Box 19-6650 Anchorage, AK 99519 Dear Sirs: The purpose ofthis letter is to provide the required design narrative in support of our application for a permit to install a 4000 gallon holding tank to serve the existing residence on Lot 23B Carhart S/D. Soils logs, pert test results, a site plan, design drawings and specifications are enclosed for your review. The present septic system is unable to accept the wastewater flow generated at the residence and probably encroaches on groundwater. We dug four test holes in May ofthis year to assess the feasibility of upgrading the soil absorption system. The first three test holes encountered a saturated gravel stratum between 3 and 4 feet below ground level, and the groundwater stabilized at 1 foot below ground level during break-up. The silty material encountered in the fourth test hole perc'ed at a rate slower than 60 minutes per inch. Because these soil conditions do not allow the installation of replacement soil absorption system, the property owner wishes to install a holding tank. Although the minimum acceptable size for a holding tank serving any residence is 2000 gallons, the owner wishes to install a 4000 gallon tank to minimize the frequency ofpumping. This size should be more than adequate for a three bedroom residence. The topography of the lot in the area of the proposed tank installation slopes towards the south at approximately 15%. No surface water was observed within 100 feet of the proposed installation site. The proposed project will have no significant impact on present or future water supply and wastewater disposal systems serving adjacent properties, nor will it have any significant impact on reserved space-surface and subsurface, or on drainage. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform to Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. 1.4 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved aRer settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas. 1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, as well as placement oftopsoil and reseeding all areas disturbed by the construction. 2.0 Holding Tank: 2.1 The existing septic tank must be properly abandoned by thoroughly pumping, removing the top and backfilling with soil. 2.2 The new 4000 gallon Municipally approved holding tank shall be installed in the approximate location shown on the site plan. )'he tank shall be'set level on undisturbed soil and buried a mini.mum of 5 feet below final ground le-vel~ prevent flotation. While a significant quantity of groundwater ~s not anticipated in the area of proposed installation based on the soil test results, the contractor should be prepared to de-water the excavation if necessary. 2.3 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The waste line from the residence to the septic tank shall' have a minimum slope of 1/4'" per foot. A double cleanout should be installed at the point where the new waste line extension ties into the existing waste line coming from the house, if no foundation cleanout exists. 2.4 The holding tank shall be equipped with a low voltage, high level float which triggers an approved visible and audible alarm mounted inside the residence. The float shall be positioned to trigger the alarm when the fluid depth is approximately 57 inches above the bottom of the tank, thereby leaving 600 - 800 gallons ofcapacity remaining in the tank at the time the alarm first sounds. 3.0 Inspections: 5.1 Atotal of 3 engineering inspections will be required during the course ofthe project: (1)initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the tank has been set in the excavation and the piping connected and alarm float installed, but prior to backfill, and (3) after final backfill and grading is complete. 5.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer. CF HEALTH & T211986 RECEIVED Re: Lot 23B, Carhart Subdivision Dear Steve: Besse, Epps & Ports conducted an adequacy test oa this lot on September 19, 1986. The client, Mary Jennings, submitted the paperwork to your offices on approximately September 26, 1986. After having reviewed the paparwork and the historical records (or the lack thereof), you requested further information. Mike Krieber, of our firm, and you disct~ssed the separatiou distance b~tween the well a~d the septic system being less than the current one hundred foot requirement. It w~s determined that the house and septic system were constructed in the 1950's and that grandfather rights applied for the separation distance of less than the current requirement. Secondly, you requested that we provide information concerning the groundwater table depth on the lot. ~ October 8, we attempted to drill a bole to a depth of 17 - 18 feet, the depth capable with our drill rig. The drill augered to a depth of eight feet before it ceased operating. Observation of the soil indicated that it was quite dry. When this was reported, you requested a deeper hole, and we agreed to get a backhoe to dig the bole. On Friday, October 17, after a week of severe storm conditions, we excavated at the same location as the previous borings. At a depth of 8.0 feet, water was encountered. A monitor tube was installed to a depth of 10 feet. The soil log for the excavatiou is attached. On Monday, October 20, water was measured at the 8.2 foot level in the monitor tube. This would indicate that the water encountered during the excavation was higher than normal because of the heavy rainstorms. Our arguments are set forth below: 1. The system was constructed in the 1950's, and it passed an adequacy test on September 19, 1986. 2. This system is for a one-bedroom home. Due to its location on the lot (in the easement), the Municipality of Anchorage Building Department will not allow further additions to the house. Therefore, it shall always resin a one-bedroom house. In conclusion, because the septic system is performing adequately for this one-bedroo~ home constructed before separation distance requirements were established, it should be granted grandfather status and approved. smh N z.o; !
