GENERAL: The existing 3 bedroom home is served by a private well and septic system. The existing septic system is in a state of failure and needs to be upgraded. Two test holes were excavated on the property. We are proposing to design the septic system around the 30 foot radii ofthese test holes. Due to the poor permeability of the receiving soils we are proposing to use an Advantex treatment system and a bed type drainfield. 2. SOILS: See the attached log, which shows the soil classifications, groundwater monitoring, and the percolation test results. 3. DRAINFIELD APPLICATION RATE: The intent is to install an Advantex treatment system that will allow the use ora small drainfield in the area around the 30 foot radii of the test holes. The Advantex system has received class III approval and we are going use an application rate of 0.5 GPD/FT2. 4. BED DESIGN: a. Percolation Rate: 80 minutes/inch b. Proposed Application Rate: 0.5 gallons/day/ft2 c. Number of Bedrooms: 3 d. Design Flow: 450 gallons per day e. Minimum Absorption Area: 900 fi2 f. Total Depth: 1.0 feet (max.) g. M.O.A. ORENCO PACKAGE SYSTEM: The fiberglass tank with the Advantex Treatment System will be manufactured by Anchorage Tank & Welding to meet the latest design criteria established by Oreneo Systems, Inc. The point of contact at Anchorage Tank is Lowell MeNutt. As with their standard STEP tank, it is equipped with a high water alarm per. M.O.A requirements. 6. SURFACE WATER: There is some ponding of water along the north lot line but will be 100+ feet from proposed septic system. 7. TOPOGRAPHY: The average topography in the area of the proposed drainfield is a 5%- 10% slope running approximately east to west. 8. WAIVER TO IMPEARMEABLE SOILS: Two test holes were excavated on the property. Percolation tests were performed in both test holes at approximately 5 feet deep and were found to be impermeable. This impermeable layer was found at a depth of 3 feet in both test holes. A percolation test was also performed at a depth of 1 foot in test hole #1 and found to be 80 min/ineh. We are requesting that the vertical separation distance between the bottom of the drainfield, and the impermeable soil layer, be waived to 4 feet. Justification for this reduced separation distance is summarized as follows: The effluent being discharged to the drainfield is from an Advantex treatment system, which has CBOD and TSS levels that are expected to be less than 10 mg/L. In addition, the total nitrogen levels are expected to be less than the effluent from a lined Intermittent Sand Filter (effluent from an ISF can be discharged into a drainfield that is only 4 feet from bedrock and impermeable soils) There will still be a 4 feet separation distance between the bottom of the drainfield and groundwater There will be no discemable benefit (reduced BOD, TSS, or total nitrogen) achieved by passing the effluent through 6 feet of soil vs. 4 feet of soil. It is generally agreed upon that the pathogen reduction occurs within the first 4 feet of soil, hence the 4 feet required separation distance to groundwater. It is reasonable to assume that by the time the effluent passes through 2.5 to 3.5 feet of imported sand and then 2 feet of the insitu 80 minute per inch soil that the BOD and TSS levels will be essentially zero (0). It is further assumed that there will be no more reduction in total nitrogen achieved by building the mound several feet higher. The highly treated effluent will probably not see further reduction in nitrogen levels without introduction of a carbon source (as is the case with ISF effluent). The scope of this project is the investigation for suitability Of an on-site sewerage system. The rig is owned and operated by Denali Drilling, Inc. .Drilling was supervised, the test hole logged and percolation test~performed by Mr. Terry Barber, geologist for Alaska Testlab. The logs of the test holes are included as Table A of this report. In interpreting the logs, it'would be helpful to utilize the explanatory information contained in Sheets 1-3 of the ~eport. When drilling wa~ completed a 3/4" slotted PVC pipe was inserted in the hole to aid in determining the free water level. For the percolation test, the test hole was filled with water and left overnight, to saturate. On returning the next day, the'hole was refilled with water and the drop ~n the water level carefully monitored over the next 60 minutes, This procedure is 'not a standardized percolation test, however, we uncterstand that the Municipality of Anchorage, Depar'cment of Public Health and Environmental Protection prefers 4:ests performed in this manner to evaluate a site for a proposed on-site sewerage system. · Dave Dean Construe'ion September 13, 1977 Page 2 Using the above test, the observed minimum percolation rate for test hole #1 (Lot 4) was 5.7 minutes/inch. This requires a seepage pit absorptive area of 135 square feet/bedroom. The observed minimum percolation rate for test hole #2 (Lot 7) was 5.0 minutes/inch. This requires a seepage pit absorp- tive area of 325 square feet/bedroom. ~ The percolation'rates obtained are higher than would normally be expected for the soil types encountered. These fine grain soils, though they may percolate, have a tendency to plug. It may, therefore, be prudent to use a more conserva- tive design value of about l~square feet per bedroom for both lots. No water table was observed during drilling on either .test hole. It should be noted though, that the free water level normally fluctuates seasonally and with precipitation. Prior to performing any alterations to an AWWTS the owner must obtain a Wastewater Disposal System Construction Permit from the Municipality pursuant to Anchorage Municipal Code (hereinafter, "AMC") 15.65 Certificate of On-Site Systems Approval. An approval by the Municipality of existing water and wastewater disposal systems given at the time of property sale and title transfer in accordance with AMC Page 1 of 5 15.65. These approvals certify tl/at the systems are adequate for the homes that they support and meet the codes that were in place at the time of system construction. C. Damage. Any man-made or natural change in a system that would inhibit the system from performing as designed. D. Maintenance and Repair. The scheduled and as needed replacement of existing parts, components and pieces of an AWWTS that were included in the original design which would allow the AWWTS to continue to perform as designed. E. Permit (Construction). An On-Site Wastewater Disposal System Construction Permit as defined by AMC 15.65. F. Permit (Operating). An Advanced Wastewater Treatment System Operating Permit. An annual permit, issued by the Municipality, that allows the Owner to operate an AWWTS, upon meeting all requirements of this agreement, the conditions of the Operating Permit, the requirements of the On-Site Wastewater System Construction Permit and all relevant provisions of AMC 15.65. 3. Fee. Owner shall pay to Municipality an annual fee of ~ ~'~ 0 ($-~--.00), payable on or before the issuance of the operating permit and annually thereafter. The annual fee is due on or before the anniversary date of the approval by the Municipality of installed system. Page 2 of 5 4. Term. The term of this Memorandum of Understanding shall be for the life of the AWWTS. The term begins on the date of approval by the Municipality of the installed system and shall continue while the AWWTS system is in use or operational or until the property is sold or title is transferred by owner and a new certificate of on site approval is issued to the new owner or transferee of the property. 5. . Alterations, Installation and Removal of Additional Equipment. Owner agrees not to make any alterations, removal of parts or additions to the AWWTS without a Construction Permit from the Municipality. 6. Maintenance and Repairs. A. Throughout the term of this Memorandum of Understanding, the Owner shall maintain AWWTS in good repair. In addition, it shall be the responsibility of the Owner during the term of this Memorandum of Understanding, and any extensions or renewals thereof, at the owner's sole expense, to pay for'any and all: (1) repair(s), (2) maintenance, (3) adjustment(s), (4) replacement costs, and (5) inspection costs. Further, owner agrees to comply with all applicable ordinances, laws, regulations, rules and orders for the AWWTS. B. Owner agrees to provide the Municipality a written schedule of routine maintenance and repairs which have been performed on the system pursuant to the terms and conditions contained in the Owner's AWWTS Operating Permit. This schedule shall be submitted to the Municipality annually upon the renewal of the permit. Amendment. A. This Memorandum of Understanding shall only be amended, modified or changed by a writing, executed by authorized representatives of the parties, with the same formality as this Memorandum of Understanding was executed and such writing shall be attached to this Memorandum of Understanding as an amendment. As a result, the complainant's crawlspace and septic tank require pumping on a regular basis. The complainant also alleges the plumbing leading from the house to the septic tank was not properly installed and this should have been discovered by municipal inspectors during construction, and therefore, the Municipality is liable for damages. Case Description: The complainant contends the Municipality should not have allowed the Shenandoah Hill§ Subdivision area to be developed. The complainant estimates the ground water level to be at two feet on her property. The ground water drains into the septic tank and has to be pumped frequently. The complainant consulted a private engineer who told her houses should never have been built in that area. The engineer further stated the area was not suitable for a conventional on-site septic tank system and recommended installation of a mound system at a cost of $15,000-20,000. The complainant purchased the house new in July 1980. During 1981, the complainant noticed water in the crawl-space. In the fall of that year it was necessary for the complainant to install a sump pump in the crawlspace. The problem was then checked by a plumber who discovered the pipe leading from the house to the septic tank had not been connected and the waste water was draining into the crawlspace. The plumber removed the water and sewage with a sump pump and reconnected the waste line to the building drain. The complainant feels, thi~ deficiency should have been discovered by municipal insPectors during construction of the 'house. Basis for Determination: The complainant's first allegation, that the Municipality should not have allowed development in the Shenandoah Hills Subdivision area, is determined UNSUPPORTED. Mr. Les Buchholz of the Environmental Health Division stated that the septic tank located on the complainant's property (Lot 9 Shenandoah Hills Subdivision) had.passed municipal inspection at the time of construction. At that time a percolation test was also conducted with satisfactory results. However, Mr. Buchholz added that the water table level in that area has been rising continually in the past few years. Since the area is being (12/79) Page 2 flooded with ground water many residents are installing sealed holding tanks, according to Mr. Buchholz. The complainant alleged further that the Municipality is liable for damages caused by faulty plumbing which she contends should have been discovered during the plumbing inspection. Earlier during this investigation, the Buiding Safety file on Shenandoah Hills Subdivision could not be located. The complainant concluded from this information that Building Safety inspections were not performed. However, the file has been found and is in the Building Inspection office. The file includes the final plumbing inspection which was performed on July 1, 1980 and the Certificate of Occupancy which was issued on July 9, 1980 for the complainant's house. This office spoke with Randy Flowers of Price's Plumbing, the plumber who repaired the pipe in the complainant's basement in 1981. According to Mr. Flowers, the sewage in the basement was not attributed to a defect in the main line, but rather to a 3" x 2" "comby fitting" which was not capped off. He stated further that the plumbing could not have passed inspection if the cap was not in place and added that water pressure could have caused it to come off it it was loose. However, Mr. Schurman, Building Safety Mechanical/Plumbing Inspector, stated plumbing inspections include checking for leaks after 15-20 gallons of water is run thought the pipes. Based on the information provided by Mr. Flowers and Mr. Schurman in addition to the fact that the plumbing passed inspection, the complainant's second allegation is also determined UNSUPPORTED. Case Action: The complainant filed a complaint with Public Works and requested an inspectio in June 1982. Mr. Lou Schurman responded to the request. Mr. Schurman noted during his inspection that when an upstairs toilet was flushed, clear water overflowing the garage floo drain and also overflowing the open clean-out outside the house approximately two feet from the foundation. Mr. Schurman advised this office that the problem appears to be a maintenance and septic system problem and the Building Safety Division feels there is nothing they can do. The complainant has filed a claim with the Municipal Risk Management Division. The matter i being investigated by Scott Wetzel Services, Inc., the investigators for the Municipality's self-insurance program. WA)HqE D.
