August 31, 2001 Municipality of Anchorage Development Services Department On-Site Water and Wastewater Program 4700 South Bragaw Street Anchorage, AK 99519-6650 Su~e~: Lot 3, Chenoweth Subdivision Septic System Design and Permit Application Impacts to Adjacent Properties Dear Onsite Services Engineer: The existing absorption bed on Lot 3, Chenoweth Subdivision has failed and must be replaced before a Certificate of Health Authority Approval can be issued on the property. We are therefore requesting a permit be issued for the construction of a new septic system to serve the four-bedroom house, The attached Site Plan and backup documentation identify the location and configuration of the new septic system and the parameters used in the design. Also identified on the plans Is the location of the existing well on the lot as well as the adjacent lot and the test hole location. Existing drainage patterns are shown and will not be altered by the development of the lot. A test hole was placed near the location of the new absorption trench. This hole indicated silty gravel with approximately 1' of organic overburden. Percolation tests in the matedal resulted In rates between I and 5 minutes per Inch. No groundwater w. as found during placement of the test hole, but was noted at 17' dudng the roonitonng period. We are therefore proposing to plac,e a 5' wide shallow absorption trench system with 4' of gravel beneath the distribution p~pe. The total depth of the trench will be 10'. The distribution pipe will be placed at 5' below the ground surface. We are proposing to place a flow diverter valve just outside the existing septic tank to tie in the existing absorption be for future use. The bed was originally constructed in 1990 and we are anticipating the septic tank is still structurally sound. It will be uncovered and inspected prior to construction of the new trench. The new trench will be placed approximately 7' north of the existing bed and right on the property line. Insufficient usable area exists on the lot to place the new trench in any other area, Much of the lot has been filled in the past with material not suitable for septic system construction. A lot line waiver request is enclosed to allow the placement of the trench on the property line. The line borders the Old Seward Highway with a right of way of neady 150', The ground surface on the lot slopes as shown on the attached Site Plan with only shallow slopes near the proposed septic system site. The new absorption trench will be constructed on a fairly fiat surface in conformance with Municipal requirements and parallel to ground contours where possible. The new absorption trench to be constructed on Lot 3, Chenoweth Subdivision must be placed on the northern property line, as no other site on the lot is acceptable. In addition, usable area is limited by the location of the well on this lot and on the adjacent lot. The protective radii for these wells limit the usable area available. Further, by placing the new trench on the north lot line the existing failed absorption trench can be plumbed into the new system for future use if required. Soils on this lot were found to be very effective for the absorption of septic effluent and placement of the trench at this location will not pose a problem to neighboring lots. The lot is bounded on the north by the Old Seward Highway, which is nearly 150' wide. We therefore recommend a lot line waiver be issued allowing placement of the new trench on the lot line. ON-SITE WASTEWATER DISPOSAL SYSTEM CONSTRUCTION AND MATERIAL SPECIFICATIONS SUBJECT: LOT3, CHENOWETH SUBDIVISION GENERAL: The scope of this project includes the uncovering and inspection of the existing 1250-gallon septic tank at the location shown on the site plan. Work also includes the construction of a new 50' long X 5' wide X 4' effective depth absorption trench at the location shown. The distribution line in the trench will be placed at 5' below the existing ground surface. Total depth of the trench will be 10' below the existing ground surface. A Bull Run Flow Diverter Valve will be required to tie the existing absorption bed into the new system for future use. The new trench must be constructed outside the 100' protective radii of the existing well on this and the adjacent lot. Construction shall be in accordance with the approved site plan, design drawings, Municipal Permit with any special provisions or conditions, and all applicable State and Municipal Wastewater Disposal Regulations. 3. The Contractor shall be responsible for obtaining all underground utility locates and for the layout of the septic system and verification of the location of all lot lines. Unless specifically agreed otherwise, the contractor shall be responsible for final grading areas subsequently depressed from soil settling. Property owner shall be responsible for revegetation of affected areas unless specifically agreed otherwise. Contractors installing wastewater disposal systems must be certified by the Municipal Department of Health and Human Services for system installations. Owners installing their own systems must receive prior approval from D.H.H.S. before beginning system installation. SEPTIC TANK INSTALLATION - Existing The existing 1,250-gallon septic tank must be uncovered and inspected for continued use. If found unsuitable a new tank must be procured from an approved source. A septic tank is to be constructed by a certified septic tank manufacturer. Construction shall include two 4" cleanouts for pumping access. 3. The septic tank shall be sufficiently bedded to prevent settling or shifting of the tank. 4. All standpipes on the septic tank shall extend a minimum of 12 inches above final grade. 5. Tanks installed without 4' of cover shall have a minimum of 2" of direct burial insulation. · Lot 3, Chenoweth Subdivision August 31, 2001 Page 2 of 3 6. A foundation cleanout shall be installed one to four feet from the building foundation. Two cleanouts are required between the tank and the drainfield. 7. Final grading over the tank shall be such that a positive slope exists away from the septic tank. DRAINFIELD CONSTRUCTION: 1. The drainfield shall be constructed to the dimensions shown on the design. The bottom of the trench shall be within 2" of level. Distribution piping must be placed level with perforations down atop a level bed of drainfield rock. Rock should then be placed over the pipe to provide a minimum of 2" of cover. 3. A silt barrier or geotextile fabric must be placed between the drainfield rock and the natural soil backfill. 4. Monitor tubes must be 4" in diameter and installed at the locations shown on the design. The portion below ground must be perforated. Contractor shall vedfy the septic tank and drainfield are a minimum 100' away from any private water wells in the area, 150' from a Class "C" Well or 200' from any community well. o Direct bury insulation must be placed over the distribution system if less than 3' of backfill depth is available. Finish grade over the trench must be mounded to prevent settlement or depressions. 7. Grade area surrounding the absorption trench to drain away. A minimum 2' of accepting soil is required below the drainfield rock for a 5' wide trench. Contractor shall vedfy this condition pdor to placement of the rock. All pockets of unacceptable materials must be removed and replaced. MATERIAL SPECIFICATIONS: 1. Septic tanks must be constructed by a municipally approved septic tank manufacturer. 2. The following pipe materials are approved for use in septic system installations in the Municipality of Anchorage: Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated and solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and ASTM D2662 or A.B.S. (perforated and solid). 3. Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow Chemical Co. Styrofoam HI or equal). 4. Septic tank inlets and outlets shall be fitted with watertight couplings (Caulder, Femco, or equal). '. Lot 3, Chenoweth Subdivision August 31, 2001 Page 3 of 3 5. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed between the final drain rock layer and the native soil layer. 6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing the #200 sieve. INSPECTIONS: Municipal Ordinance requires a minimum of two inspections. These inspections must be conducted under the supervision of a professional engineer registered in the State of Alaska. The first inspection must be conducted after the excavation of trenches, beds or pits and before the installation of any gravel. A septic tank may be set in place, but may not be backfilled. The scope of the project is the installation of new 1250 gallon septic tank and a new 900 square foot soil absorption bed. The size of the bed is based on a visual soil classification of GP which was adjusted by the engineer to arrive at a design loading rate of 150 square feet per bedroom. This 4 bedroom residence will require 4 x 150 x 1.5 = 900 square feet of absorption area. No sand filter is needed due to the presence of an underlying silty gravel stratum. 2. The system shall be installed at the location shown on the site plan and in accordance with the design drawings, except that minor modifications may be allowed or required by the engineer conducting the inspections. The excavator shall be responsible for obtaining underground utility locates, and working around any utilities that may be encountered. The existing seepage pit shall be pumped and backfilled with soil. 3. All material specifications and construction practices shall be in conformance with Municipal and State requirements. Special care will be required to ensure that all portions of both the septic tank and the soil absorption bed are at least 100 feet from all nearby wells. 4. The septic tank shall be a 1250 gallon Municipally approved, two compartment tank. The existing waste line leading from the house shall be exposed, and a cleanout pipe installed upstream of the connection within 5 feet of the foundation, as well as another cleanout immediately prior to any bends in excess of 45 degrees. 5. The soil absorption bed shall be constructed by removing the overlying fill and native loam material to expose the top of a poorly graded gravel stratum at a depth of approximately 8 feet. The soil absorption bed shall have a level bottom and the dimensions sh°wn on the design drawing. A total of 12 inches of approved sewer gravel shall be placed in the the excavation, and the manifold and perforated distribution pipes laid level, with the bottom of the pipes no less than 6 inches higher than the bottom of the excavation. Monitor tubes and cleanout pipes shall be installed in the indicated locations, and the top of the gravel entirely covered with filter fabric before final backfill. The finished grade over the bed shall be graded to smooth contours 12 inches higher than the surrounding soil to allow for subsequent settlement. 6. A total of 4 inspections will be required during the course of construction: (1) initial stakeout, (2) after the bed is excavated, but prior to placement of the sewer gravel, (3) after the gravel is in place, the manifold and distribution pipes are laid and connected up to the septic tank, but prior to placement of the filter fabric or backfill over the tank or the bed, and (4) after final backfill and grading work is complete.
