2) which is on the opposite side of the ROW. The drinking water well for Lot 2 is in the far northeast corner of the Lot 2 providing adequate setback from the proposed leach field. The undeveloped Tract A (1.77 acres) is large enough to provide adequate space for installation of an on-site drinking water well and septic system and meet the 100 foot well protective radius. Local topography is relatively flat and shallow groundwater was not encountered in the percolation test pit excavated to 12 feet below ground surface. Site topography in the location of the proposed leach field does not have a discernible slope. Subject property topography includes an approximate 2% grade to the east in the area north of the proposed leach field away from the house, and a 4% grade to the north at the front of the lot towards East 104th Ave. The local topography, soil conditions, and shallow absorption bed leach field design indicate septic system effluent will infiltrate vertically through the soil column and is not expected to migrate horizontally. Setback to Existing Septic Crib The location of the proposed and replacement leach fields are likely within the setback requirement for the existing crib leach field, of which the exact location and dimensions are currently unknown. Prior to installation of the new leach field, surficial soils overlying the crib will be excavated and the crib exposed and liquids pumped out and solids removed, and then backfilled with soil similar to the native soil in the area. If the new leach field is within ten feet of the existing crib, and the referenced crib is constructed with materials (i.e. larger rock or timbers) other than native soil, the materials will be removed to within 10 feet of the new leach field and the crib backfilled with soil similar to native soil. The procedure detailed above will also apply during installation of a replacement field as required. The location of the proposed leach field follows existing oppositional well and septic positioning in the neighborhood. If the undeveloped Tract A is developed, the leach field location may cause the owner to be required to position their well in a location which is 2.5 feet further away from the Brause residence (due to the variance allowing the Brause leach field closer to the property line). The waiver will allow the subject property owner to construct an addition to the house as well as install a new septic system that meets well setback requirements (unlike the current septic tank location), and will result in improved groundwater protection versus the existing crib.
