Box 196650 Anchorage, AK 99519-6650 Attn: Dan Ross This letter is sent as an addendum to 23 September, 2003 Narrative Description Letter for Permit Requirements for On -Site Wastewater Disposal Systems Documentation -Tract 1C, Whaley Subdivision, 4"' Addition (Plat 74-77) Paragraph 4 of the subject Narrative Description, previously submitted, is hereby modified as follows: 4- Percolation test "A", conducted on 7 July 2003, resulted in a percolation rate of 8 minutes per inch. A copy of those results accompanied the original submittal. A water level at a depth of 10 feet from the ground surface was measured on 16 October 2003 using the ground water monitoring tube that was installed when the pit was dug. This water accumulated from a ground water seep at a depth of 12 ft. that was discovered during the pit excavation. An application rate of 0.8 gpd was selected from the Municipal approved tables for the soil at this proposed site. For a 3 - bedroom house, a flow of 450 gpd/sq.ft. is the design flow. This results in a required disposal area of 563 sq.ft. (450/0.8=563) A wide drainfield subsurface disposal type system is proposed for this site. The depth to the bottom of the proposed trench is 6 ft. leaving 4 ft of undisturbed soil above the water level. The width of the proposed trench is 5 ft. The effective gravel adsorption area under the perforated drainpipe will be 2 ft. This thickness results in a Trench Length Reduction Factor of 0.70. The thickness of the gravel containing the 4 -inch drainpipe is 6 inches. This leaves a 2 -inch layer of gravel above the top of the perforated drainpipe. A layer of silt, to provide a barrier, will be placed on top of this 6 - inch layer before backfilling, Native backfill will then be placed until it forms a mound over the trench to prevent forming a depression as it settles. The native backfill will be at least 3-%: ft. over the silt layer. The length of the required trench will be 80 ft. [(563/5 X 0.70)=79, use 80 ft]. Vertical cleanouts will be installed at each end of the trench and a monitoring tube will be installed in the trench approximately 5 ft. north of the south end of the trench as shown on the Site Plan. This proposed design meets the Municipal Guidelines and should satisfy the design requirements for approval. Box 196650 Anchorage, AK 99519-6650 Permit Requirements for On -Site Wastewater Disposal Systems —Narrative Description 1- The house shown on the As Built / Site Plan drawing is the original homestead house (since remodeled) built in the late 1940s. The well is 203 feet deep and has been a reliable well for over 60 years. I test pumped this well on July 7, 2003 while I was doing percolation tests for the three lots. The static water level, measured from the top of casing, was 170 ft. I pumped continuously for three hours at the maximum capacity of the pump. Flows were measured from 6.7 gpm when the pump was running to 4.2 gpm when air pressure was pumping the water to the outside faucet. The static water level, after three hours of continuous discharge, remained at 170 ft. with no draw down measured. The well has a capacity far greater than 6.7 gpm but since this is sufficient for a single family dwelling, I did not pull the pump and install a larger capacity pump to determine the maximum yield of this well. A bacterial analysis of this water is enclosed with this submittal. 2- There are existing wells located approx. 450 ft to the east, 345 ft to the south and 340 ft to the west northwest of this existing well. There has not been any impact on any of the adjacent wells in 60 years and there is not expected to be any caused by granting official approval for the use of this well. There are no proposed subsurface disposal fields planned closer than the required minimum distance of 100 ft horizontal from this well. A plat showing the location of all wells and disposal fields was submitted on 9 July, 2003 to Jim Cross at the Municipal Building on Bragaw St. and was placed in the file for this proposed subdivision. 3- The sewage disposal facility (cess pool) for the original homestead house is located too close to the well and also is not an approved system. There is, however, over 150 feet of vertical separation from the disposal facility to water level in the well with several impervious soils layers that isolate the drinking water from the existing disposal facility. There has never been a contamination problem in 60 years. This system, however, will be abandoned and approval to install a new septic tank and properly designed wastewater disposal system is hereby petitioned. a 4- Percolatio "A" was conducted included with this su al. Adjacent cleanouts will be installed between the tank and the distribution system line within 10 ft of the tank. 6- The subsurface disposal system will be located as shown on the As Built / Site Plan in accordance with all Municipal requirements. The slope is gentle at about 4% - 5% toward Ski Road. There is adequate space for at least two alternative subsurface disposal systems, one of which is shown on the Site Plan. All required cleanouts will be installed to meet or exceed Municipal requirements. The sewer crosses the existing driveway, but the driveway will be abandoned and no traffic will be permitted across the line or disposal field. A new driveway will access this property from a common access easement on the south side of this property. Conclusion: This lot is relatively flat (5%) and is isolated from other lots to the east and north by Ski Road. There is adequate separation from adjoining lots to the south and the proposed subdivision will provide adequate isolation to the west. A suitable well has been in operation for over 60 years on this property. The existing wastewater disposal system will be abandoned and an improved system installed if this request is granted. Soils tests conducted over the past 30 years and more recent percolation tests confirm that the lots of this subdivision are all suitable for on-site wells and disposal facilities without impact to adjoining properties.
