We propose to install a 1500 -gallon steel tank per the attached design to serve the existing 3 -bedroom residence. Due to site and area constraints, the STEP will be installed in the same location as the existing tanks and we respectfully request continuance of the 75' MOA waiver because of the improved tank material, the well is on the opposite of the house with a 100' run, ... The continuance of this MOA waiver is justified for these reasons. The lot and area are served by private wells. The design will not impact any of the neighboring properties. November 16, 1996 ANCHORAGE, ALASKA 99516 The purpose of this letter is to describe the modifications which were performed at the request of your office to eliminate the on-going problem of untreated wastewater daylighting from the side of the existing peat mound serving the 3 bedroom residence on Lot 12B of Delak's Addition, located on Sawmill road in bird Creek. This letter is to be included as Sheet 3 of 3 of the as -built inspection report. A test hole was dug on October 7, 1996 to a depth of 9.75 feet at the location shown on sheet 2 and no groundwater was encountered. Since the bottom of the sewer gravel in the residual disposal drainfield is approximately 4 feet below ground level, this indicates that the drainfield does have the required 4 foot vertical separation from groundwater. A percolation test of the sand stratum underlying the drainfield was conducted on the same date at the location shown on sheet 2 which showed there to be a perc rate of less than one minute per inch. Based on this perc rate, the design application rate for septic tank effluent should be 1.2 gpd/sq. ft, with no sand filter required since the material perc'ed was predominantly sand. The required absorption area for a three bedroom residence is (3 x 150)/1.2 = 375 square feet. The effective absorption area of the existing drainfield which is reported to be 7' x 70' with 18" of sewer gravel (12" below the horizontal distribution pipes) can be calculated to be 560 square feet ((7' x 70') for the base + (1' x 70') for the sidewalls). This indicates that the drainfield is adequately sized for a three bedroom residence. The pre-existing peat mound system was modified on October 7, 1996 by re -plumbing the discharge line from the existing lift station tank to bypass the existing peat mound and pump directly into the existing residual disposal bed. The new pressure discharge line is 1.25" dia.. schedule 40 PVC, and the connection into the existing horizontal distribution pipes in the drainfield was as follows: The existing 4" pert pipes were cut at the point of connection and horizontal tees installed to allow installation of a horizontal 4" connector between the two perforated pipes. A third tee was installed vertically in the middle of this connector with an adapter connecting it to the 1.25" dia. discharge line from the lift station. The purpose of this inspection report is solely to document the modifications made to alleviate the effluent daylighting problem, and the report does not purport to certify compliance with separation distance requirements between wells and septic systems on this and adjacent lots. December 18, 1990 Dan Roth; An April 16, 1990 letter from John Smith informed us that a leakage of wastewater effluent near the SW coener of the peat mound made the regrading around the mound impossible until you had checked the leakage after the spring break-up. With winter here again what did you find regarding the leakage? When will you regrade the grounds? Please give us a complete update on our on site sewage disposal system. Roth, Civil Engineer, On -Site Service Recommendation For Innovative Peat System In Delak's Addition Lot 12B On May 21, 1990 I visited the subject site to take water monitor readings in both the water monitor tube and the secondary drainfield. The results were 4.2 feet and 4.5 feet from water level to ground surface respectively. To refresh your memory I also visited the site for purposes of ground water monitoring last October and this March and found the water table to be approximately the same. This is conclusive evidence that at this time the 'secondary' absorption area and the peat system absorption area are encroaching upon the ground water table. - Letters from the Alaska Department of Environmental Conservation dated July 10, 1989 gave official denials to the peat systems to discharge directly into groundwater or surface water sources until such time that adjustments could be made to lower the levels of contaminants being discharged from them. This office should not continue with the surface regrading of the peat system in Delak's Addition since this system has been given a denial to discharge directly into groundwater. Because the lift station is a new item to the overall septic system,an additional waiver will be written for the lift station. • 3. Contrary to the objection by the Archdiocese of Anchorage, the separation of the secondary absorption system to the lot line between the subject lot and Lot 5B will be waived to one(1) foot. Since the secondary absorption system has only six inches of gravel under the perforated pipe, no adverse impact should be placed on Lot 5B's ability for septic system upgrade as a result of this waiver approval. 4. A waiver of the distance from the secondary system to the well is not needed at this time. Since the dimensions and location of the secondary absorption system were documented during construction by Mr. Steve Morris and Mr. Dan Roth of D.H.H.S., this document will stand as correct unless further evidence can be admitted to disprove it. The data used in developing this report is from physical measurements; soils logs; review of Joan Brooks' report; review of Municipality of Anchorage drawings; and interviews with Mary Frohne, Bub Neilsen (the excavator). Steve Morris and Dan Roth of the Municipality of Anchorage, and Lance Nowland, the owner. Attached is the as -built drawing for the peat mound absorption system for this lot. The existing septic tank and the new lift station is within 100 feet of the well. A waiver for the septic tank was requested in 1987. On May 12, 1987, the integrity of the septic tank was determined. There was a grey water system which was not connected into the septic tank. This was later hooked up by interior replumbing. See attached letter. A 500 gallon tank/lift station was installed on July 11-13, 1987. It was at a distance of 88 feet from the well. The peat mound meets all requirements of the ordinance except part of the peat cover extends into the 20 feet patent road reservation. I would doubt seriously if this road will ever be widened into the full 50 feet wide right of way. It deadends into a cul-de-sac on the adjacent lots to the north east. The soil absorption part of the peat system extends very close to the lot line with lot 5B. There is a well on Lot 5B at a distance of 110 feet from the lot line. The system serving the occupied house on this lot runs to the northeast. It would be difficult to ever install a system within this 10 foot strip. I have contacted the Archdiocese of Anchorage for the non -objection to a waiver. A copy of the letter of objection Is attached. The soils in the area of the secondary seepage area are reported to be clean sands. The excavator also reports that the closer the lot line the better the soils. The monitor tube, closest the house, Is in layered clean sand and silt. The system is reported to be parallel the lot line by Brooks, Nowland and Nielsen. The soil absorption system for a three bedroom house on a coarse sand with 125 square feet per bedroom would normally require 563 square feet. An adequacy test was performed on the system on October 14, 1988. Two thousand gallons of water were dumped into the system with 25 minutes. The static water level in the field rose 2.2 feet. The rate of fall was measured in 10 minute intervals for 50 minutes. During this time 1100 gallons was absorbed as the level dropped 1.2 feet. The system, as it now exists, Is more than adequate for a 3 bedroom house. A graph of the results is attached. About 60 square feet of the system is within the 100 foot well radius. There are nearly impermeable soils toward the house. The water drainage appears to be away from the well. About the time the system started up. the nitrate in the well was 1.0 mg/L. In June 1988, the nitrate level was 0.4 mg/L. Bacteriological tests of the well water showed no coliform bacteria. This shows no apparent effect of the system on the water quality of the well. There is a need for better drainage on this lot. The way the system is installed there is a low spot which traps surface water by the absorption system. The test hole was dry to -7.5 BGL in late July. There were times when there was 1 inch of water over this area and the water level in the standpipe was 1-2 feet BGL. While the adequacy test was being performed some lot elevations were determined. The top of the cleanout pipe for the dralnfleld was set at elevation 100 feet. The bottom of the drainage way between the bed and the secondary field is 2.6 feet above the invert of the outlet pipe. A piece of 2' x 4' x 2" insulation should be placed over the pipe at about 1 foot below the bottom of the ditch. This would protect/the pipe ;while allowing the drainage ditch to be deepened by several inches. With selective filling with soil, the drainage problems would be eliminated. If 4-5 cubic yards of relatively inpermeable soils (F3 -F4) were spread over the field In a thin layer it would help improve surface drainage. From the information obtained, it appears that the system as installed has some variances from the requirements of the Municipality of Anchorage Code. In my professional opinion, a waiver of these requirements will not create a health hazard. With care, the system should function well as a wastwater treatment and disposal system. It is requested that the following is approved: 1. The septic tank's distance to the well be waived to 75 feet. /1L RFS "td/ 2. The lift station's distance to the well be waived to 88 fee 3. The secondary soil absorption system serving the bed be approved to lie within one foot of the 58 lot line. j7vrn(, 4. Delak's Addition. This is the job we discussed earlier today. Part of the system encroaches on the 10 feet separation distance to the lot line. The attached sketch shows the location of the system. The part of the system closest to the well on lot 56 is 110 feet from the well. The sewer system on lot 58 supposedly runs in the north easterly direction behind the newer house. It would be highly unlikely that a sewer upgrade for lot 58 would be near the lot 12B system because of the well location. There is an older vacant log house on the northwest part of lot 5B and a newer, occupied building on the northeast part of the lot. The MOA records show a single family dwelling for this property. Is this correct? If you have no opbjectlons I would appreciate a statement of non -objection to the sewer system being within 10 feet of the lot line. Brooks (Research Associate, Department of Civil Engineering, University of Maine, Orono, Maine 04469 phone (207) 581-2182 BACKGROUND At the request of Jewel Jones, Commissioner of Health and Social Services, Municipality of Anchorage, Alaska, I agreed to supervise the installation of two peat systems for on-site treatment of septic tank effluent. Ms. Jones, in a conference call, said that Mary Frohne would be her representative and that Mary would be the person I would have direct contact with on all aspects of the project. In conversations and a letter to Mary I requested the following: 1) sites were to be evaluated, soils mapped, and all permits approved, and copies sent to me prior to my departure for Anchorage; 2) a licensed engineer would review, sign and seal my suggested design work; 3) adequate time be provided to meet with the excavator or contractor and the licensing agency personnal prior to the beginning of construction; 4) and that I be provided with a sample of the peat to be used in the systems at least a month prior to my departure for Alaska (this sample was to be shipped overnight in a chilled and insulated container to enable me to evaluate the microbial population in the peat). I also suggested that I should give a seminar to the engineering community on my research and nine years of experience with peat systems. Mary Frohne assured me that there was no problem with any of my requests and that they would be met. In return for my consultation on the peat systems and a brief report on suggested testing and possible future research I would receive a consulting fee and have all expenses paid. A signed contract was to be in my hands prior to my departure from Maine and the fee would be given to me after the peat systems were in place and prior to my departure from Alaska. Mary asked if I would be willing to stay at her home instead of a hotel in order to keep the costs of the project as low as possible. In return, Mary said she would see that I had the opportunity to see some of the sights in Alaska at no expense to myself, if I could stay for a week or two after the peat systems were installed. After a number of calls from Mary it became clear to me that there were conflicting opinions in Anchorage about the proposed project. The contract was delayed and I would receive it when I reached Anchorage. At the time of this writing I still have not received a contract, nor have I ever seen any of the paperwork normally required for installation of an experimental on-site wastewater treatment system. I did receive a sample of the peat to be used in tC systems and determined itfielas mainly reed -sedge peat and not sphagnum peat as I have used in the past. I was not able to run certain microbiological tests because the sample was not refigerated during its extended time in transit. After examining the peat samples I notified Mary that certain levels in the peat deposit appeared useable in the peat systems if prepared properly and explained what was needed as to texture and moisture content. SITE EXAMINATION AND INSTALLATION OF THE PEAT SYSTEMS Upon my arrival in Anchorage I was met by Mary at the airport and taken directly to the office of Lee Reid whom I was given to understand has done the preliminary work on the sites selected for the project. We had a brief discussion on the sites but I must admit I was not at my best due to the 13 hour flight and the time change. On Thursday morning Mary introduced me to the Nielsen Brothers who would be doing the excavation and actual construction of the systems. We then went to the field to view both sites. The one site is located at Rabbit Creek Heights and the other at Bird. When we reached each site Mary told me where she felt the system should be located on the property. I was not shown any paperwork on property lines, distances to wells, elevations, etc. Mary.told me what these parameters were and asked how I wanted to design the systems. After viewing the two sites Mary took me to see the site where the peat was being excavated. This was the location of a subdivision which is now under the control of six banks. One of the bankers, Dean Cooke of the United Bank of Alaska, met us at the site for discussion about the peat and its suitability for this project. Bub Nelson of Nielsen Brothers was excavating peat for project use. I showed Bub how to recognize the type of peat which I feel will work best here. I also pointed out what material to avoid using in any future systems. On Thursday evening I gave a seminar to a number of engineers from private and regulatory sectors, the homeowners of one of the test sites, and several others, on my experiences with peat systems. A number of good questions were raised by the audience following my presentation. However, these same questions indicated there was a strong difference of opinion as to how this project was being handled, or should have been handled. I tried to make it clear that I am an impartial outsider in this issue and was only here to share what expertise I have concerning past experiences with peat systems. Rabbit Creek Heights- Some peat was on site and had been prepared by breaking up the clumps, spreading and drying the wet peat, and removing the larger roots, and woody materials. This peat was stacked to the rear of the proposed peat field area in a windrow. A pile of broken brick, crushed block and broken bags of cement which had hardened was stockpiled at the site to be usecor the layer of sand requ.ad underneath the peat in the system. There was also a stockpile of peat which had not been prepared as above but it could be used for the surround. This site is located directly on peat, between the right side of the house and a gravel road. On the far side of the road is a ditch which is classified as a stream. This road intersects with the road which runs in front of the house. There are ditches on both sides of this road which are classified as streams. At present it appears that the current system is in a state of failure. I was told the owner is using a septic tank as a holding tank. I saw evidence of a high ground water table, and that at some time the untreated septic tank effluent has daylighted on the property. Stakes were already in place on what was to have been the outside dimensions of the peat system. Because the water table is near the surface of the ground it was necessary to construct the system as a mound completely above ground. The existing slope of the site also made it somewhat difficult to construct. I was told this was a three bedroom home with a design requirement of 150 gal/bedroom. Because the peat I have used will effectively treat lgpd/sq.ft. I moved the stakes so that the bed would have a surface of 16 ft X 30ft (480 sq.ft.). Mary wanted to discharge the treated effluent directly into the undisturbed peat below the bed and had already placed some of the broken block within the bed area. Although subsurface disposal of the treated effluent directly under the peat field has been shown to be acceptable in Maine, for this project it was more prudent to line the system and include an underdrain with a sample port so that monitoring of the effluent may be accomplished in such a way that the results can be compared with my previous work. I also feel strongly that an underdrain design allows collection of a more representative sample of the treated effluent, and thus more accurate results may be obtained. Dan Roth and Steve Morris of the municipal On -Site Services Program were on site for the construction of both this and the system at Bird. Their presence was invaluable to me in that I could consult with them immediately whenever I had any questions about local regulations concerning on-site systems. In addition to their advice, they also provided most of the manual labor during construction of the fields. If all of the proper paperwork had been completed beforehand as I had requested, and I had had the opportunity to spend time with the on-site services personnel and the excavator prior to construction, everything would have gone much more smoothly. It took much longer to construct the system than I feel is necessary. But under the circumstances I don't think anyone could have done it in less time. The excavator was more than cooperative and was also working under somewhat adverse conditions. During construction I learned the home was actually rated for four fdrooms instead of three. nrtunately the work had not progressed too far at that point and there was ample room to extend the end of the field to 40 feet, making the area 640 sq.ft. The system was constructed on top of the existing peat with no undue disturbance of the surface vegetation. A liner of Visqueen was placed on the surface and the sides were built up to hold this liner in place. The liner extends approximately two feet up the sides and ends of the system. A layer of broken block was then placed on the liner and hand-picked to remove large pieces of brick and block. The underdrain (4in. perforated pipe) was bedded in the broken block and extended through the membrane with solid pipe. A sample well was constructed by placing a X connection in the solid pipe, capping the bottom, and extending the top above ground where it was covered with a removable cap. Approximately three feet of prepared peat was added above the porous material and then ditched.to receive the rock and distribution pipes. As each line was dug out rock was placed on the bottom to a depth of about 3 in. and perforated pipe was placed on the rock and leveled. Additional rock was added to the depth of the pipe before the top 18 in. of peat was put in place. The distribution network consisted of six 4 in. diameter perforated pipes, each 26 ft. long and interconnected with solid pipe at each end. Pipes were lain 2.5 ft. on center with approximately 2 ft. between the outer pipes and the limits of the peat. Additional peat was added for the surround. Work stopped at the end of a rather long day on Friday, July 10, 1987, with half of the distribution pipes in place at Rabbit Creek Heights. On Saturday morning the entire crew returned to finish putting in the distribution pipes and adding the top 18 inches of peat to the system. The peat system was then complete with the exception of some grading of the surround. Other work which remained included adding more perforated pipe beyond the sample well for final disposal of treated effluent into the.existing ditch behind the house, covering this pipe with rock, installation of a new two chamber septic tank which will include a lift station, installation of the pipe from the lift station to the distribution network in the peat field, and setting the pump to dose the system with a maximum of 0.5 gal/linear foot of perforated pipe within the field. The owner is having a new well installed which will be located more than 100 ft. from the treatment field. The owner said the existing ditxh behind the house will eventually be filled in. I advised her to extend the perforated discharge pipe in this ditch for at least 100 feet if possible before it surfaces to ground level, and to bed the pipe in rock. It was at this point that the entire crew moved down to Bird to begin the process once more. Bird site --When Th and I visited this sit^on Thursday she showed me where she expected to put the field. I had some concerns as to what would really be the best spot for the system. The test pit was located outside of the proposed field area. A utilities pole with underground connections to the house and across the street to another house was located in the center of the lot. There is a 20 foot right of way from the road according to Mary. Also there is a steep slope at the left side of the property. Mary showed me the location of property lines and the well. We measured the distance from the well and discussed the location of the treatment field further. There was a very large tree located just at the edge of the 100 foot separation distance from the well and even though the owner had volunteered to take it down I hoped we could save it if at all possible. Mary also indicated that the owner wished to keep the driveway in its present location. I observed an uncovered septic tank with dirty water surfacing around it and then flowing off in a ditch to the side of the property. I was told this was only gray water. Mary did not know where the existing treatment field was located, but thought it was directly between the tank and the road, but did not know how it was constructed. On this site I had been told the soils were such that a larger area was required per bedroom and I laid out a tentative area for the field to the left of the utilities pole. • When the decision was made to line this system, it was possible to decrease the field size to 16 ft X 30 ft. as this was a three bedroom house. With a ground water table located at 5.5 ft it was possible to put at least part of this system within the ground and still maintain a 4 ft separation from the bottom of the field. Prior to my arrival the owner had taken a week of his vacation time to prepare the peat which was stocked on site. He had spread it out all over his front yard to dry, broken it up, and removed all woody materials. When Bub Neilson arrived at the site he had a much better idea of what was going to happen and was able to stack the prepared peat where it would be available easily during the actual construction. Once again because Dan and Steve were on site I was able to consult with them on the best location for the system. The owner was most cooperative and said there was no problem with moving his driveway, or anything else we wanted to do. He also volunteered to assist in any way he could during construction on Saturday. However he would not be able to be with us during the week as he works on the North Slope. An excavation was made between the utilities' pole and the existing drive. This was then lined with Visqueen. An 8 inch layer of sand was placed over the membrane and the 4 inch perforated underdrain was then bedded in this sand. Two and a half -feet of pe�were added above the sand�efore work stopped for the day. Be. :e Bub left the site he cored the stockpile of prepared peat with plastic. The peat field was also covered with plastic to protect it from rain until Monday when work would resume. On Monday the crew again assembled and the distribution pipes were bedded in rock and covered with an additional 18 in. of peat. A sample well was placed in the underdrain pipe about one foot from the liner. When the soils were being excavated from the area for the peat system a large vein of sand was observed at approximately the two foot level. Oral history of the site indicated there had been a ridge which ran along this property line and it was possible this sand would be adequate for the acceptance of the treated effluent from the field. A decision was made to discharge this effluent into a 7 ft wide trench which ran parallel to the property line and perpendicular to the treatment field. Two 4 in perforated piped were placed 4 feet on center with 1.5 ft from pipe to side walls. These pipes were placed over 6 in of rock, covered with 6 in of rock and then Typar before being backfilled with spoils. A test well was also installed to monitor the level of the ground water. This also allowed Dan and Steve to do another soil profile adjacent to the trench. When we finished at the end of the day the treatment field and the disposal trench were complete and a 500 gal lift station had been delivered. Bub Neilson was to return on Tuesday to install the lift station, connect the feed line to the distribution network, cut the driveway, and do the finish grading. This system went in easier than the first for several reasons: the excavator was able to place materials where he wanted them, sand was used under the peat unstead.of material used in the previous field (required much'less time and labor to put in place), part of the system was in ground which made it easier to line and build side walls, and there was a better understanding of the process as a whole. RECOMMENDATIONS Thermocouples should be placed in both fields a minimum of four depths below the surface: just above the distribution pipes, just below the distribution pipes, one foot below the distribution pipes, and two feet below the distribution pipes at the sand/peat interface. If funding is available, useful information could•be obtained by placing thermocouples in mineral soils about 20 feet from the peat field at the same depths from the surface as above. I would strongl "recommend that samples be Cillected of both influent to, and effluent from, each of the two peat systems once each month for a full year. Tests should include suspended solids, BODS, pH, fecal coliforms, dissolved oxygen (DO), and nitrate nitrogen. Temperature of influent and effluent should be recorded immediately prior to sample collection. A sample of each month's effluent should be retained for visual comparison of the color change over time. In addition to the above, I recommend that all samples be collected by an independent contractor. Sample wells must be evacuated within 12 hours prior to sample collection to remove any material trapped in the wells which could contribute to erroneous results. Testing of the samples should follow Standard Methods. At the end of a full year of testing an evaluation will have to be made as to whether to continue the tests or not. I should point out that my experience has been the peat systems tend to improve with age and I would not be concerned if the first month or two the effluent did not meet the standards for BOD5 or suspended solids. If the local peat proves acceptable, and funding is available, I would recommend installing at least two systems without liners. These would have to be sized according to code and could be tested by placing a series of slotted and wrapped pipes below the peat and outside the limits of the field on the downslope side. Future systems must go through the permitting process prior to construction. Having the proper paperwork in hand would make it easier for the excavator to do his job. It would also eliminate the possibility of misunderstanding on the part of anyone from agency to owner about what is required or expected and exactly where individual responsibilities lie. SUMMARY Two experimental on-site peat systems have been installed and a testing regime has been recommended. Both systems have lift stations and are lined with an underdrain and contain a sample well. Influent to the systems may be collected from the septic tanks or the lift stations. Final disposal of treated effluent is subsurface in rock filled trenches. Recommended tests include BODS, DO, TSS, Nitrate -Nitrogen, Fecal coliforms, and pH. Temperature of influent and effluent should be monitored. Thermocouples should be placed at various depths within the peat system to monitor temperature. If possible a duplicate set of thermocouples should be placed in mineral soil approximately 20 feet from the peat system. The systems took longer to construct than expected. The major reason was the lack of written plans and the fact that many decisions had t be made in the field duriln construction. Many delays could have been avoided had I received copies of site evaluations, plans, and permits as agreed upon. The Nielsen Brothers are to be commended for their excellent work under what,I am sure, were sometimes trying conditions. The lack of documentation and my unfamiliarity with the municipal codes would have made it virtually impossible for me to make competent on-site decisions, had it not been for the assistance of Dan Roth and Steve Morris of the Municipal On -Site Services Program. Their assistance was invaluable to me and to the success of the project and I appreciate the fact that their superiors allowed them to spend several days with me in the field, especially on such short notice. With any experimental system it is absolutely necessary that full communication, backed up by written documentation, be maintained with all parties involved from the beginning of the project. I cannot stress too strongly that proper procedure be followed in the future. In conclusion may I say that this has been a very interesting experience. I expect the peat systems to function adequately. The soils were a silty gravel with sand seams. getting moist with depth and with occasional boulders. On the 19th, the water level had risen to 6 feet and on the 22nd it was down to 7 feet. The percolation test shows the soils rating as 215 square feet per bedroom. The site plan shows this lot to be a very unusual lot with the well in such a position that there 1s only one spot on the lot that a sewer system could go. Presently there is a driveway that covers a portion of were the system could go. Also, there is fair quanitity of trees, approximately 4 inch 1n diameter that will have to be removed. In order for the system to be installed the compacted area of the abandoned driveway would need to be removed. The excavation would then be backfilled with a pit run gravelly sand. The existing septic tank is within the 100 foot well radius but It does have water tight couplings. Therefore we feel that structurally it is in good condition. There is a grey water area In the house that will need to be hooked up to the system. The proposed system would be within a 989 square foot area which is slightly more than the area required for the system. It is a at 50 foot set back from the slope and is away from a lower area along the road. A lift station would be required on this lot, in order to install the bed. This lift station is outside the 100 foot radius to the well. There are no other reserve areas on this lot. If you have any questions please let me know. Alaska 99540 Re: Lot 12B, Delak's Addition •Dear Lance: On May 12, 1987 I made a soil logs of your lot and it is attached. We dug the testhole to 14 feet and noted very wet soils below approximately 6 feet. On the 14th. I returned to do the percolation test in the two holes which we had prepared. I found that the water level had risen to 6 feet. This made this area not possible for a perc test, so I then dug a testhole beside the test at about 1 foot deep. It perced out a 215 square foot per bedroom. This would mean that a bed system would have to be installed on the lot. In order to keep it 100 feet from the well, the system would have to be placed In the area of your driveway. This is tricky in that the ground may be compacted underneath. As I showed you on the sketches which I left for you, there is not a lot of space where you can put the system. You and I had discussed on the telephone the possibility of putting the system on the slope between your lot and lot 12C. This would not be possible as it would still be within the 100 foot of the well radius. In the paper I gave you I discussed the possibility that you could move the well in the vicinity of the green house and then you could probably put a system on the slope by filling with a couple feet of dirt at the low end. This could then be tapered out to give you the required slope. However, we would have to do a soil test in the vicinity of the slope top 1f you elect the option to move the well. I know that this has become somewhat disgusting to you in that you have such a problem of getting a system upgraded to meet the code. I think the problem originated with what the original owner did in siting the well without consideration as to what it would do to the lot when the time came for future development. You are reaping the reward of his lack of foresight. I think that your idea of possibly putting the system along side of the bank is a good one. However. it would require you to move the well. As per the inspection report enclosed, a later request for Health approval was granted based on a 1983 adequacy test for two bedrooms. Our field measurements confirm the tank inlet to be at 74' from the well. -"The enclosed well log that the well draws from an unconfined sand aquifer at a depth of 76'. The casing is continous to 79' where it penetrates the sand layer. The soil stratum above the sand layer is classified, till, grey & hard which I would take to mean a dense silty soil. The well log for adjacent lot 12A describes a similar sand aquifer at 83'. The surface topography is such that any surface seepage would be directed away from the well location toward a 15% slope to the west. Research of neighboring soil logs has disclosed a sandy -silt soil type with no water table to 18' (lot 12A). A water sample for coliform bacteria in 1982 was satisfactory. The well is located opposite the house from the septic tank so that the full basement would act to separate the well from the tank. It is expected that once this waiver is approved, the owner will be applying for an on-site septic permit. During the installation of,a new leach trench the tank can be inspected and proper water tight fittings can be installed. A waiver to 74' would be basically consistent with current State requirements for a holding tank.
