A site investigation was made 28 April 1979o The log of a test hole dug , · 'n~ ' in the zone of interest to 12.5 ~s also shown on the dra~ ....... The sozls . were very fine and uniform and visually classified as silty sand or sarmv ilt. %~ rc test was erformed over a meriod of 2~ hours; three trials s pe p ~ . . were made yielding a steady state rate 1.15 mmnutes/znch. The existing 3,500 gallon septic tank will be adequate to handle the pro.jected s~ating capacity of 629 persons. However, Phase II and III of the General Plan will not be developed until public sewer is available. This department concurs with the findings. However, there is a design option for the temporary classrooms Lhat can be used if engineering deems necessary, this option addresses 150 students using temporary classrooms. Prior to compleX-ion of Phase II, the 150 students generating 1,590 gallons per day. This optional design data is on file with this department, which was also submitted by A.E.C.S., Inc. This department can now issue a permit for the septic system designed for 1,500 persons or the option. Under no circumstances is this approval of the septic system permit for Phase II be construed, used or modified to connect Phase III or change design to allow additional wastewater of any source that increases wastewater flow rate. This department has requested the septic tank be pumped once a year, in March, just prior to break-up. John W. The leach field may be constructed at either site A or site B, whichever is more economical. In case the leach field fails to perform adequately in one site, another leach field could be constructed at the other site. For this reason, it is advisable to reserve the other site for a replacement septic system. The design consists of a 9000 gallon septic tank; a lift station capable of delivering 11 GPM at 30 feet of head; a heat traced two inch line running between the lift station and the leach field. The leach field consists of 4 perforated sewer lines, 4 inches in diameter, that run parallel to each other. The design is based on a school addition capable of holding 500 students. A design flow of 21.1 gallons per day per personwas used. We feel that this is a very safe design flow. The lift station pump was designed to operate at a peak factor of 1.5 x average flow. The leach field was designed using soils logs and percolation tests done by Alaska Environmental Control Services with a Mobil B24 Drill. Construction of the on-site wastewater system could be done in stages or all at once. In either case, the full size septic tank and lift station should be installed. The leach field could be installed in two stages. One quarter of the leach lines could be built in stage one when the septic tank and lift station are installed. The other three quarters of the leach field could be installed when phase II, the permanent classrooms, is completed. The subject property is located at the corner of Huf~nan Road, which is a class one collector, and Pintail Street. Huff~nan Road consists of a 100 ft. R.O.W. and Pintail consists of a 65 ft. R.O.W. Both of these roads are developed to the same level as other roads in tine subject property vicinity. The property is zoned R-6-(21.40.080). The proposed development may be allowed by special excoption-(21.40.080, D,3). Minimum yard requirements are: 1. Front yard: 2. Side yard: 3. The existing church was completed last summer under Planning & Zoning approval by Resolution ~15-79A. A 20 foot vegetated buffer on the Huffman Road frontage has been main- tainedand will be widened to 22 ft. The location of Pintail Street is closer to the East property line than shown earlier. This past year the Municipal Telephone Conpany removed vegetation and trenched a cable in this buffer area and did not replace the vegetation. This was also partially disturbed by the Gas Canpany when ~ey installed their lines prior to the Telephone Company. ~e church has confo~d to Resolution 15-79Aby replacing disturbed areas with adequate l~dscaping. ~e church has concern a~x~ut keeping as many of the large aesthetically attractive trees as possible. As you see on Site Plan A & B, the church will keep the large naturally vegetated area in front of building (west side). '[his area ori~inal].y was planned for the future expansion of the church. It was decided this would add to a more natural feeling and help buffer the dnurch from Pintail and Huffman. The church will now ex~pand southward following the rectangular si'te. Phase III Assembly was located to provide necessary access on three sides without bottle necking the traffic and pedestrian circulation for the entire complex. Sonm natural vegetation with large trees and new landscaping will he provided around the assen~ly complex to help buffer it from the parking end street. Resolution 15-79A gave the church till February 1982 to co~lete the asphalt. Park of this resuh~ittal is the final parking for all three phases so the asphalt won't have to he torn up. Parking has been calculated two-ways based on Standard for Conditional Use Section 21.50.040. Instead of five occupants per stall, four occupants per stall has teen used. The controlling calculations were by m~ximum seating in assembly areas. Under Phase I and II, maximum seating would he 650 people, which would equal 163 required stalls. Under Phase III the maximum seating would be 1000 requiring 250 stalls. The design is to provide 264 stalls. Special provisions for the handicapped consists of a segregated parking area less than 200 feet front the main entrance. Pedestrian access fr~ this area is via a five foot wide sidewalk which will have less than a 1 to 12 slope ratio ~d will not require crossing vehicular traffic lanes. The major issue addressed by these submittals is the drainage. The south portions of subjects property has been surveyed and it reveals that natural drainage has been interrupted initially fran the owner of Lots 5D and 5A who is across Pintail on the west side. These lots have been backfilled to restrict the natural flow of water across Pintail. It has created a dam which backs up water on subjects property and Pintail. Pintail Street has since been raised so pending does not occur as frequently across the street. This condition has created an unusable portion on subjects property. Upon investigating the source of this drainage swale across subjeces land it was determined that it is only runoff from four lots contiguous to the southeast conner of side, not ~ existing creek. It only backs up during breakup. Pintail street is outside the Municipality Service District and is considered a rural residential, Peripheral and Access Street. It is required to build only twenty feet of road surface but we are proposing to construct 22 feet of road surface. (Huffnlan Road is only 24 feet of road surface.) Page T~"e ? Final Conditional Use Application 7/17/81 One solution we are proposing is to fill the dotted area so that natural drainage will not be impeded and will allow runoff 'to reach Pintail Street. Attached is a Plan and Profile of Pintail showing the existing grade. By building up Pintail Street to the existing cro~ on the road which is south of the southwest corner of subjects property, we are able to make an acceptable grade to the Huffman road intersection. By rebuilding Pintail to the finish grade as shown we can obtain 0.78% slope in the ditch. The cross-section of Pintail is an open ditch with culvert under the driveways. This will allow all site drainage to flow into Pintail ditch and then into the Huffman road drainage ditch. 1. Electricity is available on three (3) sides of the property - by way of overhead power lines owned by Chugach Electric Co. 2. Natural gas is available on the south side of Huf~nan Road bordering the property and along the west side of Pintail Street. 3. Water is obtained from a well drilled in accordance with governing regulations. The sewage system was approved by the Department of Health and Environmental Protection. The system was designed for expansion which will include adding a 250 gallon deluge tank and pump, plus adding two more leach field lines as sho~n on site plans. The lines will be placed under the planting strips rather than the asphalt to protect from freezing. ~e proposed land use is consistent with the goals of Title 21 and should make an attractive addition to the local conmanity, as well as contribute to the social welfare. The environmental impact of the proposed development during and after it's completion will not be adverse in ten~s of air, water and noise pollution. A site investigation was made 28April 1979. The log of a test h°le .dug to 12.5' is also shown on the drawinM. The soils in the zone of interest were very fine and uniform and visually classified as silty sand or sandy silt. A perc test was perfomed over a period of 2~ hours; three trials were madeyielding a steady state rate 1.15nzinutes/inch. The system was designed based on an application rate of 3 gpd/sq, ft. The facility can accommodate 47~ people and using a rate of 5 ~gpd/person a total flow of 2355 gpd was determined. A 3000 gallon septic tank and 785 sq. ft. of leach area are r~quired. Ade~oate room is available for expansion and/or replacement. An investigation was made to determine locations of adjacent water supplies and waste disposal areas. No water supplies are within 200 feet of the proposed septic tank and leach area. No existing wastewater facilities are within 200' of the proposed well. Please review for ADEC requirements. As discussed, the septic system originally designed by Tauriainen Consultants can adequately handle expansion. Soils analysis shows the system will sufficiently hanctle Ph&se I & II by installing two additional drain field trenchs, Phase III of expansion (large assembly) is shown on the second site plan. At this tin, we are not asking for final approval on Phase III, but rather showing that it is possible to tie into the existing system. When construction of 'Phase III is considered, the necessary documentation for the septic system will be submitted. A site investigation was made 28 April' 1979. The 10g of a test hole-dug to 12.5' is also shown on the drawi.n~. The soils in the zone of interest were very fine and uniform and visually classified as silty sand or sandy silt. A perc test was performed over a period of 2½ hours; three trials were made yielding a Steady state rate 1.15 minutes/inch. The system was designed based on an application rate of 3 gpd/~q, ft. 'The facility can accon~nodate 471 pevple ~and using a rate of 5 gpd/person a total flow of 2355 gpd was determined. A 3000 gallon septic tank~ and~785 sq. ft. of leach area are r~quired. Adequate room is available for expansion and/or replacement. An investigation was made to determine locations of adjacenn water supplies and waste disposal areas. INo water supplies are within 200 feet of the proposed septic tank ar~ leach area. No existing wastewater facilities are within 200' of the ~o~oposed well. This department concurs with the findings. However, there is a design option for the temporary classrooms that can be used if engineering deems necessary, this option addresses 150 students using temporary classrooms. Prior to completion of Phase II, the 150 students generating 1,590 gallons per day. This optional design data is on file with this department, which was also submitted by A.E.C.S., Inc. This department can now issue a permit for the septic system designed for 1,500 persons or the option. Under no circumstances is this approval of the septic system permit for Phase II be construed, used or modified to connect Phase III or change design to allow additional wastewater of any source that increases wastewater flow rate. This department has requested the septic tank be pumped once a year, in March, just prior to break-up. John W.
