Box 19-6650 Anchorage, AK 99~ 19 Dear Sirs: The purpose of this letter is to provide the required design narrative in support of our application for a permit to construct water supply and wastewater disposal facilities on Lot 9 of Shangri-La Estates, located on Sandpiper Drive. We are also requesting a waiver allowing the proposed drainfield to be 32 feet axvay from a slope that exceeds 25%. Soils logs, a site plan, design drawings and construction specifications are enclosed for your review. Soils testing conducted on this lot in June of 2006 revealed the presence of shallow bedrock throughout the lot, with the most suitable area for on-site wastewater disposal system construction being in the vicinity of test hole # 1. As you can be seen from the log for test hole # I, the soils in this area include a stratum of relatively clean silty gravel extending from 0.75' to 3 feet below ground level, which has a measured percolation rate of 2 minutes per inch. While moist soil was observed at the bedrock interface, no significant groundwater ever built up in subsequent monitoring. Using a somewhat conservative soil application rate of 4 gpd/square foot for a Category Ill advanced treatment system the required absorption area is (4 x 150)/4 = 150 square feet, which can be achieved by constructing a 5-foot wide by 30-foot long soil absorption drainfield. The natural topography in the area of proposed construction slopes down towards the northwest at an average slope of 15% for a distance of 30-35 feet from the test hole, after which point the land drops down towards the existing driveway at a 50% slope. We plan to locate the drainfield no closer than 32 feet from this break in slope. As illustrated on the cross-section view, an imaginary line descending at 25% from a point 2 feet above the distribution pipe would not exit original ground until a distance of 35 feet from the edge of the drainfield had been achieved. Given this configuration, there should be no concem regarding the potential for effluent from this bed to daylight laterally through the side slope. Because this is an advanced treatment system I am requesting the property owner to come in to your office in order to execute the required maintenance agreement prior to final issuance ofthe permit. RE: Shangri-la Estates, L9.doc Debbie~ This is in response to your "pink sheet" dated 12/1/09 on the subject lot. The following numbers correspond to your expressed concerns. (1) As noted in my cover letter to you, the property owner has been made aware of this requirement and will sign the required maintenance agreement prior to issuance and pick-up of the approved permit. (2) I delivered revised drawings to you yesterday that, I believe, correct minor discrepancies between the various drawings. (3) I believe that all accepting soil did have the required percolation test. Please note that 15.65.060.G.3 specifies that the minimum receiving soil stratum of concern is 24 inches below the sewer gravel, not 48 inches as you had suggested. (4) I agree with you that the method outlined in Jim Cross's 2004 memo for evaluating waivers of the 50-foot required setback from slopes in excess of 25% does not make a lot of sense, as evidenced by this configuration (or any mounded system). I am open to any suggestion you may offer regarding a preferred method. Basically, I feel that this code required setback, in general, is way more conservative than can be justified from an engineering point of view, so it is difficult for me to provide a site-specific engineering rationale as to why issuance of a waiver should in a particular instance, but not in general. Perhaps you could consider the following information in assessing this waiver request. (a) The ML stratum underlying the GM receiving soils is not impermeable as evidenced by the minor wetness observed at the bottom of the test hole. As the effluent passes through the receiving GM soils into the ML it will have an opportunity to fan out over a far wider (7 times as wide) area of the underlying ML stratum and have ample opportunity to percolate through that stratum prior to reaching the steeper slopes. (b) The effluent in this case is Category III Advanced Treatment System effluent being applied at a significantly more conservative application rate than called for in the code, which gives it an enhanced ability to percolate downwards without creating a public health hazard. I hope the foregoing is useful. Please let me know if and when your concerns #2 through 5 have been satisfactorily address and I will remind the property owner of the need to come in and sign the maintenance agreement. The filtered effluent is to be pumped up into a 5-foot wide by 30-foot long residual disposal dminfield located adjacent to test hole #1. 1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform to Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.3 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees. !.4 The contractor shall be responsible for finish grading after the soil is compacted, as well as placement of 6 inches of topsoil and reseeding all areas disturbed by the construction. 2.0 "Advantex' AX-20 Advanced Treatment System: 2.1 The "Advantex' treatment unit major components include (I) a 1500-gallon, 2-comparlment coated steel tank, (2) an "Orenco' AX-20 filter pod, and (3) an "Orenco" fiberglass pump discharge basin. All components shall be Municipally approved and shall be set level on undisturbed soil and backfilled in accordance with Municipal requirements as well as Orenco's and the supplier's instructions. 2.2 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The waste line from the residence to the tank shall have a minimum slope of I/4" per foot. A foundation cleanout shall be installed within I' -4' from the building. 2.3 The contractor shall be responsible to obtain the necessary Municipal electric permit and inspection, and shall provide a copy of the electrical inspector's report to the engineer overseeing the construction of the svastewater disposal system. 2.4 The second compartment ofthe tank shall be equipped with a watertight, insulated manhole riser and cover extending a minimum of 6" above final grade with positive surt~ace drainage away from the manhole. The Advantex AX-20 treatment pod shall be installed over the tank with the cover extending a minimum of 3 inches a.g.I. The contractor shall be responsible for determining the necessary length of the manhole riser, and for properly positioning lhe Reeirculating Splitter Valve (RSV) in the riser. 2.5 An "Orenco" pump basin shall be installed downstream ofthe Advantex tank. The lift station manhole riser shall extend a minimum of 6 inches above final grade. 2.6 The control and alarm floats shall be set at the elevations specified by the supplier, and their proper operations shall be verified by the contractor. 2.7 The treatment unit shall be set up with a "VeriComm" remote monitoring system as supplied by the distributor, and the control panel for the unit shall be mounted at an approved location. 3.0 Residual soil absorption system: 3.1 The 5' x 30' residual soil absorption drainfield shall be constructed in the vicinity of test hole #1. Particular care shall be taken to ensure that the drainfield excavation ~ no closer titan 32feet from the brea~ in slope above the drivewa): The initial step will be to remove the native peat and upper portion of the silty gravel to create a level surface at a depth of 1.75 feet below original ground level at the uphill side of the excavation. 3.2 Next, a total of 0.75 feet of ISF filter sand (<2% passing the #100 sieve and < 1% passing the 0200 sieve) shall be placed in the excavation (as illustrated on the cross-section) to create a 5' by 30' level surface i.0 feet below ground level on the uphill side of the excavation. The filter sand shall be compacted by foot as it is being placed. Next, a total of 0.75 feet of sewer gravel shall be placed on top of the sand filter material with the perforated distribution pipe laid level such that the pipe invert is no less than 0.5 feet above the bottom ofthe sewer gravel. Sewer gravel shall be 0.5" - 2.5" washed gravel. The distribution pipe shall be fabricated from !.25" diameter Schedule 40 PVC with 3/16" diameter holes drilled in the bottom at 18-inch intervals. 3.3 The monitor tube shall be of 4" diameter and installed in the location shown on the design drawings. The portion ofthe monitor tube extending through the sewer gravel shall be perforated. 3.4 Approved filter fabric, two inches of figid insulation and a minimum of 2.0 feet of soil cover shall be placed over the entire top surface ofthe sewer gravel. Fill slopes shall be no steeper than 3:1. The finish grading shall include 6 inches of topsoil and seeding to promote rapid revegetation of all areas disturbed by the construction. 4.0 Inspections: 4.1 A minimum of 5 engineering inspections will be required during the course ofthe project: (i) initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the native material has been excavated to expose the infiltrative surface to ensure that it is level and at the fight elevation, and conforms with the soil test information, (3) after the filter material has been placed, (4) after the sewer gravel is in place and the distribution pipe has been laid and connected up to the septic tank, but prior to placement of insulation or filter fabric, and (5) after rough backfill and grading is complete. The "Advantex' treatment unit and Orenco pump basin requires one inspection after the lank is set level and the piping connected, but prior to backfill. This inspection may be incorporated with any ofthe above inspections.
